{"id":286081,"date":"2025-01-27T12:00:07","date_gmt":"2025-01-27T12:00:07","guid":{"rendered":"https:\/\/www.transcend.org\/tms\/?p=286081"},"modified":"2025-10-06T14:26:41","modified_gmt":"2025-10-06T13:26:41","slug":"rwanda-advances-toward-annexing-drcs-kivu-provinces-with-the-wests-tacit-blessing","status":"publish","type":"post","link":"https:\/\/www.transcend.org\/tms\/2025\/01\/rwanda-advances-toward-annexing-drcs-kivu-provinces-with-the-wests-tacit-blessing\/","title":{"rendered":"Rwanda Advances toward Annexing DRC\u2019s Kivu Provinces with the West\u2019s Tacit Blessing"},"content":{"rendered":"<div id=\"attachment_286082\" style=\"width: 560px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2025\/01\/rwanda-africa-drc.jpg\" ><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-286082\" class=\"wp-image-286082\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2025\/01\/rwanda-africa-drc.jpg\" alt=\"\" width=\"550\" height=\"260\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2025\/01\/rwanda-africa-drc.jpg 845w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2025\/01\/rwanda-africa-drc-300x142.jpg 300w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2025\/01\/rwanda-africa-drc-768x364.jpg 768w\" sizes=\"auto, (max-width: 550px) 100vw, 550px\" \/><\/a><p id=\"caption-attachment-286082\" class=\"wp-caption-text\">Rwandan colonization of the Democratic Republic of the Congo (DRC) proceeds apace.<\/p><\/div>\n<p><em>22 Jan 2025 <\/em>&#8211; <span lang=\"EN\" xml:lang=\"EN\">On Obama&#8217;s 2009 Inauguration Day, the <em>Congr\u00e8s national pour la d\u00e9fense du peuple<\/em> <em>(CNDP)<\/em>\u2014a Rwandan militia\u2014was &#8220;integrated&#8221; into the Congolese army. This was a de facto concession of territory to longtime US\/EU ally Rwanda, which the US State Department applauded.<\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">The CNDP renamed itself the March 23 Movement (M23) and started fighting again three years later, in 2012, horrifying the world with their atrocities as the CNDP had. They said they hadn&#8217;t gotten all they&#8217;d been promised and resumed Rwanda\u2019s expansionist project. Some members of M23 were reporting to Uganda, but Rwanda led the aggression, a gross violation of DRC\u2019s sovereignty that the world has tolerated for the past 30 years.<\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">Sixteen years later, on Trump\u2019s Inauguration Day, the Rwandan Defense Forces (RDF) were openly fighting alongside M23, and Rwanda controlled far more territory. The day before Trump\u2019s inauguration, <a href=\"https:\/\/thedefensepost.com\/2025\/01\/19\/m23-fighters-congo-town\/\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">Defense Post <\/a> reported that M23 had taken Lumbishi, a key mining settlement in the DRC\u2019s South Kivu Province, and that they were advancing on Numbi and Shanje, two other locations in the surrounding Kalehe territory.<\/p>\n<p>On the day after Trump\u2019s inauguration, <a href=\"https:\/\/www.reuters.com\/world\/africa\/congos-m23-rebels-seize-eastern-town-minova-2025-01-21\/\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">Reuters <\/a> reported that M23 had seized Minova, a key supply route to Goma, the capital of Congo\u2019s North Kivu Province, which sits on its border with Rwanda.<\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">The December 2024 <a href=\"https:\/\/documents.un.org\/doc\/undoc\/gen\/n24\/373\/37\/pdf\/n2437337.pdf\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">UN Group of Experts Report <\/a> noted that from April to early November 2024, M23 and the RDF increased the area they controlled by 30 percent, advancing on multiple territorial fronts and on political, administrative, and ideological fronts as well.<\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">The Experts also describe the systematic support from the Rwanda Defence Force to M23 and Rwanda\u2019s administrative control of Congolese territory it has seized, including administration of the minerals traffic from DRC to Rwanda and taxation by M23. \u201cAt least 150 tons of coltan were fraudulently exported to Rwanda and mixed with Rwandan production, leading to the largest contamination of mineral supply chains in the Great Lakes region recorded to date.\u201d<\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">They estimate that M23 collects $800,000 per month in taxation alone, amounting to $9,600,000 per year. The minerals traffic itself supports rich Rwandan traders and Rwanda\u2019s ruling elite. <\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">M23 and the Rwandan Defense Force are equipped, the experts report, with advanced weaponry far better than that possessed by the Congolese army. This weaponry is manufactured far from Africa and smuggled across the Rwandan-Congolese border in violation of the longstanding, long-ignored UN arms embargo. <\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">According to David Himbara, a Rwandan exile and former advisor to Rwandan President Kagame, these weapons are purchased with profits from the illegal minerals traffic.