Shortly after the Hamas terrorist attack in Israel \u2013 which <a target=\"_blank\" href=\"https:\/\/www.hrw.org\/news\/2023\/10\/18\/israel\/palestine-videos-hamas-led-attacks-verified\" >left<\/a> at least 1,400 Israelis dead \u2013 Oliv\u00e9r V\u00e1rhelyi, the European Commissioner for Neighbourhood and Enlargement, <a target=\"_blank\" href=\"https:\/\/twitter.com\/OliverVarhelyi\/status\/1711362068056613294\" >announced<\/a> the suspension of \u201call payments\u201d by the European Commission to the Palestinians.<\/p>\n<p>The decision would have had very serious consequences as the EU is the <a target=\"_blank\" href=\"https:\/\/reliefweb.int\/report\/occupied-palestinian-territory\/european-union-contributes-eur-82-million-unrwa-2023-and-reaffirms-commitment-support-palestine-refugees-enar\" >biggest donor<\/a> of aid to Palestinians in both the Gaza Strip and the West Bank. The European Commission finally <a target=\"_blank\" href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_23_5001\" >announced<\/a> that it was tripling its annual humanitarian assistance for Gaza to over 75 million euros (around 80 million dollars, or 35 dollars per person). The <a target=\"_blank\" href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_23_5051\" >plan<\/a> is for aid to be distributed through the Rafah crossing between Egypt and Gaza. Although two convoys of aid have <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2023\/oct\/23\/gaza-second-aid-convoy-rafah-crossing-israel-bombardment\" >entered<\/a> the Gaza Strip so far, Israel is only letting in a trickle of the aid Gazans need.<\/p>\n<p>V\u00e1rhelyi, who was <a target=\"_blank\" href=\"https:\/\/www.dw.com\/en\/oliver-varhelyi-pursues-viktor-orbans-agenda-in-brussels\/a-62083275\" >put forward<\/a> as EU Commissioner by the far-right Hungarian government led by Viktor Orb\u00e1n, a close ally of Benjamin Netanyahu, acted unilaterally in announcing a halt of aid to Palestine and over 70 members of the European Parliament <a target=\"_blank\" href=\"https:\/\/www.euronews.com\/my-europe\/2023\/10\/17\/over-70-meps-call-for-the-resignation-of-commissioner-varhelyi-after-fiasco-over-palestini#:~:text=More%20than%2070%20Members%20of,payments%22%20to%20the%20Palestinian%20authorities.\" >have called<\/a> for his resignation. Nevertheless, he has not been officially reprimanded by his superior, EU Commission President Ursula von der Leyen.<\/p>\n<p>The whole controversy about aid to Palestine, which supposedly could have facilitated the terrorist attacks by Hamas on October 7, <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/commentisfree\/2023\/oct\/12\/eu%20aid%20palestinians%20hamas%20brussels%20crisis\" >bears<\/a> no relation to reality. As the EU ambassador to Palestine recently <a target=\"_blank\" href=\"https:\/\/www.aljazeera.com\/news\/2023\/10\/11\/israeli\" >explained<\/a> to Al-Jazeera, the EU delivers budgetary aid \u201conly to the Palestinian Authority\u201d in the West Bank and aid to the Gaza Strip ruled by Hamas is limited to \u201ca social aid allowance package which benefits poor families in Gaza.\u201d<\/p>\n<p>The second element of chaos in the EU response to the Israel-Hamas war is the result of von der Leyen\u2019s visit to Israel alongside the President of the European Parliament Roberta Metsola. In the aftermath of the Hamas terrorist attack against Israel, von der Leyen had already <a target=\"_blank\" href=\"https:\/\/twitter.com\/vonderleyen\/status\/1710729185826664684\" >posted<\/a> on X that the EU \u201cstands by Israel today and in the next weeks.\u201d The statement appeared to condone what was already expected to be a particularly harsh Israeli response against the Gaza Strip, which has later <a target=\"_blank\" href=\"https:\/\/www.aljazeera.com\/news\/2023\/10\/22\/israeli-air-attacks-kill-30-in-gazas-jabalia-refugee-camp-civil-defence\" >materialized<\/a> with at least 4,651 Gazans dead.<\/p>\n<p>On October 10, EU foreign policy chief Josep Borrell <a target=\"_blank\" href=\"https:\/\/www.euronews.com\/my-europe\/2023\/10\/10\/israel-has-right-to-self-defence-but-some-actions-counter-international-law-borrell\" >stated<\/a> that some of the actions carried out by Israel in the aftermath of the Hamas terrorist attack were \u201cnot in accordance with international law.