In the ashes of global peace disruption, where belligerism<a href=\"#_edn3\" name=\"_ednref3\">[3]<\/a> corrodes institutions and numbs conscience, Ubuntu reclaims the human horizon by restoring\u00a0<em>relational personhood<\/em>\u00a0<a href=\"#_edn4\" name=\"_ednref4\">[4]<\/a>as the core of civility. It is not a slogan, nor a nostalgic romanticism, but a lived ethic of interdependence that affirms:\u00a0<em>I am because we are, and because we are, therefore I am<\/em>. In this paper, we envision Ubuntu as a\u00a0<strong>Peace Force<\/strong><a href=\"#_edn5\" name=\"_ednref5\">[5]<\/a>, not a militarized brigade, but an ontological and ethical force field, capable of transforming the grammar of global relations from adversarial competition to dignified coexistence.<\/p>\n<p><strong>Introduction<\/strong><\/p>\n<p>Humanity\u2019s present turbulence, polarization, war, forced displacement, algorithmic outrage, and ecological precarity, reveals not merely policy failures but\u00a0<strong>anthropological disintegration<\/strong>: the erosion of social personhood and shared meaning. Traditional peacekeeping often treats symptoms, while\u00a0<strong>Ubuntu<\/strong>\u00a0addresses causes by re-centering\u00a0<em>relational dignity<\/em>\u00a0<a href=\"#_edn6\" name=\"_ednref6\">[6]<\/a>and\u00a0<em>mutual flourishing<\/em>.<a href=\"#_edn7\" name=\"_ednref7\">[7]<\/a><\/p>\n<p>This paper advances four core propositions:<\/p>\n<ol>\n<li><strong>Ubuntu as Ethics of Personhood<\/strong><a href=\"#_edn8\" name=\"_ednref8\">[8]<\/a>: A human being becomes fully human through others\u2014thus, social justice, restorative justice, and dialogue are ontologically necessary, not optional (Tutu, 1999; Ramose, 1999).<\/li>\n<li><strong>Belligerism vs. Harmonism<\/strong>: Belligerism (your incisive neologism) names the sustained, systemic cultivation of antagonism;\u00a0<strong>Harmonism<\/strong>proposes an alternative, where coherent moral imagination yields peace-centric institutions and practices.<\/li>\n<li><strong>Policy Transposition<\/strong>: Ubuntu transitions from cultural ethos to\u00a0<strong>policy praxis<\/strong>through frameworks like\u00a0<em>Batho Pele<\/em>\u00a0(\u201cPeople First\u201d) and restorative mechanisms adapted to diplomacy, governance, justice, health, and education (Republic of South Africa, 1997; 2014).<\/li>\n<li><strong>Hermeneutic Reorientation<\/strong>: Reading conflict through Ubuntu\u2019s lens\u2014a\u00a0<strong>hermeneutics of relationality<\/strong>, unlocks pathways for reconciliation, truth-telling, and healing that resist punitive cycles and cultivate\u00a0<strong>social coherence<\/strong>.<\/li>\n<\/ol>\n<p>We argue that Ubuntu, paired with Harmonism, can serve as the\u00a0<strong>long-overdue Peace Force<\/strong>\u00a0to counter the sustained belligerism of a troubled world.<\/p>\n<p><strong>Etymology and Origins: Ubuntu<a href=\"#_edn9\" name=\"_ednref9\">[9]<\/a> and Batho Pele<a href=\"#_edn10\" name=\"_ednref10\">[10]<\/a><\/strong><\/p>\n<p><strong>Ubuntu<\/strong>\u00a0is widely understood via the Zulu\/Xhosa maxim:\u00a0<em>\u201cumuntu ngumuntu ngabantu\u201d<\/em>\u2014\u201ca person is a person through other persons.\u201d Linguistically,\u00a0<strong>ubu-<\/strong>\u00a0denotes\u00a0<em>being<\/em>\u00a0or\u00a0<em>becoming<\/em>, and\u00a0<strong>-ntu<\/strong>\u00a0denotes\u00a0<em>person<\/em>, yielding an ontology of relational personhood (Ramose, 1999; Eze, 2008).<\/p>\n<p>Across Nguni languages<a href=\"#_edn11\" name=\"_ednref11\">[11]<\/a>, cognate expressions exist (Shona:\u00a0<em>hunhu<\/em>, Sotho\/Tswana:\u00a0<em>botho<\/em>, Kikuyu:\u00a0<em>uigwe<\/em>), indicating a family of moral semantics where community and dignity intertwine (Menkiti, 1984; Eze, 2008).<\/p>\n<p><strong>Batho Pele<\/strong>, a Sotho\/Tswana phrase adopted into South Africa\u2019s public sector ethos and often rendered in Xhosa\/Zulu contexts as \u201cPeople First,\u201d formalizes Ubuntu\u2019s moral demand in state service delivery. The\u00a0<strong>Batho Pele Principles<\/strong>, consultation, service standards, access, courtesy, information, openness and transparency, redress, and value for money, translate Ubuntu from interpersonal ethic to institutional design (Republic of South Africa, White Paper on Transforming Public Service Delivery, 1997; DPSA Guide, 2014).<\/p>\n<p><strong>Hermeneutic note:<\/strong><a href=\"#_edn12\" name=\"_ednref12\">[12]<\/a>\u00a0Ubuntu\u2019s etymology is not mere philology; it is\u00a0<strong>moral phenomenology<\/strong>: language reveals the grammar of dignity. The phrase inscribes ontological reciprocity as a civic imperative, obliging leadership and public institutions to honor personhood through equitable participation.<\/p>\n<p><strong>The Essential Neologisms: Belligerism and Harmonism<\/strong><\/p>\n<p><strong>Belligerism <\/strong>names the complex of attitudes, structures, and narratives that normalize antagonism, <em>an epistemology of enmity<\/em>. It manifests as:<\/p>\n<ul>\n<li><strong>Structural Belligerism<\/strong>: policies that prioritize securitization and deterrence over dialogue and restoration;<\/li>\n<li><strong>Narrative Belligerism<\/strong>: media and political rhetoric framing identity through perpetual threat;<\/li>\n<li><strong>Affective Belligerism<\/strong>: sustained outrage, humiliation, and dehumanization shaping public sentiment and decision-making.<\/li>\n<\/ul>\n<p><strong>Harmonism<\/strong>, by contrast, is a\u00a0<strong>normative ecology<\/strong>\u00a0where social systems seek coherence, reciprocity, and mutual upliftment. Harmonism flows from Ubuntu\u2019s metaphysics: personhood is relational; thus violence against the other is\u00a0<strong>auto-violence<\/strong>\u00a0against the self. Harmonism prioritizes:<\/p>\n<ul>\n<li><strong>Relational Epistemics<\/strong>: knowing the other through dialogical engagement;<\/li>\n<li><strong>Restorative Institutions<\/strong>: truth, redress, reintegration over retribution;<\/li>\n<li><strong>Peace Literacy<\/strong>: cultivating empathy, listening, and shared civic rituals that sustain cohesion.<\/li>\n<\/ul>\n<p><strong>Hermeneutic integration:<\/strong>\u00a0A hermeneutics of Ubuntu reads conflict as a tear in the fabric of\u00a0<em>we<\/em>. Belligerism amplifies tears; Harmonism stitches them through truth-telling, acknowledgment, forgiveness, and rehumanization (Tutu, 1999).
