{"id":277427,"date":"2024-10-21T12:00:57","date_gmt":"2024-10-21T11:00:57","guid":{"rendered":"https:\/\/www.transcend.org\/tms\/?p=277427"},"modified":"2024-10-16T06:41:18","modified_gmt":"2024-10-16T05:41:18","slug":"israels-war-on-the-united-nations","status":"publish","type":"post","link":"https:\/\/www.transcend.org\/tms\/2024\/10\/israels-war-on-the-united-nations\/","title":{"rendered":"Israel\u2019s War on the United Nations"},"content":{"rendered":"<blockquote><p>15 Oct 2024 &#8211; <em>The United Nations is an easy body to hate.\u00a0 At times, it seems to be effusion without substance, body with no backbone.\u00a0 It was conceived in a fit of post-war idealism, when egos were humbled and hatred briefly stemmed.\u00a0 Over the ruins of the Second World War, the builders were favoured over the destroyers and mischief makers \u2013 at least for a time.<\/em><\/p><\/blockquote>\n<p class=\"yiv6862461076MsoNormal\">On its establishment, the UN became a hostage to the political intrigues and power blocs that have continued to plague it for its duration.\u00a0 Of particular concern was the body\u2019s pursuit of international law protocols \u2013 formulation, drafting and implementation.\u00a0 A central feature of this: resolutions passed by various bodies, the most significant being by the UN Security Council.\u00a0 Such measures are followed by nation states when convenient, ignored when not.<\/p>\n<p class=\"yiv6862461076MsoNormal\">One such nation state in the mischief making class is Israel.\u00a0 Its relationship with the UN has often been tetchy.\u00a0 The Anti-Defamation League, for instance, <a href=\"https:\/\/www.adl.org\/resources\/backgrounder\/united-nations-israel-and-anti-semitism\"  target=\"_blank\" rel=\"nofollow noopener noreferrer\">admits<\/a> that the body \u201cplayed a pivotal role in the establishment of the Jewish State by passing UN Resolution 181 in 1947\u201d.\u00a0 The resolution, with its hefty consequences, called for \u201cthe partition of British Mandate Palestine into two states, one Jewish and one Arab.\u201d\u00a0 The same organisation, however, goes on to note with satisfaction the remarks in April 2007 by then UN<strong> Secretary-General Ban Ki-Moon<\/strong>:<\/p>\n<p class=\"yiv6862461076MsoNormal\">\u201cUnfortunately, because of the [Israeli-Palestinian] conflict, Israel\u2019s been weighed down by criticism and suffered from bias \u2013 and sometimes even discrimination.\u201d<\/p>\n<p class=\"yiv6862461076MsoNormal\">For various periods of its history, Israel has felt hard done by in the international forum.\u00a0 The folder of resolutions against it has burgeoned.\u00a0 Notable ones include <a href=\"https:\/\/digitallibrary.un.org\/record\/90717?ln=en\"  target=\"_blank\" rel=\"nofollow noopener noreferrer\">UNSC Resolution 242<\/a> (1967) which asserts, in accordance with the UN Charter principles, that a \u201cjust and lasting peace in the Middle East\u201d includes <strong>the withdrawal of Israel\u2019s armed forces from territories occupied during the Six-Day War and the termination of territorial claims and affirmation of sovereignty of all States in the area.<\/strong>\u00a0 <a href=\"http:\/\/unscr.com\/en\/resolutions\/338\"  target=\"_blank\" rel=\"nofollow noopener noreferrer\">UNSC Resolution 338<\/a> (1973), passed in response to the Yom Kippur War between Israel, Egypt and Syria, called on the parties to cease hostilities within 12 hours and implement Resolution 242 \u201cin all its parts\u201d.