\u201d During her visit to Israel on October 13, however, von der Leyen <a target=\"_blank\" href=\"https:\/\/neighbourhood-enlargement.ec.europa.eu\/news\/statement-president-von-der-leyen-israeli-prime-minister-netanyahu-2023-10-14_en\" >spoke<\/a> next to Netanyahu and did not make a single mention of the need for restraint in Israel\u2019s response to the Hamas attack. All she said was that \u201chow Israel responds will show that it is a democracy.\u201d By the time von der Leyen met Netanyahu, around 1,400 people had already been <a target=\"_blank\" href=\"https:\/\/apnews.com\/article\/gaza-israel-palestinians-war-hamas-militants-civilians-casualites-8469bbcb566446d78f368bf2a1b49d88\" >killed<\/a> in the Gaza Strip due to Israeli bombings.<\/p>\n<p>The statements by von der Leyen were criticized by numerous EU member states, with Ireland being one of the <a target=\"_blank\" href=\"https:\/\/www.irishtimes.com\/politics\/2023\/10\/17\/von-der-leyens-approach-to-israel-hamas-conflict-will-embolden-israel-opposition\/\" >most vocal<\/a>, but also within the EU institutions, both openly and behind closed doors. In a not-so-veiled reference to von der Leyen\u2019s statements during a a press conference in Beijing on October 14, Borrell <a target=\"_blank\" href=\"https:\/\/www.eeas.europa.eu\/eeas\/china-press-remarks-high-representative-josep-borrell-after-concluding-his-visit-country_en\" >stated<\/a> that the official position of the EU concerning foreign policy is determined \u201cby the guidelines, the high-level political decision of the European Union Council, chaired by President Michel and by the Foreign Affairs Council ministers chaired by me.\u201d<\/p>\n<p>Meanwhile, Iratxe Garc\u00eda, the leader of the Socialists and Democrats group in the European Parliament \u2013 the second largest \u2013 <a target=\"_blank\" href=\"https:\/\/www.politico.eu\/article\/von-der-leyen-visit-israel-gaza-hamas-conflict-bias\/\" >expressed<\/a> that in their visit to Israel both Metsola and von der Leyen had failed in their duty \u201cto represent the position of the Union as a whole.\u201d A <a target=\"_blank\" href=\"https:\/\/www.politico.eu\/article\/eu-governments-fume-at-queen-ursula-von-der-leyen\/\" >report<\/a> by Politico documented serious discontentment within EU institutions \u2013 including the EU Commission \u2013 with von der Leyen\u2019s failure to stress in Israel the importance of complying with international law. More recently, a letter signed by 842 staff members of EU institutions <a target=\"_blank\" href=\"https:\/\/www.irishtimes.com\/world\/middle-east\/2023\/10\/20\/eu-staff-members-express-fury-over-von-der-leyen-stance-on-israel-hamas-conflict\/\" >accuses<\/a> the EU Commission of giving \u201ca free hand to the acceleration and the legitimacy of a war crime in the Gaza Strip.\u201d<\/p>\n<p>In the current institutional infighting in the EU, the President of the European Council Charles Michel \u2013\u00a0 <a target=\"_blank\" href=\"https:\/\/ip-quarterly.com\/en\/unbecoming-rivalry-at-heart-eu\" >engaged<\/a> in a long-running rivalry with von der Leyen \u2013 is <a target=\"_blank\" href=\"https:\/\/www.handelsblatt.com\/politik\/international\/ursula-von-der-leyen-und-charles-michel-streit-in-bruessel-inmitten-der-nahostkrise-zerlegt-sich-die-eu-spitze\/29451832.html\" >seen<\/a> as being on the side of EU foreign policy chief Josep Borrell. Their shared conviction that the EU Commission President is overstepping her attributions in representing the EU internationally is not a new phenomenon.<\/p>\n<div><i> Article continues after video<br \/>\n<a target=\"_blank\" href=\"https:\/\/youtu.be\/TOWs_rbLmS8?si=o1aUReJr3be2uEMs\" >EU foreign ministers discuss \u2018contentious subject\u2019 of Gaza ceasefire \u2022 FRANCE 24 English<\/a><\/i><\/div>\n<div><iframe loading=\"lazy\" class=\"lazyloaded\" title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/TOWs_rbLmS8?si=jFZ8RCjUrvYGXmUL\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\" data-rocket-lazyload=\"fitvidscompatible\" data-ll-status=\"loaded\" data-mce-fragment=\"1\"><\/iframe><\/div>\n<p>In July of this year, von der Leyen <a target=\"_blank\" href=\"https:\/\/www.newarab.com\/news\/eu-offers-tunisia-1bn-euros-economy-reduce-migration\" >traveled<\/a> to Tunisia together with Dutch Prime Minister Mark Rutte and Italian Prime Minister Giorgia Meloni and <a target=\"_blank\" href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/statement_23_3201\" >announced<\/a> a migration deal with Tunisian President Kais Saied, who has been ruling Tunisia in an authoritarian way since his <a target=\"_blank\" href=\"https:\/\/dawnmena.org\/saieds-textbook-self-coup-in-tunisia\/\" >coup<\/a> in June 2021. Several EU member states <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2023\/sep\/18\/eu-states-expressed-incomprehension-at-tunisia-migration-pact-says-borrell\" >expressed<\/a> incomprehension when faced with the final contents of the EU-Tunisia deal and the unilateralism of the EU Commission headed by von der Leyen in pushing forward the agreement, which <a target=\"_blank\" href=\"https:\/\/www.newarab.com\/analysis\/how-betting-tunisias-kais-saied-backfired-europe\" >unraveled<\/a> afterwards.