He died in jail, and she is now in custody.<\/span><\/em><\/p><\/blockquote>\n<p><span lang=\"EN\" xml:lang=\"EN\"><em>25 Jun 2025\u00a0<\/em>&#8211; On 19 Jun, Rwandan opposition leader Victoire Ingabire was once again arrested in Rwanda. She and gospel singer Kizito Mihigo were both released from Rwanda\u2019s Nyarugenge Prison in September 2018, after she had served eight years, he four. Both were ordered not to move beyond the borders of Rwanda, where their message about the true history of the Rwandan Genocide and the nature of the Rwandan regime might find a greater audience.<\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">Nearly two years later, on February 13, 2020, Kizito tried to escape into neighboring Burundi. Rwandan police apprehended him at the border and then reported that he had been <a href=\"https:\/\/www.theguardian.com\/world\/2020\/feb\/17\/rwandan-gospel-star-president-critic-kizito-mihigo-dies-police-cell\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">found dead <\/a> in a jail cell four days later, on February 17, 2020. Police claimed that he had hung himself, but it\u2019s preposterous to think that Kizito was not under guard for a moment. Rwanda\u2019s apparatus of surveillance, repression, and punishment is among the world\u2019s <a href=\"https:\/\/sfbayview.com\/2015\/05\/no-way-to-escape-the-eye-of-the-state-in-rwanda\/\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">most draconian <\/a>.<\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">The autopsy report was not released, and Human Rights Watch\u2019s <a href=\"https:\/\/www.hrw.org\/news\/2020\/08\/17\/rwanda-6-months-no-justice-kizito-mihigo#:~:text=The%20results%20of%20the%20Rwanda,%2C%20thorough%2C%20and%20transparent%20investigation.\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">call <\/a> for a transparent investigation and independent autopsy was ignored. <\/span><\/p>\n<p><strong><span lang=\"EN\" xml:lang=\"EN\">Where is Victoire? <\/span><\/strong><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">As of June 24, Victoire Ingabire\u2019s location is not known, and her supporters fear most of all for her safety. In 2010, when she left exile in the Netherlands to return to Rwanda, she told supporters that if she were assassinated, they would have to pick up the struggle where she left off. <\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">In 2024, in the documentary \u201c<a href=\"https:\/\/www.youtube.com\/watch?v=QGEB8XxDXgo\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">How the NBA got into business with an African dictator <\/a>,\u201d she told an ESPN reporter, \u201cIf they put me in prison, I will be imprisoned. If they assassinate me, I will be assassinated, but I have to continue my struggle.\u201d <\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">Victoire is arguably in a stronger position than Kizito was. His dissidence was not unknown outside Rwanda, but hers is better known. Both of their arrests were reported outside Rwanda, and\u00a0 both were championed by Human Rights Watch and Amnesty International, but her story was more widely reported, and she has since found voice in <a href=\"https:\/\/www.aljazeera.com\/author\/victoire-ingabire-umuhoza\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\"><em>Al Jazeera<\/em> <\/a>, <a href=\"https:\/\/www.theguardian.com\/profile\/victoire-ingabire\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\"><em>The Guardian<\/em> <\/a>, <a href=\"https:\/\/www.theelephant.info\/author\/viumuhoza\/\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\"><em>The Elephant<\/em> <\/a>, and <a href=\"https:\/\/africanarguments.org\/author\/victoire-ingabire-umuhoza\/\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\"><em>African Arguments<\/em> <\/a>. Her re-arrest last week has been reported by <a href=\"https:\/\/www.youtube.com\/watch?v=CALKSBgPN7A\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\"><em>France24<\/em> <\/a>, <a href=\"https:\/\/www.youtube.com\/watch?v=UDx_5opl4kw\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\"><em>NTVKenya<\/em> <\/a>, <a href=\"https:\/\/www.youtube.com\/watch?v=06hd3rDayts\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\"><em>Reuters<\/em> <\/a>, <a href=\"https:\/\/www.rfi.fr\/en\/africa\/20250621-lawyers-decry-arrest-of-rwandan-opponent-ingabire-as-unlawful-and-arbitrary-kagame\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\"><em>Radio