{"id":37055,"date":"2013-12-02T12:00:30","date_gmt":"2013-12-02T12:00:30","guid":{"rendered":"http:\/\/www.transcend.org\/tms\/?p=37055"},"modified":"2015-05-05T22:20:16","modified_gmt":"2015-05-05T21:20:16","slug":"canada-let-nsa-spy-on-g20-summit-says-report","status":"publish","type":"post","link":"https:\/\/www.transcend.org\/tms\/2013\/12\/canada-let-nsa-spy-on-g20-summit-says-report\/","title":{"rendered":"Canada Let NSA Spy on G20 Summit, Says Report"},"content":{"rendered":"<p><i>CBC quotes note by US National Security Agency describing operation as &#8216;closely co-ordinated with Canadian partner&#8217;.<\/i><\/p>\n<p><a target=\"_blank\" href=\"http:\/\/www.theguardian.com\/world\/canada\" title=\"More from the Guardian on Canada\" >Canada<\/a> allowed the <a target=\"_blank\" href=\"http:\/\/www.theguardian.com\/world\/us-national-security\" title=\"More from the Guardian on US national security\" >US National Security<\/a> Agency (<a target=\"_blank\" href=\"http:\/\/www.theguardian.com\/world\/nsa\" title=\"More from the Guardian on NSA\" >NSA<\/a>) to conduct widespread surveillance during the 2010 Group of 20 summit in Toronto, according to a media report that <a target=\"_blank\" href=\"http:\/\/www.theguardian.com\/world\/nsa\" title=\"\" >cited documents from former NSA contractor Edward Snowden<\/a>.<\/p>\n<p>The report by the Canadian Broadcasting Corp is the latest potential embarrassment for the NSA as a result of Snowden&#8217;s leaks, although it remains unclear precisely what information the agency was looking for during the summit.<\/p>\n<p>Snowden has already revealed the agency spied on close allies such as Germany and Brazil, prompting diplomatic spats with Washington.<\/p>\n<p>The CBC report, partly written by former Guardian journalist Glenn Greenwald, cited briefing notes it said showed that the <a target=\"_blank\" href=\"http:\/\/www.theguardian.com\/world\/usa\" title=\"More from the Guardian on United States\" >United States<\/a> turned its Ottawa embassy into a security command post during a six-day spying operation by the US agency as President Barack Obama and other world leaders met that June.<\/p>\n<p>CBC said the operation was no secret to Canadian authorities and it quoted an NSA briefing note describing the operation as &#8220;closely co-ordinated with the Canadian partner&#8221;.<\/p>\n<p>The Canadian equivalent of the NSA is the Communications Security Establishment Canada, or CSEC.<\/p>\n<p>US authorities declined to comment specifically on the report. &#8220;As a matter of policy we have made clear that the United States gathers foreign intelligence of the type gathered by all nations,&#8221; said Caitlin Hayden, spokeswoman for the White House National Security Council.<\/p>\n<p>CBC said the documents did not reveal the targets of the NSA operation, but described part of the US eavesdropping agency&#8217;s mandate at the Toronto summit as &#8220;providing support to policymakers&#8221;.<\/p>\n<p>A spokesman for Canadian prime minister Stephen Harper declined to comment on the allegations in the report, but said security organisations were subject to independent oversight.<\/p>\n<p>CSEC, which has a very low public profile, employs about 2,000 people. It is part of the so-called Five Eyes intelligence-sharing network that also includes the US, Britain, New Zealand and Australia.<\/p>\n<p>Last month, Brazil demanded an explanation for media reports that said CSEC agents had targeted its mines and energy industry.<\/p>\n<p>CSEC head John Forster, pressed about the CBC report at a meeting of the Canadian House of Commons defence committee, declined to comment on the specifics of Canada&#8217;s intelligence operations but appeared to play down the idea his agency had played an active role during the <a target=\"_blank\" href=\"http:\/\/www.theguardian.com\/world\/g20\" title=\"More from the Guardian on G20\" >G20<\/a> summit.<\/p>\n<p>&#8220;Under law, CSEC cannot target Canadians anywhere in the world or anyone in Canada, including visitors.
