{"id":308290,"date":"2025-11-24T12:00:43","date_gmt":"2025-11-24T12:00:43","guid":{"rendered":"https:\/\/www.transcend.org\/tms\/?p=308290"},"modified":"2025-11-23T07:06:22","modified_gmt":"2025-11-23T07:06:22","slug":"cop30-backpedals-on-climate-action","status":"publish","type":"post","link":"https:\/\/www.transcend.org\/tms\/2025\/11\/cop30-backpedals-on-climate-action\/","title":{"rendered":"COP30 Backpedals on Climate Action"},"content":{"rendered":"<div id=\"attachment_308291\" style=\"width: 460px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2025\/11\/cop30-brazil-belem-amazon.jpeg\" ><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-308291\" class=\"wp-image-308291\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2025\/11\/cop30-brazil-belem-amazon-1024x768.jpeg\" alt=\"\" width=\"450\" height=\"338\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2025\/11\/cop30-brazil-belem-amazon-1024x768.jpeg 1024w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2025\/11\/cop30-brazil-belem-amazon-300x225.jpeg 300w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2025\/11\/cop30-brazil-belem-amazon-768x576.jpeg 768w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2025\/11\/cop30-brazil-belem-amazon-1536x1152.jpeg 1536w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2025\/11\/cop30-brazil-belem-amazon.jpeg 2048w\" sizes=\"auto, (max-width: 450px) 100vw, 450px\" \/><\/a><p id=\"caption-attachment-308291\" class=\"wp-caption-text\">The convention center in Belem, Brazil, where COP30, the United Nations annual climate talks, took place over the past 12 days.<br \/>Credit: Bob Berwyn\/Inside Climate News<\/p><\/div>\n<blockquote><p><em>Offering no new plans to cut fossil fuels, the UN\u2019s climate conference failed to produce a roadmap to stop global warming.<\/em><\/p><\/blockquote>\n<p><em>22 Nov 2025\u00a0<\/em>&#8211;\u00a0After negotiators at COP30 retreated from meaningful climate action by failing to specifically mention the need to stop using fossil fuels in the <a href=\"https:\/\/unfccc.int\/cop30\/belem-political-package\"  target=\"_blank\" rel=\"noopener\">final conference documents<\/a> published Saturday, the disappointment inside the COP30 conference center was as pervasive as the diesel fumes from the generators outside the tent.<\/p>\n<p>This year\u2019s United Nations Framework Convention on Climate Change was billed as the \u201cCOP of Truth\u201d by host country Brazil, but it could go down in history \u201cas the deadliest talk show ever,\u201d said Harjeet Singh, founding director of the Satat Sampada Climate Foundation in India and strategic advisor to the <a href=\"https:\/\/fossilfueltreaty.org\/\"  target=\"_blank\" rel=\"noopener\">Fossil Fuel Non-Proliferation Treaty Initiative.<\/a><\/p>\n<p>COP30 was yet another \u201ctheater of delay\u201d with endless discussions, and the creation of yet more administrative duties, \u201csolely to avoid the actions that matter\u2014committing to a just transition away from fossil fuels and putting money on the table,\u201d he said.<\/p>\n<p>A draft text released Nov. 18 clearly spelled out the need to transition away from fossil fuels, but in the <a href=\"https:\/\/unfccc.int\/documents\/654375\"  target=\"_blank\" rel=\"noopener\">final version<\/a>, the language was watered down, merely acknowledging that \u201cthe global transition towards low greenhouse gas emissions and climate-resilient development is irreversible and the trend of the future.\u201d<\/p>\n<p>After setting out ambitious targets ahead of the climate talks, COP30 President Andr\u00e9 Corr\u00eaa do Lago, the secretary for climate, energy and environment in Brazil\u2019s Ministry of Foreign Affairs, acknowledged the disappointment.<\/p>\n<p>\u201cWe know some of you had greater ambitions for some of the issues at hand. Which message are we sending the world, Mr. President?\u201d<\/p>\n<p>In a <a href=\"https:\/\/x.com\/petrogustavo\/status\/1992276426569974122\"  target=\"_blank\" rel=\"noopener\">post<\/a> on X, Colombian President Gustavo Petro elaborated, saying, \u201cI do not accept that in the COP 30 declaration. It is not clearly stated, as science says, that the cause of the climate crisis is the fossil fuels used by capital. If that is not said, everything else is hypocrisy.