In reality, this claim is delusional, and his foreign policy is a disaster. The United States remains mired in ongoing wars in the Middle East and Ukraine, and now Trump is careening blindly into new wars in Latin America.<\/p>\n<p>The dangerous disconnect between Trump\u2019s delusions and the real-world impacts of his policies is on full display in his new National Security Strategy <a target=\"_blank\" href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2025\/12\/2025-National-Security-Strategy.pdf\" >document<\/a>. But this schism has been exacerbated by putting U.S. foreign policy in the hands of Secretary of State Marco Rubio, whose neocon worldview and behind-the-scenes maneuvering has consistently undercut Trump\u2019s professed goals of diplomacy, negotiated settlements and \u201cAmerica First\u201d priorities.<\/p>\n<p>The eight wars Trump claims he has <a target=\"_blank\" href=\"https:\/\/apnews.com\/article\/middle-east-eight-wars-trump-ended-fact-check-ff41789ca242462c1c0ab65eb4ae8c7e\" >ended<\/a> include non-existent wars between Egypt and Ethiopia, and Serbia and Kosovo, and the war between Armenia and Azerbaijan that ended in 2023, after Azerbaijan invaded and ethnically<a target=\"_blank\" href=\"https:\/\/archive.is\/N2Mu7\" > cleansed<\/a> the ancient Armenian community of Nagorno-Karabakh. Trump stole credit for peace between Thailand and Cambodia, which was actually <a target=\"_blank\" href=\"https:\/\/www.nationthailand.com\/news\/asean\/40053233\" >mediated<\/a> by Malaysia, while India <a target=\"_blank\" href=\"https:\/\/www.bbc.com\/news\/articles\/c5y204pmrp2o\" >insists<\/a> that it ended its war with Pakistan without help from Trump.<\/p>\n<p>Trump recently <a target=\"_blank\" href=\"https:\/\/www.bbc.com\/news\/articles\/cjrjn88jqn4o\" >invited<\/a> the presidents of Rwanda and the DRC to Washington to sign a peace deal, but it\u2019s only the latest of many agreements that have failed to end <a target=\"_blank\" href=\"https:\/\/theexchange.africa\/dr-congo-peace-deal\/\" >decades<\/a> of war and proxy war that rage on in the eastern Congo.<\/p>\n<p>Trump even claims to have brought peace to Iran, which was not at war until he and Netanyahu plotted to attack it. Now diplomacy with Iran is dead\u2014torpedoed by Trump\u2019s treacherous use of negotiations as <a target=\"_blank\" href=\"https:\/\/archive.is\/oL1KS\" >cover<\/a> for the U.S.-Israeli surprise attack in June, an illegal war right out of Rubio\u2019s neocon playbook.<\/p>\n<p>Rubio has undermined diplomacy with Iran for years. As a senator, he <a target=\"_blank\" href=\"https:\/\/edition.cnn.com\/2015\/05\/01\/politics\/marco-rubio-iran-war\" >worked<\/a> to kill the JCPOA nuclear agreement, framed negotiations as <a target=\"_blank\" href=\"https:\/\/www.rferl.org\/a\/united-states-trump-rubio-secretary-state\/33200611.html\" >appeasement<\/a>, and repeatedly demanded <a target=\"_blank\" href=\"https:\/\/www.politico.com\/story\/2013\/11\/marco-rubio-iran-sanctions-99267.html\" >harsher<\/a> sanctions or <a target=\"_blank\" href=\"https:\/\/www.khaama.com\/washington-post-rubio-and-waltz-back-military-strike-to-counter-irans-nuclear-threat\/\" >military<\/a> action. He defended the U.S. and Israeli attacks in June, which confirmed the claims of Iranian hardliners that the United States cannot be trusted. He makes meaningful talks with Iran impossible by <a target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/iran-must-walk-away-all-uranium-enrichment-rubio-says-2025-05-02\/?utm_source=chatgpt.com\" >insisting<\/a> that Iran cease all nuclear enrichment and long-range missile development.