{"id":269964,"date":"2024-07-22T12:00:14","date_gmt":"2024-07-22T11:00:14","guid":{"rendered":"https:\/\/www.transcend.org\/tms\/?p=269964"},"modified":"2024-07-21T06:15:37","modified_gmt":"2024-07-21T05:15:37","slug":"natos-obscure-relations-with-israel","status":"publish","type":"post","link":"https:\/\/www.transcend.org\/tms\/2024\/07\/natos-obscure-relations-with-israel\/","title":{"rendered":"NATO\u2019s Obscure Relations with Israel"},"content":{"rendered":"<blockquote><p><em>On the arms flowing between members of the military alliance and Israel, which despite its small size, ranks as the 15th top weapons importer in the world. <\/em><\/p><\/blockquote>\n<p><em>20 Jul 2024 <\/em>&#8211; NATO has a long, close and relatively unknown relationship with Israel that in 2016 resulted in the establishment of an Israel office in the Brussels headquarters of the military alliance.<\/p>\n<p>Underscoring the importance to Israel\u2019s association with NATO, <a target=\"_blank\" href=\"https:\/\/www.sandiegouniontribune.com\/2016\/05\/04\/israel-to-receive-permanent-office-at-nato-headquarters\/\" >Prime Minister Benjamin Netanyahu said upon the opening of the office, <\/a>\u00a0\u201cThis is an important step that helps Israel\u2019s security. It is further proof to the status of Israel and the willingness of many organizations to cooperate with us in the field of security.\u201d<\/p>\n<p>NATO\u2019s invitation to Israel to take up residence in NATO headquarters was a result of <a target=\"_blank\" href=\"https:\/\/www.timesofisrael.com\/israel-confirms-upgraded-nato-ties-as-turkey-said-to-end-veto\/\" >pressure by other NATO members on Turkey to drop its veto<\/a> of the invitation. The invitation arose through a new NATO partnership policy beginning in 2014 but Turkey vetoed the invitation until 2016.<\/p>\n<p>Behind the scenes negotiations between Turkey and Israel in 2015 warmed the chilly relationship that had been essentially severed between the countries in 2010 over Israeli commandos killing 10 Turkish activists and wounding over 50 participants on the Mavi Marmara, a Turkish ship bound for Gaza as a part of the seven-ship Gaza Freedom Flotilla.<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/news_211209.htm\" >According to NATO documents,<\/a> NATO and Israel have worked together for almost 30 years, cooperating in science and technology, counter terrorism, civil preparedness, countering weapons of mass destruction and women, peace and security.<\/p>\n<p>To strengthen NATO naval interoperability NATO brought on Israel as a partner for its Operation Sea Guardian.\u00a0 Israel\u2019s military medical academy now serves as a \u201cunique asset\u201d for NATO\u2019s Partnership Training and Education Centers community.<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/www.sandiegouniontribune.com\/2016\/05\/04\/israel-to-receive-permanent-office-at-nato-headquarters\/\" >Israel is not officially integrated in NATO<\/a> but is part of the Mediterranean Dialogue, a program sponsored by NATO in cooperation with seven countries of the Mediterranean.<\/p>\n<p><b>Arms Dealing\u00a0<\/b><\/p>\n<div id=\"attachment_115013\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-115013\" src=\"https:\/\/consortiumnews.com\/wp-content\/uploads\/2024\/07\/53846878935_ca47da085c_k.jpg\" sizes=\"auto, (max-width: 2048px) 100vw, 2048px\" srcset=\"https:\/\/consortiumnews.com\/wp-content\/uploads\/2024\/07\/53846878935_ca47da085c_k.jpg 2048w, https:\/\/consortiumnews.com\/wp-content\/uploads\/2024\/07\/53846878935_ca47da085c_k-500x284.jpg 500w, https:\/\/consortiumnews.com\/wp-content\/uploads\/2024\/07\/53846878935_ca47da085c_k-1000x568.jpg 1000w, https:\/\/consortiumnews.com\/wp-content\/uploads\/2024\/07\/53846878935_ca47da085c_k-768x437.jpg 768w, https:\/\/consortiumnews.com\/wp-content\/uploads\/2024\/07\/53846878935_ca47da085c_k-1536x873.jpg 1536w, https:\/\/consortiumnews.com\/wp-content\/uploads\/2024\/07\/53846878935_ca47da085c_k-260x148.jpg 260w, https:\/\/consortiumnews.com\/wp-content\/uploads\/2024\/07\/53846878935_ca47da085c_k-160x91.jpg 160w\" alt=\"\" width=\"2048\" height=\"1164\" aria-describedby=\"caption-attachment-115013\" \/><\/p>\n<p id=\"caption-attachment-115013\" class=\"wp-caption-text\">The NATO secretary general on July 9, giving keynote speech at the Defense Industry Forum<br \/>\nduring the NATO Summit in Washington. (NATO\/Flickr, CC BY-NC-ND 2.0)<\/p>\n<\/div>\n<p>Israel has been the largest cumulative recipient of U.S. foreign aid since its founding in 1948, having received about $310 billion in economic and military assistance.