<\/p>\n<p>The disagreements over the EU position after the eruption of the Israel-Hamas war have been broader and more public than observers might have expected. At the same time, they hardly come as a surprise. The long-standing <a target=\"_blank\" href=\"https:\/\/www.eeas.europa.eu\/eeas\/ep-plenary-prospects-two-state-solution-israel-and-palestine_en\" >position<\/a> of the EU on the conflict has been support for a two-state solution and the Palestinian Authority (PA) headed by Mahmoud Abbas. In the face of the growing number of <a target=\"_blank\" href=\"https:\/\/www.ohchr.org\/en\/news\/2023\/03\/human-rights-council-hears-current-israeli-plan-double-settler-population-occupied\" >settlements<\/a> in the West Bank \u2013 where the PA <a target=\"_blank\" href=\"https:\/\/theconversation.com\/israels-assault-in-jenin-will-only-further-erode-the-palestinian-authoritys-legitimacy-209115\" >suffers<\/a> a profound crisis of legitimacy \u2013, the <a target=\"_blank\" href=\"https:\/\/www.amnesty.org\/en\/location\/middle-east-and-north-africa\/palestine-state-of\/report-palestine-state-of\/\" >worsening<\/a> of the situation in the Gaza Strip under Israel\u2019s siege and frequent bombings, and the <a target=\"_blank\" href=\"https:\/\/www.bbc.com\/news\/world-middle-east-63942616\" >establishment<\/a> of the most right-wing government in Israel\u2019s history in December 2022, the two-state solution already appeared more distant than ever before the recent events.<\/p>\n<p>Still, calls for a two-state solution were the EU\u2019s go-to discourse, one that has proven unable to keep pace with the fast-developing events during the last two weeks in Israel\/Palestine. The cracks in the common EU position, which was always the lowest common denominator between countries with different understandings of the Israeli-Palestinian conflict, are now more evident than ever.<\/p>\n<p>It is difficult to establish, however, to which extent the current clashes within the EU derive from policy differences regarding the Israel-Hamas war or the ongoing battle of egos at the top of the EU, with an eye to the next European elections in June 2024. Von der Leyen will likely <a target=\"_blank\" href=\"https:\/\/www.politico.eu\/article\/eu-commission-von-der-leyen-wont-run-mep-second-term-germany-ep\/\" >try to secure<\/a> a second term at the head of the Commission but there seems to be growing opposition to this.<\/p>\n<p>For all of its internal quarrels, the EU appears to be united on some key points regarding the ongoing Israel-Hamas war. Firstly, the official position of the EU does not include a call for a ceasefire. There is no mention of a ceasefire or a truce in the <a target=\"_blank\" href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/statement_23_5198\" >statement<\/a> that followed the U.S.-EU Summit on October 20 \u2013 during which von der Leyen and Michel <a target=\"_blank\" href=\"https:\/\/www.politico.eu\/article\/european-union-presidents-ursula-von-der-leyen-charles-michel-hold-separate-us-joe-biden-meetings\/\" >held<\/a> separate meetings with US President Joseph Biden, in another proof of internal tensions \u2013 nor in Michel\u2019s <a target=\"_blank\" href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2023\/10\/21\/address-of-president-charles-michel-at-the-cairo-peace-summit\/\" >address<\/a> to the Cairo Peace Summit on October 21. Spanish President Pedro S\u00e1nchez <a target=\"_blank\" href=\"https:\/\/elpais.com\/internacional\/2023-10-21\/la-falta-de-acuerdo-en-la-cumbre-de-egipto-exhibe-las-diferencias-entre-europa-y-el-mundo-arabe-respecto-a-israel.html\" >called<\/a> for a humanitarian ceasefire during the summit, and the Irish Parliament <a target=\"_blank\" href=\"https:\/\/www.irishtimes.com\/politics\/2023\/10\/18\/tanaiste-announces-additional-13m-humanitarian-aid-funding-for-palestinians\/\" >passed<\/a> a motion to that effect, but they do not represent the common position.