On this day of awareness, we call on other nations to join us in these efforts around the world.\u201d<\/p>\n<p>But the United States continues to stockpile land mines, and, despite an overwhelming international consensus, reserves the right to use them on the Korean Peninsula.<\/p>\n<p>After the Korean War, both North and South Korea heavily mined the demilitarized zone, and <a target=\"_blank\" href=\"http:\/\/www.nytimes.com\/2015\/08\/11\/world\/asia\/north-korea-placed-mines-that-maimed-2-south-korean-soldiers-at-dmz-seoul-says.html\" >hundreds<\/a> of South Korean villagers have been killed stepping on the mines.<\/p>\n<p>The Pentagon has not used land mines broadly since the first Gulf War in 1991, and stopped producing them in 1997. In 2014, then-Pentagon press secretary Jack Kirby said the U.S. still <a target=\"_blank\" href=\"https:\/\/www.rt.com\/usa\/169032-us-landmines-production-stop\/\" >possessed<\/a> 3 million anti-personnel mines held in reserve in case North Korea invades South Korea.<\/p>\n<p>Because mines remain active long after a conflict is over, they kill civilians who unknowingly pick them up or step on them.<\/p>\n<p>According to a 2015\u00a0<a target=\"_blank\" href=\"http:\/\/www.the-monitor.org\/media\/2152583\/Landmine-Monitor-2015_finalpdf.pdf\" >report<\/a>\u00a0from the International Campaign to Ban Landmines, more than 3,500 people were reported killed or injured in 2014 by land mines, though the actual number is likely higher. That represents a decline from a decade ago, when mines killed <a target=\"_blank\" href=\"http:\/\/www.un.org\/en\/globalissues\/demining\/\" >tens of thousands<\/a> of civilians every year.<\/p>\n<p>Military experts including Gen. James Hollingsworth, a former commander of U.S. forces in Korea, have <a target=\"_blank\" href=\"https:\/\/www.hrw.org\/sites\/default\/files\/reports\/general977.pdf\" >questioned<\/a> the usefulness of land mines against a North Korean invasion. Hollingsworth <a target=\"_blank\" href=\"http:\/\/www.nytimes.com\/1996\/05\/08\/opinion\/a-plague-of-land-mines.html\" >argued<\/a> that laying mines would restrict room for South Korean forces to maneuver, and <a target=\"_blank\" href=\"http:\/\/www.nytimes.com\/1997\/08\/26\/opinion\/stop-stalling-on-land-mines.html\" >called<\/a> the mines a \u201cgame plan for disaster.\u201d The Pentagon commissioned a <a target=\"_blank\" href=\"https:\/\/www.hrw.org\/news\/2014\/10\/06\/obama-administration-landmine-policy-part-ii\" >study<\/a> on the use of mines in Korea, but its results are not in.<\/p>\n<p>In 1997, in response to a global, <a target=\"_blank\" href=\"http:\/\/www.nobelprize.org\/nobel_prizes\/peace\/laureates\/1997\/icbl-facts.html\" >Nobel Prize-winning<\/a> campaign, the U.N. adopted an international <a target=\"_blank\" href=\"http:\/\/www.un.org\/disarmament\/convarms\/landmines\/mineban\/\" >Mine Ban Treaty<\/a>, which is currently signed by 162 countries. The United States <a target=\"_blank\" href=\"http:\/\/www.nytimes.com\/1997\/09\/18\/world\/land-mine-treaty-takes-final-form-over-us-dissent.html\" >tried to weaken<\/a> the treaty, unsuccessfully arguing that it should exclude certain types of mines, and that mines should be allowed in Korea. President Clinton refused to sign the treaty, calling it a threat to the \u201csafety and security of our men and women in uniform.\u201d The U.S. has not signed the treaty to this day.<\/p>\n<p>The Obama administration <a target=\"_blank\" href=\"https:\/\/www.whitehouse.gov\/the-press-office\/2014\/09\/23\/statement-nsc-spokesperson-caitlin-hayden-anti-personnel-landmine-policy\" >announced<\/a> in September 2014 that it would abide by the treaty everywhere except the Korean Peninsula, and claimed the U.S. was on a path \u201cultimately \u2026 to accede\u201d to the\u00a0whole\u00a0treaty. Secretary Kerry\u2019s <a target=\"_blank\" href=\"http:\/\/www.state.gov\/secretary\/remarks\/2015\/04\/240280.htm\" >statement last year<\/a> on International Mine Awareness Day reiterated that goal, but his statement on Monday did not.\u00a0Mary Wareham, advocacy director of Human Rights Watch\u2019s Arms Control Division, called the omission \u201cdisappointing.\u201d<\/p>\n<p>Despite\u00a0its\u00a0large\u00a0stockpile, the U.S. has been a leader in international efforts to disarm mines, contributing more than $2.5 billion since 1993 for worldwide removal efforts.<\/p>\n<p>\u201cThrowing money at the problem is not enough,\u201d Wareham said in a statement emailed to <em>The Intercept.<\/em> \u201cA permanent solution is needed, and the Mine Ban Treaty provides it.\u201d<\/p>\n<p>The movement against\u00a0land mines has attracted a long list of celebrity endorsements. In 2002, Paul McCartney tried to persuade then-Secretary of State Colin Powell that the U.S. should sign the land mine treaty. Angelina Jolie spent 18 months on the board of <a target=\"_blank\" href=\"http:\/\/www.dailymail.co.uk\/news\/article-3219384\/Angelina-Jolie-quit-Princess-Diana-clearing-charity-row-trustees-paying-500-day.html\" >Halo Trust<\/a>, a mine-clearing charity popularized\u00a0by\u00a0Princess Diana.\u00a0Last year, <em>James Bond<\/em> star Daniel Craig was <a target=\"_blank\" href=\"http:\/\/www.theguardian.com\/film\/2015\/apr\/15\/daniel-craig-named-un-global-advocate-against-landmines\" >named<\/a> the first U.N. global advocate against land mines.<\/p>\n<p>Ratification of the Mine Ban Treaty would require two-thirds of the Senate.