\u00a0 Since Oct. 7, 2023, the U.S. has passed legislation that has provided at least $12.5 billion in military aid to Israel, which included $3.8 billion from legislation in March 2024 and $8.7 billion from a supplemental appropriation in April 2024.<\/p>\n<p>Since Oct. 7, only two of the more than <a target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/national-security\/2024\/03\/06\/us-weapons-israel-gaza\/\" >one hundred military aid transfers<\/a> to Israel have reportedly met the congressional review threshold of $250 million to be made public, and since the records for the other weapons transfers have not been made public, we can\u2019t be sure .<\/p>\n<p>Additionally, the Israeli military received expedited deliveries of weapons from a <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2023\/dec\/27\/gaza-war-puts-us-extensive-weapons-stockpile-in-israel-under-scrutiny\" >strategic stockpile of weapons<\/a> that is normally used to replenishment weapons for U.S. units in the Middle East.\u00a0 The U.S. has maintained massive warehouses for the stockpile of a huge variety and amount of weapons since the 1980s.<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/www.timesofisrael.com\/amid-arms-embargo-calls-data-shows-99-of-israeli-weapon-imports-are-from-us-germany\/\" >All of the Israeli Air Force\u2019s manned aircraft<\/a> that are bombing people in Gaza are American-made, with the exception of one helicopter built by France\u2019s Airbus Helicopters.\u00a0 Israel is the first international operator of the U.S. F-35 Joint Strike Fighter, the most technologically advanced fighter jet ever made, and had taken delivery of 36 of 75 F-35s by the end of 2023, paying for them with U.S. assistance.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">77 years on, the Palestinian NAKBA continues <a target=\"_blank\" href=\"https:\/\/t.co\/4WGdpc4lSh\" >https:\/\/t.co\/4WGdpc4lSh<\/a><\/p>\n<p>&mdash; Marwan (@marwanbishara) <a target=\"_blank\" href=\"https:\/\/twitter.com\/marwanbishara\/status\/1812129879342661657?ref_src=twsrc%5Etfw\" >July 13, 2024<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>In 2016 the U.S. and Israel signed a third 10-year Memorandum of Understanding covering the 2018-2028 period providing for $38 billion in military aid; $33 billion in grants to buy military equipment; and $5 billion for missile defense systems.<\/p>\n<p>Israel received 69 percent of its military aid from the U.S. in the 2019-2023 period, according to a <a target=\"_blank\" href=\"https:\/\/www.sipri.org\/sites\/default\/files\/2024-03\/fs_2403_at_2023.pdf\" >March fact sheet issued<\/a> by the Stockholm International Peace Research Institute (SIPRI).<\/p>\n<p>Israel ranks 98th in world population, with a population of 9.4 million, only 0.11 percent of the world\u2019s population, and ranks 154th of all countries in land mass. Despite its small population and land, <a target=\"_blank\" href=\"https:\/\/www.timesofisrael.com\/amid-arms-embargo-calls-data-shows-99-of-israeli-weapon-imports-are-from-us-germany\/\" >a study by SIPRI<\/a> ranks Israel as the world\u2019s 15th top weapons importer, receiving 2.1 percent of all imports, according to globally available data from 2019-2023. In 2023, Germany approved military equipment <a target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/middle-east\/rights-groups-file-new-case-against-german-arms-export-israel-2024-04-12\/\" >and arms exports to Israel worth $353.70 million<\/a>, a 10-fold increase compared with 2022, This includes four submarines. according to the German Economy Ministry data and data submitted to the International Court of Justice in Nicaragua\u2019s case against Germany for complicity in the genocide of Gaza.