Their unbridled power and limitless influence in corridors of government, has drawn comparisons to modern-day &#8220;Neo Tsars<a href=\"#_edn4\" name=\"_ednref4\">[4]<\/a>&#8220;, the unelected rulers who dominate their domains with little accountability.
