The panel was moderated by Nuala O\u2019Connor, the president of the Center for Democracy and Technology.<\/p>\n<p>The panel marked Snowden\u2019s first public appearance after the terror attacks in Brussels. Commenting on Belgium\u2019s intelligence failures, he\u00a0referenced <em>New York Times<\/em>\u00a0<a target=\"_blank\" href=\"http:\/\/www.nytimes.com\/2016\/03\/25\/world\/europe\/brussels-attacks.html?mtrref=www.google.com&amp;gwh=86CE6510FDFD0C09EBD47589D5FF088E&amp;gwt=pay\" >reporting<\/a>\u00a0that Belgian authorities ignored a tip from Turkish intelligence. \u201cWhen you collect everything, you understand nothing \u2026 you\u2019re blinded by the noise,\u201d Snowden said. \u201cI worked at that desk, I used the tools of mass surveillance.\u201d<\/p>\n<p>Panelists also discussed the recent\u00a0<a target=\"_blank\" href=\"https:\/\/theintercept.com\/2016\/02\/26\/fbi-vs-apple-post-crypto-wars\/\" >showdown<\/a>\u00a0between Apple and the FBI over access to San Bernardino shooter Syed Rizwan Farook\u2019s iPhone.
