{"id":280807,"date":"2024-11-25T12:00:58","date_gmt":"2024-11-25T12:00:58","guid":{"rendered":"https:\/\/www.transcend.org\/tms\/?p=280807"},"modified":"2024-11-21T05:29:27","modified_gmt":"2024-11-21T05:29:27","slug":"eight-reasons-why-marco-rubio-would-be-a-disastrous-us-secretary-of-state","status":"publish","type":"post","link":"https:\/\/www.transcend.org\/tms\/2024\/11\/eight-reasons-why-marco-rubio-would-be-a-disastrous-us-secretary-of-state\/","title":{"rendered":"Eight Reasons Why Marco Rubio Would Be a Disastrous US Secretary of State"},"content":{"rendered":"<div id=\"attachment_280808\" style=\"width: 410px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2024\/11\/rubio-and-trump.png\" ><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-280808\" class=\"wp-image-280808\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2024\/11\/rubio-and-trump.png\" alt=\"\" width=\"400\" height=\"225\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2024\/11\/rubio-and-trump.png 900w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2024\/11\/rubio-and-trump-300x169.png 300w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2024\/11\/rubio-and-trump-768x432.png 768w\" sizes=\"auto, (max-width: 400px) 100vw, 400px\" \/><\/a><p id=\"caption-attachment-280808\" class=\"wp-caption-text\">Rubio and Trump during a break in the 2016 presidential debate.\u00a0 AP photo<\/p><\/div>\n<p><em>18 Nov 2024 &#8211;<\/em> Of all Trump\u2019s choices for his foreign policy team, Marco Rubio is the least controversial to the <a target=\"_blank\" href=\"https:\/\/nationalinterest.org\/feature\/marco-rubio-the-neocon-man-15348?page=0%2C1\" >neoconservative<\/a> foreign policy establishment in Washington, and the most certain to provide continuity with all that is wrong with U.S. foreign policy, from Cuba to the Middle East to China.<\/p>\n<p>The only area where there might be some hope for ending a war is Ukraine, where Rubio has come close to Donald Trump\u2019s position, praising Ukraine for standing up to Russia, but <a target=\"_blank\" href=\"https:\/\/www.pbs.org\/newshour\/show\/national-security-picks-signal-direction-of-trumps-foreign-policy-plans\" >recognizing<\/a> that the U.S. is funding a deadly \u201cstalemate war\u201d that needs to be \u201cbrought to a conclusion.\u201d<\/p>\n<p>But in all the other hot spots around the world, Rubio is likely to make conflicts even hotter, or start new ones.<\/p>\n<ol>\n<li><strong>His obsession with regime change in Cuba will sink any chance of better relations with the island.\u00a0<\/strong><\/li>\n<\/ol>\n<p>Like other Cuban-American politicians, Marco Rubio has built his career on vilifying the Cuban Revolution and trying to economically strangle and starve into submission the people of his parents\u2019 homeland.<\/p>\n<p>It is ironic, therefore, that his parents left Cuba before the Revolution, during the U.S.-backed dictatorship of Fulgencio Batista, whose executioners, secret police and death squads killed an estimated 20,000 people,<a target=\"_blank\" href=\"https:\/\/www.cia.gov\/readingroom\/docs\/CIA-RDP79T00429A000300030015-8.pdf\" > according<\/a> to the CIA, leading to a wildly popular revolution in 1959.<\/p>\n<p>When President Obama began to restore relations with Cuba in 2014, Rubio swore to do \u201ceverything possible\u201d to obstruct and reverse that policy. In May 2024, Rubio<a target=\"_blank\" href=\"https:\/\/www.cubaheadlines.com\/articles\/291995\" > reiterated<\/a> his zero tolerance for any kind of social or economic contacts between the U.S. and Cuba, claiming that any easing of the U.S. blockade will only \u201cstrengthen the oppressive regime and undermine the opposition\u2026 Until there is freedom in Cuba, the United States must maintain a firm stance.