Photo: Dawoud Abo Alkas\/Anadolu via Getty Images<\/p><\/div>\n<blockquote><p><em>Congress passed a one-year ban on UNRWA funds even as several Western countries have resumed funding for the U.N. agency that aids Palestinians. <\/em><\/p><\/blockquote>\n<p><em>22 Mar 2024<\/em> &#8211; <span class=\"has-underline\">The U.S. government<\/span> will defund the United Nations agency that aids Palestinians through next year \u2014 even as 1.1 million people in Gaza face threats of famine in coming months \u2014 on the basis of flimsy allegations by Israel against a tiny minority of the agency\u2019s staff that have yet to be proven.<\/p>\n<div class=\"entry-content__content md:mr-[25%] md:pr-[10px]\">\n<p>Congress passed the defunding measure as part of a $1.2 trillion spending package to avert a partial government shutdown. In addition to stripping funding from the United Nations Relief and Works Agency for Palestinian Refugees in the Near East, or UNRWA, through March 2025, the bill includes the $3.8 billion the U.S. sends to Israel every year.<\/p>\n<p>The bill also contains a long-standing provision that would limit aid to the Palestinian Authority, which governs the occupied West Bank, if \u201cthe Palestinians initiate an International Criminal Court (ICC) judicially authorized investigation, or actively supports such an investigation, that subjects Israeli nationals to an investigation for alleged crimes against Palestinians.\u201d<\/p>\n<p>After a late-night vote, the Senate sent the bill to President Joe Biden to sign it into law on Saturday.<\/p>\n<p>The U.S. first suspended aid to UNRWA in late January, when the Israeli government leveled allegations that 12 of the agency\u2019s 30,000 employees \u2014 or 0.04 percent \u2014 were involved in Hamas\u2019s attacks on October 7 (Israel later accused two additional employees of involvement, bringing the total number to 14).<\/p>\n<p>In response, Philippe Lazzarini, commissioner-general of UNRWA, <a href=\"https:\/\/www.unrwa.org\/newsroom\/official-statements\/serious-allegations-against-unrwa-staff-gaza-strip\"  target=\"_blank\" rel=\"noopener noreferrer\" aria-describedby=\"targetBlankDescription\">immediately terminated<\/a> the accused staff members and launched an investigation. The U.S. decision to cut aid to the 74-year-old aid agency, which was founded amid the creation of Israel and the ensuing Nakba \u2014\u00a0the <a target=\"_blank\" href=\"https:\/\/theintercept.com\/2022\/11\/25\/tantura-movie-israel-palestine\/\" >mass displacement and dispossession<\/a> of Palestinians from their homes \u2014 prompted much of the West to follow suit, including other top donors such as Germany, the European Union, and Sweden.<\/p>\n<p>While several of those donors have recently announced their intention to resume funding, the U.S. government, which has historically been a top donor to UNRWA, has instead doubled down. The spending bill passed the House on Friday afternoon with a 286-135 vote. Twenty-three House Democrats voted against the bill, with several issuing <a href=\"https:\/\/x.com\/prem_thakker\/status\/1771239312077500438?s=20\"  target=\"_blank\" rel=\"noopener noreferrer\" aria-describedby=\"targetBlankDescription\">statements<\/a> directly <a href=\"https:\/\/twitter.com\/RepChuyGarcia\/status\/1771234765644980415?s=20\"  target=\"_blank\" rel=\"noopener noreferrer\" aria-describedby=\"targetBlankDescription\">linking<\/a> their \u201cno\u201d votes to the UNRWA provision. The Senate overwhelmingly approved the bill early on Saturday in a 74-24 vote.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">There is no world in which the forced famine of 1.1 million people cannot be considered genocide. And that is exactly what we are watching unfold in Gaza now.<\/p>\n<p>We must enforce U.S. laws and halt weapons transfers to the Israeli government to stop an atrocity in the making. <a target=\"_blank\" href=\"https:\/\/t.co\/N40Jk3yKc7\" >pic.twitter.com\/N40Jk3yKc7<\/a><\/p>\n<p>&mdash; Rep. Alexandria Ocasio-Cortez (@RepAOC) <a target=\"_blank\" href=\"https:\/\/twitter.com\/RepAOC\/status\/1771238247449899285?ref_src=twsrc%5Etfw\" >March 22, 2024<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Even in the lead-up to the Friday vote, several members of Congress slammed the idea of continuing to penalize UNRWA.