This is all about positioning \u2013 and this being China, pregnant with symbolic meaning. Guess who\u2019s in the place of honor, side by side with President Xi Jinping. And guess where the lame duck leader of the <em>\u201cindispensable nation\u201d<\/em> has been relegated. The Chinese can also be masters at sending a global message.<\/p>\n<p>When President Xi urged APEC to <em>\u201cadd firewood to the fire of the Asia-Pacific and world economy,\u201d<\/em> this is what he meant, irrespective of inconclusive decisions out of the summit.<\/p>\n<p>1) Beijing will go no holds barred for the Free Trade Area of the Asia-Pacific (FTAAP) \u2013 the Chinese vision of an <em>\u201call inclusive, all-win\u201d<\/em> trade deal that really promotes Asia-Pacific cooperation, instead of the US-driven, corporate-redacted, and quite divisive Trans-Pacific Partnership (TPP).<\/p>\n<p>2) The blueprint is on for <em>\u201call-round connectivity,\u201d<\/em> in Xi\u2019s words \u2013 which implies Beijing setting up the Asian Infrastructure Investment Bank; Beijing and Moscow committing to a second mega <a target=\"_blank\" href=\"http:\/\/rt.com\/business\/203679-china-russia-gas-deal\/\" >gas deal<\/a> \u2013 this one through the Altai pipeline in Western Siberia; and China already funneling no less than <a target=\"_blank\" href=\"http:\/\/rt.com\/op-edge\/204323-china-russia-partnership-apec-usa\/%20http:\/www.scmp.com\/news\/china\/article\/1635391\/china-create-us40-billion-silk-road-fund-eurasian-infrastructure?utm_source=edm&amp;utm_medium=edm&amp;utm_content=20141109&amp;utm_campaign=scmp_today\" >$40 billion<\/a> to start building the Silk Road Economic Belt and the 21st Century Maritime Silk Road.<\/p>\n<div id=\"attachment_49786\" style=\"width: 700px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2014\/11\/china-russia-partnership-apec-usa-.si2_.jpg\" ><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-49786\" class=\"wp-image-49786 size-full\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2014\/11\/china-russia-partnership-apec-usa-.si2_.jpg\" alt=\"china-russia-partnership-apec-usa-.si2\" width=\"690\" height=\"415\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2014\/11\/china-russia-partnership-apec-usa-.si2_.jpg 690w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2014\/11\/china-russia-partnership-apec-usa-.si2_-300x180.jpg 300w\" sizes=\"auto, (max-width: 690px) 100vw, 690px\" \/><\/a><p id=\"caption-attachment-49786\" class=\"wp-caption-text\">World leaders take their seats as China&#8217;s President Xi Jinping (C) prepares to deliver opening remarks at the Asia-Pacific Economic Cooperation (APEC) leaders&#8217; meeting at the International Convention Center at Yanqi Lake in Beijing, November 11, 2014 (Reuters \/ Pablo Martinez Monsivais)<\/p><\/div>\n<p>Once again, everything converges towards the most spectacular, ambitious and wide-ranging pluri-national infrastructure offensive ever attempted: the multiple New Silk Roads \u2013 a complex network of high-speed rail, pipelines, ports, fiber optic cables and state of the art telecom that China is already building through the Central Asian -stans, linked to Russia, Iran, Turkey and the Indian Ocean, and branching out to Europe all the way to Venice and Berlin.<\/p>\n<p>That\u2019s Beijing <a target=\"_blank\" href=\"http:\/\/www.chinadaily.com.cn\/china\/2014-11\/09\/content_18889698_2.htm\" >interlinking<\/a> Xi\u2019s <em>\u201cAsia-Pacific Dream\u201d<\/em> way beyond East Asia, with eyes set on pan-Eurasia trade \u2013 with the center being, what else, the Middle Kingdom.<\/p>\n<p>The <em>\u201cGo West\u201d<\/em> campaign was officially launched in China in the late 1990s. The New Silk Roads are a turbocharged <em>\u201cGo West\u201d<\/em> \u2013 and <em>\u201cGo South\u201d<\/em> \u2013 expanding markets, markets, markets. Think of near future Eurasia as a massive Chinese Silk Belt \u2013 in some latitudes in a condominium with Russia.<\/p>\n<p><strong>You want your war hot or cold? <\/strong><\/p>\n<p>As Beijing dreams, Noam Chomsky has been very vocal about a 1914-style chain reaction of catastrophic blunders \u2013 by the West &#8211; that could fast spin out of control; and the stakes, once again, are nuclear. Moscow absolutely abhors this gruesome possibility &#8211; and that explains why Russia, under relentless US provocation, as well as sanctions, has exercised titanic restraint. Not only can Russia not be <em>\u201cisolated\u201d<\/em> as the US attempted with Iran; Moscow also called the US neo-cons\u2019 bluff in Ukraine.<\/p>\n<p>At the Valdai Club meeting in Sochi, President Putin, in a crucial speech (<a target=\"_blank\" href=\"http:\/\/eng.kremlin.ru\/news\/23137\" >text plus Q&amp;A<\/a>) obviously ignored by Western corporate media, drew the necessary conclusions. The Washington\/Wall Street elites have absolutely no intention of allowing a minimum of multipolarity in international relations. What\u2019s left is chaos. That\u2019s what I\u2019ve been arguing, over different strands, during the Obama administration years, and is at the center of my new book <em><a target=\"_blank\" href=\"http:\/\/www.amazon.com\/Empire-Chaos-Roving-Eye-Collection-ebook\/dp\/B00OYVYD3G\/ref=sr_1_6?ie=UTF8&amp;qid=1414602900&amp;sr=8-6&amp;keywords=Empire+of+Chaos\" >&#8220;Empire of Chaos&#8221;<\/a>.