&#8221;<\/p>\n<p>In 2024 Rubio also <a target=\"_blank\" href=\"https:\/\/www.rubio.senate.gov\/rubio-introduces-bills-to-stand-up-to-criminal-cuban-regime\/\" >introduced<\/a> legislation to ensure that Cuba would remain on the U.S. \u201cState Sponsor of Terrorism List,\u201d imposing sanctions that cut Cuba off from the U.S.-dominated Western banking system.<\/p>\n<p>These measures to destroy the Cuban economy have led to a massive wave of migration in the past two years. But when the U.S. Coast Guard tried to coordinate with their Cuban counterparts, Rubio introduced <a target=\"_blank\" href=\"https:\/\/www.rubio.senate.gov\/rubio-introduces-bills-to-stand-up-to-criminal-cuban-regime\/\" >legislation<\/a> to prohibit such interaction. While Trump has vowed to stem immigration, his Secretary of State wants to crush Cuba\u2019s economy, forcing people to abandon the island and set sail for the United States.<\/p>\n<ol start=\"2\">\n<li><strong>Applying his anti-Cuba template to the rest of Latin America will make enemies of more of our neighbors.<\/strong><\/li>\n<\/ol>\n<p>Rubio\u2019s disdain for his ancestral home in Cuba has served him so well as an American politician that he has extended it to the rest of Latin America. He has sided with extreme right-wing politicians like Jair Bolsonaro in Brazil and Javier Milei in Argentina, and rails against progressive ones, from Brazil\u2019s Ignacio Lula da Silva to Mexico\u2019s popular former President Lopez Obrador, whom he called \u201can <a target=\"_blank\" href=\"https:\/\/www.msn.com\/en-us\/news\/politics\/trumps-pick-of-rubio-as-americas-top-diplomat-jolts-latin-america-long-accustomed-to-us-neglect\/ar-AA1u7Nt4\" >apologist for tyranny<\/a>\u201d for supporting other leftist governments.<\/p>\n<p>In Venezuela, he has promoted brutal sanctions and <a target=\"_blank\" href=\"https:\/\/www.bbc.com\/news\/stories-53557235\" >regime change<\/a> plots to topple the government of Nicolas Maduro. In 2019 he was one of the <a target=\"_blank\" href=\"https:\/\/www.thetimes.com\/world\/latin-america\/article\/marco-rubio-latin-america-secretary-state-90nr9qq2k\" >architects <\/a>of Trump\u2019s failed policy of recognizing opposition figure Juan Guaido as president. He has also advocated for sanctions and regime change in Nicaragua.<\/p>\n<p>In March 2023, Rubio urged President Biden to impose<a target=\"_blank\" href=\"https:\/\/www.cassidy.senate.gov\/wp-content\/uploads\/media\/doc\/Rubio%20March%2024%202023%20Bolivia%20Letter.pdf\" > sanctions<\/a> on Bolivia for prosecuting\u00a0 leaders of a 2019 U.S.-backed coup that led to <a target=\"_blank\" href=\"https:\/\/en.wikipedia.org\/wiki\/Sacaba_massacre\" >massacres<\/a> that killed at least 21 people.<\/p>\n<p>Rubio also<a target=\"_blank\" href=\"https:\/\/www.laprensa.hn\/honduras\/el-impacto-de-marco-rubio-en-la-politica-hacia-honduras-EH22610884\" > condemned<\/a> the government of Honduras for withdrawing from an extradition treaty with the United States this past August, in response to decades of U.S. interference that had turned Honduras into a narco-state riven by poverty, gang violence and mass <a target=\"_blank\" href=\"https:\/\/www.wola.org\/wp-content\/uploads\/2023\/06\/wola_migration_charts.002.jpeg\" >emigration<\/a>, until the election of democratic socialist President Xiomara Castro in 2022.<\/p>\n<p>Rubio\u2019s major concern about Latin America now seems to be the <a target=\"_blank\" href=\"https:\/\/www.bbc.com\/news\/articles\/ckg79y3rz1eo\" >influence<\/a> of China, which has become the leading <a target=\"_blank\" href=\"https:\/\/en.wikipedia.org\/wiki\/List_of_countries_by_leading_trade_partners\" >trade partner<\/a> of most Latin American countries. Unlike the U.S., China focuses on economic benefits and not internal politics, while American politicians like Marco Rubio still see Latin America as the U.S. \u201cbackyard.