{"id":317518,"date":"2026-06-22T12:00:51","date_gmt":"2026-06-22T11:00:51","guid":{"rendered":"https:\/\/www.transcend.org\/tms\/?p=317518"},"modified":"2026-06-19T18:51:43","modified_gmt":"2026-06-19T17:51:43","slug":"the-end-of-hegemony-or-the-end-of-the-world","status":"publish","type":"post","link":"https:\/\/www.transcend.org\/tms\/2026\/06\/the-end-of-hegemony-or-the-end-of-the-world\/","title":{"rendered":"The End of Hegemony or the End of the World?"},"content":{"rendered":"<blockquote><p><em>Has the new MOU (<span id=\"_8H81arCcA8X97_UP3cP9iAg_66\" class=\"K6pdKd wtBS9\">memorandum of understanding<\/span>) between the US and Iran avoided World War Three?<\/em><\/p><\/blockquote>\n<p><em>18 Jun 2026 &#8211; <\/em>WW III may be the final war in which humanity exterminates itself.\u00a0 A thought expressed by many geopolitical thinkers!\u00a0 The global ruling class\u2014that I wrote about in my Meer Article of May 12\u2014by and large places its hopes for geopolitical domination in the US empire and its petro-dollar based supremacy. It has helped engineer a \u201cMAGA ideology\u201d that assumes \u201cmaking America great again\u201d involves reasserting US military domination over the world, fomenting and protecting wars and genocides against Palestine and any others perceived to resist its implacable hegemony. Many in this ruling class have linked the drive to geopolitical domination to Israel as the main military outpost for US imperialism in West Asia. However, the situation is very complex: geopolitical hegemony is multidimensional, a balance of many factors, some of them wildcards.<\/p>\n<p>Recent revelations about \u201cpaid\u201d promoters of MAGA ideology indicate that Trump\u2019s political base may well be the creation of only a few billionaires, some of whom undoubtedly sat with him at the White House inauguration celebrating his second Presidential victory. Only people of such immense wealth could afford to fund this huge multiplicity of voices spouting MAGA propaganda, voices then amplified by such \u201cmainstream\u201d outlets as Fox News, which they also own and use as a major propaganda tool supporting the Trump autocracy. What does this all have to do with drawing the world into a third global war?<\/p>\n<p>My point here is that the concrete details of this movement result from the failure of the capitalist-sovereign nation-state system which makes authentic democracy impossible. It is important to recognize that under this capitalist system, surreptitious manipulation of the media is systemic and nothing new. After the struggle to get the vote in the USA during the 19<sup>th<\/sup> century against the opposition of white, land-owning males, and the struggle to extend voting rights to women in the early 20<sup>th<\/sup> century, the super-wealthy class (who always opposed extending the vote) took careful steps to buy up and control the then growing widespread use of newspapers and other media read by ordinary people. They understood that when the masses can vote the most important thing of all is to control the parameters of their thought.<\/p>\n<p>In 1966, US Senator J. William Fulbright published his book <em>The Arrogance of Power <\/em>in which he argued that the arrogance of the US foreign policy undermined our standing with the rest of the world. But MAGA has buckled down on exactly that: unmitigated nationalistic egoism. Donald Trump must embody and project power and unlimited arrogance, thereby through the loyalty of his followers making America great again. Could any of this happen if there were a global democratic order designed to eliminate power-struggles and wars among nations, that is, if nations were united under a World Parliament?<\/p>\n<p>Despite Trump\u2019s unbelievable blunders in caving to Israel\u2019s demand for aggression against Iran, US arrogance been evident since its 1945 use of WMDs against Hiroshima and Nagasaki. The US government continually lectured peoples around the world about \u201cdemocracy\u201d and \u201chuman rights\u201d at the same time that it overthrew country after country, interfered with election after election in other countries, and its CIA engaged in horrific false flag operations, torture, and subversion of anything that even resembled real respect for human rights in nations around the world, especially in the global south.