Dilma Roussef and Chinese Premier Li Keqiang\" width=\"150\" height=\"150\" \/><\/a><em>20 May 2015 &#8211; <\/em>Chinese Premier Li Keqiang is visiting South America, and it\u2019s expected that he\u2019ll formalize its regional version of the Silk Road, the <a target=\"_blank\" href=\"http:\/\/www.theguardian.com\/world\/2015\/may\/16\/amazon-china-railway-plan\" >Twin Ocean Railroad<\/a>, during his trip. This far-reaching project endeavors to construct a 5,300 km railroad from Brazil to Peru, traversing some of the world\u2019s most difficult and sensitive terrain. Along the way, however, it may have to contend with some emerging asymmetrical threats, such as the potential rise of violent environmentalist-indigenous groups or the reemergence of the Shining Path terrorist organization. Should the project be built and succeed in actualizing its economic potential, however, then it could provide the cure for resolving the <a target=\"_blank\" href=\"http:\/\/www.ft.com\/intl\/cms\/s\/0\/cc788080-aec1-11e3-a088-00144feab7de.html#axzz3aZXqmtPJ\" >Pacific Alliance-Mercosur rivalry<\/a> that threatens to divide the continent and impede its multipolar integration.<\/p>\n<p><strong>Grand Ambitions<\/strong><\/p>\n<p>China\u2019s grand strategy is to facilitate global trade via strategically constructed infrastructure projects, believing that the economic freedom this provides to its partners can liberate them from Western unipolar frameworks and more easily transition them into the emerging multipolar system. Complementarily to this vision, it announced the <a target=\"_blank\" href=\"http:\/\/thediplomat.com\/2014\/05\/chinas-new-silk-road-vision-revealed\/\" >Silk Road Economic Belt and Maritime Silk Road<\/a> projects to spread this vision throughout Eurasia and Eastern Africa. Informally, however, it also aims to tie Latin America into this system through its latest commitments to the trans-continent (Central America and South America). China\u2019s been responding to the US\u2019 Pivot to Asia through its <a target=\"_blank\" href=\"http:\/\/sputniknews.com\/columnists\/20150206\/1017868532.html\" >own pivot<\/a>, albeit an eastward one towards the Western Hemisphere, and the latest railroad plan is an indication that it\u2019s hedging its bets on a prolonged presence in the region.<\/p>\n<p><em>Dialogo Chino<\/em> has an <a target=\"_blank\" href=\"http:\/\/dialogochino.net\/china-is-part-of-an-interoceanic-dream-between-brazil-and-peru\/\" >excellent write-up<\/a> and accompanying <a target=\"_blank\" href=\"http:\/\/dialogochino.net\/the-twin-ocean-railroad\/\" >interactive map<\/a> about the specifics of the Twin Ocean Railroad, and it speaks a lot to the transformational nature of this project. It\u2019s anticipated to begin at Porto Do Acu near Rio De Janeiro and beeline directly northwest until right around the northern portion of the Bolivian border, after which it\u2019ll snake through the Andes and end at Peru\u2019s Puerto Ilo. Along the way, it\u2019ll pass through Brazil\u2019s industrial, coal, agricultural (especially soy and beef), phosphate, and timber heartlands, helping to bring all their affiliated products across the Andes and closer to the hungry Chinese marketplace. The most immediate goal is to <a target=\"_blank\" href=\"http:\/\/qz.com\/236220\/why-china-wants-to-build-a-railway-across-south-america\/\" >integrate the two BRICS members\u2019 economies<\/a> closer than ever before, as well as provision Beijing with a South American Pacific foothold via the Peruvian port. This is expected to complement its hemispheric strategy alongside the <a target=\"_blank\" href=\"http:\/\/www.bbc.com\/news\/world-asia-china-31936549\" >Chinese-financed<\/a> <a target=\"_blank\" href=\"http:\/\/sputniknews.com\/analysis\/20150219\/1018498714.html\" >Transoceanic Canal in Nicaragua<\/a>, with both major infrastructure projects forming the respective northern and southern anchors of China\u2019s pivot to Latin America.