\u201d<\/p>\n<p>While Rubio\u2019s virulent anti-leftist stands have served him well in climbing to senior positions in the U.S. government, and now into Trump\u2019s inner circle, his disdain for Latin American sovereignty bodes ill for U.S. relations with the region.<\/p>\n<ol start=\"3\">\n<li><strong>He believes the US and Israel can do no wrong, and that God has given Palestine to Israel.<\/strong><\/li>\n<\/ol>\n<p>Despite the massive death toll in Gaza and global condemnation of Israel\u2019s genocide, Rubio still <a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=pbMKV2PhtMM\" >perpetuates the myth<\/a> that \u201cIsrael takes extraordinary steps to avoid civilian losses\u201d and that innocent people die in Gaza because Hamas has deliberated placed them in the way and used them as human shields. The problem, he says, is \u201can enemy that doesn\u2019t value human life.\u201d<\/p>\n<p>When<a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=qtY3yf4v9aw\" > asked<\/a> by CODEPINK in November 2024 if he would support a ceasefire, Rubio replied, \u201cOn the contrary. I want them to destroy every element of Hamas they can get their hands on. These people are vicious animals.\u201d<\/p>\n<p>There are few times in this past year that the Biden administration has tried to restrain Israel, but when Biden begged Israel not to send troops into the southern city of Rafah, Rubio said that was like telling the Allied forces in World War II not to attack Berlin to get Hitler.<\/p>\n<p>In a <a target=\"_blank\" href=\"https:\/\/www.rubio.senate.gov\/wp-content\/uploads\/2024\/08\/08.30.24-Rubio-letter-to-Secretary-Blinken-re-Israeli-settlers.pdf\" >letter<\/a> to Secretary of State Blinken in August 2024, Rubio criticized the Biden administration\u2019s decision to sanction Israeli settlers linked to anti-Palestinian violence in the occupied West Bank.<\/p>\n<p>\u201cIsrael has consistently sought peace with the Palestinians. It is unfortunate that the Palestinians, whether it be the Palestinian Authority or FTOs [Foreign Terrorist Organisations] such as Hamas, have rejected such overtures,\u201d Rubio wrote. \u201cIsraelis rightfully living in their historic homeland are not the impediment to peace; the Palestinians are,\u201d he added.<\/p>\n<p>No country besides Israel subscribes to the idea that its borders should be based on 2,000-year-old religious scriptures, and that it has a God-given right to displace or exterminate people who have lived there since then to reconquer its ancient homeland. The United States will find itself\u00a0 extraordinarily isolated from the rest of the world if Rubio tries to assert that as a matter of U.S. policy.<\/p>\n<ol start=\"4\">\n<li><strong> His deep-seated enmity toward Iran will fuel Israel\u2019s war on its neighbors, and may lead to a U.S. war with Iran.\u00a0<\/strong><\/li>\n<\/ol>\n<p>Rubio is obsessed with Iran. He <a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=pbMKV2PhtMM\" >claims<\/a> that the central cause of violence and suffering in the Middle East is not Israeli policy but \u201cIran\u2019s ambition to be a regional hegemonic power.\u201d He <a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=nt-0MqM4Rzs\" >says<\/a> that Iran\u2019s goal in the Middle East is to \u201cseek to drive America out of the region and then destroy Israel.\u201d<\/p>\n<p>He has been a proponent of maximum pressure on Iran, including a <a target=\"_blank\" href=\"https:\/\/www.rubio.senate.gov\/rubio-comments-on-prime-minister-netanyahu-s-address-to-congress\/\" >call<\/a> for more and more sanctions. He believes the U.S. should not re-enter the Iran nuclear deal, saying: \u201cWe must not trade away U.S. and Israeli security for vague commitments from a terrorist-sponsoring regime that has killed Americans and threatens to annihilate Israel.