<\/p>\n<p>After the collapse of the Soviet Union in 1991, the US Secretary of Defense Paul Wolfowitz secretly formulated the \u201cWolfowitz doctrine\u201d stating that no other rival to US global military and economic dominance would be allowed to emerge and that foreign policy would operate to ensure this. His doctrine was publicly formulated (and made intellectually respectable) by Zbigniew Brezinski\u2019s book <em>The Grand Chessboard, <\/em>which framed the world system of militarized sovereign nations as a chessboard in which the players vied with one another with the ultimate goal of \u201ccheckmate\u201d\u2014a complete defeat of perceived enemies. A multipolar world is absolutely unacceptable to these ego-centric rulers of the empire.<\/p>\n<p>Behind the chessboard theme, as always, lay the super-rich who care not so much for this or that nation but only for increasing their wealth and power. (The two pillars of the system are nationalism and capitalism. Capitalists use nation-state fragmentation for their own ends.) This is not the place to go into the evidence that the war in Ukraine was a ploy to draw Russia into a war of attrition, thereby weakening it, depleting its economic development, and deposing of its nationalistic leader Vladimir Putin. Nevertheless it should be clear that the US global economic hegemony under the petro-dollar, appeared threatened by rapid economic development in both Russia and China.<\/p>\n<p>Iran appeared as a lynchpin on the global chessboard (perhaps as knight or bishop in a strategically placed location). It is frighteningly close to the OPEC countries with their hands on the spigot of world oil resources and geographically lies on one side of the Strait of Hormuz. It is no accident that the US had multiple military bases in the area of the Persian Gulf ready to protect its petrodollar allies from all potential disruptions of their economic-energy monopoly. It is no accident that the US has been absolutely committed to the murderous Israeli regime also strategically located not far from its economic-energy center of gravity.<\/p>\n<p>The great potential rivals to US hegemony, Russia and China, continue trading with Iran and helping it develop ways around the crippling US sanctions that had attempted to strangle the country ever since its 1979 revolution that threw out the US supported dictator (the brutal Shah of Iran) and engendered a revolutionary government that felt solidarity with the Palestinians and other victims of Israeli aggression in the Middle East. In addition, this trade supplied China with a good percentage of its energy needs and was developing Iran into a key player in China\u2019s \u201cBelt and Road\u201d initiative\u2014creating high speed rail and highway trade corridors throughout Asia.<\/p>\n<p>These developing alternative trade routes help to free China from reliance on global sea routes, such as the Straits of Hormuz and Malacca, that could potentially be cut off by the US in the event of a direct conflict with China. Russia has a brisk trade with Iran through the Caspian Sea and China is developing similar substantial trade routes not dependent on the Persian Gulf, the Strait of Hormuz, nor even the petro-dollar. A new world system dominated by China\u2019s immense economic power has emerged and the US appears as a declining hegemon flailing about with its immense worldwide network of military bases yet unable to stop the momentum of that new system of multipolarity centered on China.<\/p>\n<p>The Wolfowitz-Brezinski ideology declared that China must be stopped, and that Russia must never be allowed to develop its vast resources. What better ways to interfere with both of these rivals than through wars like that in Ukraine or through decapitating Iran and bombing it into oblivion and a failed state status\u2014like they did with Afghanistan, Iraq, Syria, and Libya? (Commentators sometimes point to the \u201cUS failure\u201d in the wars against these states, but not really, for the real motive is to cripple, weaken, and create chaos, thereby making them impotent players on the \u201cgrand chess board.\u201d) Human rights and dignity mean nothing\u2014literally nothing\u2014to the one percent who run the world in their own perceived interests.<\/p>\n<p>With the help of the Israeli war machine (itself created and financed by the USA) and a vast naval armada, a surprise attack was executed upon Iran hoping to do what the US had apparently done in Venezuela\u2014decapitate the leadership as a prelude to fostering \u201cregime change\u201d into becoming another US dominated lackey state. But Iran is a huge and diverse country, one that has been resisting US economic and military aggression since 1979, and which has been preparing for the inevitable attack from the global hegemon and its Israeli ally.