The UN said a minimum of 15 liters a day is essential for people in the most acute humanitarian emergencies as a bare minimum,\u201d they stated.<\/p>\n<p>The statement also said that according to a UNRWA spokesperson, without clean water and fuel, some of the food allowed in on humanitarian convoys, including rice and lentils, is useless because people don\u2019t have the clean water or fuel to prepare them.<\/p>\n<blockquote><p><strong><em>\u201cThere can be no justification for using starvation as a weapon of war.\u201d\u00a0<\/em><\/strong><\/p>\n<p><strong>&#8212; Sally Abi Khalil, Oxfam\u2019s Regional Middle East Director<\/strong><\/p><\/blockquote>\n<p>\u201cThere can be no justification for using starvation as a weapon of war. World leaders cannot continue to sit back and watch; they have an obligation to act,\u201d they said in a <a target=\"_blank\" href=\"https:\/\/www.oxfam.org\/en\/press-releases\/starvation-weapon-war-being-used-against-gaza-civilians-oxfam#:~:text=Oxfam%20said%20that%20it%20is,has%20now%20virtually%20run%20out.\" >statement<\/a>, noting that starvation as a \u201cmethod of warfare\u201d is strictly prohibited under international humanitarian law.<\/p>\n<p>In the south of Gaza, a UNRWA school in Rafah, sheltering 4,600 people \u201csustained severe collateral damage from a proximity strike,\u201d <a target=\"_blank\" href=\"https:\/\/twitter.com\/UNRWA\/status\/1717201424054899034?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1717201424054899034%7Ctwgr%5Eeb58c0f2869a31cf5c7da474bf6fc39d46c33335%7Ctwcon%5Es1_&amp;ref_url=https%3A%2F%2Fwww.aljazeera.com%2Fnews%2Fliveblog%2F2023%2F10%2F24%2Fisrael-hamas-war-live-fuel-shortfall-could-force-un-to-halt-work-in-gaza-2\" >says<\/a> the human rights group, while highlighting that if fuel is not allowed to enter Gaza, they will be \u201cforced to significantly reduce and in some cases bring humanitarian operations to a halt.\u201d<\/p>\n<p>\u201cThe occupation\u2019s bombing erased entire families from the civil registry; erased neighborhoods and residential communities with their inhabitants; and also destroyed facilities including hospitals, places of worship, bakeries, water filling stations, markets, schools, and educational and service institutions,\u201d <a target=\"_blank\" href=\"https:\/\/english.wafa.ps\/Pages\/Details\/138664\" >said <\/a>the Minister of Public Works and Housing Mohammad Ziyara.<\/p>\n<p>Meanwhile, Israeli forces continued their mass arrest campaign in occupied East Jerusalem and across the occupied West Bank, including in the cities of Hebron, Nablus, and Shuafat neighborhood, where dozens of heavily armed Israeli soldiers were <a target=\"_blank\" href=\"https:\/\/twitter.com\/AJA_Palestine\/status\/1717358295512404050?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1717358295512404050%7Ctwgr%5Ed7e8b908ada4e140130b0369e575bc5fc2ca89d1%7Ctwcon%5Es1_&amp;ref_url=https%3A%2F%2Fwww.aljazeera.com%2Fnews%2Fliveblog%2F2023%2F10%2F26%2Fisrael-hamas-war-live-un-ceasefire-bid-fails-as-gaza-death-toll-soars\" >seen<\/a>.<\/p>\n<p>Al Jazeera reported that at least 85 Palestinians were arrested overnight by Israeli forces.<\/p>\n<p>The Palestinian Prisoners Society reported that Israeli forces killed at least 103 Palestinians in the occupied West Bank during army raids, including two who died in Israeli custody.<\/p>\n<h2 class=\"wp-block-heading\"><strong>\u2018The state of the freedom of journalism in this war is catastrophic<\/strong>\u2018<\/h2>\n<p>The Committee to Protect Journalists (CPJ) reports that this is the deadliest period for people covering Palestine and Israel since they began counting two decades ago.<\/p>\n<p>\u201cThis is the deadliest time we have on record,\u201d said Sherif Mansour, CPJ\u2019s Middle East and North Africa program director.<\/p>\n<p>\u201cJournalists are paying [sacrifices] in covering war but for Gaza specifically, it\u2019s an exponential risk doing it without having access to the outside world, access to resources, and no safe place to go,\u201d he told Al Jazeera in light of Israeli bombardment targeting and killing the family of the media organization\u2019s Arabic-language Gaza correspondent, Wael Dahdouh, on Thursday evening.<\/p>\n<p>Turkey\u2019s communications director, Fahrettin Altun, <a target=\"_blank\" href=\"https:\/\/twitter.com\/fahrettinaltun\/status\/1717281456639074567?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1717281456639074567%7Ctwgr%5E12b37e205902898fa2260eff1ed5f5b2173afaee%7Ctwcon%5Es1_&amp;ref_url=https%3A%2F%2Fwww.aljazeera.com%2Fnews%2Fliveblog%2F2023%2F10%2F26%2Fisrael-hamas-war-live-un-ceasefire-bid-fails-as-gaza-death-toll-soars\" >said<\/a> on X that it is \u201cdifficult to believe that this was random, as Israel has been trying to stop the truth coming out from Gaza. These kinds of attacks amount to employing terror tactics against journalists to silence them.