Naked Capitalism"},"content":{"rendered":"<p><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2024\/03\/google.webp\" ><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-medium wp-image-257792\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2024\/03\/google-300x184.webp\" alt=\"\" width=\"300\" height=\"184\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2024\/03\/google-300x184.webp 300w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2024\/03\/google-1024x627.webp 1024w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2024\/03\/google-768x471.webp 768w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2024\/03\/google.webp 1456w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<blockquote><p><em>Google provides an early, scary test case for mechanized suppression by threatening a popular economics site with demonetization.<\/em><\/p><\/blockquote>\n<p><em>22 Mar 2024<\/em> &#8211; The future of AI-powered censorship is here, and the early returns are as error-filled and clumsily destructive as Google\u2019s infamous <a target=\"_blank\" href=\"https:\/\/www.racket.news\/p\/i-wrote-what-googles-ai-powered-libel\"  rel=\"\">Gemini rollout<\/a>.<\/p>\n<p>On March 4th, Yves Smith \u2014 nom de plume for the editor of <em><a target=\"_blank\" href=\"https:\/\/www.nakedcapitalism.com\/\"  rel=\"\">Naked Capitalism<\/a><\/em>, a popular site containing economics commentary and journalism \u2014 received an ominous <a target=\"_blank\" href=\"https:\/\/www.nakedcapitalism.com\/2024\/03\/google-demands-that-we-censor-our-content.html\"  rel=\"\">letter<\/a> from its ad service company:<\/p>\n<blockquote><p><em>Hope you are doing well!<br \/>\nWe noticed that Google has flagged your site for Policy violation and ad serving is restricted on most of the pages with the below strikes\u2026<\/em><\/p><\/blockquote>\n<p>The letter went on to list four data fields: VIOLENT_EXTREMISM, HATEFUL_CONTENT, HARMFUL_HEALTH_CLAIMS, and ANTI_VACCINATION. From there the firm explained: \u201c<strong>If Google identifies the flags <\/strong><em><strong>consistently<\/strong><\/em><strong> and if the content is not fixed, then the ads will be disabled completely to serve on the site<\/strong>.\u201d<\/p>\n<p>\u201cSo this is a threat of complete demonetization,\u201d says Smith.<\/p>\n<p>She discovered a spreadsheet listing her offenses. Excerpts are reprinted below. The site often tackles issues the financial press avoids and gained renown in the wake of the 2008 crash. (I appeared with Yves on a <em><a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=VwcpOithag0\"  rel=\"\">Moyers and Company <\/a><\/em><a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=VwcpOithag0\"  rel=\"\">show<\/a> about banking years ago.) <em>Naked Capitalism <\/em>helped force the resignation of the SEC\u2019s Director of the Office of Compliance and Inspections, Andrew Bowden when it <a target=\"_blank\" href=\"https:\/\/www.nakedcapitalism.com\/2015\/03\/secs-andrew-bowden-regulator-sale.html\"  rel=\"\">described Bowden telling a Stanford audience<\/a> containing many private equity executives how his son would like to work in private equity. Later, <a target=\"_blank\" href=\"https:\/\/www.nakedcapitalism.com\/2020\/08\/calpers-chief-investment-officer-ben-meng-resigns-following-our-exposing-his-false-felonious-financial-disclosure-filings-and-private-equity-conflicts-of-interest.html\"  rel=\"\">California Pension Fund chief Ben Meng resigned<\/a> in the wake of the site\u2019s reporting.<\/div>\n<\/div>\n<p><em>Naked Capitalism <\/em>is a home for smart, independent commentary about a financial services industry that is otherwise almost exclusively covered by writers and broadcasters who\u2019d jump at a job offer from the companies they cover. It\u2019s unique, useful and full of links and primary source material. What 16 items did Google find objectionable in its archive of 33,000 posts?<\/p>\n<ul>\n<li>A Barnard College professor, Rajiv Sethi, <a target=\"_blank\" href=\"https:\/\/www.nakedcapitalism.com\/2023\/07\/the-candidacy-and-claims-of-rfk-jr.html\"  rel=\"\">evaluated<\/a> Robert F. Kennedy\u2019s candidacy and wrote, \u201cThe claim\u2026 is not that the vaccine is ineffective in preventing death from COVID-19, but that these reduced risks are outweighed by an increased risk of death from other factors. I believe that the claim is false (for reasons discussed below), but it is not outrageous.