\u00a0 By aligning U.S. policy with Israel\u2019s, Rubio closed off the only path that has ever reduced tensions with Iran: sustained, good-faith diplomacy.<\/p>\n<p>Trump\u2019s eighth claimed peace agreement was his Gaza \u201cpeace plan,\u201d under which Israel still <a target=\"_blank\" href=\"https:\/\/www.ohchr.org\/en\/press-releases\/2025\/11\/un-experts-urge-states-act-israeli-violations-threaten-fragile-gaza\" >kills and maims<\/a> Palestinians every day and allows only 200 <a target=\"_blank\" href=\"https:\/\/www.trtworld.com\/article\/afa9ea711105\" >truckloads<\/a> per day of food, water, medicine, and relief supplies into Gaza. With Israeli forces still occupying most of Gaza, no country is sending troops to join Trump\u2019s \u201cstabilization force,\u201d nor will Hamas disarm and leave its people defenseless. Israel still calls the shots, and will only allow rebuilding in Israeli-occupied areas.<\/p>\n<p>As secretary of state, it was Marco Rubio\u2019s job to negotiate peace and an end to the occupation of Palestine. But Rubio\u2019s entire political career has been defined by unwavering support for Israel and corrupted by over a million dollars from pro-Israel donor groups like <a target=\"_blank\" href=\"https:\/\/www.trackaipac.com\/trump\" >AIPAC<\/a>. He refuses to speak to Hamas, <a target=\"_blank\" href=\"https:\/\/www.newsweek.com\/marco-rubio-israel-hamas-conflict-what-has-he-said-donald-trump-secretary-state-gaza-1984264?utm_source=chatgpt.com\" >insisting<\/a> on its total isolation and destruction.<\/p>\n<p>Rubio even <a target=\"_blank\" href=\"https:\/\/time.com\/7313434\/united-states-revokes-visas-palestinian-officials-united-nations-assembly\/?utm_source=chatgpt.com\" >refuses<\/a> to negotiate with the weakest, most compromised, but still internationally recognized, Palestinian Authority. In the Senate, he worked to defund and delegitimize the PA, and now he insists it should play no role in Gaza\u2019s future, but he offers no alternative. Contrast this with China, which recently <a target=\"_blank\" href=\"https:\/\/nymag.com\/intelligencer\/article\/marco-rubio-is-more-dangerous-than-pete-hegseth.html\" >convened<\/a> fourteen Palestinian factions for dialogue. With a U.S. secretary of state who won\u2019t talk to any Palestinian actors, the United States is only supporting endless war and occupation.<\/p>\n<p>Ukraine is not on Trump\u2019s list of \u201ceight wars,\u201d but it is the conflict he most loudly promised to end on day one. Trump took his first steps to resolve the crisis in Ukraine with phone calls with Putin and Zelenskyy on February 12, 2025. War Secretary Pete Hegseth told a <a target=\"_blank\" href=\"https:\/\/www.war.gov\/News\/Speeches\/Speech\/Article\/4064113\/opening-remarks-by-secretary-of-defense-pete-hegseth-at-ukraine-defense-contact\/\" >meeting<\/a> of America\u2019s NATO allies in Brussels that the U.S. was taking Ukraine\u2019s long-promised NATO membership off the table, and that \u201cwe must start by recognizing that returning to Ukraine\u2019s pre-2014 borders is an unrealistic objective. Chasing this illusionary goal will only prolong the war and cause more suffering.\u201d<\/p>\n<p>Zelenskyy and his European backers are still trying to persuade Trump that, with his support, they can win back at the negotiating table what Ukraine and its western allies lost by their tragic <a target=\"_blank\" href=\"https:\/\/europeanconservative.com\/articles\/news\/official-johnson-forced-kyiv-to-refuse-russian-peace-deal\/\" >decision<\/a> to reject a negotiated peace in April 2022. Russia was ready to withdraw from all the land it had just occupied, but the U.S. and U.K. persuaded NATO and Ukraine to instead embark on this long war of attrition, in which their negotiating position only grows weaker as Ukraine\u2019s losses mount.