<\/p>\n<p class=\"yiv6862461076MsoNormal\"><img loading=\"lazy\" decoding=\"async\" class=\"mw-mmv-final-image png mw-mmv-dialog-is-open aligncenter\" src=\"https:\/\/upload.wikimedia.org\/wikipedia\/commons\/thumb\/9\/93\/6DayWarEnglish.png\/1024px-6DayWarEnglish.png\" alt=\"undefined\" width=\"455\" height=\"784\" crossorigin=\"anonymous\" \/><\/p>\n<p class=\"yiv6862461076MsoNormal\" style=\"text-align: center;\"><strong>Territories occupied by Israel during the Six-Day War, including the Sinai. <\/strong><\/p>\n<p class=\"yiv6862461076MsoNormal\" style=\"text-align: center;\"><strong>(Licensed under CC BY-SA 4.0)<\/strong><\/p>\n<p class=\"yiv6862461076MsoNormal\"><a href=\"https:\/\/www.un.org\/webcast\/pdfs\/SRES2334-2016.pdf\"  target=\"_blank\" rel=\"nofollow noopener noreferrer\">UN Resolution 2334<\/a>, passed in December 2016, particularly hurt, striking at the expansionist, displacing drive of the Jewish state through settlements in occupied territory that amount to de facto colonisation. It particularly condemned \u201call measures aimed at altering the demographic composition, character and status of the Palestinian Territory occupied since 1967, including East Jerusalem\u201d.\u00a0 This included, among other matters, the expansion of the settlements, the transfer of Israeli settlers, the confiscation of land and the displacement of Palestinian civilians.<\/p>\n<p class=\"yiv6862461076MsoNormal\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/upload.wikimedia.org\/wikipedia\/commons\/thumb\/c\/c7\/United_Nations_Security_Council_Resolution_2334.pdf\/page1-463px-United_Nations_Security_Council_Resolution_2334.pdf.jpg\" srcset=\"https:\/\/upload.wikimedia.org\/wikipedia\/commons\/thumb\/c\/c7\/United_Nations_Security_Council_Resolution_2334.pdf\/page1-695px-United_Nations_Security_Council_Resolution_2334.pdf.jpg 1.5x, https:\/\/upload.wikimedia.org\/wikipedia\/commons\/thumb\/c\/c7\/United_Nations_Security_Council_Resolution_2334.pdf\/page1-926px-United_Nations_Security_Council_Resolution_2334.pdf.jpg 2x\" alt=\"File:United Nations Security Council Resolution 2334.pdf\" width=\"575\" height=\"743\" data-file-width=\"1275\" data-file-height=\"1650\" \/><\/p>\n<p class=\"yiv6862461076MsoNormal\" style=\"text-align: center;\"><strong>United Nations Security Council Resolution 2334 urging an end to Israeli settlements.<\/strong><\/p>\n<p class=\"yiv6862461076MsoNormal\" style=\"text-align: center;\"><strong> (Public Domain)<\/strong><\/p>\n<p class=\"yiv6862461076MsoNormal\">Instead of seeing such a measure as a clear assessment of predation in breach of international law and the principles of the UN Charter, Israel\u2019s Ambassador to the UN, <strong>Danny Danon<\/strong>, called it an unnecessary reward to the Palestinians \u201cto continue down a dangerous path they have chosen\u201d in avoiding direct negotiations with Israel. That Israel cared not a jot on that score hardly mattered.<\/p>\n<p class=\"yiv6862461076MsoNormal\">A number of recent incidents reveals the poor regard the United Nations is held in, notably within Israel\u2019s warring circles.\u00a0 Its agency aiding Palestinians, UNRWA, is threatened by two bills before the Israeli parliament that will significantly hamper its operations by evicting the body from its premise in territories within Israel\u2019s control.\u00a0 The proposed laws will also abolish any associated privileges and immunities.\u00a0 Having failed to convince all major donors to the organisation that it should be defunded for being packed with Hamas apologists and operatives (the evidence has always been paltry on that score), the Israeli government is using a legal sledgehammer fashioned by the Knesset.<\/p>\n<p class=\"yiv6862461076MsoNormal\">The passage of the bills, <a href=\"https:\/\/news.un.org\/en\/story\/2024\/10\/1155471\"  target=\"_blank\" rel=\"nofollow noopener noreferrer\">warns<\/a> UN <strong>Secretary-General Ant\u00f3nio Guterres,<\/strong> \u201cwould effectively end coordination to protect UN convoys, offices and shelters serving hundreds of thousands of people.\u201d\u00a0 The provision of shelter, food and healthcare \u201cwould grind to a halt\u201d without the agency.\u00a0 Some 600,000 children \u201cwould lose the only entity that is able to re-start education, risking the fate of an entire generation.\u201d<\/p>\n<p class=\"yiv6862461076MsoNormal\">With Israel\u2019s broadening campaign against Hezbollah to the north, the UN Interim Force in Lebanon (UNIFIL) is facing continuous harassment by the Israel Defense Forces (IDF).