\u201d<\/p>\n<p>\u201cWe advise the Israeli government to come to its senses about the crimes they have been committing on a daily basis. It needs to come to terms with the fact that the source of the conflict is the ongoing occupation,\u201d Altun continued.<\/p>\n<p>Similarly, the former head of the International Federation of Journalists (IFJ) and founder of the Ethical Journalism Network, Aidan White, has described Israel\u2019s targeting of journalists and their families in Gaza as \u201cshocking\u201d while talking to Al Jazeera.<\/p>\n<p>\u201cThe state of the freedom of journalism in this war is catastrophic. The death of the family of our colleague shows that no place is safe and there\u2019s no shelter for the innocent, and that journalists are a target,\u201d said White.<\/p>\n<p>As of Thursday, CPJ <a target=\"_blank\" href=\"https:\/\/cpj.org\/2023\/10\/journalist-casualties-in-the-israel-gaza-conflict\/\" >reports <\/a>that 24 journalists, 20 Palestinian, 3 Israeli, and 1 Lebanese, have been killed since October 7. In addition, eight journalists have been injured, and three are either missing or detained.<\/p>\n<h2 class=\"wp-block-heading\"><strong>Israel\u2019s looming ground invasion<\/strong><\/h2>\n<p>On Wednesday, Israeli Prime Minister Benjamin Netanyahu said in a televised statement that they are preparing for a ground invasion of Gaza. However, it is unclear when the operation will take place, as the Prime Minister declined to provide additional information.<\/p>\n<p>The army reported conducting a relatively large overnight raid on Wednesday using tanks and infantry in the northern area of the Gaza Strip, orchestrated by the Givati Brigade, one of Israel\u2019s five infantry units.<\/p>\n<p>They killed \u201cmany\u201d fighters and destroyed military infrastructure and antitank positions in preparation for the \u201cnext stages of combat.\u201d The army did not mention any Israeli casualties and added that their forces exited Gaza at the end of the raid.<\/p>\n<p>While there have been multiple previous small-scale army raids into Gaza, according to Al Jazeera journalist Alan Fisher, this particular invasion is unusual for the involvement of tanks, which the army has not previously used in this context.<\/p>\n<p>Fisher says, \u201cThis is clearly in preparation for what the next stage of the war will be.\u201d<\/p>\n<p>Meanwhile, the U.S. is still pressuring Israel to postpone its ground assault until they can ensure the security of the captives inside Gaza and wait for more U.S. military defenses to arrive.<\/p>\n<p>On Wednesday, the <em>Wall Street Journal reported that Israel agreed to delay their ground invasion of Gaza to allow the U.S.<\/em> to rush missile defenses to the region. The publication said the Pentagon is working to deploy 11 air defense systems in the area, including for US troops stationed in Iraq, Syria, Saudi Arabia, and the United Arab Emirates.<\/p>\n<p>However, many leaders do not support Israel\u2019s ground invasion of Gaza.<\/p>\n<p>During a joint news conference with French President Emmanuel Macron, Egypt\u2019s President Abdel Fattah el-Sisi called on the international community to take precautions to avoid an Israeli ground assault on Gaza. He said, drawing attention to the \u201cmany, many civilian casualties\u201d it could cause during a joint Sisi also highlighted the already high death toll of \u201chalf of whom are children.\u201d<\/p>\n<p>Even French President Emmanuel Macron, who has expressed his support for Israel\u2019s right to defend itself, said any \u201cmassive ground invasion\u201d of Gaza would be \u201can error\u201d for Israel.<\/p>\n<p>On Thursday, Israel\u2019s Ministry of Defense proposed an extension on the evacuation orders for Israelis living along the Gaza fence and northern border with Lebanon until December 31, Israeli media <a target=\"_blank\" href=\"https:\/\/www.timesofisrael.com\/liveblog_entry\/report-evacuation-of-border-communities-to-be-extended-until-december-31\/\" >reported<\/a>.<\/p>\n<p>The Ministry also proposed that the government pay 6,000 shekels (about $1,470) per month per adult and 3,000 shekels (about $740) per child for families who can\u2019t find a state-funded hotel room or decide to evacuate independently. As reported by Israeli authorities last week, approximately 200,000 people received evacuation orders from 105 communities near the borders of Gaza and Lebanon.<\/p>\n<p>Israeli media says the proposed operation to extend the evacuation orders could cost \u201cseveral billion\u201d shekels, leaving other government ministries opposed to the declaration, saying it is premature.<\/p>\n<p>As Israel prepares for their large-scale ground assault on the besieged enclave population, which will likely result in the death of several more civilians, Biden is casting doubt on the death toll in Gaza provided by the Palestinian Ministry of Health without giving any evidence or alternative numbers.<\/p>\n<p>However, the Israel and Palestine director at Human Rights Watch (HRW), Omar Shakir, said the Palestinian Ministry of Health\u2019s death toll is reliable.