<\/p>\n<p>Despite his country being surrounded by the US naval armada, the Ayatollah Ali Khamenei made himself available for martyrdom by keeping his normal publicly known routine. As a wise Moslem man in his 80s, he knew that his martyrdom would unite his people rather than disempowering them. He was right. The blitzkrieg surprise aggression (while the diversion of fake negotiations were taking place) failed in its objective. The Iranian people have united against what they have repeatedly termed \u201cthe Great Satan\u201d and its \u201cZionist demon\u201d in the Middle East.<\/p>\n<p>The US and Israel (as the primary rogue states within the world-system whose doctrine of absolute sovereignty makes all nations potentially rogue states) have been unable to defeat Iran. Knowing that these aggressor states rely on complete \u201cair dominance\u201d in their wars, the Iranians put their missile stockpiles and launch sites underground, and dispersed them as semi-autonomous military units around their vast territory. After bombing over 4000 targets on the ground, the US ran out of things on the ground to destroy\u2014leaving only the civilian infrastructure, which Trump has regularly threatened to attack.\u00a0 The war not only came to a stalemate with the Strait of Hormuz under control of the Iranians, who decide which ships may pass, and has prohibited ships associated with the US or Israel to pass.<\/p>\n<p>Trump then initiated the naval blockade of Iranian ports (yet another war crime\u2014as defined by International Law\u2014to add to the many already committed in this war by the US and Israel). Pentagon reports apparently estimated that an effective blockade could bring Iran to capitulate within three to four months, but the cost to the US in this war of attrition would run to many more billions of dollars and the world economy moves closer and closer to global recession and possibly depression. However, this Pentagon speculation appeared somewhat nonsensical since neither Russia nor China are likely to permit Iran to be defeated, and both are actively supporting Iran\u2019s military resistance in the background by supplying equipment as well as space-based surveillance and targeting data.<\/p>\n<p>Speculation has it that both Israel and the US have seriously entertained the \u201cnuclear option.\u201d\u00a0 Both China and Pakistan (nuclear-armed states) have warned them of \u201cserious consequences\u201d if they choose that option. However, Israel is truly desperate, its supposedly impenetrable defenses having been overwhelmed and breached by Iranian missiles leading to substantial destruction of its ports, oil reserves, electrical grid, and military infrastructure.\u00a0 Israel is absolutely committed to territorial expansion into a \u201cgreater Israel\u201d and to defeating its perceived enemies, such as Hezbollah in Lebanon, the Houthis in Yemen, Hamas in Gaza, and most of all, the Islamic Republic of Iran.<\/p>\n<p>So Trump was, and surely remains, caught in a dilemma. His war has wasted many billions of US dollars (early estimates varied from 25 to 72 billion). He threw the world economy into an inflationary tailspin headed toward worldwide recession, and his aggression resulted in the devastating bombing of US bases and their host vassal states on the Persian Gulf. He also caused a great upsurge in both Trump and US unpopularity in and outside the United States. Something had to give and, short of nuclear war, the US had little choice but to capitulate in the form of this new \u201cMemorandum of Understanding\u201d with its renewed 60 day ceasefire and list of concessions to Iranian demands framed as \u201cconditional\u201d concessions dependent of Iranian compliance to open the Strait of Hormuz, not develop a nuclear weapon, etc.<\/p>\n<p>Even though the MOU states that the Strait of Hormuz will be immediately open to global shipping and will remain so for the duration of the 60 day ceasefire agreement, no one doubts that the global geopolitical situation has permanently changed.