China, Russia, and the United States, the three largest nuclear powers, have essentially allowed agreements for arms control to collapse and are fueling a 21st century arms race to modernize their nuclear arsenals.<\/p>\n<p>Since 1947, the group of scientific and technological experts has gauged global threats through the <a href=\"https:\/\/thebulletin.org\/2024\/01\/press-release-doomsday-clock-remains-at-90-seconds-to-midnight\/#post-heading\" class=\"af np\"  target=\"_blank\" rel=\"noopener ugc nofollow\">Doomsday Clock<\/a>. It was first set at seven minutes to midnight. U.S. and Soviet Union bomb tests pushed the Bulletin to move the clock forward to two minutes to midnight in 1953. But a decade later, the clock was moved to 12 minutes to midnight after the U.S. and Soviet Union signed a treaty limiting some atmospheric nuclear testing.<\/p>\n<p id=\"368e\" class=\"pw-post-body-paragraph nq nr gz ns b nt nu nv nw nx ny nz oa ob oc od oe of og oh oi oj ok ol om on gs bj\" data-selectable-paragraph=\"\">The Cuban missile crisis greatly intensified the threat of nuclear annihilation in 1962 and unfolded while director Stanley Kubrick was producing his masterpiece, \u201cDr. Strangelove or: How I Learned to Stop Worrying and Love the Bomb.\u201d<\/p>\n<p>Kubrick\u2019s classic satirical film starring Sterling Hayden, George C. Scott, Slim Pickens, James Earl Jones, Tracy Reed, and Peter Sellers (in three roles) marks its sixtieth anniversary this year. It was released on January 29, 1964.<\/p>\n<p id=\"a8c9\" class=\"pw-post-body-paragraph nq nr gz ns b nt nu nv nw nx ny nz oa ob oc od oe of og oh oi oj ok ol om on gs bj\" data-selectable-paragraph=\"\">Back in 2017, I <a href=\"https:\/\/open.spotify.com\/episode\/7IIsKNtvhQa860EzKYnz8o?si=0b2ee7ac3d0e4ead\" class=\"af np\"  target=\"_blank\" rel=\"noopener ugc nofollow\">spoke<\/a> to Pentagon Papers whistleblower Daniel Ellsberg about his book, \u201c<a href=\"https:\/\/www.abebooks.com\/9781608196708\/Doomsday-Machine-Confessions-Nuclear-Planner-1608196704\/plp\" class=\"af np\"  target=\"_blank\" rel=\"noopener ugc nofollow\">The Doomsday Machine: Confessions of a Nuclear War Planner<\/a>.\u201d<\/p>\n<p id=\"aac6\" class=\"pw-post-body-paragraph nq nr gz ns b nt nu nv nw nx ny nz oa ob oc od oe of og oh oi oj ok ol om on gs bj\" data-selectable-paragraph=\"\">While Ellsberg was primarily known for exposing several of the lies that the U.S. military told about the Vietnam War, he also worked as a nuclear war planner for the RAND Corporation (the BLAND Corporation in \u201cDr. Strangelove\u201d). He had access to the highest levels of the U.S. military and knew Herman Kahn, who developed the concept for the \u201cDoomsday Machine\u201d that director Stanley Kubrick borrowed for his film.<\/p>\n<p id=\"9304\" class=\"pw-post-body-paragraph nq nr gz ns b nt nu nv nw nx ny nz oa ob oc od oe of og oh oi oj ok ol om on gs bj\" data-selectable-paragraph=\"\">Ellsberg spent an entire chapter of his book on what he labeled the \u201cStrangelove Paradox.\u201d He also recalled the first time that he saw \u201cDr. Strangelove\u201d in 1964 and how it left him \u201cdumbstruck by the realism.\u201d<\/p>\n<p id=\"af7a\" class=\"pw-post-body-paragraph nq nr gz ns b nt nu nv nw nx ny nz oa ob oc od oe of og oh oi oj ok ol om on gs bj\" data-selectable-paragraph=\"\">\u201c<a href=\"https:\/\/www.rand.org\/news\/press\/2015\/11\/16.html\" class=\"af np\"  target=\"_blank\" rel=\"noopener ugc nofollow\">Harry Rowen<\/a> and I had gone into D.C. from the Pentagon during the workday to see it, \u2018for professional reasons.\u2019 We came out in the afternoon sunlight, dazed by the light and the film, both agreeing that what we had just seen was, essentially, a documentary,\u201d Ellsberg wrote.