Last week, it began with the <a target=\"_blank\" href=\"https:\/\/theintercept.com\/2024\/09\/19\/israel-pager-walkie-talkie-attack-lebanon-war-crimes\/\" >remote detonation<\/a> of thousands of personal electronic devices. On Friday, an Israeli strike leveled a building in the Beirut suburbs. On Sunday and into Monday, the bombings expanded into the largest attack on Lebanon since Israel\u2019s <a target=\"_blank\" href=\"https:\/\/theintercept.com\/2021\/04\/27\/biden-2006-israel-attack-lebanon-gaza\/\" >2006 invasion<\/a>. All told, the Israeli military bombed 1,300 targets, killing at least 490 people, including more than 90 children and women.<\/p>\n<p>The death toll is already the highest since the 2006 Israel\u2013Hezbollah War, and certainly the worst since October 7, when Israel and Hezbollah, a Lebanese Shia group backed by Iran, began <a target=\"_blank\" href=\"https:\/\/theintercept.com\/2024\/07\/30\/lebanon-hezbollah-israel-war-us\/\" >exchanging strikes<\/a>. The Israeli government continued its attacks over the course of the day Monday, hitting a Beirut suburb with three missiles, injuring at least six others. While Israel said it targeted Hezbollah\u2019s weapons supplies, Lebanon\u2019s health minister also said the strikes hit hospitals, medical centers, and ambulances.<\/p>\n<p>With this new bombing campaign, Israel has opened a new front in its wars on Gaza and the West Bank \u2014 and critics of U.S. policy have renewed calls for the U.S. to halt its weapons transfers to Israel as the conflict continues to grow.<\/p>\n<p>\u201cIt\u2019s easier to stop sending the Israel government weapons to conduct its genocidal wars than it is to evacuate every American in Lebanon,\u201d said Rep. Rashida Tlaib, D-Mich., on X on Monday, <a href=\"https:\/\/x.com\/RashidaTlaib\/status\/1838216342605799594\"  target=\"_blank\" rel=\"noopener noreferrer\" aria-describedby=\"targetBlankDescription\">captioning a tweet<\/a> from the U.S. Embassy in Beirut, urging American citizens to leave the country.<\/p>\n<p>Abbas Alawieh, a co-founder of the <a target=\"_blank\" href=\"https:\/\/theintercept.com\/2024\/09\/19\/uncommitted-kamala-harris-gaza\/\" >\u201cUncommitted\u201d movement<\/a>, which has been pushing the Democratic Party and Kamala Harris\u2019s campaign to commit to an arms embargo on Israel, reported Monday morning that his family\u2019s village in Lebanon had been hit by Israeli bombs, killing \u201ca mom and her daughters \u2026 in their home,\u201d as well as other civilians in his cousins\u2019 village.<\/p>\n<p>\u201c[President Joe Biden], the more weapons you send, the more civilians killed,\u201d Alawieh <a href=\"https:\/\/x.com\/AZAlawieh\/status\/1838167319203152254\"  target=\"_blank\" rel=\"noopener noreferrer\" aria-describedby=\"targetBlankDescription\">wrote<\/a>.<\/p>\n<p>In May, ahead of Israel\u2019s invasion of the southern Gaza city of Rafah where <a target=\"_blank\" href=\"https:\/\/theintercept.com\/2024\/05\/08\/israel-rafah-palestine-evacuation-children-unicef\/\" >thousands of Palestinians were sheltering<\/a> from fighting, the Biden administration halted the transfer of 2,000-pound and 500-pound bombs to Israel. However, in July, amid <a target=\"_blank\" href=\"https:\/\/theintercept.com\/2024\/05\/08\/rafah-israel-invasion-aipac-lobby\/\" >pressure from pro-Israel lobby groups<\/a>, the U.S. resumed shipments of 500-pound bombs.<\/p>\n<p>When Harris was asked during a talk with the National Association of Black Journalists in Philadelphia about a shift in policy around Israel\u2019s war in Gaza, a question she has <a target=\"_blank\" href=\"https:\/\/theintercept.com\/2024\/08\/30\/kamala-harris-cnn-interview-israel-gaza\/\" >avoided<\/a> throughout the<a target=\"_blank\" href=\"https:\/\/theintercept.com\/2024\/08\/20\/dnc-democrats-gaza-genocide-silence\/\" > campaign trail<\/a>, Harris said she supports Biden\u2019s pause on 2,000-pound bombs.<\/p>\n<p>\u201cSo, there is some leverage that we have had and used,\u201d she said.