<\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">The experts also report more of the mass displacement and civilian suffering that has been part of this story since its beginning.<\/span><\/p>\n<p><strong><span lang=\"EN\" xml:lang=\"EN\">US and EU Support for Rwanda Is Unwavering<\/span><\/strong><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">There\u2019s no doubt where this situation is headed. Rwandan President Kagame and the Tutsi elite surrounding him intend to annex all of DRC\u2019s resource-rich North and South Kivu Provinces, formally if possible. The displacement of Congolese people and Rwandan migration into the Kivus may make it possible for Rwanda to demand a referendum on whether or not the people of the Kivus want to be part of DRC or part of Rwanda. <\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">The US and EU have tolerated and collaborated with Rwanda\u2019s invasion and colonization project since Rwanda first invaded DRC, at that time Zaire, in 1996, and it goes on. The minerals traffic is so profitable and convenient that the European Commission shocked Congolese in February 2024 by announcing a \u201c<a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_24_822\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">Memorandum of Understanding on Sustainable Raw Materials Value Chains <\/a>\u201d between the EU and Rwanda.\u00a0 <\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">Kagame hobnobs with the <a href=\"https:\/\/www.instagram.com\/paulkagame\/reel\/C2LNFs9sTnv\/\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">Davos set <\/a> and opens Rwanda to its experiments in world government, from <a href=\"https:\/\/www.csm.tech\/blog-details\/rwanda-leaps-ahead-with-single-digital-id-system#:~:text=Rwanda%20is%20poised%20to%20vault,for%20loans%2C%20and%20much%20more.\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">digital IDs <\/a> and \u201c<a href=\"https:\/\/www.climatelinks.org\/photo-gallery\/green-cities-rwanda#:~:text=Green%20Cities%20in%20Rwanda%20%7C%20Global%20Climate%20Change&amp;text=Away%20from%20Kigali%2C%20the%20capital,numerous%20green%20spaces%20and%20infrastructure.\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">sustainable cities <\/a>\u201d to mandatory or even f<a href=\"https:\/\/www.dw.com\/en\/rwanda-forcibly-vaccinating-people-against-covid-victims-say\/a-60413978\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">orced vaccination <\/a>. <\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">He also offers the Rwandan Defense Force in <a href=\"https:\/\/moderndiplomacy.eu\/2023\/10\/29\/rwanda-is-becoming-africas-most-active-security-provider\/\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">service <\/a> to Western military objectives on the African continent.\u00a0\u00a0 <\/span><\/p>\n<p><strong><span lang=\"EN\" xml:lang=\"EN\">Between Two Inaugurations<\/span><\/strong><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">The US has sustained its support and collaboration with Rwanda since the Rwandan Patriot Army led by Paul Kagame invaded Rwanda from Uganda in 1990. <\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">It\u2019s a long, tragic history, but this week I began with Obama\u2019s Inauguration since that was the date of the de facto concession of Congolese territory to Rwanda that eventually led to the CNDP reconstituting itself as M23 and waging the war, which it has continued off and on since 2012.\u00a0 <\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">On that day the world exulted in the rise of the first Black president in the most powerful country in the world, imagining that he would usher in a new age of liberation for the world\u2019s dark-skinned colonized and neocolonized peoples, and Africa was especially hopeful. Code Pink was dancing the \u201cYes We Can Can,\u201d and the world was mesmerized by the sight of Aretha Franklin singing a gospel version of \u201cMy Country Tis of Thee\u201d in a hat topped with a giant bow outlined in rhinestones.<\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">Obama came in with a huge mandate, nationally and globally, with Democratic majorities in both Houses of Congress and, in short order, a Nobel Peace Prize. He could have conditioned aid and political support to Rwanda on withdrawal from DRC, but instead\u00a0he sustained the alliance, even as one UN report after another documented Rwanda\u2019s violence and resource theft in DRC. <\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">In 2014, still on Obama\u2019s watch, Congo\u2019s army, led by the heroic <a href=\"https:\/\/www.youtube.com\/watch?v=PZKHa6_jLwY\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">Colonel Mamadou Mustafa Ndala <\/a>, defeated Rwanda, driving M23 combatants back into Rwanda and Uganda. The US\/EU, however, engineered farcical \u201c<a href=\"https:\/\/www.youtube.com\/watch?v=kD33db53ags\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">peace talks <\/a>\u201d in which the Congolese victors conceded everything to the Rwandan and Ugandan losers.<\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">Fast forward to Trump\u2019s inauguration, and Rwanda\u2019s colonization project proceeds apace with no reason to expect any change in policy.