\u00a0 For Iran could reclose the Strait anytime it chooses. After the 60 days, Iran may well be charging a toll for passage through the Strait, but this is irrelevant (a minor detail), in the face of the fact that they have established that the US cannot keep it open by force but only by some form of voluntary agreement on the part of Iran.<\/p>\n<p>The MOU states that the Straight must remain open and that Iran must never pursue a nuclear weapon, with details to be worked out in the course of time.\u00a0 It also states that sanctions will be lifted against Iran, steps will be taken to unfreeze its assets, and that a 300 billion dollar investment program in repairing and developing Iran will be initiated. This appears very hopeful in that the Gulf states will be able to invest in Iran (as well as will US capital) thereby binding them together economically. \u00a0US Vice-President J.D. Vance explained that these concessions to Iran are \u201cconditional,\u201d and that if they are not honored and initiated within the 60 day period, they can be revoked.\u00a0 However, the cards favor Iran, since if these are revoked after the 60 day period, Iran could again simply close the Strait of Hormuz, thereby cutting off much of the world\u2019s oil supply.<\/p>\n<p>Secondly, the MOU opens with this declaration: \u201cThe Islamic Republic of Iran and the United States, together with their allies in the current war, declare upon the signing of this Memorandum of Understanding an immediate and permanent end to the war on all fronts, including Lebanon, and undertake that from now on they will not launch any hostile action against each other, and will refrain from the threat or use of force against each other.\u201d\u00a0\u00a0 In order to destroy this MOU from the very outset, Israel has continued its bombing in southern Lebanon without stop. Israel does not agree. It sees Iran as the chief enemy to its \u201cgreater Israel\u201d project of ethnic cleansing for Lebanon, Syria, the West Bank, all Palestinian lands, and Gaza.\u00a0 Israel will have none of this MOU and is intentionally violating it.<\/p>\n<p>Are the Wolfowitz Doctrine and the Grand Chessboard projects now abandoned with the US willing to accept the fact of its hegemonic decline and the need to rejoin the so-called community of nations?\u00a0 Or does it continue to see itself as \u201cthe indispensable nation,\u201d the \u201cexceptional nation,\u201d or the \u201cShining City on the Hill,\u201d above all other nations? Has Trump\u2019s \u201carrogance of power\u201d finally gone too far resulting in a new humility within the US government?<\/p>\n<p>Israel, as the tail that wags this \u201cShining City on the Hill,\u201d will not accept any such dawning of self-awareness, nor any act of humanity and justice on the part of the US.\u00a0 It is a nation <em>founded on aggression<\/em> that has no real vision of itself other than perpetual aggression against all those perceived to threaten its absolute security and safety. It\u2019s recent defeat, through massive bombing of its military facilities by Iran, has only made it more determined to continue its multifaceted aggression against its perceived enemies.<\/p>\n<p>No matter what the people of the USA may think, it is very unlikely that the Epstein-AIPAC ruling class in the US will give up their Wolfowitz-Brezinski orientation. It is very unlikely that the US will be willing to cut off the endless supply of weapons it ships to Israel that make possible the entire range of Israeli war crimes and crimes against humanity. It is very unlikely that the US industrial-military complex will be willing to give up its lucrative war-business in favor of peace.\u00a0 It is very unlikely that the US will give up most of its 800 or so military bases around the planet.<\/p>\n<p><em>To give up sovereign nation-state nationalism may be the most fundamental ethical decision a human being (or government) can make.<\/em>\u00a0 For this is to really recognize that we are One Humanity living on One World, as a truly planetary species. It takes this ethical realization to recognize the need and validity of democratic world government under a <a target=\"_blank\" href=\"https:\/\/earthconstitution.world\/text-of-the-earth-constitution\/\" ><em>Constitution for the Federation of Earth. <\/em><\/a><em>\u00a0<\/em>Such a Constitution is our only real ethical option because it derives from recognition of the primary foundation of all ethics: our <em>universal common humanity and dignity<\/em>, a foundation recognized in the 1948 UN Universal Declaration of Human Rights, article 28, that reads, \u201cEveryone is entitled to a social and international order in which the rights and freedoms set forth in this Declaration can be fully realized.