This is going to result in tremendous cost savings going forward.\u201d<\/p>\n<p>Klugian said that Citi\u2019s chairman, Michael E. O\u2019Neill, will not occupy a corner office on the House floor, preferring instead an \u201copen plan\u201d that will allow him to mingle freely with members of Congress.<\/p>\n<p>\u201cHe doesn\u2019t want to come off like he\u2019s their boss,\u201d the spokesperson said. \u201cBasically, he wants to send the message, \u2018We\u2019re all on the same team.