<\/p>\n<p>Rep. Alexandria Ocasio-Cortez, D-N.Y., <a href=\"https:\/\/www.independent.co.uk\/news\/world\/americas\/us-politics\/spending-bill-unrwa-funding-democrats-b2516745.html\"  target=\"_blank\" rel=\"noopener noreferrer\" aria-describedby=\"targetBlankDescription\">told<\/a> The Independent that members of Congress have intelligence assessments that suggest halting funding is \u201cnot grounded in solid facts.\u201d<\/p>\n<p>\u201cWe should not be restricting, we should be restoring, I\u2019ve been saying that on public record,\u201d Rep. Delia Ramirez, D-Ill., added. \u201cThe idea that people are literally starving to death and we are contributing to that is a problem.\u201d Democratic Sens. Tim Kaine of Virginia, Chris Van Hollen of Maryland, and Dick Durbin of Illinois expressed similar concerns.<\/p>\n<blockquote class=\"stylized pull-right\" data-shortcode-type=\"pullquote\" data-pull=\"right\"><p><em><strong>\u201cTragically, many members of Congress seem to be happy to be part of this starvation caucus.\u201d<\/strong><\/em><\/p><\/blockquote>\n<p>Sen. Bernie Sanders, I-Vt., put it more harshly earlier this week. \u201cSadly, tragically, many members of Congress seem to be happy to be part of this starvation caucus,\u201d Sanders <a href=\"https:\/\/www.commondreams.org\/news\/starvation-caucus-unrwa\"  target=\"_blank\" rel=\"noopener noreferrer\" aria-describedby=\"targetBlankDescription\">said<\/a>, \u201chappy to cut funding to UNRWA and make it harder to get aid to Palestinians in the midst of this crisis.\u201d<\/p>\n<p><span class=\"has-underline\">UNRWA announced Israel\u2019s<\/span> allegations against its employees on January 26, the same day the International Court of Justice <a target=\"_blank\" href=\"https:\/\/theintercept.com\/2024\/01\/26\/icj-ruling-gaza-genocide\/\" >ruled that Israel is plausibly committing genocide<\/a>. It didn\u2019t take very long for the allegations to start to fall apart.<\/p>\n<p>On January 30, Sky News <a href=\"https:\/\/news.sky.com\/story\/israeli-intelligence-report-claims-four-unrwa-staff-in-gaza-involved-in-hamas-kidnappings-13059967\"  target=\"_blank\" rel=\"noopener noreferrer\" aria-describedby=\"targetBlankDescription\">reported<\/a> that it had seen Israeli intelligence documents fielding the allegations and that they \u201cmake several claims that Sky News has not seen proof of and many of the claims, even if true, do not directly implicate UNRWA.\u201d<\/p>\n<p>That same day, U.S. Secretary of State Antony Blinken told reporters that the allegations were \u201chighly, highly credible,\u201d while also admitting the U.S. hadn\u2019t done its own investigation.<\/p>\n<p>On February 3, the Financial Times <a href=\"https:\/\/www.ft.com\/content\/e326a1d3-7b45-4609-8179-dfb6a66abae9\"  target=\"_blank\" rel=\"noopener noreferrer\" aria-describedby=\"targetBlankDescription\">wrote<\/a> that Israel\u2019s intelligence assessment \u201cprovides no evidence for the claims.\u201d Shortly thereafter, British outlet Channel 4 <a href=\"https:\/\/www.channel4.com\/news\/israels-evidence-of-unrwa-hamas-allegations-examined\"  target=\"_blank\" rel=\"noopener noreferrer\" aria-describedby=\"targetBlankDescription\">reported<\/a> that a confidential Israeli document detailing the allegations \u201cprovides no evidence to support its explosive new claim.\u201d Two days later, CBC <a href=\"https:\/\/www.cbc.ca\/news\/politics\/unrwa-hamas-gaza-canada-1.7107785\"  target=\"_blank\" rel=\"noopener noreferrer\" aria-describedby=\"targetBlankDescription\">reported<\/a> that Canada \u2014 another top UNRWA donor \u2014\u00a0suspended its funding without seeing any evidence to substantiate the allegation against the UNRWA staff members.<\/p>\n<p>Within a few days, Lazzarini admitted that he followed \u201creverse due process\u201d by firing staff members implicated in the allegations before conducting an investigation.<\/p>\n<p>\u201cIndeed, I have terminated without due process because I felt at the time that not only the reputation but the ability of the entire agency to continue to operate and deliver critical humanitarian assistance was at stake if I did not take such a decision,\u201d he said, explaining that the agency was already subject to \u201cfierce and ugly attacks.