\u201d<\/p>\n<p>Rubio<a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=pbMKV2PhtMM\" > calls<\/a> Lebanon\u2019s Hezbollah a \u201cfull blown agent of Iran right on Israel\u2019s border\u201d and that wiping out Hezbollah\u2019s leadership, along with entire neighborhoods full of civilians, is a \u201c<a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=nt-0MqM4Rzs\" >service to humanity<\/a>.\u201d He alleges that Iran has control over Iraq, Syria, the Houthis in Yemen and is a threat to Jordan. He claims that \u201cIran has put a noose around Israel,\u201d and <a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=pbMKV2PhtMM\" >says<\/a> that the goal of U.S. policy should be regime change in Iran, which would set the stage for war.<\/p>\n<p>While there will hopefully be leaders in the Pentagon who will caution Donald Trump about the <a target=\"_blank\" href=\"https:\/\/www.theburningplatform.com\/2024\/11\/09\/the-world-according-to-trump-2\/\" >perils<\/a> of a war with Iran, Rubio will not be a voice of reason.<\/p>\n<ol start=\"5\">\n<li><strong>He is beholden to big money, from the weapons industry to the Israel lobby.<\/strong><\/li>\n<\/ol>\n<p>Open Secrets reports that Rubio has received over a <a target=\"_blank\" href=\"https:\/\/www.opensecrets.org\/members-of-congress\/marco-rubio\/industries?cid=N00030612&amp;cycle=CAREER\" >million dollars<\/a> in campaign contributions from pro-Israel groups during his career. The Pro-Israel America PAC was his <a target=\"_blank\" href=\"https:\/\/www.opensecrets.org\/members-of-congress\/rubio-marco\/summary?cid=N00030612\" >single largest<\/a> campaign contributor over the last 5 years. When he last ran for reelection in 2022, he was the <a target=\"_blank\" href=\"https:\/\/www.opensecrets.org\/industries\/summary?code=Q05&amp;cycle=2022&amp;ind=Q05&amp;mem=Y&amp;recipdetail=S\" >third largest<\/a> recipient of funding by pro-Israel groups in the Senate, taking in $367,000 from them for that campaign.<\/p>\n<p>Rubio was also the <a target=\"_blank\" href=\"https:\/\/www.opensecrets.org\/industries\/recips?code=D&amp;cycle=2022&amp;ind=D&amp;mem=Y&amp;recipdetail=S\" >fourth largest<\/a> recipient of funding from the \u201cdefense\u201d industry in the Senate for the 2022 cycle, receiving $196,000. Altogether, the weapons industry has invested $663,000 in his Congressional career.<\/p>\n<p>Rubio is clearly beholden to the US arms industry, and even more so to the Israel lobby, which has been one of his largest sources of campaign funding. This has placed him in the vanguard of Congress\u2019s blind, unconditional support for Israel and subservience to Israeli narratives and propaganda, making it unlikely that he will ever challenge the ongoing extermination of the Palestinian people or their expulsion from their homeland.<\/p>\n<ol start=\"6\">\n<li><strong>He\u2019s so antagonistic towards China that China has sanctioned him\u2013twice!<\/strong><\/li>\n<\/ol>\n<p><a target=\"_blank\" href=\"https:\/\/www.heritage.org\/china\/event\/putins-war-and-the-threat-communist-china-address-senator-marco-rubio\" >Speaking<\/a> at the Heritage Foundation in 2022, Rubio said: \u201cThe gravest threat facing America today, the challenge that will define this century and every generation represented here, is not climate change, the pandemic, or the left&#8217;s version of social justice. The threat that will define this century is China.&#8221;<\/p>\n<p>It will be hard for our nation\u2019s \u201ctop diplomat\u201d to ease tensions with a country he has so maligned. He antagonized China by co-sponsoring the Uyghur Forced Labor Prevention Act, which allows the U.S. to bar\u00a0 Chinese imports over alleged Uyghur rights abuses, abuses that China denies and independent <a target=\"_blank\" href=\"https:\/\/thegrayzone.com\/2019\/12\/21\/china-detaining-millions-uyghurs-problems-claims-us-ngo-researcher\/\" >researchers<\/a> question. In fact, Rubio has gone so far as to accuse China of a &#8220;grotesque campaign of genocide&#8221; against the Uyghurs.