By 2024, that number rose to 49.\u00a0 But it was in 2025 \u2013 the year the siege reached its suffocating zenith \u2013 that the death toll exploded, reaching 422 deaths in a single year.<\/p>\n<p>This represents a staggering 760 percent increase in starvation deaths in just 12 months.<\/p>\n<p>UN Special Rapporteur on the Right to Food <a href=\"https:\/\/youtu.be\/qTyMV3sFSzw\"  target=\"_blank\" rel=\"noopener\">Michael Fakhri told<\/a> Al Jazeera in August 2025 that the global standard for famine analysis, known as the Integrated Food Security Phase Classification (IPC), tends to be \u201cconservative\u201d.<\/p>\n<p>\u201cThe reality on the ground was unequivocal. We raised the alarm when we started seeing the first children dying,\u201d Fakhri explained, noting that the crisis met the strict technical <a target=\"_blank\" href=\"https:\/\/www.aljazeera.com\/news\/2025\/8\/22\/what-has-led-to-a-famine-being-confirmed-in-gaza\" >criteria for famine<\/a>.<\/p>\n<p>The Health Ministry in Gaza gave the breakdown of the victims: 40.63 percent were elderly (over 60), and 34.74 percent were children. In 2025 alone, cases among children under five spiked from 2,754 in January to 14,383 in August.<\/p>\n<p>Legal experts said that what occurred in Gaza wasn\u2019t just \u201cfood insecurity\u201d; it met the strict technical criteria for famine, a designation often delayed by political bureaucracy.<\/p>\n<p>\u201cIn the human rights community, we don\u2019t wait as long \u2026 we don\u2019t have to focus on measuring pain, suffering, and death,\u201d Fakhri explained. \u201cWe raised the alarm when we started seeing the first children dying \u2026 because when a parent is holding their child in their arms, and that child is wasting away, that means an entire community is under attack.\u201d<\/p>\n<p><img decoding=\"async\" class=\"aligncenter size-arc-image-770 wp-image-3712352\" src=\"https:\/\/www.aljazeera.com\/wp-content\/uploads\/2025\/05\/Interactive_Gaza_food_IPC_report_May13_2025-05-1747298369.png?w=770&amp;resize=770%2C963&amp;quality=80\" alt=\"Interactive_Gaza_food_IPC_report_May13_2025 starvation hunger famine\" data-recalc-dims=\"1\" \/><\/p>\n<h2 id=\"anatomy-of-a-strategy\">Anatomy of a strategy<\/h2>\n<p>Palestinians in the Gaza Strip and other parts of the occupied Palestinian territory have accused consecutive Israeli governments of a decades-old policy to use food and aid as a weapon of war.<\/p>\n<p>Suleiman Basharat, a Palestinian commentator and researcher on Israeli affairs, traces this strategy to the blockade of Gaza imposed by Israel in 2007.<\/p>\n<p>\u201cIt was based on the idea of starvation and narrowing daily life,\u201d Basharat noted. This doctrine was infamously summarised in 2006 by <a href=\"https:\/\/truthout.org\/articles\/israeli-government-documents-show-deliberate-policy-to-restrict-food-to-gaza\/\"  target=\"_blank\" rel=\"noopener\">Dov Weisglass<\/a>, an adviser to the Israeli prime minister, who said the goal was \u201cto put the Palestinians on a diet, but not to make them die of hunger\u201d, adding that the war marked a shift from \u201cmanagement\u201d to \u201celimination\u201d.<\/p>\n<p>Senior Israeli ministers made their intentions clear at the very start of the genocidal war on Gaza. Former Israeli Defence Minister Yoav Gallant had declared a complete siege against \u201c<a target=\"_blank\" href=\"https:\/\/www.aljazeera.com\/video\/newsfeed\/2023\/10\/9\/israeli-defence-minister-orders-complete-siege-on-gaza\" >human animals<\/a>\u201c.\u00a0 His remarks were quickly reinforced by far-right Finance Minister Bezalel Smotrich, who argued that blocking aid to Gaza was \u201c<a target=\"_blank\" href=\"https:\/\/www.aljazeera.com\/news\/2024\/8\/8\/palestine-urges-icc-arrest-warrant-for-smotrich-over-call-to-starve-gaza\" >justified and moral<\/a>\u201c, even if it meant starving millions.<\/p>\n<p>Israel\u2019s moves to ramp up this policy were thorough. Before the war on Gaza began in 2023, the United Nations said 500 trucks carrying aid and food were needed to keep the people in Gaza sustained.<\/p>\n<p>But during the war, an average of 19 trucks a day were allowed in the Strip \u2013 a 96 percent reduction \u2013 which some Israeli media have referred to as the \u201ccalorie collapse\u201d.<\/p>\n<ul>\n<li><strong>The Calorie Collapse:<\/strong> Before the war, 500 trucks sustained Gaza daily. During the conflict, this dropped to an average of 19 trucks a day \u2013 a 96 percent reduction.<\/li>\n<li><strong>The Thirst War:<\/strong> Water availability plummeted from 84 litres per person to just 3 litres during the siege.