\u201d<\/p>\n<p>He noted that life on the planet is only possible \u201cif we separate from oil, coal, and natural gas as a source of energy \u2026 Colombia opposes a COP 30 declaration that does not tell the scientific truth to the world.\u201d<\/p>\n<p>After several similar objections, do Lago suspended the plenary to consult with the UNFCCC secretariat about how to proceed, since the entire process is built on consensus. And while consensus isn\u2019t the same as unanimity, the U.N.\u2019s climate body has faced repeated criticism in recent years for ignoring the pleas of smaller countries amid the rush to finalize COP agreements.<\/p>\n<p>But apparently there was enough consensus to proceed.<\/p>\n<p>Looking for bright spots, former Irish President Mary Robinson, now a member of <a href=\"https:\/\/theelders.org\/\"  target=\"_blank\" rel=\"noopener\">The Elders<\/a>, a group of global leaders that works to address issues, including climate change, said the deal is far from perfect, but it shows that countries can still work together \u201cat a time when multilateralism is being tested.\u201d<\/p>\n<p>Robinson said the COP30 outcome includes concrete steps toward establishing a mechanism to ensure no countries are left behind in the transition away from fossil fuels.<\/p>\n<p>\u201cWe opened this COP noting the absence of the United States administration,\u201d she said. \u201cBut no one country, present or absent, could dampen the \u2018mutirao\u2019 spirit,\u201d or collective effort.<\/p>\n<p>Given the recent rise of global political tensions, she said Bel\u00e9m \u201crevealed the limits of the possible, but also the power of the determined. We must follow where that determination leads.\u201d<\/p>\n<p>In another of the <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/cma2025_L14_adv.pdf\"  target=\"_blank\" rel=\"noopener\">final documents<\/a>, COP30 emphasized \u201cthe inherent connection between pursuing efforts to limit the global temperature increase to 1.5 \u00b0C and pursuing just transition pathways,\u201d and that such a pathway leads to \u201cmore robust and equitable mitigation and adaptation outcomes.\u201d<\/p>\n<p>The conference\u2019s adoption of a just transition mechanism was hailed as a huge win by the <a href=\"https:\/\/climatenetwork.org\/\"  target=\"_blank\" rel=\"noopener\">Climate Action Network International<\/a>, an umbrella group that represents hundreds of local, regional and national grassroots organizations working on climate justice. In a statement, the group called it \u201cone of the strongest rights-based outcomes in the history of the UN climate negotiations.\u201d<\/p>\n<p>The outcome could have been even better with stronger leadership from the European Union, which publicly advocated for more ambition, but opposed key provisions in closed-door negotiations, several observers said.<\/p>\n<p>\u201cWith the U.S. absent, the European Union had a chance to lead; instead, they stepped into the vacuum as the primary obstructionist,\u201d said Singh, including opposition to language on fossil fuel phaseout timetables.<\/p>\n<p>He said the European Union member countries were \u201cplaying a cynical blame game while the planet burns.\u201d Decisions made at this and previous COPs provided the tools needed to address the crisis, but the political will and the money to implement them are still lacking.<\/p>\n<p>_____________________________________________<\/p>\n<p style=\"padding-left: 40px;\"><em><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2025\/11\/Bob-Berwyn.jpg\" ><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-308292 size-full\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2025\/11\/Bob-Berwyn-e1763880426751.jpg\" alt=\"\" width=\"100\" height=\"100\" \/><\/a>Bob Berwyn is an Austria-based reporter who has covered climate science and international climate policy for more than a decade.