<\/p>\n<p id=\"245c\" class=\"pw-post-body-paragraph nq nr gz ns b nt nu nv nw nx ny nz oa ob oc od oe of og oh oi oj ok ol om on gs bj\" data-selectable-paragraph=\"\">\u201cHow, I wondered, had the filmmakers picked up such an esoteric, highly secret (and totally incredible) detail as the lack of a Stop code, and the alleged reason for it? Nothing that happened in between their takeoff and their dropping their [nuclear] weapons could actually change their operations.\u201d<\/p>\n<p>\u201cThere was no way to tell them either that the enemy had surrendered or there had been a terrible mistake at the beginning that had led to their launch \u2014 a false alarm. Or a change of mind by the president,\u201d Ellsberg added.<\/p>\n<p id=\"d907\" class=\"pw-post-body-paragraph nq nr gz ns b nt nu nv nw nx ny nz oa ob oc od oe of og oh oi oj ok ol om on gs bj\" data-selectable-paragraph=\"\">The bomber pilots in \u201cDr. Strangelove,\u201d led by cowboy Major King Kong (Pickens), open an envelope from Strategic Air Command (SAC) that contains \u201cPlan R.\u201d It is a top secret plan for a nuclear strike. The pilots follow instructions, silence their radio, and set a code receiver to block transmissions to ensure that the Soviets cannot sabotage them.<\/p>\n<p>According to Ellsberg\u2019s book, this was a stunningly accurate depiction of the envelope authentication procedures that were used. In 1959, he found out that the U.S. Pacific Air Forces had only one envelope with only one card. That card contained a \u201cGo\u201d code for executing a strike. \u201cThere was no stop or return code in the envelope or otherwise in the possession of the plane crew.\u201d<\/p>\n<p>If an \u201cExecute\u201d order was received, the procedure was designed to ensure that no official, not even the president of the United States, would be able to reverse course. More importantly, as early as 1960, Ellsberg became aware that no \u201cStop\u201d code was included to prevent the Soviet Union from discovering the code and \u201cmisdirect[ing] the whole force back.\u201d<\/p>\n<p id=\"7c9e\" class=\"pw-post-body-paragraph nq nr gz ns b nt nu nv nw nx ny nz oa ob oc od oe of og oh oi oj ok ol om on gs bj\" data-selectable-paragraph=\"\">General Jack Ripper (Hayden), the maniac commanding officer who orders the nuclear attack, takes a number of outlandish steps (e.g. impounding all radios) to make certain the Soviet Union does not get in the way of his crusade. The steps he takes also make it impossible for officers higher in the chain of command to stop him.<\/p>\n<p id=\"6ce9\" class=\"pw-post-body-paragraph nq nr gz ns b nt nu nv nw nx ny nz oa ob oc od oe of og oh oi oj ok ol om on gs bj\" data-selectable-paragraph=\"\">The general shares his belief that \u201cwar is too important to be left to politicians\u201d through a rant that concludes with one of the nightmare comedy\u2019s best known lines.<\/p>\n<p id=\"f110\" class=\"pw-post-body-paragraph nq nr gz ns b nt nu nv nw nx ny nz oa ob oc od oe of og oh oi oj ok ol om on gs bj\" data-selectable-paragraph=\"\">\u201c[Politicians] have neither the time, the training, nor the inclination for strategic thought. I can no longer sit back and allow communist infiltration, communist indoctrination, communist subversion and the international communist conspiracy to sap and impurify all of our precious bodily fluids,\u201d Ripper proclaims.<\/p>\n<p id=\"4d39\" class=\"pw-post-body-paragraph nq nr gz ns b nt nu nv nw nx ny nz oa ob oc od oe of og oh oi oj ok ol om on gs bj\" data-selectable-paragraph=\"\">Ripper\u2019s derangement is comedy gold, but it also reflected the widespread sentiment among military officers that a \u201ccivilian president\u201d might lack the fortitude or grit to retaliate if Washington, D.C., was attacked by the Soviet Union. Or, as Ellsberg\u2019s book mentioned, a president might squander an opportunity to mount a \u201ccoordinated <em class=\"wa\">surprise <\/em>attack.