<\/p>\n<p>On Taiwan, he has not only introduced legislation to increase military aid to the island, but actually supports Taiwanese <a target=\"_blank\" href=\"https:\/\/www.businessinsider.com\/what-trumps-secretary-state-pick-marco-rubio-means-for-china-2024-11\" >independence<\/a> \u2014 a dangerous deviation from the US government&#8217;s long-standing One China approach.<\/p>\n<p>The Chinese responded to Rubio by sanctioning him, not once but twice\u2013once regarding the Uyghurs and once for his support of Hong Kong protests. Unless China lifts the sanctions, he would be the first U.S. secretary of state to be banned from even visiting China.<\/p>\n<p>Analysts expect China to try to sidestep Rubio and engage directly with Trump and other senior officials. Steve Tsang, the director of the China Institute at the U.K.\u2019s School of Oriental and African Studies, told <a target=\"_blank\" href=\"https:\/\/archive.ph\/iQNm3\" ><em>Reuters<\/em><\/a>, \u201cIf that doesn&#8217;t work, then I think we&#8217;re going to get into a much more regular escalation of a bad relationship.\u201d<\/p>\n<ol start=\"7\">\n<li><strong>Rubio knows sanctions are a trap, but he doesn\u2019t know how to escape.<\/strong><\/li>\n<\/ol>\n<p>Rubio is a leading advocate of unilateral economic sanctions, which are <a target=\"_blank\" href=\"https:\/\/www.ohchr.org\/en\/special-procedures\/sr-unilateral-coercive-measures\" >illegal<\/a> under international law, and which the UN and other countries refer to as \u201cunilateral economic coercive measures.\u201d<\/p>\n<p>The United States has used these measures so widely and wildly that they now<a target=\"_blank\" href=\"https:\/\/sanctionskill.org\/\" > impact<\/a> a third of the world\u2019s population. U.S. officials, from Treasury Secretary <a target=\"_blank\" href=\"https:\/\/archive.ph\/KvJ1Q\" >Yellen<\/a> to Rubio himself, have warned that using the U.S. financial system and the dollar\u2019s reserve currency status as weapons against other countries is driving the rest of the world to conduct trade in other currencies and develop alternative financial systems.<\/p>\n<p>In March 2023, Rubio <a target=\"_blank\" href=\"https:\/\/geopoliticaleconomy.com\/2023\/04\/17\/sanctions-hegemony-dollar-us-treasury-yellen\/\" >complained<\/a> on Fox News, \u201cWe won\u2019t have to talk sanctions in five years, because there will be so many <a target=\"_blank\" href=\"https:\/\/geopoliticaleconomy.com\/2023\/04\/15\/brazil-lula-china-us-dollar-dominance\/\" >countries transacting in currencies other than the dollar<\/a>, that we won\u2019t have the ability to sanction them.\u201d<\/p>\n<p>And yet Rubio has continued to be a leading sponsor of sanctions bills in the Senate, including <a target=\"_blank\" href=\"https:\/\/www.rubio.senate.gov\/wp-content\/uploads\/2024\/01\/01.31.24-Rubio-Hassan-Letter-to-POTUS-re-Iran-Oil-Sanctions.pdf\" >new sanctions<\/a> on Iran in January 2024 and a <a target=\"_blank\" href=\"https:\/\/www.rubio.senate.gov\/rubio-introduces-bill-to-counter-adversarial-financial-systems\/\" >bill in July<\/a> to sanction foreign banks that participate in alternative financial systems.<\/p>\n<p>So, while other countries develop new financial and trading systems to escape abusive, illegal U.S. sanctions, the nominee for Secretary of State remains caught in the same sanctions trap that he complained about on Fox.<\/p>\n<ol start=\"8\">\n<li><strong>He wants to crack down on U.S. free speech.