{"id":71547,"date":"2016-04-04T13:00:28","date_gmt":"2016-04-04T12:00:28","guid":{"rendered":"https:\/\/www.transcend.org\/tms\/?p=71547"},"modified":"2016-04-04T13:00:28","modified_gmt":"2016-04-04T12:00:28","slug":"obamas-nuclear-security-summit-neglects-98-percent-of-the-worlds-bomb-ready-uranium","status":"publish","type":"post","link":"https:\/\/www.transcend.org\/tms\/2016\/04\/obamas-nuclear-security-summit-neglects-98-percent-of-the-worlds-bomb-ready-uranium\/","title":{"rendered":"Obama\u2019s Nuclear Security Summit Neglects 98 Percent of the World\u2019s Bomb-Ready Uranium"},"content":{"rendered":"<p><em>1 Apr 2016 &#8211; <\/em>At president Obama\u2019s\u00a0fourth and final nuclear security summit taking place this week, world leaders are confronting the danger posed by nuclear terrorism \u2014 specifically, by reducing the ways that terrorists could get their hands on the uranium they would need to build a nuclear bomb.<\/p>\n<p>But critics have pointed out that the summits have only focused on highly enriched uranium in civilian possession, which, <a target=\"_blank\" href=\"http:\/\/isis-online.org\/uploads\/isis-reports\/documents\/Military_HEU_and_Pu_Stocks_in_Acknowledged_NWS_November3_2015_Final.pdf\" >according to the Department of Energy<\/a>, only accounts for 2 to 3 percent of the world\u2019s supply. Countries keep the safeguards on these stockpiles secret, and military material falls outside the scope of international security agreements.<\/p>\n<p>One <a target=\"_blank\" href=\"http:\/\/www.state.gov\/documents\/organization\/235488.pdf\" >fact sheet<\/a> from the 2014 summit acknowledges that military stockpiles receive far less attention, and explains: \u201cNuclear materials in weapons are not excluded from the [nuclear security summit]\u00a0discussions as such, but the emphasis is on nuclear materials in industry. \u2026 Military stocks are a sensitive issue, and discussing them could be an obstacle to achieving results in dealing with civil nuclear materials.\u201d<\/p>\n<p>Bruce Blair, co-founder of the Global Zero campaign to eliminate nuclear weapons, complains that \u201cthe summit virtually ignores the rest of the materials and the ways they can cause a catastrophe.\u201d<\/p>\n<p>Blair tells <em>The Intercept<\/em> that \u201cterrorist capture and detonation of nuclear materials under military control\u201d is a real threat.<\/p>\n<p>That\u2019s particularly the case because, ever since the end of the Cold War, countries have increasingly neglected the security of their military stockpiles. For instance, in 1994, German police <a target=\"_blank\" href=\"http:\/\/www.nti.org\/analysis\/articles\/illicit-trafficking-weapons-useable-nuclear-material-still-more-questions-answers\/\" >recovered<\/a> nearly 400 grams of plutonium-uranium oxide, believed to be of military origin, from smugglers in the Munich Airport. In 2012, three American activists, including an 82-year-old nun, <a target=\"_blank\" href=\"http:\/\/www.newyorker.com\/magazine\/2015\/03\/09\/break-in-at-y-12\" >broke<\/a> into the Y-12 National Security Complex in Oak Ridge, Tennessee, and were not arrested until half an hour later.<\/p>\n<p>An even greater threat comes from military insiders, who can slip material to terrorists. WikiLeaks cables have revealed concerns among top U.S. and U.K. diplomats about jihadi sympathizers in the Pakistani military. One 2010 <a target=\"_blank\" href=\"http:\/\/www.theguardian.com\/world\/2010\/nov\/30\/wikileaks-cables-pakistan-nuclear-fears\" >cable<\/a> from Anne Patterson, then-U.S. ambassador to Islamabad, said, \u201cOur major concern is not having an Islamic militant steal an entire weapon but rather the chance someone working in government of Pakistan facilities could gradually\u00a0smuggle enough material out to eventually make a weapon.\u201d<\/p>\n<p>Experts have proposed ways for countries to reduce their military stockpiles. For instance, out of the 600 tons of highly enriched uranium in the U.S. military stockpile, around <a target=\"_blank\" href=\"http:\/\/fissilematerials.org\/countries\/united_states.html\" >150 tons<\/a> is set aside to fuel the Navy\u2019s nuclear-powered ships. According to a <a target=\"_blank\" href=\"http:\/\/fissilematerials.org\/library\/rr15.pdf\" >2016 report<\/a> by the International Panel on Fissile Materials, the U.S. could power its Navy using lower enriched uranium, prompting other countries dependent on the U.S. for enriched uranium to follow suit.<\/p>\n<p>Kelsey Davenport, director of nonproliferation policy at the Arms Control Association, called the insecure military stockpiles \u201cthe elephant in the room.\u201d<\/p>\n<p>Last week\u2019s terror attacks in Brussels have heightened concerns about nuclear terrorism.<\/p>\n<p>Belgian investigators discovered in November that the Paris attackers had <a target=\"_blank\" href=\"http:\/\/www.ibtimes.co.uk\/paris-attacks-jihadists-secretly-monitored-belgian-nuclear-scientist-potential-daesh-dirty-bomb-1544719\" >spied<\/a> on a senior Belgian nuclear official, prompting concerns that the attackers were trying to obtain radioactive material.<\/p>\n<p>Some commentators <a target=\"_blank\" href=\"https:\/\/www.publicintegrity.org\/2016\/02\/29\/19376\/terrorist-group-s-plot-create-radioactive-dirty-bomb\" >suspected<\/a> the attackers were attempting to create a \u201cdirty bomb\u201d \u2014 a combination of radioactive material and conventional explosives that causes contamination, rather than massive destruction.<\/p>\n<p>But a Harvard <a target=\"_blank\" href=\"http:\/\/belfercenter.ksg.harvard.edu\/files\/PreventingNuclearTerrorism-Web.pdf\" >study<\/a> released this month argued that if ISIS could obtain fissile materials, it could construct an improvised nuclear device.<\/p>\n<p>In a 2009 address in Prague, President Obama <a target=\"_blank\" href=\"https:\/\/www.whitehouse.gov\/the-press-office\/remarks-president-barack-obama-prague-delivered\" >called<\/a> the threat of nuclear terrorism \u201cthe most immediate and extreme threat to global security.\u201d<\/p>\n<p>Since the first nuclear security summit in 2010, world leaders have made <a target=\"_blank\" href=\"https:\/\/www.whitehouse.gov\/the-press-office\/2016\/03\/29\/fact-sheet-nuclear-security-summits-securing-world-nuclear-terrorism\" >modest advances<\/a> in nuclear security.