\u00a0 Established in 1978 by the Security Council to confirm the withdrawal of Israel from Lebanon and aid Lebanese authorities restore peace and security in the area, UNIFIL has been a source of endless irritation to the IDF\u2019s operations.<\/p>\n<p class=\"yiv6862461076MsoNormal\">In an October 13 <a href=\"https:\/\/unifil.unmissions.org\/unifil-statement-13-october-2024\"  target=\"_blank\" rel=\"nofollow noopener noreferrer\">statement<\/a>, UNIFIL revealed that two IDF Merkava tanks at 4.30 that morning had gone about the business of destroying the main gate of their post in Ramyah, near the Israeli border.\u00a0 The tanks forcibly entered, after which Israeli personnel demanded that the base turn out its lights.\u00a0 \u201cThe tanks left about 45 minutes later after UNIFIL protested through our liaison mechanism, saying that IDF presence was putting peacekeepers in danger.\u201d<\/p>\n<p class=\"yiv6862461076MsoNormal\">At 6.40 am, peacekeepers at the same post reported the firing of several smoke emitting rounds 100 metres to the north.\u00a0 \u201cDespite putting on protective masks, fifteen peacekeepers suffered effects, including skin irritation and gastrointestinal reactions, after the smoke entered the camp.\u201d<\/p>\n<p class=\"yiv6862461076MsoNormal\">On October 14, persisting in its approach of impeding and harrying the peacekeeping force, the IDF halted \u201ca critical UNIFIL logistical movement near Meiss ej Jebel, denying it passage.\u00a0 The critical movement could not be completed.\u201d<\/p>\n<p class=\"yiv6862461076MsoNormal\">The statement goes on to remind the IDF about its obligations to ensure the safety and security of the UN peacekeepers and property.\u00a0 Breaching a UN position violated UN Security Council Resolution 1701 (2006), while any deliberate attack on peacekeepers was a serious violation of international humanitarian law, in addition to breaching resolution 1701.<\/p>\n<p class=\"yiv6862461076MsoNormal\">In an almost disdainful manner, the IDF <a href=\"https:\/\/www.bbc.com\/news\/articles\/cwylekwngz8o\"  target=\"_blank\" rel=\"nofollow noopener noreferrer\">suggested<\/a> in a statement that the peacekeepers had entirely misunderstood the brutal encroachment.\u00a0 The actions had been motivated by goodwill to evacuate soldiers wounded by an anti-tank missile.\u00a0 \u201cFor the sake of evacuating the wounded, two tanks drove backwards, in a place where they could not advance otherwise in light of the threat of shooting, a few metres towards the UNIFIL position.\u201d\u00a0 The smokescreen had been created to aid the evacuation, while the entire operation was conducted throughout with continuous contact with the UN peacekeepers. After a time, the dressing of lies becomes tatty and banal.<\/p>\n<p class=\"yiv6862461076MsoNormal\">Typically, it fell to the Israeli Prime Minister, <strong>Benjamin Netanyahu<\/strong>, to shed some light on the mendacious fog.\u00a0 <strong>UNIFIL, he suggested, had to immediately withdraw its forces from southern Lebanon.\u00a0 \u201cIt is time for you,\u201d stated the PM in a <a href=\"https:\/\/www.timesofisrael.com\/netanyahu-un-must-withdraw-south-lebanon-peacekeepers-from-combat-zones\/\"  target=\"_blank\" rel=\"nofollow noopener noreferrer\">pointed message<\/a> to Guterres, \u201c<\/strong>to withdraw UNIFIL from Hezbollah strongholds and from the areas of combat.\u201d\u00a0 Yet again, international law which, in this case, provides legitimacy to the UN peacekeeping operations in the area, could be treated as a tissue easily torn.<\/p>\n<p>______________________________________________<\/p>\n<p style=\"padding-left: 40px;\"><em><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2023\/10\/Binoy-Kampmark.jpg\" ><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-246026 size-full\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2023\/10\/Binoy-Kampmark-e1729056629673.jpg\" alt=\"\" width=\"100\" height=\"100\" \/><\/a> Dr. Binoy Kampmark was a Commonwealth Scholar at Selwyn College, Cambridge.
