UN Photo\/Loey Felipe<\/p><\/div>\n<blockquote><p>6 Jan 2025 &#8211;<em><span lang=\"EN-GB\">Human suffering in Sudan has reached devastating levels, with over 11.5 million people internally displaced and 3.2 million seeking refuge in neighbouring countries.<\/span><\/em><\/p><\/blockquote>\n<p>Addressing the <a target=\"_blank\" href=\"https:\/\/www.un.org\/securitycouncil\/\" >Security Council<\/a> today, Edem Wosornu,<u> <\/u><a href=\"https:\/\/www.unocha.org\/our-leadership\/edem-wosornu\" class=\"ext\" title=\"(opens in a new window)\"  target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.unocha.org\/our-leadership\/edem-wosornu&amp;amp;source=gmail&amp;amp;ust=1736275794052000&amp;amp;usg=AOvVaw1YQprrxWtdSxOzq5KAOQm-\" data-extlink=\"\">Director of the Advocacy and Operations Division<\/a> at the UN aid coordination office (<a href=\"https:\/\/www.unocha.org\/\" class=\"ext\" title=\"(opens in a new window)\"  target=\"_blank\" rel=\"noopener noreferrer\" data-extlink=\"\">OCHA<\/a>) described the unfolding disaster as \u201c<strong>a humanitarian crisis of staggering proportions<\/strong>.\u201d<\/p>\n<p>This \u201cman-made\u201d catastrophe, driven by relentless conflict, has dismantled food systems and critical infrastructure, leaving millions in imminent danger, she explained.<\/p>\n<h2><strong>Evidence of famine mounts<\/strong><\/h2>\n<p>\u201c<strong>Famine conditions are now present in five areas<\/strong>,\u201d Ms. Wosornu stated, highlighting Zamzam, Al Salam, and Abu Shouk camps for the internally-displaced, as well as the western Nuba Mountains.<\/p>\n<p>The Food and Agriculture Organization (<a href=\"http:\/\/www.fao.org\/home\/en\/\" class=\"ext\" title=\"(opens in a new window)\"  target=\"_blank\" rel=\"noopener noreferrer\" data-extlink=\"\">FAO<\/a>) reported that conflict and displacement are the main drivers of food insecurity, \u201cexacerbated by restricted humanitarian access,\u201d according to <a href=\"https:\/\/www.fao.org\/about\/leadership\/Beth-Bechdol\" class=\"ext\" title=\"(opens in a new window)\"  target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.fao.org\/about\/leadership\/Beth-Bechdol&amp;amp;source=gmail&amp;amp;ust=1736275794053000&amp;amp;usg=AOvVaw0QLzNR49sHfolpCTqP6Tbk\" data-extlink=\"\">Deputy Director-General<\/a> Beth Bechdol.<\/p>\n<p>The latest Integrated Food Security Phase Classification (<a href=\"https:\/\/www.ipcinfo.org\/\" class=\"ext\" title=\"(opens in a new window)\"  target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.ipcinfo.org\/&amp;amp;source=gmail&amp;amp;ust=1736275794053000&amp;amp;usg=AOvVaw0KTcwrwQUoMRZshHLGmvSs\" data-extlink=\"\">IPC<\/a>) <a href=\"https:\/\/www.ipcinfo.org\/fileadmin\/user_upload\/ipcinfo\/docs\/IPC_Famine_Review_Committee_Report_Sudan_Dec2024.pdf\" class=\"ext\" title=\"(opens in a new window)\"  target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.ipcinfo.org\/fileadmin\/user_upload\/ipcinfo\/docs\/IPC_Famine_Review_Committee_Report_Sudan_Dec2024.pdf&amp;amp;source=gmail&amp;amp;ust=1736275794053000&amp;amp;usg=AOvVaw1cEkO6_mhipiezlbkJ3Q1q\" data-extlink=\"\">analysis<\/a> underscores the disproportionate impact on vulnerable groups, particularly women, children, and the elderly.<\/p>\n<p>Disrupted food production and collapsing market conditions have compounded the crisis.