<\/p>\n<p>Although the source of the bombs and missiles used in the recent bombardments in Lebanon have yet to be established, Stephen Semler, co-founder of Security Policy Reform Institute, which tracks U.S. military arms transfers to Israel, believes it likely that American-made munitions were involved in the attacks.<\/p>\n<p>\u201cAs more forensic evidence is recovered in Lebanon, we shouldn\u2019t be surprised to see U.S. fingerprints all over it,\u201d Semler told The Intercept. \u201cConsidering Israel\u2019s reliance on U.S. munitions, the burden of proof is effectively flipped, where it\u2019d almost be more shocking to see a non-U.S-supplied weapon being used in southern Lebanon.\u201d<\/p>\n<blockquote><p><em><strong>\u201cConsidering Israel\u2019s reliance on U.S. munitions, the burden of proof is effectively flipped, where it\u2019d almost be more shocking to see a non-U.S-supplied weapon being used in southern Lebanon.\u201d<\/strong><\/em><\/p><\/blockquote>\n<p>Semler compiled a list of instances of U.S. munitions being used in possible violations of humanitarian law earlier this year, including a strike in March where Israel bombed the village of \u200b\u200bHebbarieh in southern Lebanon, hitting a residential building that housed the Emergency and Relief Corps of the Lebanese Succour Association. The Israeli strike killed emergency and relief volunteers. While the 500-pound bomb used in the attack was made in Israel, its Joint Direct Attack Munition guidance kit \u2014 a bolt-on piece of technology that guides bombs toward their targets \u2014 was American-made, according to Semler\u2019s <a target=\"_blank\" href=\"https:\/\/responsiblestatecraft.org\/us-weapons-gaza\/\" >work<\/a> and research conducted by <a target=\"_blank\" href=\"https:\/\/www.hrw.org\/news\/2024\/05\/07\/israel-us-arms-used-strike-killed-lebanon-aid-workers\" >Human Rights Watch<\/a>.<\/p>\n<p>On October 16 of last year, the Israel Defense Forces fired 155 mm artillery shells filled with white phosphorus into Dhayra, another south Lebanon village. The attack killed nine civilians and damaged civilian property. Production serial numbers on the artillery shells showed they were manufactured in the U.S., according to <a target=\"_blank\" href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2023\/10\/lebanon-evidence-of-israels-unlawful-use-of-white-phosphorus-in-southern-lebanon-as-cross-border-hostilities-escalate\/\" >Amnesty International<\/a> and the <a target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/investigations\/2023\/12\/11\/israel-us-white-phosphorus-lebanon\/\" >Washington Post<\/a>.<\/p>\n<p>The Israeli military has said the recent strikes, which mostly took place in southern Lebanon, are intended to secure the border area so that tens of thousands of displaced Israelis who fled northern Israel over the past year could safely return to their homes. Israel also accused Hezbollah of using \u201chuman shields,\u201d alleging it had stored munitions inside civilian homes, a common pretext for costly strikes of homes and hospitals in Gaza.<\/p>\n<p>As the strikes began, Israel\u2019s Diaspora Affairs Minister Amichai Chikli released a statement calling for the IDF to invade and permanently take over parts of southern Lebanon from which Hezbollah can fire missiles into Israel.<\/p>\n<p>\u201cLebanon, even though it has a flag and even though it has political institutions, does not meet the definition of a state,\u201d Chikli wrote in <a target=\"_blank\" href=\"https:\/\/x.com\/AmichaiChikli\/status\/1837550594170466487\" >a series of posts<\/a> on X, blaming Lebanon for allowing Hezbollah to control its southern region. In addition to its armed wing, Hezbollah also operates as an official political party in Lebanon and has been a part of the national government for over three decades. The tweets included a map of a proposed \u201cbuffer zone,\u201d that would move the Israel\u2013Lebanon border up beyond the \u201c<a target=\"_blank\" href=\"https:\/\/en.wikipedia.org\/wiki\/Israeli_occupation_of_Southern_Lebanon#\/media\/File:BlueLine.jpg\" >Blue Line<\/a>\u201d \u2014 which was drawn in a deal following the 2006 war \u2014 miles into current Lebanese territory.