<\/p>\n<p>\u201cHuman Rights Watch has been working in the occupied Palestinian territories for three decades. We\u2019ve covered rounds of escalations and hostilities, and we\u2019ve always found the numbers from the Ministry of Health to be generally reliable,\u201d Shakir told Al Jazeera.<\/p>\n<p>\u201cWe\u2019ve been looking at satellite imagery. We\u2019ve been looking at what\u2019s taking place; the numbers coming out of the ministry are not beyond reason,\u201d Shakir continued. \u201cThey\u2019re within the range of what one would expect from air strikes of this intensity.\u201d<\/p>\n<h2 class=\"wp-block-heading\"><strong>Vetoed UN resolutions\u00a0<\/strong><\/h2>\n<p>On Wednesday, the latest U.S. resolution introduced to the UN Security Council called for \u201chumanitarian pauses to allow for full, rapid, safe and unhindered humanitarian access\u201d in Gaza, said U.S. ambassador to the UN, Linda Thomas-Greenfield.<\/p>\n<p>\u201cColleagues, the United States worked exhaustively to draft a strong and balanced text, one that meets this moment and one that we urge all council members to vote in favor [of],\u201d Thomas-Greenfield said.<\/p>\n<p>Those <a target=\"_blank\" href=\"https:\/\/twitter.com\/UN_News_Centre\/status\/1717269941831807229?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1717269941831807229%7Ctwgr%5Eeb58c0f2869a31cf5c7da474bf6fc39d46c33335%7Ctwcon%5Es1_&amp;ref_url=https%3A%2F%2Fwww.aljazeera.com%2Fnews%2Fliveblog%2F2023%2F10%2F24%2Fisrael-hamas-war-live-fuel-shortfall-could-force-un-to-halt-work-in-gaza-2\" >in favor<\/a> of the resolution included the U.S., Albania, France, Ecuador, Gabon, Ghana, Japan, Malta, Switzerland, and the UK. Brazil and Mozambique abstained. However, Russia and China vetoed the resolution, which the UAE was also against.<\/p>\n<p>Russia\u2019s UN ambassador Vasily Nebenzya slammed the resolution for not calling for a ceasefire and accused the U.S. of trying to prevent the security council\u2019s decisions of \u201cany possible influence on a possible offensive by Israel on Gaza. \u201c<\/p>\n<p>\u201cThis extremely politicized document clearly has one aim: not to save civilians, but to shore up the U.S.\u2019s political situation in the region,\u201d Nebenzya said.<\/p>\n<p>Four UN resolutions have been drafted and rejected, including a previous UN resolution drafted by Russia calling for a complete humanitarian ceasefire, which the U.S. vetoed for not underscoring Israel\u2019s right to self-defense.<\/p>\n<p>Reportedly, other non-permanent members of the UNSC are now working on a new draft resolution, which will be put forward in the coming days.<\/p>\n<p>Meanwhile, Israel\u2019s ambassador to the UN, Gilad Erdan, is calling on UN United Nations Secretary-General Antonio Guterres to resign after he remarked that it was necessary to \u201crecognize the attacks by Hamas did not happen in a vacuum\u201d as Palestinians have been \u201csubjected to 56 years of suffocating occupation\u201d on Tuesday.<\/p>\n<p>On Thursday, Guterres told reporters, without naming Israel, \u201cI am shocked by misrepresentations of some of my statement yesterday in the Security Council \u2013 as if I was justifying acts of terror by Hamas.\u201d<\/p>\n<h2 class=\"wp-block-heading\"><strong>International voices\u00a0<\/strong><\/h2>\n<p>As Israel continues to wage war on its own occupied territory, international leaders are weighing in on the escalating violence.<\/p>\n<p>Brazil\u2019s President Lula da Silva says, \u201cwhat is happening right now in the Middle East is very serious,\u201d while criticizing the language used to describe the escalation in Gaza, saying it is not a war, but a \u201cgenocide.\u201d<\/p>\n<p>\u201cIt\u2019s not about discussing who has a reason or who is wrong. The problem is that it\u2019s not a war, it\u2019s a genocide that has killed 2,000 children who have nothing to do with this war but are the victims,\u201d she said.<\/p>\n<p>On Wednesday, the king of Jordan, Abdullah II, called for the international community to pressure Israel to cease fire and end its siege, saying, \u201cStopping the war on Gaza is an absolute necessity, and the world must move immediately in this direction.\u201d<\/p>\n<p>\u201cWe are against any attempt by Israel to create an exodus of Palestinians or internally displaced the inhabitants of Gaza,\u201d King Abdullah said while warning that the continued escalation \u201cmay lead to an explosion of the situation in the region.\u201d<\/p>\n<p>Japanese Foreign Minister Yoko Kamikawa met with the Israeli ambassador to Japan, Gilad Cohen, to request a temporary suspension of fighting in Gaza and call for Israel to allow the delivery of more humanitarian assistance into the besieged Gaza Strip.<\/p>\n<p>Similarly, the UK supports the call for a humanitarian pause for aid to enter and civilians to evacuate, the government opposes a ceasefire.