<\/p>\n<p>The IPC Committee has projected that <a href=\"https:\/\/news.un.org\/en\/story\/2024\/12\/1158511\"  target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/news.un.org\/en\/story\/2024\/12\/1158511&amp;amp;source=gmail&amp;amp;ust=1736275794053000&amp;amp;usg=AOvVaw2WRYzu8hlULRcabM8PsVUM\">famine could spread<\/a> to five additional regions, including Um Kadadah and El Fasher, by mid-2025, <strong>with 17 other areas at high risk without urgent intervention.<\/strong><\/p>\n<p>Ms. Bechdol reminded the Council of the dire consequences of such crises: \u201cAs we have learned from these extreme crises, <strong>tens of thousands of deaths have already occurred before any famine was classified.\u201d<\/strong><\/p>\n<p>Recent assessments indicate that over 16 per cent of households in affected zones are currently experiencing catastrophic food insecurity.<\/p>\n<h2><strong>Aid delivery challenges<\/strong><\/h2>\n<p>Despite continued efforts, logistical barriers obstruct the delivery of humanitarian aid.<\/p>\n<p>\u201cOn 25 December a convoy of 28 trucks arrived in Khartoum from Port Sudan with food, nutrition supplies and other assistance,\u201d which marked a step forward, Ms. Wosornu explained. Yet, challenges remain.<\/p>\n<p>\u201cKey areas in South Kordofan are effectively cut off from external assistance,\u201d while \u201cvisas for humanitarian personnel are not being granted swiftly enough,\u201d she stated.<\/p>\n<p>New inspection protocols at the Adre crossing, crucial for operations in Darfur, have also further delayed the delivery of aid.<\/p>\n<p><strong>Almost 90 per cent of displaced households are currently unable to afford food.<br \/>\n<\/strong><\/p>\n<h2><strong>Unified call for action<\/strong><\/h2>\n<p>Both Ms. Wosornu and Ms. Bechdol issued an appeal for international support during the Security Council briefing.<\/p>\n<p>They urged governments to prioritise funding, ensure safe relief routes, and press involved parties to cease hostilities.<\/p>\n<p>\u201cImmediate and unimpeded\u201d humanitarian access is essential, said Ms. Bechdol, in order for partners to be able to deliver \u201cmulti-sectoral humanitarian assistance\u201d.<\/p>\n<p>The <a href=\"https:\/\/www.unocha.org\/publications\/report\/sudan\/sudan-humanitarian-needs-and-response-plan-2025-executive-summary-issued-december-2024#:~:text=As%20we%20move%20into%202025,%2C%20and%20scale%2Dup%20protection.\" class=\"ext\" title=\"(opens in a new window)\"  target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.unocha.org\/publications\/report\/sudan\/sudan-humanitarian-needs-and-response-plan-2025-executive-summary-issued-december-2024%23:~:text%3DAs%2520we%2520move%2520into%25202025,%252C%2520and%2520scale%252Dup%2520protection.&amp;amp;source=gmail&amp;amp;ust=1736275794053000&amp;amp;usg=AOvVaw30SmlmX-f8Ijwo61BQYhNO\" data-extlink=\"\">2025 Sudan Humanitarian Needs and Response Plan<\/a> calls for $4.2 billion to support 21 million people, with an additional $1.8 billion required for refugees in neighbouring countries.<\/p>\n<h2><strong>A critical juncture<\/strong><\/h2>\n<p>The FAO underscored the importance of addressing agricultural disruptions and rebuilding food systems alongside immediate relief efforts.<\/p>\n<p>\u201cWhen farmers can access land and inputs, they will produce food,\u201d Ms. Bechdol stated.<\/p>\n<p>According to the IPC analysis, the crisis is at a pivotal moment.