\u201d This earned the judgment, \u201c<em>[AntiVaccination]<\/em>.\u201d Sethi wrote his own <a target=\"_blank\" href=\"https:\/\/rajivsethi.substack.com\/p\/the-censorship-trap?triedRedirect=true\"  rel=\"\">explanation here<\/a>, but this is a common feature of moderation machines; they can\u2019t distinguish between advocacy and criticism.<\/li>\n<li>A link to \u201c<a target=\"_blank\" href=\"https:\/\/jamanetwork.com\/journals\/jamanetworkopen\/fullarticle\/2804451\"  rel=\"\">Evaluation of Waning of SARS-CoV-2 Vaccine\u2013Induced Immunity<\/a>\u201d a peer-reviewed article by the <em>Journal of the American Medical Association<\/em>, was deemed \u201c<em>[AntiVaccination]<\/em>.\u201d<\/li>\n<li>An entry critical of vaccine mandates, which linked to the <em>American Journal of Public Health<\/em> article <a target=\"_blank\" href=\"https:\/\/ajph.aphapublications.org\/doi\/10.2105\/AJPH.2022.307112\"  rel=\"\">SARS-CoV-2 Infection, Hospitalization, and Death in Vaccinated and Infected Individuals by Age Groups in Indiana, 2021\u20122022<\/a>, earned <em>[HARMFUL_HEALTH_CLAIMS, ANTI_VACCINATION, HATEFUL_CONTENT] <\/em>tag.<\/li>\n<\/ul>\n<p>The strangest flag of all involved a <a target=\"_blank\" href=\"https:\/\/www.nakedcapitalism.com\/2022\/06\/blowback-for-the-twenty-first-century-remembering-chalmers-johnson.html\"  rel=\"\">review<\/a> by Tom Engelhardt of <em><a target=\"_blank\" href=\"https:\/\/www.amazon.com\/Blowback-Consequences-American-Empire-Project\/dp\/0805062394\"  rel=\"\">Blowback: The Costs and Consequences of American Empire<\/a><\/em> by the late CIA consultant Chalmers Johnson. Engelhardt is no fan of Donald Trump, calling him \u201ca billionaire grifter and TV impresario who thought not just unbearably well of, but only of, himself,\u201d and assessing Trump\u2019s presidency so harshly that he put the word \u201cgoverned\u201d in quotes. But Engelhardt was describing the Johnson book, vaguely in the same intellectual ballpark as Martin Gurri\u2019s <em><a target=\"_blank\" href=\"https:\/\/www.amazon.com\/Revolt-Public-Crisis-Authority-Millennium\/dp\/1732265143\"  rel=\"\">Revolt of the Public<\/a>, <\/em>which warned back in 2000 of political consequences for breeding a \u201cmilitary establishment that is today close to being beyond civilian control.\u201d<\/p>\n<p>In this context, Engelhardt wrote that \u201cit\u2019s hard not to imagine The Donald\u2019s success as another version of blowback.\u201d He added, \u201cgiven his insistence that the 2020 election was \u2018<a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2022\/04\/18\/us\/politics\/trump-allies-election-decertify.html\"  rel=\"\">fake<\/a>\u2019 or \u2018<a target=\"_blank\" href=\"https:\/\/www.usatoday.com\/story\/news\/factcheck\/2022\/01\/06\/fact-check-donald-trump-2020-election-results\/9115875002\/\"  rel=\"\">rigged<\/a>\u2019\u2026 it seems to me that we could redub him Blowback Donald.\u201d<\/p>\n<p>This entry earned the absurd <em>DEMONSTRABLY_ FALSE_ DEMOCRATIC PROCESS<\/em> judgment. Obviously, its machine was unable to distinguish commentary, even overtly negative commentary, from endorsement. \u201cAn AI could have read it as Engelhardt saying that the election was stolen, as opposed to Englehardt saying Trump <em>said<\/em> the election was stolen,\u201d is how Smith put it.<\/p>\n<p>There was some slightly more hardcore content on Google\u2019s list \u2014 I can see how a machine might trip over a <a target=\"_blank\" href=\"https:\/\/www.nakedcapitalism.com\/2024\/01\/links-1-31-2024.html#comment-3990500\"  rel=\"\">Gaza-themed spoof<\/a> of the Hall and Oates song \u201cYou Make My Dreams Come True\u201d \u2014 but algorithms appeared mostly to be going ballistic over throwaway lines, or misreading criticism as its opposite. Also, the company only offered explanations for 8 of 16 flags (really 14, as the company sent the same entry twice in one place, then listed the site\u2019s \u201c<a target=\"_blank\" href=\"https:\/\/www.nakedcapitalism.com\/category\/technology-and-innovation\"  rel=\"\">Technology and Innovation\u201d category page<\/a> as objectionable in another). For a site like <em>Naked Capitalism<\/em> that includes many links in each post, and posts a lot, even one non-specific complaint raises all sorts of issues.