<\/p>\n<p><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2015\/05\/Twin-Ocean-Railroad-300x233-brazil-brasil-china-brics.jpg\" ><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-58522\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2015\/05\/Twin-Ocean-Railroad-300x233-brazil-brasil-china-brics.jpg\" alt=\"Twin-Ocean-Railroad-300x233 brazil brasil china brics\" width=\"300\" height=\"233\" \/><\/a><strong>Emerging Threats<\/strong><\/p>\n<p>While China\u2019s South American Silk Road plan sounds fine and dandy on paper, it might actually be pretty challenging to pull off on the ground. Aside from geographic obstacles such as daunting mountains and near-impenetrable jungle, there are also socio-political and military threats that could delay or completely offset its construction in certain areas. Here\u2019s what could reasonably stand in the way of the Twin Ocean Railroad or be externally manufactured to do so:<\/p>\n<p><em>Environmentalist-Indigenous Resistance:<\/em><\/p>\n<p>Although the official path of the railroad has yet to be publicly disclosed, the roundabout estimates of where it would likely traverse lead some to be concerned about its environmental and social consequences. More to the point, important tracts of rainforest, wildlife, and indigenous communities (some of which remain voluntarily isolated) are <a target=\"_blank\" href=\"http:\/\/www.peruthisweek.com\/news-peru-china-brazil-poised-to-sign-off-on-new-continent-spanning-railway-106211\" >possibly at risk<\/a> of being disturbed by the project, and these two topics \u2013 the environment and indigenous rights \u2013 are known to rally a coalition of domestic and international supporters in their favor. The risk here is that resistance from either of these two groups (but especially from the indigenous community and their advocates) could become a public relations scandal that evolves into a domestic political issue and part of the national discussion, which in turn could allow anti-multipolarity opposition movements in Brazil and Peru to capitalize upon the negative sentiment and exploit it as a tool in their campaign for power.<\/p>\n<p><em>Armed Opposition:<\/em><\/p>\n<p>Evolving off of the previously mentioned threat scenario for the Twin Ocean Railroad, it\u2019s possible that the aforementioned actors could eventually transition to armed opposition. After all, this wouldn\u2019t be completely unique, as a guerrilla movement generally supporting the <a target=\"_blank\" href=\"http:\/\/www.insightcrime.org\/news-analysis\/tracking-the-rise-of-paraguays-rebel-army\" >same movements<\/a> just mentioned has recently <a target=\"_blank\" href=\"http:\/\/www.nytimes.com\/2013\/11\/14\/world\/americas\/guerrillas-step-up-campaign-in-paraguay.html?_r=0\" >popped up in Paraguay<\/a>. The <a target=\"_blank\" href=\"http:\/\/wikileaks-press.org\/paraguay-washingtons-war-against-growing-marxist-insurgency\/\" >Paraguayan People\u2019s Army<\/a> (PPE) is a Marxist guerrilla group that\u2019s <a target=\"_blank\" href=\"http:\/\/lab.org.uk\/paraguayan-peoples-army\" >alleged<\/a> to have <a target=\"_blank\" href=\"http:\/\/colombiareports.com\/farc-to-integrate-with-paraguayan-guerrilla-prosecutor\/\" >ties<\/a> with FARC and other <a target=\"_blank\" href=\"http:\/\/library.fes.de\/pdf-files\/bueros\/la-seguridad\/11155.pdf\" >South American drug trafficking organizations<\/a>, and it\u2019s taken on militant environmentalism as its latest rallying cry. The PPE\u2019s <a target=\"_blank\" href=\"http:\/\/panampost.com\/panam-staff\/2015\/03\/26\/paraguays-marxist-guerrilla-kill-three-farm-workers\/\" >most recent attack in April<\/a> saw it strewing propaganda pamphlets next to its three dead victims that decried the cultivation of \u201csoy, corn, and other products that require pesticides\u201d (predictably in response to <a target=\"_blank\" href=\"http:\/\/nwrage.org\/content\/monsanto-profits-right-wing-coup-d%C3%A9tat-paraguay\" >Monstanto\u2019s<\/a> <a target=\"_blank\" href=\"http:\/\/world.time.com\/2013\/08\/09\/in-paraguay-rural-farmers-fear-the-spread-of-soy\/\" >control<\/a> over the <a target=\"_blank\" href=\"http:\/\/www.coha.org\/patent-rights-to-mother-nature-monsantos-overreach-in-paraguay-planting-the-seeds-of-injustice-2\/\" >country<\/a>), as well as the arming of anti-guerrilla farmers\u2019 militias.<\/p>\n<p>It <a target=\"_blank\" href=\"http:\/\/www.abc.com.py\/nacionales\/nativos-mbya-guarani-no-aceptan-x201ccortesia-del-eppx201d-58701.html\" >unsuccessfully<\/a> tried to garner favor with the Mbya Guarani indigenous population in the past, but this doesn\u2019t mean that its prior offsets have led it to completely abandon this strategy for the future. Therefore, as seen through its intent (but not necessarily success) in using environmentalism and indigenous rights as part of its community outreach efforts, the PPE presents a violent fusion of the two main themes that could one day unite the main interest groups opposed to the Twin Oceans Railroad into an organized mass. It\u2019s not to forecast that the PPE will expand its operations into Brazil or Peru, but that likeminded and\/or copycat movements could develop around these principles, and that the very fact that the PEE uses these two ideas as part of its information operations sets the precedent for future violent groups to hide behind them as well.