France International<\/em> <\/a>, <a href=\"https:\/\/www.modernghana.com\/news\/1410323\/rwanda-detains-opposition-leader-ingabire-over.html\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\"><em>Modern Ghana<\/em> <\/a>, <a href=\"https:\/\/apnews.com\/article\/rwanda-ingabire-opposition-arrested-kagame-1a1719a7a547235a06fdd897ce9df470\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\"><em>Associated Press<\/em> <\/a>, <a href=\"https:\/\/ca.news.yahoo.com\/rwandan-opposition-leader-arrested-over-135855398.html\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\"><em>Yahoo News<\/em> <\/a>, the <a href=\"https:\/\/www.washingtonpost.com\/world\/2025\/06\/20\/rwanda-ingabire-opposition-arrested-kagame\/9a972c4c-4dde-11f0-8fff-262d6ec54ab9_story.html\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\"><em>Washington Post<\/em> <\/a>, and many lesser-known news outlets.<\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">She does not, however, have the high profile that ultimately forced Kagame to <a href=\"https:\/\/www.theguardian.com\/world\/2023\/mar\/24\/hotel-rwanda-paul-rusesabagina-to-be-released-from-prison\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">release <\/a> Paul Rusesabagina, whose story was dramatized in the movie <em>Hotel Rwanda<\/em>, and Kagame has demonstrated time and time again that he is willing to order the assassination of his political opponents. <\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Kayumba_Nyamwasa\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">Kayumba Nyamwasa <\/a>, his former defense and intelligence chief, has told the <a href=\"https:\/\/vimeo.com\/107867605\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">BBC <\/a> and other outlets that Kagame ordered the assassination of former Rwandan President Juvenal Habyarimana, triggering the 90 days of massacres that ended the four-year Rwandan Civil War and left Kagame in power. \u201cI was in a position to know,\u201d he told the BBC.<\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">Kayumba himself survived <a href=\"https:\/\/www.aljazeera.com\/news\/2014\/3\/6\/armed-attack-on-home-of-exiled-rwanda-general\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">three assassination attempts <\/a> between 2010 and 2016 in South Africa, where he lives in exile. He has described Kagame as \u201chaving the mind of a serial killer\u201d who \u201cneeds to see the body and smell the blood.\u201d<\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">Patrick Karegeya, Kagame\u2019s former intelligence chief, was <a href=\"https:\/\/www.theguardian.com\/news\/2019\/jan\/15\/rwanda-who-killed-patrick-karegeya-exiled-spy-chief\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">strangled <\/a>to death on New Year\u2019s Eve in 2013, his body found in a Johannesburg hotel on New Year\u2019s Day 2014. <\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">In 2011, the <a href=\"https:\/\/www.bbc.com\/news\/world-africa-13475635\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">BBC <\/a> reported that UK police visited two Rwandan exiles living in London to warn them that they faced the threat of assassination by a hitman sent by the Rwandan government.<\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">In her book <a href=\"https:\/\/www.penguinrandomhouse.com\/books\/546081\/in-praise-of-blood-by-judi-rever\/\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\"><em>In Praise of Blood: Crimes of the Rwandan Patriotic Front<\/em> <\/a>, Canadian journalist and author Judi Rever recounts how Belgian secret servicemen appeared at her side while she was checking into a Brussels hotel on a research trip. They told her that Rwandan operatives were in the country to kill her and that they, the Belgian secret servicemen, would be by her side for the remainder of her trip to make sure that didn\u2019t happen. <\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">Rever also <a href=\"https:\/\/web.archive.org\/web\/20240410025605\/https:\/blackagendareport.com\/praise-blood-crimes-rwandan-patriotic-front-1\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">recounts <\/a> how, when she was back in Canada finishing the book, Rwandan operatives would call her home, even threatening her children, until she finally collapsed with an autoimmune disease, but finished the book nevertheless. <\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">In 2023, Human Rights Watch published \u201c\u2018<a href=\"https:\/\/www.hrw.org\/report\/2023\/10\/10\/join-us-or-die\/rwandas-extraterritorial-repression\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">Join Us or Die\u2019: Rwanda\u2019s Extraterritorial Repression <\/a>.