\u201d\u00a0 Obviously this international order is not embodied in the UN Charter. It is there in the <em>Earth Constitution<\/em>.<\/p>\n<p>While the US is saddled with its nationalistic arrogance, with a mad-dog tied on a leash around its neck, and an implacable industrial-military complex supplying its 800 military bases, China, the emerging new global hegemon, has none of these liabilities, except perhaps its own version of the first.\u00a0 While US leaders were signing the MOU in Versailles, news reports tell us that China produced a \u201cWhite Paper,\u201d\u00a0 affirmed by nearly 160 nations, that creates three new global institutions, all headquartered in its territory: (1) The World AI Cooperation Organization, headquartered in Shanghai, (2) The World Data Organization, headquartered in Beijing, and (3) The World Dispute Resolution (Mediation) Organization, located in Hong Kong.\u00a0 It has also taken steps to further legally protect businesses from US sanctions and to promote the Yuan as a new universal currency. China is laying the groundwork for institutions governing the future of humanity as it sees this.<\/p>\n<p>So the MOU with Iran has not only underscored the false assumption that global military power is capable to protecting the global dominance of the US, it has strengthened a new world order that is emerging behind the scenes. Nevertheless, as the US rock star group \u201cThe Who,\u201d used to sing during the 1970s in their hit song \u201cWon\u2019t Get Fooled Again:\u201d \u201cMeet the new boss, same as the old boss.\u201d\u00a0 Does China care about human dignity or human rights?\u00a0 Does it envision a world system of freedom and equality for all persons?<\/p>\n<p>Can the BRICS movement salvage a future for humanity under the new Chinese global hegemon?\u00a0 Many BRICS foreign ministers just completed a major conference in New Delhi that ended in failure. The participants could not come to an agreement to issue a final statement. The government of India refused to take sides against the aggression and has entered into trade agreements with Israel and the UAE. The Conference as a whole could not bring itself to condemn the US-Israeli aggression against Iran.<\/p>\n<p>The BRICS movement is not going to eliminate nuclear weapons, which India itself possesses. Even with the voice of India, it will not give us a world of human rights protection\u2014to which the millions of children in bonded labor within India attest. BRICS wants only to create a \u201cmultipolar\u201d world of independent (militarized) nation-states trading (and competing) with one another. Neither will the \u201cnew security architecture\u201d presently being worked out behind the scenes in the Middle East between Pakistan, Turkey, Saudi Arabia, Azerbaijan, Iran, Russia, China, and other regional states give us genuine peace.<\/p>\n<p>The fanatical Israelis and their enablers in the US government will inevitably attempt to destroy any such thing. It will be another recipe for disaster. Yet the problem in not good or bad leaders: the problem is structural. In the words of Shakespeare, Trump is simply \u201ca poor player who struts and frets his hour upon the stage and then is heard no more.\u201d The stage remains. No one questions it. Poor players and better players come and go between its curtains, unaware that it is the stage that ultimately governs their options.<\/p>\n<p>Trump (and the United States) appear cornered, and given that Trump has limited cognitive ability, he may at some point order the \u201cfinal solution\u201d of mass extermination of Iranians through nuclear weapons. However, as the Chinese have said publicly, even a single nuclear strike would eliminate the general prohibition now recognized by the present nuclear powers and unleash a possible holocaust of nuclear Armageddon. In all honesty, I can\u2019t believe that I am writing about this possibility yet again as I have in articles going back as far as the 1980s. \u00a0The world system itself generates these omnicidal possibilities. Sovereign nations recognizing no laws above themselves generate this quagmire.