<\/p>\n<p><em>Terrorist Campaigns:<\/em><\/p>\n<p>The pinnacle of opposition to the South American Silk Road could see environmental and indigenous groups uniting in a terrorist campaign against the Brazilian and Peruvian governments. While Brazil doesn\u2019t have a history of rural terrorism to this extent, Peru does, and it\u2019s possible that this problem could \u2018inconveniently\u2019 raise its head once more as China moves forward with the Twin Oceans Railroad in the country. The <a target=\"_blank\" href=\"http:\/\/www.insightcrime.org\/peru-organized-crime-news\/shining-path-profile\" >Shining Path<\/a>, recognized as a Maoist terrorist group by the <a target=\"_blank\" href=\"http:\/\/www.state.gov\/j\/ct\/rls\/other\/des\/123085.htm\" >US<\/a> and <a target=\"_blank\" href=\"http:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/PDF\/?uri=OJ:JOL_2015_082_R_0009&amp;from=EN\" >EU<\/a>, has shown <a target=\"_blank\" href=\"http:\/\/www.internationalpolicydigest.org\/2012\/05\/04\/perus-shining-path-still-operational\/\" >small sparks<\/a> of <a target=\"_blank\" href=\"http:\/\/www.bbc.com\/news\/world-latin-america-26969355\" >renewed activity<\/a> in the <a target=\"_blank\" href=\"http:\/\/www.cfr.org\/peru\/shining-path-tupac-amaru-peru-leftists\/p9276#p6\" >past couple of years<\/a> (mostly focusing on the <a target=\"_blank\" href=\"http:\/\/warontherocks.com\/2015\/03\/narcotrafficking-the-shining-path-and-the-strategic-importance-of-peru\/?singlepage=1\" >drug trade<\/a>), making one wonder whether they could one day receive a second wind. If the movement revives itself (perhaps even with outside [Western] support), it could pose a disaster for the construction of the South American Silk Road, especially since the group has an <a target=\"_blank\" href=\"https:\/\/www.stratfor.com\/analysis\/peru-victory-shining-path-rebels\" >operational history<\/a> in the jungle and mountainous areas that the railroad is envisioned to travel through. There\u2019s also the disturbing scenario that the terrorist tactics and motivations of the Shining Path and the Paraguayan People\u2019s Army could spread into Brazilian Amazonia, which would then create a challenging internal crisis that could bog down the South American bastion of BRICS.<\/p>\n<p><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2015\/05\/UNASUR-POWER-226x300.jpg\" ><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-58523\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2015\/05\/UNASUR-POWER-226x300.jpg\" alt=\"UNASUR-POWER-226x300\" width=\"226\" height=\"300\" \/><\/a><strong>A Stronger UNASUR?<\/strong><\/p>\n<p>The construction of the Twin Ocean Railroad would link the Atlantic and Pacific coasts of South America straight through the central part of the continent, thus representing an historic engineering feat with profound economic and political implications. One of the most important aftereffects of this project\u2019s completion could very well be the mitigation of tension between the <a target=\"_blank\" href=\"http:\/\/rt.com\/op-edge\/170176-split-of-south-america-paraguay\/\" >rival Pacific Alliance and Mercosur trade blocs<\/a> and the strengthening of the continental-wide integrational group <a target=\"_blank\" href=\"http:\/\/www.as-coa.org\/articles\/explainer-what-unasur\" >UNASUR<\/a>. The reasoning for this optimism is simple \u2013 China\u2019s economy is of such size and strength that Beijing could throw its weight around and \u2018mediate\u2019 between the <a target=\"_blank\" href=\"http:\/\/www.economist.com\/news\/americas\/21578056-region-falling-behind-two-alternative-blocks-market-led-pacific-alliance-and?utm_source=dlvr.it&amp;utm_medium=twitter\" >two blocs<\/a>, and this is even more so if its railroad plans (which will be the only major infrastructure project connecting the two) are completed. If the Pacific Alliance and Mercosur converge, as has <a target=\"_blank\" href=\"http:\/\/www.telesurtv.net\/english\/news\/Chile-Opens-the-Pacific-Alliance-and-Mercosur-Summit--20141125-0001.html\" >previously been discussed<\/a>, then the logical result would be the creation of a <a target=\"_blank\" href=\"http:\/\/www.cepal.org\/en\/comunicados\/alianza-del-pacifico-y-mercosur-representan-mas-de-80-del-comercio-exterior-regional\" >pan-continental free trade area<\/a>, essentially providing the economic foundation for closer integration in other spheres.