<\/p>\n<p>On November 21st, Trump unveiled a 28-point peace plan for Ukraine that was built around the policy Trump and Hegseth had announced in February: no NATO membership, and no return to pre-2014 borders. But once Rubio arrived to lead the U.S. negotiating team in talks in Geneva, he let Zelenskyy\u2019s chief of staff, Andriy Yermak, and the Europeans put NATO membership and Ukraine\u2019s pre-2014 borders back on the table.<\/p>\n<p>This was a <a target=\"_blank\" href=\"https:\/\/www.defenddemocracy.press\/the-europeans-pushing-the-nato-poison-pill-2\/\" >poison pill<\/a> to deliberately undermine the basic concept of Ukrainian neutrality that Russia insists is the only way to resolve the <a target=\"_blank\" href=\"https:\/\/en.wikipedia.org\/wiki\/Security_dilemma\" >security dilemma<\/a> facing both NATO and Russia and ensure a stable and lasting peace. As a European<a target=\"_blank\" href=\"https:\/\/www.politico.com\/news\/2025\/11\/24\/rubio-trump-ukraine-negotiations-00667882\" > official<\/a> crowed to <em>Politico<\/em>, \u201cThings went in the right direction in Geneva. Still a work in progress, but looking much better now\u2026 Rubio is a pro who knows his stuff.\u201d<\/p>\n<p>Andriy Yermak, who led Ukraine\u2019s negotiating team in Geneva, has now been fired in a corruption scandal, reportedly at Trump\u2019s<a target=\"_blank\" href=\"https:\/\/www.aljazeera.com\/news\/2025\/12\/2\/what-will-the-sacking-of-zelenskyys-no-2-change-for-ukraine\" > behest<\/a>, as has Trump\u2019s envoy to Kyiv, Keith Kellogg, who apparently <a target=\"_blank\" href=\"https:\/\/www.moonofalabama.org\/2025\/11\/kellogg-fired-over-leaking-28-point-plan-which-is-designed-to-corner-putin.html\" >leaked<\/a> Trump\u2019s plan to the press.<\/p>\n<p>Trump is facing a schism in his foreign policy team that echoes his first term, when he appointed a revolving door of neocons, retired generals and arms industry insiders to top jobs. This time, he has already <a target=\"_blank\" href=\"https:\/\/www.bbc.com\/news\/articles\/cx20zw32lpgo\" >fired<\/a> his first National Security Advisor, Mike Waltz, several <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/us-news\/2025\/apr\/03\/laura-loomer-trump-meeting\" >NSC staff<\/a>, and now General Kellogg,<\/p>\n<p>Trump\u2019s team on Ukraine now includes Vice President J.D. Vance, Steve Witkoff, Jared Kushner, Deputy National Security Advisor Andy Baker and Army Secretary Dan Driscoll, who all seem to be on board with the basic policy that Trump and Hegseth announced in February.<\/p>\n<p>But Rubio is keeping alive European hopes of a ceasefire that postpones negotiations over NATO membership and Ukraine\u2019s borders for a later date, to allow NATO to once again build, arm and train Ukrainian forces to retake its lost territories by force, <a target=\"_blank\" href=\"https:\/\/www.france24.com\/en\/20150417-hundreds-us-military-trainers-arrive-ukraine\" >as it did<\/a> from 2015 to 2022 under cover of the MInsk Accords.<\/p>\n<p>This raises the questions: Does Rubio, like the Europeans and the neocons in Congress, still back the Biden-era strategy of fighting a long proxy war to the last Ukrainian? And if so, is he now in fact working to undermine Trump\u2019s peace efforts?<\/p>\n<p>Ray McGovern, the founder of Veteran Intelligence Professionals for Sanity, <a target=\"_blank\" href=\"https:\/\/scheerpost.com\/2025\/11\/29\/ray-mcgovern-the-neocon-realist-armageddon-over-ukraine\/\" >thinks<\/a> so, writing \u201c&#8230;we are at the threshold on Ukraine, at the beginning of a consequential battle between the neocons and Europeans on one side, and Donald Trump and the realists on the other. Will Trump show the fortitude to see this through and overcome his secretary of state?