{"id":49718,"date":"2014-11-17T12:00:19","date_gmt":"2014-11-17T12:00:19","guid":{"rendered":"https:\/\/www.transcend.org\/tms\/?p=49718"},"modified":"2015-05-05T21:29:32","modified_gmt":"2015-05-05T20:29:32","slug":"illegal-killing-of-elephants-for-their-ivory-is-now-at-critically-high-levels-in-africa","status":"publish","type":"post","link":"https:\/\/www.transcend.org\/tms\/2014\/11\/illegal-killing-of-elephants-for-their-ivory-is-now-at-critically-high-levels-in-africa\/","title":{"rendered":"Illegal Killing of Elephants for Their Ivory Is Now at \u201cCritically High Levels\u201d in Africa"},"content":{"rendered":"<p><em>The illegal killing of elephants for their ivory is now at \u201ccritically high levels\u201d in Africa with increased involvement by organized crime groups, leading to their possible extinction in parts of the continent, the UN Office for Drugs and Crime (<a target=\"_blank\" href=\"http:\/\/www.unodc.org\/unodc\/\" >UNODC<\/a>) on\u00a013 November 2014 said.<\/em><\/p>\n<div id=\"attachment_49719\" style=\"width: 810px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2014\/11\/04-22-2013wildlife-elefantes-elephants-killing-ivory.jpg\" ><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-49719\" class=\"size-full wp-image-49719\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2014\/11\/04-22-2013wildlife-elefantes-elephants-killing-ivory.jpg\" alt=\"Photo: UNESCO\/Pierre Gaillard\" width=\"800\" height=\"446\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2014\/11\/04-22-2013wildlife-elefantes-elephants-killing-ivory.jpg 800w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2014\/11\/04-22-2013wildlife-elefantes-elephants-killing-ivory-300x167.jpg 300w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/a><p id=\"caption-attachment-49719\" class=\"wp-caption-text\">Photo: UNESCO\/Pierre Gaillard<\/p><\/div>\n<p>\u201cWildlife crime is a serious and growing problem worldwide,\u201d said the International Consortium on Combating Wildlife Crime (ICCWC) \u2018 in releasing <a target=\"_blank\" href=\"http:\/\/www.unodc.org\/documents\/Wildlife\/Guidelines_Ivory.pdf\" >Guidelines on methods and procedures for ivory sampling and laboratory analysis<\/a> in support of the deployment of forensic technology to combat elephant poaching.*<\/p>\n<p>Led by UNODC, as a member of the consortium, the Guidelines were developed together with experts from around the world.<\/p>\n<p>Flagging the \u201ccritically high levels\u201d of elephant poaching in Africa, the document said: \u201cThere is strong evidence of increased involvement of organized crime groups, and in some areas rebel militia, operating through well-developed criminal networks.\u201d<\/p>\n<p><strong><em>Risk of\u00a0Extinction<\/em><\/strong><\/p>\n<p>UNODC said that the current levels of elephant poaching in Africa are unsustainable and could lead to local extinctions across many African elephant range countries.<\/p>\n<p>UNODC Executive Director Yury Fedotov said in a <a target=\"_blank\" href=\"http:\/\/www.unodc.org\/unodc\/en\/frontpage\/2014\/November\/from-the-crime-scene-to-the-courtroom_-iccwc-release-guidelines-on-ivory.html?ref=fs1\" >press release<\/a>: \u201cWe believe that the use of the Guidelines will support more timely, thorough and effective investigations, resulting in an increased number of successful prosecutions and a reduction in this illegal trade.\u201d<\/p>\n<p>Intended for worldwide use, the guidelines are aimed at first responders, investigators, law enforcement officials, forensic scientists, prosecutors and the judiciary, according to UNODC.<\/p>\n<p>\u201cTheir purpose is to facilitate the use of forensic science to the fullest extent possible in order to combat wildlife crime, and in particular, to combat the trade in illegal ivory through the provision of guidance to support transnational criminal investigations and law enforcement operations,\u201d it said.<\/p>\n<div id=\"attachment_49720\" style=\"width: 376px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2014\/11\/03-06-cites-elephants-elefantes-killings-ivory.jpg\" ><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-49720\" class=\"size-full wp-image-49720\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2014\/11\/03-06-cites-elephants-elefantes-killings-ivory.jpg\" alt=\"A relatively fresh carcass being turned over to look for bullet wounds on the underside at Zakouma National Park, Chad. Photo: Darren Potgieter\/CITES\/UNEP<\/p><\/div>\n<p>The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) Secretary-General John E. Scanlon said \u201cthe guidelines will help increase the use of forensic technology, a crucial tool in the fight against wildlife crime, to determine the origin of seized wildlife specimens, and support the identification and arrest of suspects.\u201d<\/p>\n<p>Political momentum for urgent action has been building, according to UNODC.<\/p>\n<p>In 2013, the 16th CITES Conference of the Parties adopted measures to encourage the increased use of forensic technology to fight wildlife crime.<\/p>\n<p>And last year at the African Elephant Summit held in Gaborone, Botswana, governments pledged to tackle the illegal ivory chain and called for the development of a network of forensic labs.