\u201d<\/p>\n<p>\u201cMy judgment, based on this going public, true or untrue, was I need to take the swiftest and boldest decision to show that as an agency we take this allegation seriously.\u201d<\/p>\n<p>Just last week, the European Union\u2019s top humanitarian aid official <a href=\"https:\/\/www.reuters.com\/world\/no-evidence-israel-back-unrwa-accusations-says-eu-humanitarian-chief-2024-03-14\/\"  target=\"_blank\" rel=\"noopener noreferrer\" aria-describedby=\"targetBlankDescription\">said<\/a> he has still not seen evidence from Israel to back its accusations \u2014 nearly two months after they were made.<\/p>\n<p>Even if the allegations were found to be true, many have argued cutting funding to UNRWA is tantamount to collective punishment. \u201cWe should investigate it,\u201d Van Hollen <a href=\"https:\/\/www.commondreams.org\/news\/van-hollen-netanyahu-lies-unrwa\"  target=\"_blank\" rel=\"noopener noreferrer\" aria-describedby=\"targetBlankDescription\">said<\/a> this week. \u201cBut for goodness\u2019 sake, let\u2019s not hold 2 million innocent Palestinian civilians who are dying of starvation \u2026 accountable for the bad acts of 14 people.\u201d<\/p>\n<p>Meanwhile, UNRWA\u2019s internal investigation turned out horrific reports that Israel tortured UNRWA staff in order to force false confessions that they were involved in the October 7 attack and are members of Hamas. Staffers were <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/unrwa-report-says-israel-coerced-some-agency-employees-falsely-admit-hamas-links-2024-03-08\/\"  target=\"_blank\" rel=\"noopener noreferrer\" aria-describedby=\"targetBlankDescription\">allegedly<\/a> beaten, waterboarded, and had their family members threatened by Israeli soldiers. UNRWA also <a href=\"https:\/\/www.aljazeera.com\/news\/2024\/3\/13\/after-the-unrwa-report-more-accounts-of-israels-torture-in-gaza\"  target=\"_blank\" rel=\"noopener noreferrer\" aria-describedby=\"targetBlankDescription\">alleged<\/a> that Israeli soldiers used a nail gun on Palestinians\u2019 knees and sexually abused the prisoners, including through \u201cthe insertion of what appears to be an electrified metal stick into prisoners\u2019 rectums.\u201d Israel has denied the allegations.<\/p>\n<p><span class=\"has-underline\">Over the past<\/span> couple weeks, many Western states have reinstated their funding to UNRWA, including the European Union, Sweden, Canada, and Australia. The State Department, meanwhile, has continued to find ways to justify its ongoing suspension of funding to the agency.<\/p>\n<p>On <a href=\"https:\/\/www.state.gov\/briefings\/department-press-briefing-march-14-2024\/#:~:text=We%20hadn\" t%20heard%20from,fire%20the%20employees%20in%20question.\" target=\"_blank\" rel=\"noopener noreferrer\" aria-describedby=\"targetBlankDescription\">March 14<\/a>, State Department spokesperson Matt Miller was\u00a0asked about statements by U.N. officials that Israel has still not provided evidence showing that the UNRWA staff were involved with the October 7 attack. Miller responded that the initial U.S. decision to pause funding was prompted not by Israel, but by UNRWA.<\/p>\n<p>\u201cWe hadn\u2019t heard from the government of Israel about these allegations,\u201d Miller said. \u201cIt was about allegations that UNRWA brought to us. And when they brought us these allegations, they told us that they had investigated them and found them to be credible, and that\u2019s why they had taken action to fire the employees in question.\u201d<\/p>\n<p>He concluded: \u201cWith respect to the ongoing investigation, we do have faith in their ability to get to the bottom of what happened.\u201d<\/p>\n<p>Yet Miller\u2019s response evades a crucial detail: It was <em>Israel<\/em> that brought the allegations to UNRWA in the first place. And though UNRWA\u2019s initial statement may have prompted the pause in U.S. funding, the U.S. has not shifted course even after UNRWA\u2019s own chief said he fired the staff without full-on investigation due to external pressure.<\/p>\n<p>The paradox is telling: The U.S. apparently found\u00a0UNRWA credible based on the agency\u2019s serious response to the allegations against it.