<\/li>\n<li><strong>Scorched Earth:<\/strong> Israel systematically destroyed infrastructure for agricultural production. By August 2025, 90 percent of agricultural land was razed, 2,500 chicken farms were destroyed (killing 36 million birds), and the fishing port was obliterated.<\/li>\n<\/ul>\n<p>\u201cIf Israel wanted to do it, every child in Gaza could have breakfast tomorrow,\u201d de Waal observed. \u201cAll they need to do is to open the gates\u201d.<\/p>\n<figure id=\"attachment_4039441\" class=\"wp-caption aligncenter\" aria-describedby=\"caption-attachment-4039441\"><img decoding=\"async\" class=\"size-arc-image-770 wp-image-4039441\" src=\"https:\/\/www.aljazeera.com\/wp-content\/uploads\/2025\/10\/Interactive_WorldFoodDay_October16_2025-02-1760613587.png?quality=80\" alt=\"Interactive_WorldFoodDay_October16_2025-01-1760613556\" data-recalc-dims=\"1\" data-interactive=\"true\" \/><figcaption id=\"caption-attachment-4039441\" class=\"wp-caption-text\">[Al Jazeera]<\/figcaption><\/figure>\n<p>In addition to food, people in Gaza witnessed a sharp decrease in water releases from Israel. Rights group Oxfam said that, 100 days into the \u201cceasefire\u201d, Gaza is still deliberately deprived of water as aid groups are forced to scavenge under an illegal blockade.<\/p>\n<p>Israel also employed a \u201c<a target=\"_blank\" href=\"https:\/\/www.aljazeera.com\/news\/longform\/2024\/7\/2\/how-israel-destroyed-gazas-ability-to-feed-itself\" >scorched earth<\/a>\u201d policy, systematically destroying the infrastructure for agricultural production.<\/p>\n<p>By August 2025, estimates suggest that the Israeli army had destroyed 90 percent of agricultural land and 2,500 chicken farms. The army focused its campaign on areas near the security barrier in the north, south and east of the Gaza Strip.<\/p>\n<p>The spokesperson for Gaza\u2019s Ministry of Agriculture, Mohammed Abu Odeh, has warned that the Israeli army\u2019s destruction and control of the farmland will affect the chain of food and supply of vegetables for nearly two million people in the Strip.<\/p>\n<h2 id=\"the-illusion-of-aid\">The illusion of aid<\/h2>\n<p>Palestinian officials and analysts suggest Israel has had a strategy of blocking aid and, at times, manipulating how it is delivered.<\/p>\n<p>Political analyst Abdullah Aqrabawi told Al Jazeera Arabic that Israel and the US have tried to create their own aid-delivering system, such as the <a target=\"_blank\" href=\"https:\/\/www.aljazeera.com\/news\/2025\/5\/20\/what-is-the-gaza-humanitarian-foundation-and-why-has-it-been-criticised\" >Gaza Humanitarian Foundation<\/a> (GHF), but failed. Hundreds of Palestinians were killed at GHF sites trying to access food.<\/p>\n<p>\u201cThe United States came with a pier and contracted companies \u2026 and failed,\u201d Aqrabawi said. He noted that these initiatives were attempts to \u201csupport criminal pockets\u201d or specific families to distribute aid, \u201cthereby isolating Hamas \u2013 the resistance\u201d.<\/p>\n<h2 id=\"re-engineering-society\">Re-engineering society<\/h2>\n<p>Analysts say that the starvation tactics were used, not just for military leverage, but also to create an \u201canti-resistance\u201d sentiment in Gaza.<\/p>\n<p>\u201cThe goal is to break the Palestinian resistance by affecting the social base that embraces it,\u201d Basharat explained. He argues that Israel aimed to \u201cre-engineer the Palestinian human\u201d into a being whose sole cognitive focus is basic survival, rendering them incapable of political thought.<\/p>\n<p>Analysts described a host of policies adopted by Israeli officials to push Palestinians out of Gaza, cloaking them in misleading terms, such as encouraging \u201c<a target=\"_blank\" href=\"https:\/\/www.aljazeera.com\/news\/2023\/11\/14\/israeli-minister-supports-voluntary-migration-of-palestinians-in-gaza\" >voluntary migration<\/a>\u201c.<\/p>\n<p>Israeli affairs expert Mohannad Mustafa said this was a cynical euphemism for forced displacement. \u201cYou starve the people, destroy the infrastructure \u2026 and in the end, you ask them: \u2018Do you want to emigrate?&#8217;\u201d Mustafa <a href=\"https:\/\/youtu.be\/XDreVKe4mmM\"  target=\"_blank\" rel=\"noopener\">told<\/a> Al Jazeera Arabic Channel. \u201cThis is forced displacement, not voluntary migration.\u201d<\/p>\n<p>Israeli rights activists have repeatedly pointed out the policies of Israeli Prime Minister Benjamin Netanyahu to pressure people in Gaza and the occupied West Bank to leave.<\/p>\n<p>Alice Rothchild, a member of Jewish Voice for Peace, described the policies as \u201chumiliating mechanics\u201d.