\u201d\u00a0 <\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">The list of threats and assassinations beyond Rwanda\u2019s borders is long, the list of those within Rwanda even longer. In her 2024 interview with ESPN, Victoire Ingabire recounted the list of her assistants and colleagues who have died or disappeared since her return from exile in 2010.<\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">The <a href=\"https:\/\/sfbayview.com\/2012\/02\/rwandan-president-paul-kagames-war-on-journalists\/\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">list of journalists <\/a> dead or in exile is long as well. After spending a year trying to teach journalism in Rwanda, Anjam Sundaram reported the peril journalists face in <a href=\"https:\/\/www.theguardian.com\/books\/2016\/jan\/11\/bad-news-last-journalists-in-dictatorship-anjan-sundaram-review-rwanda-paul-kagame\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\"><em>Bad News: Last Journalists in a Dictatorship<\/em> <\/a>. <\/span><\/p>\n<p><strong><span lang=\"EN\" xml:lang=\"EN\">Why is Victoire detained now?<\/span><\/strong><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">Last week, Victoire was summoned to a Rwandan court to testify in the <a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2024\/12\/rwanda-authorities-must-immediately-release-detained-journalist-and-members-of-political-opposition\/\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">case <\/a> of eight political dissidents on trial for organizing resistance to the Rwandan government and possessing <em>Blueprint for Revolution<\/em>, a book of techniques for carrying out nonviolent political protest, and one journalist on trial for reporting on their efforts. All nine defendants were in pretrial detention for three years, between 2021 and 2024, before finally going on trial in December of last year.<\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">After her court appearance, Victoire was arrested and accused of leading and conspiring with the defendants. As their case demonstrates, the very act of dissent\u2014any dissent\u2014is a crime in Rwanda. Simply possessing a book on nonviolent political protest is a crime. This is a country where President Kagame routinely wins \u201celections\u201d by 90+ percent, most recently, in 2024, by <a href=\"https:\/\/www.france24.com\/en\/africa\/20240718-rwanda-s-kagame-wins-fourth-term-with-99-18-of-the-vote-provisional-results-show\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">99.18% <\/a>. <\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">Two weeks before Victoire\u2019s arrest, Al Jazeera published her op-ed, &#8220;<a href=\"https:\/\/www.aljazeera.com\/opinions\/2025\/6\/3\/the-rwanda-drc-peace-deal-must-include-the-voices-of-the-voiceless\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">The Rwanda-DRC peace deal must include the voices of the voiceless <\/a>,&#8221; in which she dared to call for dialogue that could lead to prosperous regional integration.<\/span><\/p>\n<p><strong><span lang=\"EN\" xml:lang=\"EN\">Victoire and Kizito\u2019s challenge to the official Rwandan Genocide narrative<\/span><\/strong><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">Victoire poses a profound challenge to the Kagame regime, not only to its repressive, anti-democratic extremes, but also to its founding narrative, as did Kizito Mihigo.<\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">Kizito was a Rwandan gospel singer, songwriter, organist, and composer born in 1981. His talent emerged early, and as a teenager he became the most celebrated liturgical organist and composer within Rwanda\u2019s Catholic Church.<\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">A Tutsi, he survived the 1994 genocide, which claimed his father\u2019s life and orphaned him at 13. Fleeing to Burundi, he briefly attempted to join Paul Kagame\u2019s Rwandan Patriotic Army (RPA), which was waging the four-year war that ended in the genocide.