9 Aug 2014 – <\/em>The General Secretary of United Nations (UN) Ban Ki-Moon\u00a0collaborated in secret with Israel and the United States\u00a0to\u00a0weaken\u00a0the effects\u00a0of a Board of Inquiry’s report\u00a0accusing\u00a0Israel of human rights violations in Gaza in Dec. 2008 \u2013 Jan. 2009.<\/p>\n

WikiLeaks released documents\u00a0on Friday [8 Aug 2014]\u00a0that\u00a0revealed that\u00a0Ban wrote a letter\u00a0to the UN Security Council\u00a0asking\u00a0its\u00a0members\u00a0not to take recommendations\u00a0 by the UN Board of Inquiry about Israeli\u00a0bombings\u00a0in Gaza into\u00a0account.<\/p>\n

The report demonstrated that the Israeli\u00a0Defense Force\u00a0(IDF) had a direct role in seven\u00a0of the nine attacks against buildings of the UN\u00a0in Gaza strip, and accused Israel\u00a0of having\u00a0breached the inviolability and immunity of UN premises.<\/p>\n

According to WikiLeaks, Susan Rice,\u00a0White House National Security Advisor, spoke\u00a0at least four\u00a0times with Ban Ki Moon \u201cto discuss concerns over the Board of Inquiry’s report on incidents at UN sites in December 2008 and January 2009″.<\/p>\n

The report’s\u00a0recommendations included the need\u00a0for\u00a0a deeper and impartial investigation into\u00a0the recent \u201cincidents\u201d, and into\u00a0the bombings of UN facilities.<\/p>\n

According to WikiLeaks, Rice first asked Ban not to include\u00a0the\u00a0recommendations in the final report’s summary, supposed to be transmitted to the UN Security Council\u00a0on May 5.<\/p>\n

Ban responded\u00a0that \u201che was constrained in what he could do since the Board of Inquiry is independent; it was their report and recommendations and he could not alter them\u201d.<\/p>\n

In the second conversation, \u201cRice urged the Secretary-General to make clear in his cover letter when he transmits the summary to the Security Council that those recommendations exceeded the scope of the terms of reference and no further action is needed.”<\/p>\n

Ban then\u00a0replied that\u00a0“his staff was working with an Israeli delegation on the text of the cover letter\u201d.<\/p>\n
