{"id":47796,"date":"2014-09-29T12:00:17","date_gmt":"2014-09-29T11:00:17","guid":{"rendered":"https:\/\/www.transcend.org\/tms\/?p=47796"},"modified":"2015-05-05T21:29:43","modified_gmt":"2015-05-05T20:29:43","slug":"australian-power-company-caught-overcharging-customers-to-make-up-for-lost-revenue-due-to-solar","status":"publish","type":"post","link":"https:\/\/www.transcend.org\/tms\/2014\/09\/australian-power-company-caught-overcharging-customers-to-make-up-for-lost-revenue-due-to-solar\/","title":{"rendered":"Australian Power Company Caught Overcharging Customers to Make Up for Lost Revenue Due to Solar"},"content":{"rendered":"<p><em>Energex is set to claw almost $470 million from consumers for electricity they never used. <\/em><\/p>\n<p>Energex documents reveal that the company last year planned to \u201crecover\u201d $469.8 million in \u201cunder-recovered revenue\u201d over the next two years, with the amount to be tagged on to future prices.<\/p>\n<p>The figure reflects the shortfall in actual revenue compared with what the Australian Energy Regulator allows the energy distributor to recover, with a new revenue cap set every five years.<\/p>\n<p>It means householders pay for power they do not actually use, with the energy distributors able to reap revenue based on forecast demand rather than actual demand.<\/p>\n<p>An Energex spokesman said yesterday that $274 million under-recovered as at the end of fiscal 2013 was due to reduced customer-driven works and lower than forecast energy consumption.<\/p>\n<p>But he said another $240 million was due to solar PV costs and $43 million due to network performance exceeding targets.<\/p>\n<p><em>The Courier-Mail <\/em>yesterday revealed <a target=\"_blank\" href=\"http:\/\/www.couriermail.com.au\/news\/queensland\/whistleblower-claims-energex-execs-manipulated-data-as-it-considered-ways-to-increase-power-prices\/story-fnihsrf2-1227068315102\" >Energex managers are facing a looming revenue crisis amid tumbling demand, forcing it to continue to raise prices the more demand falls<\/a>.<\/p>\n<p>It has sparked calls for a parliamentary inquiry.<\/p>\n<p>Solar energy growth has been a key factor, with a May 2013 Energex presentation showing solar energy production growth rose by eight times that of 2009.<\/p>\n<p>Demand for energy was flat over the same period.<\/p>\n<p>The newspaper also revealed allegations by Energex whistleblower Cally Wilson that Energex had examined ways to artificially increase revenues \u2013 and power prices.<\/p>\n<p>Ms Wilson, a treasury analyst with seven years\u2019 experience, said she was forced to manipulate data to reach targeted weighted average cost of capital (WACC) \u2013 a key factor in setting revenues and therefore household electricity bills.<\/p>\n<p>She said she found the debt rate on Bloomberg mid-last year when Energex was crunching the numbers ahead of its revenue proposal next month to the Australian Energy Regulator.<\/p>\n<p>Premier Campbell Newman yesterday committed to meet Ms Wilson to hear her claims.