\u201d<\/p>\n<p>But it\u2019s perhaps in Latin America where Rubio is playing the most aggressive role. Rubio has always <a target=\"_blank\" href=\"https:\/\/www.americasquarterly.org\/article\/what-marco-rubio-has-said-about-latin-america\/\" >promoted<\/a> regime-change policies, economic strangulation, and U.S. interference targeting left-leaning governments in Latin America. Coming from a conservative Cuban familiy, he has long been one of the most hard-line voices in Washington on Cuba, <a target=\"_blank\" href=\"https:\/\/responsiblestatecraft.org\/trump-latin-america\/\" >championing<\/a> sanctions, opposing any easing of the embargo, and working to reverse Obama-era diplomatic openings.<\/p>\n<p>His position on Venezuela is similar. He was a leading architect of the Trump administration\u2019s failed \u201cmaximum pressure\u201d <a target=\"_blank\" href=\"https:\/\/archive.is\/t85CL\" >campaign<\/a> against Venezuela, promoting crippling sanctions that devastated <a target=\"_blank\" href=\"https:\/\/venezuelanalysis.com\/news\/14446\/\" >civilians<\/a>, while openly endorsing failed coups and military <a target=\"_blank\" href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2025\/10\/30\/trump-marco-rubio-maduro-venezuela-war\/86930242007\/\" >threats<\/a>.<\/p>\n<p>Now Rubio is <a target=\"_blank\" href=\"https:\/\/apnews.com\/article\/rubio-venezuela-maduro-drug-cartels-b33769bb581454eb8cf5cdf365d5f0c8\" >pushing<\/a> Trump into a catastrophic, criminal war with Venezuela. In early 2025, Trump\u2019s administration briefly <a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2025\/10\/06\/us\/politics\/trump-venezuela-maduro.html\" >pursued<\/a> a diplomatic track with Venezuelan President Nicol\u00e1s Maduro, spearheaded by envoy Richard Grenell. But Marco Rubio\u2019s hard-line, pressure-first approach gradually overtook the negotiation channel: Trump suspended talks in October 2025, and U.S. policy shifted toward intensified sanctions and military posturing.<\/p>\n<p>Rubio\u2019s hostility extends across the region: he has <a target=\"_blank\" href=\"https:\/\/www.nbcnews.com\/politics\/trump-administration\/trump-colombian-president-end-us-aid-rcna238437\" >attacked<\/a> progressive leaders in Colombia, Chile, Bolivia, Honduras, and Brazil, while supporting authoritarians aligned with U.S. and Israeli interests. While Trump has warmed to Brazil\u2019s president Lula and craves access to its reserves of rare earth elements, the second largest after China\u2019s, Lula has no illusions about Rubio\u2019s hostility and has<a target=\"_blank\" href=\"https:\/\/www.nakedcapitalism.com\/2025\/10\/the-pushback-against-marco-rubio-begins-in-latin-america-and-the-caribbean.html\" > refused<\/a> to even meet with him.<\/p>\n<p>Rubio\u2019s approach is the opposite of diplomacy. He refuses engagement with governments he dislikes, undermines regional institutions, and encourages Washington to isolate and punish rather than negotiate. Instead of supporting peace agreements\u2014such as Colombia\u2019s fragile accords or regional efforts to stabilize Haiti\u2014he treats Latin America as a battleground for ideological crusades.<\/p>\n<p>Rubio\u2019s influence has helped block humanitarian relief, deepen polarization, and shatter openings for regional dialogue. A Secretary of State committed to peace would work with Latin American partners to resolve conflicts, strengthen democracy, and reduce U.S. militarization in the hemisphere. Rubio does the reverse: he inflames tensions, sabotages diplomacy, and pushes U.S. policy back toward the dark era of coups, blockades, proxy wars and death squads.