\u201d<\/p>\n<p>This mindset is represented in one of several scenes in the magnificent War Room that Kubrick had built for the film. General Buck Turgidson (Scott) makes the case for a broader nuclear attack to prevent the Soviets from responding to the strike launched by Ripper.<\/p>\n<p>\u201cMr. President, we are rapidly approaching a moment of truth both for ourselves as human beings and for the life of our nation,\u201d Turgidson declares. \u201cNow, truth is not always a pleasant thing. But it is necessary now to make a choice, to choose between two admittedly regrettable, but nevertheless distinguishable, postwar environments: one where you got twenty million people killed, and the other where you got a hundred and fifty million people killed.\u201d<\/p>\n<p>President Merkin tries to wake up Turgidson to the fact that he is \u201ctalking about mass murder,\u201d not war, but Turgidson is unmoved. He even tells Merkin if he is concerned about being remembered as the \u201cgreatest mass murderer since Adolf Hitler\u201d that he should be \u201cmore concerned with the American people\u201d than his image \u201cin the history books.\u201d<\/p>\n<p id=\"8c53\" class=\"pw-post-body-paragraph nq nr gz ns b nt nu nv nw nx ny nz oa ob oc od oe of og oh oi oj ok ol om on gs bj\" data-selectable-paragraph=\"\">What Turgidson says fits in with the gallows humor of \u201cDr. Strangelove,\u201d but it is not much of an embellishment of reality. In Ellsberg\u2019s view, Turgidson fairly represented \u201cthe view to be expected in such a situation from any number of Air Force officers, high or low.\u201d<\/p>\n<h1 id=\"3a5d\" class=\"uw ux gz be uy uz va vb vc vd ve vf vg vh vi vj vk vl vm vn vo vp vq vr vs vt bj\" data-selectable-paragraph=\"\">\u2018The Whole Point of the Doomsday Machine Is Lost if You Keep It a Secret\u2019<\/h1>\n<p id=\"cd88\" class=\"pw-post-body-paragraph nq nr gz ns b nt wb nv nw nx wc nz oa ob wd od oe of we oh oi oj wf ol om on gs bj\" data-selectable-paragraph=\"\">During another scene, Russian ambassador Alexi de Sadesky (Peter Bull) informs the War Room that the Soviet Union has a Doomsday Machine that will trigger automatically if the attack ordered by Ripper succeeds. The U.S. government has no idea that the Soviet Union has built a Doomsday Machine. That leads Strangelove to exclaim, \u201cBut the whole point of the doomsday machine is lost if you keep it a secret! Why didn\u2019t you tell the world, eh?\u201d<\/p>\n<p>\u201cIt was to be announced at the Party Congress on Monday. As you know, the premier loves surprises,\u201d the Russian ambassador replies.<\/p>\n<p id=\"d2cb\" class=\"pw-post-body-paragraph nq nr gz ns b nt nu nv nw nx ny nz oa ob oc od oe of og oh oi oj ok ol om on gs bj\" data-selectable-paragraph=\"\">The attention that Kubrick gives to this aspect of nuclear policy gives the movie another layer of sophistication. In fact, as Ellsberg details, the Soviet Union never had any intention of informing the world that the Perimeter system was established. (As of 2017, the Russian government still maintained this real-life doomsday device.)<\/p>\n<p id=\"2f87\" class=\"pw-post-body-paragraph nq nr gz ns b nt nu nv nw nx ny nz oa ob oc od oe of og oh oi oj ok ol om on gs bj\" data-selectable-paragraph=\"\">Valery Yarynich, who designed Perimeter, came to regret his involvement in developing the system and especially opposed maintaining the system after the Cold War ended. He featured in the book, \u201cDead Hand: The Untold Story of the Cold War Arms Race and Its Dangerous Legacy\u201d by David Hoffman.