<\/p>\n<p>That is why I have long advocated on behalf of world union through ratification of the <a target=\"_blank\" href=\"https:\/\/earthconstitution.world\/text-of-the-earth-constitution\/\" ><em>Constitution for the Federation of Earth<\/em><\/a><em>. <\/em>It is also the basis of the global movement known as \u201cThe Provisional World Parliament (PWP)\u201d which this month (June 2026) is launching a powerful new website dedicated to establishing the Earth Federation. To rise above the nuclear weapons crisis as well as the planetary climate crisis we need to change to <em>a world peace and sustainability system, <\/em>that is, to a democratic World Parliament. The removal of Trump from office will obviously not solve this global problem. There is hope here, but only if human beings and nations respond widely to this call, making the ethical decision to give up nationalism and affirm our common human dignity.<\/p>\n<p>If BRICS prevails, the world will remain open to the same chaos as before the fall of the USA as the imperial hegemon. Putin or Xi will eventually be replaced, perhaps by leaders who have greater imperial ambitions. Nations will continue to militarize space (for purposes of \u201cself-defense\u201d). Non-nuclear nations will continue to be tempted to acquire \u201cthe bomb.\u201d\u00a0 Nuclear armed submarines will continue to prowl the depths of the oceans, just waiting for some tragic accident. Terror groups will continue to try to steal a bomb for purposes of blackmail.<\/p>\n<p>The planetary climate will continue to collapse. Oil will still be demanded by the insane ideology of perpetually growing the economy of each nation in spite of the widely known fact that <em>you cannot have infinite growth on a finite planet, <\/em>something the Chinese (who think that endless growth can be achieved with electric cars and solar panels) apparently have heard nothing about. A billion of the Earth\u2019s citizens will continue to live with perpetual hunger and deprivation. Nations will continue to pollute and exploit the global commons (the atmosphere, the oceans, the rain forests, and outer space). The fate of humanity and future generations will continue to hang in the balance.<\/p>\n<p>All this will continue because humanity is fragmented into some 194 sovereign territorial entities, each with the \u201cright\u201d to militarize itself and pursue its own \u201csovereign\u201d interests, and each with the prohibition of interfering with the \u201cinternal affairs\u201d of other sovereign nations even when they are committing genocide. The very structure of this dysfunctional system leads each nation to think in terms of its \u201cnational interest<em>.\u201d\u00a0 But the real interest of every human being has long since become global.<\/em> Our real interest is to end war, disarm the nations, protect universal human rights, end global poverty, and protect our planetary environment. The real basis of human life is our ethical dimension of <em>One Humanity<\/em> consisting in equal dignity and freedom for all.<\/p>\n<p>The fact that World War Three and nuclear annihilation are even possible in the face of the absurd situation forced upon the world by US-Israeli aggression, needs to be seen as a wake-up call. If the world weathers this storm (which will likely lead to needless mass starvation and possibly another worldwide economic depression\u2014as if those who control the US and Israel care in the slightest), can we begin to think in terms of <em>real solutions,<\/em> rather than simply more band aids, more emergency responses to droughts, forest fires, superstorms, flash floods, rising ocean levels, heatwaves, military aggressions, or other catastrophic events?<\/p>\n<p>How absurd is it that we still teeter at the brink of nuclear war and that a billion people continue in hunger and misery even though the world has technologically solved the problem of eliminating these atrocities? We also have enough understanding of planetary climate collapse to be able to restore the environment (assuming this is still possible) and create a livable planet for everyone. But no, we buckle down on arrogance, parochialism, nationalism, competition, and the struggle for hegemony\u2014all products of an irrational world system.<\/p>\n<p>Only by truly uniting under a World Parliament will we be able to forge a restored Earth and reclaimed climate integrity. Only by uniting will we be able to end the absurdity of militarism and readiness for suicidal wars.\u00a0 Only by the common sense act of ratifying the <em>Earth Constitution<\/em> can we even begin to give humanity a chance at a decent future.