<\/p>\n<p>So why is Trump <a target=\"_blank\" href=\"https:\/\/www.msn.com\/en-us\/news\/politics\/trump-s-peace-through-strength-foreign-policy-confounds-maga-republicans\/ar-AA1OIrVm\" >betraying<\/a> his most loyal MAGA supporters, who take his <a target=\"_blank\" href=\"https:\/\/archive.ph\/sG3ci\" >promises<\/a> to \u201cend the era of endless wars\u201d at face value? Why is his administration supporting the same out-of-control American war machine that has run rampant around the world since the rise of <a target=\"_blank\" href=\"https:\/\/avalonlibrary.net\/911\/PNAC%20%28Project%20for%20the%20New%20American%20Century%29\/Project%20for%20the%20New%20American%20Century%20-%20SourceWatch.pdf\" >neocons<\/a> like Dick Cheney and <a target=\"_blank\" href=\"https:\/\/newrepublic.com\/article\/64828\/hillarys-war\" >Hillary Clinton<\/a> in the 1990s?<\/p>\n<p>Is Trump simply unable to resist the lure of destructive military power that seduces every American president? Trump\u2019s MAGA true believers would like to think that he and they represent a rejection of American imperialism and a new \u201cAmerica First\u201d policy that prioritizes national sovereignty and shared domestic prosperity. But MAGA leaders like Marjorie Taylor Green can see that is not what Trump is <a target=\"_blank\" href=\"https:\/\/www.msn.com\/en-us\/news\/us\/marjorie-taylor-greene-s-4-page-resignation-statement-in-full-after-maga-ousting\/ar-AA1QVxRo\" >delivering<\/a>.<\/p>\n<p>U.S. secretaries of state wield considerable power, and Trump is not the first president to be led astray by his secretary of state. President Eisenhower is remembered as a champion of peace, for quickly ending the Korean War &#8211; then <a target=\"_blank\" href=\"https:\/\/comw.org\/pda\/fulltext\/1001PDABR20.pdf\" >slashing<\/a> the military budget &#8211; and for two defining speeches at the beginning and end of his presidency: his \u201cChance for Peace\u201d <a target=\"_blank\" href=\"https:\/\/www.eisenhowerlibrary.gov\/sites\/default\/files\/file\/chance_for_peace.pdf\" >speech<\/a> after the death of Soviet premier Josef Stalin in 1953; and his Farewell Address in 1960, in which he <a target=\"_blank\" href=\"https:\/\/www.eisenhowerlibrary.gov\/sites\/default\/files\/research\/online-documents\/farewell-address\/1961-01-17-press-release.pdf\" >warned<\/a> Americans against the \u201cunwarranted influence\u201d of the \u201cmilitary-industrial complex.\u201d<\/p>\n<p>For most of his presidency though, Eisenhower gave his Secretary of State, John Foster Dulles, free rein to manage U.S. foreign policy. By the time Eisenhower fully grasped the dangers of Dulles\u2019 brinksmanship with the U.S.S.R. and China, the Cold War arms race was running wild. Then Eisenhower\u2019s belated <a target=\"_blank\" href=\"https:\/\/www.history.com\/this-day-in-history\/September-25\/eisenhower-and-khrushchev-meet-for-talks\" >outreach<\/a> to the Soviets was interrupted by his own ill-health and the <a target=\"_blank\" href=\"https:\/\/www.upi.com\/Archives\/Audio\/Events-of-1960\/The-Paris-Summit-Falls-Apart\" >U-2 crisis<\/a>. Hillary Clinton had a similarly destructive and destabilizing impact on Obama\u2019s first-term foreign policy, in Afghanistan, Iran, Libya, Syria and Honduras.<\/p>\n<p>These should be cautionary tales for Trump. If he really wants to be remembered as a peacemaker, not a warmonger, he had better make the necessary personnel changes to his inner circle before it is too late. War with Venezuela is easily avoidable, since the whole world already knows the U.S. pretexts for war are fabricated and false.