<\/p>\n<p>\u201cThe bottom line,\u201d as Yarynich understood, is that humans are not \u201ca species to be trusted with nuclear weapons.\u201d<\/p>\n<p>While it was not exactly a machine, Ellsberg contended that the U.S. had a doomsday system in place in 1961. Bombers in the Strategic Air Command were on alert and later joined by Polaris submarine-launched missiles. \u201cAlthough this machine wasn\u2019t likely to kill outright or starve to death literally every last human, its effects, once triggered, would come close enough to that to deserve the name Doomsday.\u201d<\/p>\n<div class=\"gs gt gu gv gw\">\n<div class=\"ab ca\">\n<div class=\"ch bg fw fx fy fz\">\n<p id=\"4f5a\" class=\"pw-post-body-paragraph nq nr gz ns b nt nu nv nw nx ny nz oa ob oc od oe of og oh oi oj ok ol om on gs bj\" data-selectable-paragraph=\"\">The accuracy of \u201cDr. Strangelove\u201d was owed to Peter George, who received a screenwriting credit (along with Kubrick and Terry Southern). George was a former Royal Air Force (RAF) Bomber Command officer, who wrote the book \u201cRed Alert.\u201d Kubrick bought the rights to \u201cRed Alert\u201d for \u201cStrangelove.\u201d<\/p>\n<p id=\"ab01\" class=\"pw-post-body-paragraph nq nr gz ns b nt nu nv nw nx ny nz oa ob oc od oe of og oh oi oj ok ol om on gs bj\" data-selectable-paragraph=\"\">Also, the film was infused with realism thanks to art director Peter Murton, who designed the iconic War Room set. Even the code receiver box was included in the control dashboard.<\/p>\n<p id=\"b3ad\" class=\"pw-post-body-paragraph nq nr gz ns b nt nu nv nw nx ny nz oa ob oc od oe of og oh oi oj ok ol om on gs bj\" data-selectable-paragraph=\"\">Kubrick contacted production designer Ken Adam after the visit to make certain that he had modeled the B-52 bomber set off publicly available materials. The director did not want the FBI to target the film with some kind of an espionage investigation.<\/p>\n<p id=\"318b\" class=\"pw-post-body-paragraph nq nr gz ns b nt nu nv nw nx ny nz oa ob oc od oe of og oh oi oj ok ol om on gs bj\" data-selectable-paragraph=\"\">Ellsberg, a \u201c<a href=\"https:\/\/www.washingtonpost.com\/opinions\/2023\/06\/18\/daniel-ellsberg-movie-lover\/\" class=\"af np\"  target=\"_blank\" rel=\"noopener ugc nofollow\">movie fanatic<\/a>,\u201d according to his granddaughter Catherine, considered \u201cDr. Strangelove\u201d to be a rather funny film. However, he was more than a bit disappointed that it never catalyzed the kind of change in policy that could pull the world back from the brink of catastrophe.<\/p>\n<p>\u201cA lot of people, even a whole book has been written on the theme that, well, this shows you can\u2019t really have a nuclear war because you have to have all these coincidences of sending off missiles and planes with no stop order,\u201d Ellsberg said. \u201cOr having a Doomsday Machine that you didn\u2019t really tell the enemy anything about\u2014that\u2019s really impossible.\u201d Which was false.<\/p>\n<p>\u201cI don\u2019t think many people really thought it could be as realistic as it actually was. So it is worth seeing that movie, but I don\u2019t think it\u2019s ever really evoked the kind of determination to change the system. It\u2019s thought of as, well, that\u2019s an imaginary kind of thing.\u201d<\/p>\n<p>It is easy to look back and regard \u201cDr. Strangelove\u201d as an artistic byproduct of the Cold War era. Yet as Ellsberg understood, there is tremendous secrecy around nuclear weapons.<\/p>\n<p id=\"2b81\" class=\"pw-post-body-paragraph nq nr gz ns b nt nu nv nw nx ny nz oa ob oc od oe of og oh oi oj ok ol om on gs bj\" data-selectable-paragraph=\"\">Americans do not really know who in the government or the military chain of command has the authority to initiate a nuclear attack.