<\/p>\n<p>Chikili\u2019s comments revived worries over the <a target=\"_blank\" href=\"https:\/\/www.tabletmag.com\/sections\/israel-middle-east\/articles\/last-lebanon-war\" >long-standing possibility<\/a> of Israel annexing and occupying part of southern Lebanon. In recent months, an Israeli settler organization, Uri Tzafon \u2014 the name invokes a biblical verse and translates to \u201cAwaken, O North\u201d \u2014 said that settling Lebanon is necessary to\u00a0\u201cgrant true and stable security to northern Israel\u201d and expand Israel closer toward its biblical borders, according to <a target=\"_blank\" href=\"https:\/\/jewishcurrents.org\/inside-the-movement-to-settle-southern-lebanon-uri-tzafon-israel\" >Jewish Currents<\/a>.<\/p>\n<p>The United Nations peacekeeping mission in Lebanon that has been helping maintain the Blue Line said on Monday amid the renewed Israeli strikes that they have \u201cgrave concern for the safety of civilians.\u201d<\/p>\n<p>\u201cIt is essential to fully recommit to the implementation of UN <a target=\"_blank\" href=\"https:\/\/www.un.org\/securitycouncil\/\" >Security Council<\/a> Resolution 1701, which is now more critical than ever to address the underlying causes of the conflict and ensure lasting stability,\u201d the U.N. mission said.<\/p>\n<p>Hezbollah was founded in the 1980s, largely in response to Israel\u2019s invasion of Lebanon in 1982, with the explicit support of the recently established Islamic Republic of Iran. During that conflict, more than 17,000 people were killed, including more than 1,000 civilians \u2013 mostly Palestinians and Lebanese \u2014 who were massacred by an Israeli-backed Lebanese Christian militia group in Beirut\u2019s Sabra neighborhood and Shatila refugee camp.<\/p>\n<p>Semler said the current crisis stems from <a target=\"_blank\" href=\"https:\/\/theintercept.com\/collections\/israel-palestine\/\" >Israel\u2019s ongoing war in Gaza<\/a>, which is nearing its one-year mark and has killed more than 41,000 people, including more than 16,500 children. Hezbollah, along with a set of allied groups, including the <a target=\"_blank\" href=\"https:\/\/theintercept.com\/2024\/01\/19\/houthis-yemen-biden-airstrikes\/\" >Houthis in Yemen<\/a>, have vowed to attack Israel as long as it continues its war in Gaza.<\/p>\n<p>Ceasefire talks to end the war have dragged on for months, prompting critics, including Semler, to accuse the U.S. and Israel of putting on \u201c<a target=\"_blank\" href=\"https:\/\/theintercept.com\/2024\/08\/22\/biden-harris-israel-ceasefire-gaza\/\" >political theater<\/a>,\u201d as Israeli Prime Minister Benjamin Netanyahu firms his grip on power in the country. A growing number of Democratic leaders, <a target=\"_blank\" href=\"https:\/\/theintercept.com\/2024\/09\/10\/polls-arms-embargo-israel-weapons-gaza\/\" >and Americans<\/a>, have called on the Biden administration to use its military aid as leverage to force a ceasefire deal.<\/p>\n<p>\u201cIn general, nothing Israel is doing now would be possible without the United States,\u201d Semler said. Congress approved $18 billion in military aid to Israel this year alone.<\/p>\n<p>IDF spokesperson Rear Adm. Daniel Hagari told reporters on Monday that it is \u201cnot looking for wars\u201d but is \u201clooking to take down the threats\u201d and \u201cwill do whatever is necessary to do to achieve this mission.\u201d<\/p>\n<p>Hagari also claimed Monday that Hezbollah has launched more than 9,000 rockets and drones into Israel since October 7, including 700 in the last week. Semler said his analysis found that Israel has launched an even greater amount \u2014 11,000 munitions, excluding the bombs dropped in airstrikes \u2014 into Lebanon from October 7 to June.
