It is <strong>equally important to protect institutions essential to the rule of law, which have been attacked to their very core<\/strong>,\u201d <a href=\"https:\/\/www.ohchr.org\/en\/press-releases\/2024\/03\/haiti-cataclysmic-situation-demands-immediate-and-bold-action-un-report\" class=\"Hyperlink SCXW21475385 BCX8\"  target=\"_blank\" rel=\"noopener noreferrer\"><u>said<\/u><\/a> UN High Commissioner for Human Rights <a href=\"https:\/\/www.ohchr.org\/en\/about-us\/high-commissioner\/volker-turk\"  target=\"_blank\" rel=\"noopener noreferrer\">Volker T\u00fcrk<\/a>.<\/p>\n<p>The <a href=\"https:\/\/www.ohchr.org\/en\/documents\/country-reports\/ahrc5576-situation-human-rights-haiti-report-united-nations-high\" class=\"Hyperlink SCXW21475385 BCX8\"  target=\"_blank\" rel=\"noopener noreferrer\"><u>report<\/u><\/a> covers the period from 25 September 2023 to 29 February 2024 and includes information provided by both the Human Rights Service of the UN\u2019s special political mission in Haiti, <a href=\"https:\/\/binuh.unmissions.org\/en\"  target=\"_blank\" rel=\"noopener noreferrer\">BINUH<\/a>, and the High Commissioner\u2019s designated expert on the human rights situation in the country, William O\u2019Neil.<\/p>\n<h2>Killings and sexual violence<\/h2>\n<p>The number of casualties of gang violence significantly increased in 2023, with 4,451 people killed and 1,668 injured. The number of victims skyrocketed in the first three months of this year, with <strong>1,554 killed and 826 injured up to 22 March<\/strong>.<\/p>\n<p><strong>Gangs continued to use sexual violence to brutalise, punish and control<\/strong> people, the report found. Women have been raped during gang attacks on neighbourhoods, in many cases after seeing their husbands killed in front of them.<\/p>\n<p>Some women are forced into exploitative sexual relations with gang members. In addition, the rape of hostages continues to be used to strongarm families into paying ransoms. <strong>Sexual violence remains severely underreported and largely unpunished<\/strong>.<\/p>\n<h2>Gangs recruit children<\/h2>\n<p>Gangs continue to recruit and abuse children \u2013 both boys and girls \u2013 who are unable to leave their ranks for fear of retaliation.\u00a0In some instances, young gang members have been killed for trying to escape. Daily life is also disrupted by restrictions imposed by gangs on the movement of people, goods and services.<\/p>\n<p>With gang violence intensifying, and the national police unable to counter it, so-called \u201c<strong>self-defence brigades<\/strong>\u201d have continued to emerge and take justice into their own hands, the report said. At least 528 cases of lynching were reported in 2023 and a further 59 this year.<\/p>\n<p>Additionally, despite an arms embargo, there is a reliable supply of weapons and ammunition for the gangs <strong>coming through porous borders<\/strong>, resulting in the groups often having superior firepower to the police.<\/p>\n<h2>Deploy multinational mission<\/h2>\n<p>The report calls for tighter national and international controls to stem weapons and ammunition trafficking into Haiti and reiterates the need for the urgent deployment of a multinational security support (MSS) mission to back up the police force.<\/p>\n<p>The UN <a target=\"_blank\" href=\"https:\/\/www.un.org\/securitycouncil\/\" >Security Council<\/a> <a target=\"_blank\" href=\"https:\/\/news.un.org\/en\/story\/2023\/10\/1141802\" >authorised<\/a> the mission\u2019s deployment in October 2023, and Kenya has offered to lead it.<\/p>\n<p>\u201cIt is essential that the mission effectively integrates human rights into the conduct of its operations and establishes a compliance mechanism to mitigate and minimise harm,\u201d Mr. T\u00fcrk said.