<\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">After the war and genocide, he became a celebrated advocate for reconciliation in Rwanda, but in time he embraced a more complex history than the official \u201cgenocide against the Tutsi\u201d narrative of demon Hutus massacring innocent Tutsis. He came to realize that Hutus had also died violently, had also been victims. Several months before his 2014 arrest, he recorded the gospel <a href=\"https:\/\/www.youtube.com\/watch?v=WcGC3eFuDAc\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">song <\/a>, which sealed his fate, Igisobanuro Cy&#8217;urupfu, in English \u201cThe Meaning of Death.\u201d He recounted what happened next, leading to his arrest, in his 2016 <a href=\"https:\/\/www.youtube.com\/watch?v=LWnOfpJj4kk&amp;t=20s\" class=\"0\"  target=\"_blank\" rel=\"nofollow noopener\">statement <\/a> from prison. <\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">In Igisobanuro Cy&#8217;urupfu, Kizito sang (in English translation): <\/span><\/p>\n<blockquote><p><em><span lang=\"EN\" xml:lang=\"EN\">\u201cEven though genocide orphaned me<br \/>\nLet it not make me lose empathy for others<br \/>\nTheir lives too were brutally taken<br \/>\nBut not qualified as genocide<br \/>\nThose brothers and sisters<br \/>\nThey too are humans, I pray for them<br \/>\nThose brothers and sisters<br \/>\nThey too are humans, I comfort them<br \/>\nThose brothers and sisters<br \/>\nThey too are humans, I remember them\u201d<\/span><\/em><\/p><\/blockquote>\n<p><span lang=\"EN\" xml:lang=\"EN\">That was Kizito\u2019s great sin, the one he died for, acknowledging and commemorating the Hutu lives that were also brutally taken, \u201cbut not qualified as genocide.\u201d\u00a0 In Rwanda, \u201cthe genocide against the Tutsi\u201d is the legally codified and enforced description of the 1994 genocide. <\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">In 2010, Victoire returned from exile and also called for commemoration of the Hutu. She attempted to run for president against Paul Kagame, but instead she was handed a 15-year prison sentence for allegedly minimizing the Rwandan Genocide and organizing armed resistance to the government, though she denied both charges. <\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">The accusation that she had minimized the Rwandan Genocide stemmed from her appearance at Kigali\u2019s genocide memorial, where she asked where the memorial to the Hutus was.<\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">During that year, while attempting to run for president, she said that Hutu people were also killed before, during, and after the genocide, often in what were crimes against humanity, not only in Rwanda but also in the ensuing bloodbaths in the Democratic Republic of the Congo.<\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">That was Victoire\u2019s greatest crime against the regime. For that, she is accused of genocide denial, divisionism, revisionism, and \u201cgenocide ideology.\u201d In Kagame\u2019s Rwanda, it is genocidal to say that Hutus also died and call for them to be commemorated too. <\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">Why? Because this is the foundational narrative of Kagame\u2019s Rwanda. The world accepts his right to rule, no matter how repressive, and lauds his leadership because, according to this foundational narrative, he is the Tutsi general who stopped the genocide against the Tutsi. He stopped the demon Hutu butchers.<\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">For the past 30 years, Kagame has waged war for territory and mineral wealth in the Democratic Republic of the Congo, saying all the while that he is pursuing Hutu genocidaires now organized in the refugee Democratic Federation for the Liberation of Rwanda (FDLR). When challenged about the millions of Congolese who have died or about the vast wealth his militias have stolen, he and his spokesmen scream, \u201cFDLR!!! Genocide denial!!! Genocide against the Tutsi!!!\u201d As in Rwanda, anyone who attempts to tell a more complex story is accused of genocide denial.<\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">Take away that foundational narrative and it\u2019s over. The Kagame regime loses its legitimacy in both Rwanda and Congo.<\/span><\/p>\n<p><span lang=\"EN\" xml:lang=\"EN\">Kizito died for challenging that narrative.