<\/strong><\/li>\n<\/ol>\n<p>Rubio wants to curtail the right to <a target=\"_blank\" href=\"https:\/\/www.commondreams.org\/news\/college-campus-protests-gaza\" >free speech<\/a> enshrined in the First Amendment of the U.S. Constitution. In May, he <a target=\"_blank\" href=\"https:\/\/thehill.com\/homenews\/senate\/4639050-marco-rubio-campus-protests-complete-breakdown-law-order\/\" >described<\/a> campus protests against Israel as a \u201ccomplete breakdown of law and order.\u201d<\/p>\n<p>Rubio claimed to be speaking up for other students at American universities. \u201c[They] paid a lot of money to go to these schools, [but are being disrupted by] a few thousand antisemitic zombies who have been brainwashed by two decades of indoctrination in the belief that the world is divided between victimizers and victims, and that the victimizers in this particular case, the ones that are oppressing people, are Jews in Israel,\u201d said Rubio.<\/p>\n<p>The Florida senator has said he supports <a target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/politics\/2024\/05\/27\/trump-israel-gaza-policy-donors\/\" >Trump\u2019s plan<\/a> to deport foreign students who engage in <a target=\"_blank\" href=\"https:\/\/forward.com\/tag\/campus\/\" >pro-Palestinian campus protests<\/a>. In April, he <a target=\"_blank\" href=\"https:\/\/www.rubio.senate.gov\/rubio-on-state-departments-2023-international-religious-freedom-report\/\" >called for punishing<\/a> supporters of the Israel boycott movement as part of efforts to counter antisemitism, falsely equating any attempt to respond to Israel\u2019s international crimes with antisemitism.<\/p>\n<p>And what about those crimes, which the students are protesting? After visiting Israel in May, Rubio wrote an article for <a target=\"_blank\" href=\"https:\/\/www.nationalreview.com\/2024\/05\/whats-happening-to-israel-matters-to-all-of-us\/\" ><em>National Review<\/em><\/a>, in which he never mentioned the thousands of civilians Israel has killed, and instead blamed Iran, Biden and \u201cmorally corrupt international institutions\u201d for the crisis.<\/p>\n<p>Marco Rubio expects Americans to believe that it is not genocide itself, but protests against genocide, that are a complete breakdown of law and order. He couldn\u2019t be more wrong if he tried.<\/p>\n<p>Students are not Rubio\u2019s only target. In August 2023, he <a target=\"_blank\" href=\"https:\/\/www.rubio.senate.gov\/rubio-graham-to-biden-doj-we-must-not-allow-the-ccp-to-succeed-in-information-war-against-our-country\/\" >alleged<\/a> that certain \u201cfar-left and antisemitic entities\u201d may have violated the Foreign Assistance Registration Act by their ties to China. He called for a Justice Department investigation into 18 groups, starting with CODEPINK. These unfounded claims of China connections are only meant to intimidate legitimate groups that are exercising their free speech rights.<\/p>\n<p><strong>Conclusion<\/strong><\/p>\n<p>On each of these issues, Rubio has shown no sign of understanding the difference between domestic politics and diplomacy. Whether he\u2019s talking about Cuba, Palestine, Iran or China, or even about CODEPINK, all his supposedly tough positions are based on cynically mischaracterizing the actions and motivations of his enemies and then attacking the \u201cstraw man\u201d he has falsely set up.<\/p>\n<p>Unscrupulous politicians often get away with that, and Rubio has made it his signature tactic because it works so well for him in American politics. But that will not work if and when he sits down to negotiate with other world leaders as U.S. secretary of state.<\/p>\n<p>His underlying attitude to foreign relations is, like Trump\u2019s, that the United States must get its way or else, and that other countries who won\u2019t submit must be coerced, threatened, couped, bombed or invaded.
