In history, the most relevant are usually targeted. Dag Hammarskj\u00f6ld, refusing to remain a mere bauble of international office, was almost certainly murdered over his intervention in the Congo civil war in 1961. The least relevant (who was that sweet little fella, Ban Ki-Moon?) have barely registered a note of dissent. The big powers like to know they can render such figures impotent, if not insignificant.<\/em><\/p><\/blockquote>\n<p><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2023\/10\/antonio-guterres-un-.webp\" ><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-247058\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2023\/10\/antonio-guterres-un-.webp\" alt=\"\" width=\"400\" height=\"280\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2023\/10\/antonio-guterres-un-.webp 768w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2023\/10\/antonio-guterres-un--300x210.webp 300w\" sizes=\"auto, (max-width: 400px) 100vw, 400px\" \/><\/a><\/p>\n<p class=\"yiv0587197801MsoNormal\">It was, for that reason, refreshing to see the current occupant of that post <a href=\"https:\/\/www.un.org\/sg\/en\/content\/sg\/statement\/2023-10-24\/secretary-generals-remarks-the-security-council-the-middle-east-delivered\"  target=\"_blank\" rel=\"nofollow noopener noreferrer\">make the less than startling remark<\/a> that the atrocious attacks of October 7 staged by Hamas and Islamic Jihad on Israeli soil could not be seen as standalone acts of individual, unprovoked outrage. <strong>Ant\u00f3nio Guterres was careful to also note that there was \u201cnothing\u201d that could \u201cjustify the deliberate killing, injuring and kidnapping of civilians, or the launching of rockets against civilian targets\u201d.<\/strong><\/p>\n<p class=\"yiv0587197801MsoNormal\">Guterres also noted that it was \u201cimportant to also recognise the attacks by Hamas did not happen in a vacuum.\u201d\u00a0 The Palestinians had \u201cbeen subjected to 56 years of suffocating occupation. They have seen their land steadily devoured by settlements and plagued by violence; their economy stifled; their people displaced and their homes demolished.\u201d<\/p>\n<p class=\"yiv0587197801MsoNormal\">While the attacks by Hamas could not be justified to address such grievances, they also could not be used as a pretext to \u201cjustify the collective punishment of the Palestinian people.\u201d Even war, he explained to his colleagues, had rules.<\/p>\n<p class=\"yiv0587197801MsoNormal\">The Secretary-General also reiterated the principle of protecting civilians during armed conflict. This precluded using them as human shields and ordering \u201cmore than one million people to evacuate the south, where there is no shelter, no food, no water, no medicine, and no fuel, and then continuing to bomb the south itself.\u201d<\/p>\n<p class=\"yiv0587197801MsoNormal\">Such comments did not go down well with the Israeli Foreign Minister.\u00a0 Bullies of international relations are always easily slighted.\u00a0 And so it was that <strong>Eli Cohen<\/strong> would gasp and wonder which world the secretary-general was living in. \u201cDefinitely, this is not our world.\u201d<\/p>\n<p class=\"yiv0587197801MsoNormal\">The foreign minister <a href=\"https:\/\/www.middleeastmonitor.com\/20231024-israeli-fm-says-will-cancel-meeting-with-un-chief-after-antonio-guterress-remarks-to-security-council\/\"  target=\"_blank\" rel=\"nofollow noopener noreferrer\">made it fairly clear<\/a> what sort of world that was. \u201cI will not meet the UN Secretary-General. After the October 7<sup>th<\/sup> massacre, there is no place for a balanced approach. Hamas must be erased off the face of the planet.\u201d<\/p>\n<p class=\"yiv0587197801MsoNormal\"><strong>Gilad Erdan<\/strong>, the Israeli ambassador to the United Nations, spoke in the voice of complacency outraged, going so far as <a href=\"https:\/\/twitter.com\/giladerdan1\/status\/1717226560606892126\"  target=\"_blank\" rel=\"nofollow noopener noreferrer\">to demand the resignation<\/a> of Guterres.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">It is a disgrace to the <a target=\"_blank\" href=\"https:\/\/twitter.com\/UN?ref_src=twsrc%5Etfw\" >@UN<\/a> that the Secretary-General did not retract his words and is not even able to apologize for what he said yesterday\u2757\ufe0f\u2757\ufe0f<\/p>\n<p>The Secretary-General, once again, distorts and twists reality. He clearly said yesterday that the massacre by Hamas \u2018did not happen\u2026<\/p>\n<p>&mdash; Ambassador Gilad Erdan \u05d2\u05dc\u05e2\u05d3 \u05d0\u05e8\u05d3\u05df (@giladerdan1) <a target=\"_blank\" href=\"https:\/\/twitter.com\/giladerdan1\/status\/1717226560606892126?ref_src=twsrc%5Etfw\" >October 25, 2023<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p class=\"yiv0587197801MsoNormal\">\u201cA Secretary-General who does not understand that the murder of innocents can never be understood by any \u2018background\u2019 cannot be Secretary-General.