<\/p>\n<p>\u201cEvery day on weekdays we have six posts, and on weekends we have three,\u201d Smith says. \u201cSo we post religiously in fairly large numbers\u2026 Anything I could do could conceivably trigger demonetization. I mean, they say \u2018consistently,\u2019 but what does \u2018consistently\u2019 even mean?\u201d<\/p>\n<p>In the last years <em>Racket <\/em>readers have become acquainted with a variety of \u201c<a target=\"_blank\" href=\"https:\/\/twitter.com\/mtaibbi\/status\/1329488632596590594\"  rel=\"\">Meet the Censored<\/a>\u201d <a target=\"_blank\" href=\"https:\/\/www.racket.news\/p\/meet-the-censored-status-coup\"  rel=\"\">subjects<\/a>, whose usual problem was removal or deamplification after a questionable judgment by an algorithmic reviewer. <em>Naked Capitalism <\/em>is dealing with the futuristic next step.<\/p>\n<p>Technologists are in love with new AI tools, but they don\u2019t always know how they work. Machines may be given a review task and access to data, but how the task is achieved is sometimes mysterious. In the case of <em>Naked Capitalism<\/em>, a site where even comments are monitored in an effort to pre-empt exactly these sorts of accusations, it\u2019s only occasionally clear how or why Google came to tie certain content to categories like \u201cViolent Extremism.\u201d Worse, the company may be tasking its review bots with politically charged instructions even in the absence of complaints from advertisers.<\/p>\n<p>Companies (and governments) have learned that the best way to control content is by attacking revenue sources, either through NewsGuard- or GDI-style \u201c<a target=\"_blank\" href=\"https:\/\/www.newsguardtech.com\/solutions\/newsguard\/\"  rel=\"\">nutrition<\/a>\u201d or \u201c<a target=\"_blank\" href=\"https:\/\/www.disinformationindex.org\/product\"  rel=\"\">dynamic exclusion<\/a>\u201d lists, or <a target=\"_blank\" href=\"https:\/\/www.mediamatters.org\/twitter\/x-placing-ads-amazon-nba-mexico-nbcuniversal-and-others-next-content-white-nationalist\"  rel=\"\">advertiser boycotts<\/a>. Previously, a human being was sometimes involved in reviewing the final placement of sites in certain buckets, or problems might at least have been prompted by human complaints. Now, from flagging all the way through to the inevitable \u201cHi! You\u2019ve been selected for income termination!\u201d form letter, the new review process can be conducted without any human involvement at all.<\/p>\n<p>\u201cNo human is flagging these posts,\u201d Smith <a target=\"_blank\" href=\"https:\/\/www.nakedcapitalism.com\/2024\/03\/google-censorship-ai-run-amok-threatens-demonetization-over-a-navigation-page-with-no-ads-an-article-on-a-foreign-policy-best-seller-deemed-anti-vaxx-and-more-flagrant-errors.html\"  rel=\"\">quoted<\/a> an ad sales expert as saying. \u201cI\u2019m pretty sure advertisers have no idea that the Google bot is blocking their carefully crafted communications from reaching [her] readers.\u201d<\/p>\n<p>Whether it\u2019s AI or just an algorithm, it\u2019s not clear whether Google is knocking Smith\u2019s site on its own initiative, or to stay in compliance with a law like Europe\u2019s <a target=\"_blank\" href=\"https:\/\/info.verasafe.com\/digital-services-act-representative-program?utm_term=digital%20services%20act&amp;utm_campaign=DSA+Representative+Service_USA_Exact&amp;utm_source=adwords&amp;utm_medium=ppc&amp;hsa_acc=8436566447&amp;hsa_cam=21029972812&amp;hsa_grp=159826128180&amp;hsa_ad=691099353800&amp;hsa_src=g&amp;hsa_tgt=kwd-891745263485&amp;hsa_kw=digital%20services%20act&amp;hsa_mt=e&amp;hsa_net=adwords&amp;hsa_ver=3&amp;gad_source=1&amp;gclid=Cj0KCQjw2PSvBhDjARIsAKc2cgP48K2FXxHqk60ShsIHC3A6zCeTfgnVwGnqhJpjD6JktkcKtPwip7IaAmBfEALw_wcB\"  rel=\"\">Digital Services Act<\/a>, since the company hasn\u2019t responded to questions. The timing is odd; the site has never faced any kind of review before, and the breakdown of its supposed strikes suggests that even Google\u2019s internal review process isn\u2019t finding many recent issues. (Just four in the last two years.) Either way, the decision to even once tell a media outlet that it must remove content to remain ad-eligible sends a message someone like Smith will think of every time she publishes going forward.