<\/em><\/p>\n<p>Moscow knows all about the complex interlinks with Europe \u2013 especially Germany \u2013 and with the still fading, but still influential, Washington Consensus. Acres of forest can be further devastated to print how the outcome has been directly influenced by Barack Obama\u2019s self-described <em>\u201cDon\u2019t Do Stupid Stuff\u201d<\/em> foreign policy doctrine, which he christened aboard Air Force One when coming from a trip to \u2013 once again &#8211; Asia last April.<\/p>\n<p>On energy, the spin by the Financial Times of yet another Russia-China mega gas deal as <em>\u201cPutin\u2019s revenge\u201d<\/em> is proverbial rubbish. Russia is turning east because that\u2019s where the top demand is. On finance, Moscow has just ended the pegging of the ruble to the US dollar and euro; the US dollar instantly dropped against the ruble. VTB for its part announced it may leave the London Stock Exchange for Shanghai&#8217;s \u2013 which is about to become directly <a target=\"_blank\" href=\"http:\/\/www.scmp.com\/business\/economy\/article\/1636290\/hk-shanghai-stock-connect-train-launch-november-17\" >linked<\/a> to Hong Kong. And Hong Kong, for its part, is already <a target=\"_blank\" href=\"http:\/\/rt.com\/admin\/news\/opinionPost\/update\/id\/%20http:\/en.ria.ru\/business\/20141108\/195319981\/Russian-Energy-Giants-Consider-Listing-Securities-on-Hong-Kong.html\" >attracting<\/a> Russian energy giants.<\/p>\n<p>Now mix these key developments with the massive yuan-ruble energy double deal, and the picture is of Russia actively protecting itself from speculative\/politically motivated Western attacks against its currency.<\/p>\n<p>The Russia-China symbiosis\/strategic partnership visibly expands on energy, finance and, also inevitably, on the military technology front. That includes, crucially, Moscow selling Beijing the S-400 air defense system and, in the future, the S-500.<\/p>\n<p>The S-500 system can intercept any American ICBMs or cruise missiles, while the Russian ICBMs deployed at Mach 17, equipped with MIRVs, are simply unbeatable. Beijing, for its part, is already developing its own surface-to-ship missiles that can take out everything the US Navy can muster \u2013 from aircraft carriers to submarines and mobile air defense systems.<\/p>\n<p><strong>Join the caravan <\/strong><\/p>\n<p>Strategically, Beijing and Washington could not but be polar opposites in what I called the <a target=\"_blank\" href=\"http:\/\/www.tomdispatch.com\/post\/175845\/tomgram%3A_pepe_escobar%2C_who%27s_pivoting_where_in_eurasia\/\" >birth<\/a> of the Eurasian century.<\/p>\n<p>Beijing has clearly identified Washington\/Wall Street fighting to the death to preserve the short unipolar moment. China \u2013 and the BRICS \u2013 is working towards what Xi defined as a <em>\u201cnew model of great power relations.\u201d<\/em> The Washington\/Wall Street mindset is <em>\u201ceither\/or\u201d<\/em> instead of <em>\u201cwin-win\u201d<\/em>; the self-appointed Masters of the Universe believe they can always monopolize the loot because Russia \u2013 and then China &#8211; eventually will back down to avoid confrontation. This is the key aspect of Asia-Pacific today somewhat resembling 1914 Europe.<\/p>\n<p>With this kind of <a target=\"_blank\" href=\"http:\/\/www.usnews.com\/opinion\/blogs\/world-report\/2014\/11\/10\/china-is-not-the-next-global-superpower\" >stuff<\/a> passing for <em>\u201canalysis\u201d<\/em> in US academic circles, and with the Washington\/Wall Street elites through their myopic Think Tank land still clinging to mythical platitudes such as the <em>\u201chistorical\u201d<\/em> American role as arbiter of modern Asia and key balancer of power, no wonder public opinion in the West cannot even imagine the impact of the New Silk Roads in the geopolitics of the young 21st century.<\/p>\n<p>A quarter of a century after the fall of the Berlin Wall the US, for all practical purposes, is run by an oligarchy. Europe is geopolitically irrelevant. <em>\u201cDemocracy\u201d<\/em> has been degraded to self-parody in most of the West. <em>\u201cHumanitarian\u201d<\/em> \u2013 as well as neo-con &#8211; imperialism in Iraq, Libya, Syria, and beyond has led to disaster after disaster. Financial turbo-capitalism is a time bomb.<\/p>\n<p>Russia and China may not be proposing an alternative system \u2013 yet. Still, as the dogs of war, of hate, of inequality &#8211; bark, the China-Russia caravan passes. The caravan is selling Eurasia economic integration \u2013 not bombs. Real Asia-Pacific integration may still be a long dream away.