<\/p>\n<p>Secondly, the EU agrees that the conflict in the Middle East should not undermine the EU\u2019s support for Ukraine in its war against Russia. After von der Leyen and Michel held on October 17 an extraordinary European Council meeting via video conference with the leaders of EU member countries, both EU leaders <a target=\"_blank\" href=\"https:\/\/www.euractiv.com\/section\/global-europe\/news\/some-differences-remain-as-eu-leaders-seek-cohesion-on-israel-hamas-war\/\" >pointed out<\/a> that Russia could use the conflict in Israel\/Palestine to weaken the West.<\/p>\n<p>Russia\u2019s <a target=\"_blank\" href=\"https:\/\/www.aa.com.tr\/en\/europe\/russia-calls-on-un-security-council-to-condemn-strike-on-gaza-hospital\/3024810\" >condemnation<\/a> of the bombings of civilians in the Gaza Strip is deeply cynical considering Moscow\u2019s conduct in Syria and Ukraine. However, von der Leyen has also been <a target=\"_blank\" href=\"https:\/\/www.euronews.com\/my-europe\/2023\/10\/14\/a-week-into-the-israel-hamas-war-the-eu-continues-to-struggle-with-its-messaging\" >subjected<\/a> to more well-grounded criticism for failing to condemn Israel\u2019s strikes against civilians in the Gaza Strip in the same stark terms she uses when Ukraine\u2019s civilian infrastructure is bombed by Russia. Western support for Ukraine in its war against Russia <a target=\"_blank\" href=\"https:\/\/www.cidob.org\/es\/publicaciones\/serie_de_publicacion\/opinion_cidob\/2023\/global_south_does_not_buy_western_stance_on_ukraine\" >has contrasted<\/a> with a Global South that has remained largely neutral, and this is even less likely to change \u2013 especially in Arab countries \u2013 \u00a0after what many perceive as Europe\u2019s hypocrisy in its response to what is happening in Israel\/Palestine.<\/p>\n<p>And last, but certainly not least, the EU presents a united front regarding fears that Israel\u2019s offensive against the Gaza Strip could lead to a new wave of refugees reaching Europe. In the press conference after the European Council meeting, Michel <a target=\"_blank\" href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2023\/10\/17\/remarks-by-president-charles-michel-after-the-video-conference-of-the-members-of-the-european-council\/\" >said<\/a> that in a country like Egypt, the arrival of refugees \u201ccan have a very difficult impact on the country, and it can also have direct consequences for us in Europe.\u201d<\/p>\n<p>In the wake of the EU-Tunisia agreement on migration, the EU had been <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2023\/jun\/29\/eu-looks-to-egypt-partnership-to-tackle-people-smuggling-networks\" >exploring<\/a> the possibility of reaching a similar agreement with the authoritarian regime of Egyptian President Abdel-Fattah Al-Sisi. Margaritis Schinas, a vice-president of the European Commission, <a target=\"_blank\" href=\"https:\/\/euobserver.com\/migration\/157536\" >stated<\/a> that \u201cthe need to engage with Egypt is even more pressing\u201d after the beginning of the Israel-Hamas war. Meanwhile, Al-Sisi has recently <a target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-10-18\/egypt-rejects-any-attempt-to-move-gaza-palestinians-to-sinai?srnd=politics-vp\" >said<\/a> that he would not accept the arrival of Gazan refugees into Egypt.<\/p>\n<p>It is also not clear to what extent Gazans would be willing to leave their homes. Although the situation within the Gaza Strip is one of complete collapse, and a ground Israeli invasion <a target=\"_blank\" href=\"https:\/\/thehill.com\/policy\/international\/4264919-israeli-defense-chief-tells-troops-to-prepare-for-gaza-invasion\/\" >appears<\/a> to be around the corner, many Gazans \u201care already refugees whose families fled present-day Israel during its establishment in 1948 and were subsequently denied the right to return to their homes,\u201d <a target=\"_blank\" href=\"https:\/\/www.newarab.com\/analysis\/does-israel-have-endgame-gaza\" >explains<\/a> Hugh Lovatt, a senior policy fellow at the European Council on Foreign Relations.<\/p>\n<p>The image the EU presents regarding the Israel-Hamas war is, on the one hand, one of institutional infighting and disagreement on the importance of emphasizing the need for Israeli compliance with international law. On the other hand, the EU displays a united front in its desire to not let the conflict in Israel\/Palestine undermine its support for Ukraine against Russia as well as in preventing the conflict in the Middle East from leading to a wave of Palestinian migrants trying to reach Europe.
