{"id":33012,"date":"2013-08-26T12:00:18","date_gmt":"2013-08-26T11:00:18","guid":{"rendered":"http:\/\/www.transcend.org\/tms\/?p=33012"},"modified":"2015-05-06T08:59:10","modified_gmt":"2015-05-06T07:59:10","slug":"nsa-spying-leaves-washington-lonelier-than-ever","status":"publish","type":"post","link":"https:\/\/www.transcend.org\/tms\/2013\/08\/nsa-spying-leaves-washington-lonelier-than-ever\/","title":{"rendered":"NSA Spying Leaves Washington Lonelier than Ever"},"content":{"rendered":"<p><i>NSA spying is sullying Washington&#8217;s relationship with nearly every one of its global partners and competitors.<\/i><\/p>\n<p>As President Barack Obama arrived in Berlin last month to deliver a speech at the Brandenburg gate, many Germans were <a href=\"http:\/\/www.fpif.org\/blog\/germans_shocked_that_obama_allowed_nsa_free_rein\" title=\"already expressing concern\"  target=\"_blank\">already expressing concern<\/a> about revelations of NSA spying. Little did they know that they were viewing the tip of the iceberg and that tensions in the Atlantic alliance would continue to escalate to unimaginable heights.<\/p>\n<p>On June 30th, offices of the European Union were officially welcomed to the ever-growing club of those who are subject to the National Surveillance Agency\u2019s probing. According to <a href=\"http:\/\/www.spiegel.de\/international\/world\/secret-documents-nsa-targeted-germany-and-eu-buildings-a-908609.html\" title=\"Der Spiegel\u2018s summary\"  target=\"_blank\"><i>Der Spiegel<\/i>\u2018s summary<\/a> of NSA documents leaked by Edward Snowden, the NSA has targeted the communications of most of its foreign partners, including <a href=\"http:\/\/www.guardian.co.uk\/world\/2013\/jun\/30\/nsa-leaks-us-bugging-european-allies\" title=\"38 embassies and missions\"  target=\"_blank\">38 embassies and missions<\/a><span style=\"text-decoration: underline;\">,<\/span> in the form of bugging offices and tapping cables. For Germany, that meant NSA interception of about half a billion emails, texts, and phone calls per month. German, French, and European leaders have been loudly voicing objections to the United States\u2019 conduct, viewing it as a betrayal of transnational trust.<\/p>\n<p>In response, Washington is saying \u201crelax.\u201d<\/p>\n<p>Numerous European leaders, including German Chancellor Angela Merkel and French President Francois Hollande, have decried the revelations and demanded answers from Washington. The resulting clamor prompted President Obama to take time out of his recent weeklong visit to Africa to answer European officials from Tanzania. Obama claimed that the NSA\u2019s actions were hardly unique to the United States, <a href=\"http:\/\/www.guardian.co.uk\/world\/2013\/jul\/01\/obama-europe-monitoring-data-surveillance\" title=\"insisting\"  target=\"_blank\">insisting<\/a> that every intelligence service\u2014American, European, and Asian\u2014is listening in, with the aim of \u201ctrying to understand the world better.\u201d<\/p>\n<p>So far, this attempt at justification has satisfied no one. Neither has U.S. Secretary of State John Kerry\u2019s baffling <a href=\"http:\/\/www.cbsnews.com\/8301-505263_162-57591722\/john-kerry-says-e.u-leaders-voicing-worries-about-alleged-u.s-spying\/\" title=\"claim of ignorance\"  target=\"_blank\">claim of ignorance<\/a> on the topic.<\/p>\n<p>The administration\u2019s weak defense is beginning to imperil international negotiations in concrete ways. On July 3, France issued a threat: cease the spying or France would attempt to delay Europe-U.S. trade talks. But the European Commission and Germany overruled France\u2019s attempt, sparing the U.S. from a difficult decision, and the trade talks began as scheduled on July 8.<\/p>\n<p>Still, as the host for the talks in Washington, the Obama administration was hoping to negotiate the opening of European markets to controversial products such as genetically modified foods. But prospects for Washington\u2019s original agenda are slimmed by issues of security, mutual trust, and open communication that are now at the forefront of the talks.<\/p>\n<p>The U.S.-China relationship, far more fragile than Washington\u2019s long established ties with Europe, has been shaken by the same issue. Li Haidong, a researcher at the China\u00a0Foreign\u00a0Affairs\u00a0University in Beijing, points out Washington\u2019s hypocrisy, saying, \u201cWashington\u00a0has\u00a0been\u00a0accusing\u00a0China\u00a0of\u00a0cyberespionage,\u00a0but\u00a0it\u00a0turns\u00a0out\u00a0that\u00a0the biggest\u00a0threat\u00a0to\u00a0the\u00a0pursuit\u00a0of\u00a0individual\u00a0freedom\u00a0and\u00a0privacy\u00a0in\u00a0the\u00a0U.S.\u00a0is\u00a0the\u00a0unbridled\u00a0power of\u00a0the\u00a0government.\u201d During the fifth annual U.S.-China Strategic and Economic Dialogue of July8-12, neither nation made significant concessions with regards to espionage, which remains one the largest points of contention between the two superpowers.<\/p>\n<p>More blowback bubbles in South America, where Brazil has begun a large-scale investigation of whether Brazilian telecommunication firms have been cooperating with American intelligence agencies. Because Brazil\u2019s constitution protects its citizens\u2019 right to privacy, the <a href=\"http:\/\/www.guardian.co.uk\/commentisfree\/2013\/jul\/07\/nsa-brazilians-globo-spying\" title=\"NSA\u2019s surveillance in the country\"  target=\"_blank\">NSA\u2019s surveillance in the country<\/a> is criminal activity and \u201cpunishable,\u201d <a href=\"http:\/\/rt.com\/news\/brazil-investigates-nsa-surveillance-811\/\" title=\"according to Anatel\"  target=\"_blank\">according to Anatel<\/a>, the Brazilian Agency of Telecommunications. The purpose of the <a href=\"http:\/\/www.usatoday.com\/story\/news\/world\/2013\/07\/08\/brazil-opens-investigation\/2500235\/\" title=\"investigations\"  target=\"_blank\">investigations<\/a>, says Communications Minister Paulo Bernard, is to \u201cverify the circumstances in which [NSA spying] occurred, the exact way and when.\u201d<\/p>\n<p>If the United States has been praying for the NSA issue to somehow phase out on its own, it\u2019s time to give it up. With open investigations in Brazil, and European and Chinese talks subverted, the world is done waiting for explanations and is demanding change.