<\/p>\n<p>In April, Nicaragua argued that Germany had breached the U.N. (UN Photo\/ICJ-CIJ\/Frank van Beek, courtesy of the ICJ)<\/p>\n<\/div>\n<p>The <a target=\"_blank\" href=\"https:\/\/www.icj-cij.org\/sites\/default\/files\/case-related\/193\/193-20240430-ord-01-05-en.pdf\" >dissenting opinion<\/a> in the ICJ ruling noted that the German government was not honest in its case:<\/p>\n<blockquote><p>\u201cIndeed, since the closure of oral hearings, Nicaragua has brought to the Court\u2019s attention information from the German Government concerning the export licences granted for Israel in 2024. These include war weapons and other military equipment, apparently not for training or test purposes, as Germany had suggested in respect of certain earlier licences. Licences granted in 2024 concern, among other things, ammunition for machine guns; propellant charges; items falling within the category of warships (surface or underwater), specialized naval equipment, accessories, components and other surface vessels; and, most ominously, an item falling into the category of chemical agents, biological agents, irritants, radioactive substances, associated equipment, components and materials. It is also worth pointing out that the Court dealt with \u2018other military equipment\u2019 as exclusively relating to non-lethal equipment. This was an oversimplification dealt with summarily by the Court since, under German law, certain lethal weapons may fall under the \u2018 other\u00a0 military equipment\u2019\u00a0 category.\u201d<\/p><\/blockquote>\n<p>In April,\u00a0 citing international law and the ongoing genocide in Gaza, human rights lawyers asked the Berlin administrative court to suspend the German government\u2019s decision to send 3,000 anti-tank weapons to Israel, <a target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/middle-east\/rights-groups-file-new-case-against-german-arms-export-israel-2024-04-12\/\" >according to Reuters<\/a>. (DIE LINKE Nordrhein-Westfalen Foto: Niels Holger Schmidt \u2013 Flickr, CC BY-SA 2.0, Wikimedia Commons)<\/p>\n<\/div>\n<p>German Member of Parliament Sevim Dagdelen spoke in Washington, D.C., on July 6 at the NO to NATO; YES to PEACE symposium and on July 7 at the rally for peace at the White House.<\/p>\n<p>[See: <a target=\"_blank\" href=\"https:\/\/consortiumnews.com\/2024\/07\/09\/75-years-of-nato-75-years-of-denial\/\" ><i>75 Years of NATO = 75 Years of Denial<\/i><\/a>]<\/p>\n<p>In her talks, she said that while from 2019 to 2023, 30 percent of weapons into Israel came from Germany,\u00a0 in 2023, the percentage of weapons sent to Israel <a target=\"_blank\" href=\"https:\/\/worldbeyondwar.org\/german-parliamentarian-in-washington-says-no-to-nato-yes-to-peace\/\" >dramatically increased to 47 percent from Germany<\/a> while the U.S. supplied 53 percent.<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/worldbeyondwar.org\/german-parliamentarian-in-washington-says-no-to-nato-yes-to-peace\/\" >Dagdelen spoke of three myths<\/a> concerning NATO.<\/p>\n<p>First myth: That NATO is a defensive alliance abiding by international law.<\/p>\n<p>Dagdelen said that<\/p>\n<blockquote><p>\u201cover the last quarter century, NATO has waged unprovoked, illegal wars of aggression against Yugoslavia and Libya; and the United States, the leader of the alliance, invaded and occupied Iraq, in a catastrophic adventure \u2013 to name three notorious examples.\u201d<\/p><\/blockquote>\n<p>Second myth: That NATO stands for democracy and the rule of law.