<\/p>\n<h2>Call for accountability<\/h2>\n<p>However, enhancing security alone will not bring long-lasting solutions, according to the report, which called for policies aimed at restoring the rule of law and preventing violence.<\/p>\n<p>\u201c<strong>Widespread corruption and dysfunction of the justice system greatly contribute to the pervasive impunity<\/strong> for grave human rights violations, and they need to be addressed urgently,\u201d said Mr. T\u00fcrk.<\/p>\n<p>\u201cAccountability is paramount to restore public trust in the rule of law and the state institutions,\u201d he added.<\/p>\n<h2>Children in crisis<\/h2>\n<p>Separately, the UN Children\u2019s Fund (<a href=\"https:\/\/www.unicef.org\/\"  target=\"_blank\" rel=\"noopener noreferrer\">UNICEF<\/a>) \u00a0<a href=\"https:\/\/reliefweb.int\/report\/haiti\/armed-violence-deepening-malnutrition-crisis-children-haiti\" class=\"Hyperlink SCXW21475385 BCX8\"  target=\"_blank\" rel=\"noopener noreferrer\"><u>warned<\/u><\/a> this week that the armed violence is deepening the nutrition crisis for Haiti\u2019s youngest citizens.<\/p>\n<p>Recent findings from the Integrated Food Security Phase Classification (IPC) analysis revealed an alarming <strong>19 per cent increase in the number of children estimated to suffer from severe acute malnutrition<\/strong>.<\/p>\n<p>Additionally, 1.64 million people are facing emergency levels of acute food insecurity, which increases the risk of child wasting and malnutrition, especially in eight areas of the country.<\/p>\n<h2>Education under fire<\/h2>\n<p>UNICEF strongly condemned an arson attack by armed groups on a school in the capital, Port-au-Prince, on Monday.\u00a0 The school was left burnt, depriving over 1,000 children of their right to education.<\/p>\n<p>The number of schools forced to close due to violence and insecurity has risen in recent months, UNICEF Representative in Haiti Bruno Maes <a href=\"https:\/\/www.unicef.org\/haiti\/en\/press-releases\/unicef-condemns-school-arson-armed-groups-downtown-port-au-prince\" class=\"Hyperlink SCXW21475385 BCX8\"  target=\"_blank\" rel=\"noopener noreferrer\"><u>said<\/u><\/a> in a statement the following day.<\/p>\n<p>As of the end of January, a total of 900 schools had temporarily closed, affecting roughly 200,000 children. Threats to school security are particularly acute in the metropolitan area of Port-au-Prince and in the northern part of nearby Artibonite province.<\/p>\n<p>&#8220;In a country facing increasingly complex conflicts and instability, education can never be considered merely an option; <strong>it must be acknowledged as a necessity<\/strong>, a matter of survival, and a key to social stability,\u201d he said.<\/p>\n<h2>UN support continues<\/h2>\n<p>UNICEF and other agencies are continuing their lifesaving operations in Haiti.<\/p>\n<p>The UN humanitarian affairs office, <a href=\"https:\/\/www.unocha.org\/\"  target=\"_blank\" rel=\"noopener noreferrer\">OCHA<\/a>, <a href=\"http:\/\/c\/\/Users\/Dianne.Penn\/Downloads\/Humanitarian%20Developments%20in%20Port-au-Prince%20#12-27%20March%20ENG%20FINAL.pdf\" class=\"Hyperlink SCXW21475385 BCX8\"  target=\"_blank\" rel=\"noopener noreferrer\"><u>reported<\/u><\/a> that more than two million litres of water have been distributed over the past month to displaced people, and more than 263,000 hot meals have been provided since the end of February.<\/p>\n<p>The UN sexual and reproductive health agency, <a href=\"https:\/\/www.unfpa.org\/\"  target=\"_blank\" rel=\"noopener noreferrer\">UNFPA<\/a>, continues to offer integrated services through mobile clinics.