\u201d<\/p>\n<p class=\"yiv0587197801MsoNormal\">With a callow splutter, he suggested that the UN chief had \u201cexpressed an understanding for terrorism and murder.\u201d<\/p>\n<p class=\"yiv0587197801MsoNormal\"><strong>On army radio, Erdan <a href=\"https:\/\/www.theguardian.com\/world\/2023\/oct\/25\/israel-says-it-will-ban-un-staff-after-secretary-generals-comments\"  target=\"_blank\" rel=\"nofollow noopener noreferrer\">also announced<\/a> that Israel would be refusing \u201cto issue visas to UN representatives. We have already refused a visa for the undersecretary general for humanitarian affairs, Martin Griffiths. The time has come to teach them a lesson.\u201d<\/strong><\/p>\n<p class=\"yiv0587197801MsoNormal\">As ever, Erdan\u2019s reasoning confused explication with justification, but in that world, the nuanced explanation huffs and puffs in tired resignation, leaving the murderous justification to take the front position.<\/p>\n<p class=\"yiv0587197801MsoNormal\">The comments from Guterres also come in light of the perilous operational state of the United Nations Relief and Works Agency for Palestinian Refugees (UNRWA). The humanitarian agency has been starved of resources and will be forced to cease the provision of hospital care, largely occasioned by Israel\u2019s blockade on fuel.\u00a0 \u201cCurrent stocks are almost completely exhausted,\u201d the agency <a href=\"https:\/\/www.unrwa.org\/resources\/reports\/unrwa-situation-report-15-situation-gaza-strip-and-west-bank-including-east-Jerusalem\"  target=\"_blank\" rel=\"nofollow noopener noreferrer\">states<\/a> in its October 26 situation report, \u201cforcing life-saving services to come to a halt. This includes the supply of piped water as well as fuel for the health sector, bakeries, and generators.\u201d Staff have also suffered a horrendous: 39 have been killed since October 7.<\/p>\n<p class=\"yiv0587197801MsoNormal\">As for the attacks on his own integrity, Guterres <a href=\"https:\/\/www.theguardian.com\/world\/2023\/oct\/25\/israel-says-it-will-ban-un-staff-after-secretary-generals-comments\"  target=\"_blank\" rel=\"nofollow noopener noreferrer\">has been combative<\/a>.<\/p>\n<blockquote>\n<p class=\"yiv0587197801MsoNormal\"><em>\u201cI am shocked by the misrepresentations by some of my statement \u2026 as if I was justifying acts of terror by Hamas. This is false. It was the opposite.\u201d<\/em><\/p>\n<\/blockquote>\n<p class=\"yiv0587197801MsoNormal\">The brainstorming session in the Netanyahu-IDF meetings must have been straightforward: de-historicise conflict, first and foremost; relegate Hamas to some equivalent monstrous organisation, in this case, ISIS; and then, just to make sure, use Nazism and the Holocaust as recyclable motifs.<\/p>\n<p class=\"yiv0587197801MsoNormal\">Along the way, massive Palestinian casualties, many children (2,360 deaths over three weeks), can be excused by pointing the finger at Hamas, because it is not Israeli jets and weapons doing the killing but the policy of a terrorist organisation.\u00a0 And besides, Israel is, as Cohen <a href=\"https:\/\/twitter.com\/elicoh1\/status\/1717531502198600138\"  target=\"_blank\" rel=\"nofollow noopener noreferrer\">insists<\/a>, doing it for \u201cthe civilised world\u201d.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"iw\" dir=\"rtl\">The west is next!<br \/>\u05d4\u05d9\u05d5\u05dd \u05d6\u05d4 \u05d0\u05e6\u05dc\u05e0\u05d5 \u05de\u05d7\u05e8 \u05d6\u05d4 \u05d0\u05e6\u05dc\u05db\u05dd. <br \/>\u05d7\u05de\u05d0\u05e1=\u05d3\u05d0\u05e2\u05e9 <a target=\"_blank\" href=\"https:\/\/t.co\/SKriEzRsnR\" >pic.twitter.com\/SKriEzRsnR<\/a><\/p>\n<p>&mdash; \u05d0\u05dc\u05d9 \u05db\u05d4\u05df | Eli Cohen (@elicoh1) <a target=\"_blank\" href=\"https:\/\/twitter.com\/elicoh1\/status\/1717531502198600138?ref_src=twsrc%5Etfw\" >October 26, 2023<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p class=\"yiv0587197801MsoNormal\">The Israeli strategy here is to excuse the inexcusable: the collective, mass laceration of a people. In this, they simply perpetuate the tragic crimes that have been visited, not only upon the Jews, but upon any ethnicity or group in history.