<\/p>\n<blockquote><p>\u201cThe reality is that NATO has never had a problem with counting military dictatorships or fascist regimes among its members. Portugal, one of NATO\u2019s founding members, murdered thousands of Africans in its colonial wars and tortured hundreds to death in concentration camps. That was never a problem for this particular collective of shared values, just as Erdo?an\u2019s T\u00fcrkiye, with its support for jihadists terrorist groups in Syria, poses no particular ethical problem for it today.\u201d<\/p><\/blockquote>\n<p>Third myth: That NATO is a community of shared values and stands for human rights.<\/p>\n<blockquote><p>\u201cIn reality, the wars conducted by the United States and its Allies over the last 20 years alone have killed four and a half million people, as calculated by researchers at the esteemed Brown University. The torture and detention camp at Guant\u00e1namo Bay Naval Base is still in operation to this day. The journalist Julian Assange was tormented nearly to death for 14 years because he had published evidence of U.S. war crimes. The Hyundai corporation has sold equipment to Israel that is used to demolish Palestinian homes for Israeli settlement.<\/p>\n<p>Penny Wong, the Australian foreign affairs minister, has said her country has not supplied weapons since the start of the Gaza conflict yet <a target=\"_blank\" href=\"https:\/\/greens.org.au\/news\/media-release\/australia-exported-15-million-worth-weapons-israel-february-2024-fresh-dfat-data\" >data from the Department of Foreign Affairs and Trade<\/a> (DFAT) shows that in February 2024 alone Australia directly exported over $1.5 million in \u201carms and ammunition\u201d to Israel. At an Australian Senate Estimates hearing, the chief economist of DFAT acknowledged that <a target=\"_blank\" href=\"https:\/\/greens.org.au\/news\/media-release\/australia-exported-15-million-worth-weapons-israel-february-2024-fresh-dfat-data\" >Australia has exported $10 million<\/a> worth of \u201carms and ammunition\u201d to Israel over the past five years.<\/p>\n<p>Of the larger NATO partners, <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2024\/apr\/09\/us-israel-weapons\" >Japan<\/a> and <a target=\"_blank\" href=\"https:\/\/fyi.org.nz\/request\/25957\/response\/98220\/attach\/html\/2\/OIA%2029187%20KW53%20Response.pdf.html\" >New Zealand<\/a> have stopped selling weapons to Israel during the genocide period.<\/p>\n<p><b>Washington Summit Statement Silent on Genocide<\/b><\/p>\n<p>While NATO members are deeply complicit in the Israeli genocide of Gaza, the final <a target=\"_blank\" href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/official_texts_227678.htm\" >statement of the NATO summit in Washington<\/a> mentioned nothing about the Israeli genocide of Gaza, the deaths of 38,000 Palestinians, the wounding of over 100,000 people and the destruction of housing, hospitals, schools, universities, religious buildings and U.N.\u00a0 facilities for 2.1 million Palestinians.<\/p>\n<p>Instead, NATO included only a brief reference to the Middle East, referring to the region as the \u201csouthern neighbor.\u201d\u00a0 The paragraph on the Middle East concludes that the NATO secretary general will designate a special representative for the southern neighborhood, the Hashemite Kingdom of Jordan has agreed to have a NATO Liaison Office located in Amman, the NATO-ICI Regional Centre will continue in Kuwait and \u201cbased on the request of the Iraqi authorities, we have broadened the scope of our support to the Iraqi Security Institutions and will continue our engagement through the NATO Mission Iraq (NMI).\u201d<\/p>\n<p>____________________________________________<\/p>\n<p style=\"padding-left: 40px;\"><em><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2023\/06\/Ann-Wright.png\" ><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-237428 size-full\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2023\/06\/Ann-Wright-e1721538434279.png\" alt=\"\" width=\"100\" height=\"99\" \/><\/a>Ann Wright is a 29-year US Army\/Army Reserves veteran, a retired United States Army colonel and retired U.S. State Department official, known for her outspoken opposition to the Iraq War.
