The author\u2019s intent isn\u2019t to get into the situational specifics of each and every detail behind the US\u2019 techniques, but to provide a general overview of the strategies that are at play and their contribution to Hybrid War theory.<\/p>\n<p>Brazil is an important New Cold War battleground not just because of its institutional multipolarity, but particularly because of its role in China\u2019s One Belt One Road global vision. The Chinese announced last year that they plan to build the <a target=\"_blank\" href=\"http:\/\/www.thenation.com\/article\/china-is-building-a-massive-railway-across-south-america-at-significant-human-and-environmental-cost\/\" >Twin Ocean Railroad<\/a> between Brazil\u2019s Atlantic Coast and Peru\u2019s Pacific one in order to facilitate transoceanic trade between the two BRICS members by enhancing Brasilia\u2019s transcontinental trade capability. Because this mega project is located in the US\u2019 own hemisphere, the \u201cMonroe Doctrine\u201d-obsessed Exceptionalists accelerated their existing regime change plans for Brazil with the intent of overthrowing its government and replacing it with a pro-unipolar quisling.<\/p>\n<p>Many observers are scratching their heads wondering how to properly describe what they\u2019re witnessing in Brazil, and while there\u2019s certainly visible evidence of a <a target=\"_blank\" href=\"https:\/\/syncreticstudies.com\/2014\/12\/03\/the-color-revolution-model-an-expose-of-the-core-mechanics\/\" >Color Revolution<\/a>, it would be inaccurate to describe it solely through the prism of this definition. At the same token, while it\u2019s been <a target=\"_blank\" href=\"https:\/\/www.rt.com\/op-edge\/337411-brazil-russia-hybrid-attack\/\" >likened<\/a> to a <a target=\"_blank\" href=\"http:\/\/orientalreview.org\/2016\/04\/15\/hybrid-wars-4-in-the-greater-heartland-iv\/\" >Hybrid War<\/a>, it only fits the \u2018conventional\u2019 informational\/economic aspects of this term, too, and doesn\u2019t really satisfy the regime change perquisites of a phased transition from a Color Revolution to an Unconventional War (or at least not yet). Similarly, while there\u2019s definitely a \u2018constitutional coup\u2019 going on, it\u2019s also not entirely this form of regime change, either. Rather, there are elements of all three strategies at play, and they interact in a unique dynamic that might represent the unveiling of a new patterned approach that aims to subvert leading multipolar states. What\u2019s important to point out is that<strong> the entire plot was set into motion as a result of valuable intelligence that the NSA had gained about Brazil\u2019s top company and later weaponized into a regime change catalyst<\/strong>, meaning that practically every country in the world is potentially vulnerable to this sort of asymmetrical destabilization.<\/p>\n<p><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2016\/04\/bandeira-brasil.jpe\" ><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-72606 alignright\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2016\/04\/bandeira-brasil.jpe\" alt=\"bandeira brasil\" width=\"100\" height=\"100\" \/><\/a><strong>The \u201cAnti-Corruption\u201d Inquisition <\/strong><\/p>\n<p>The key vehicle in exerting pressure on President Rousseff isn\u2019t the Color Revolution movement, itself an outgrowth of the \u201c<a target=\"_blank\" href=\"http:\/\/www.economist.com\/blogs\/americasview\/2014\/10\/brazils-presidential-election-0\" >Cashmere Revolution<\/a>\u201d and the return of which the author <a target=\"_blank\" href=\"http:\/\/thesaker.is\/the-geography-of-color-revolutionary-threats-to-the-brics-countries\/\" >warned<\/a> about last summer , but the \u2018constitutional coup\u2019 attempts that are being orchestrated to remove her from power. It\u2019s worthwhile to remember that these are built upon an \u201canti-corruption\u201d investigation that, as Pepe Escobar has repeatedly pointed out, are one-sided and only target the ruling party. It was <a target=\"_blank\" href=\"http:\/\/www.theguardian.com\/world\/2013\/sep\/09\/nsa-spying-brazil-oil-petrobras\" >revealed<\/a> in September 2013 as part of the Snowden Leaks that the NSA had been spying on Petrobras , the company at the heart of the \u2018constitutional coup\u2019 scandal, which in turn raises the possibility that the US had obtained \u2018compromising\u2019 information on the alleged corruption activities of key ruling party executives and was waiting for the right time to weaponized it.<\/p>\n<p>It shouldn\u2019t be seen as coincidental that the \u201cCar Wash\u201d \u2018anti-corruption\u2019 investigation began nearly half a year later in March 2014, which was the run-up to the 6<sup>th<\/sup> BRICS Summit in Fortaleza, Brazil that summer. During that major international event, the multipolar leaders <a target=\"_blank\" href=\"http:\/\/www.dw.com\/en\/brics-launch-new-bank-and-monetary-fund\/a-17789608\" >committed<\/a> themselves to creating the alternative financial architecture that would later become known as the BRICS\/New Development Bank and <a target=\"_blank\" href=\"https:\/\/rbth.com\/business\/2015\/07\/08\/brics_development_bank_begins_operation_on_eve_of_ufa_summit_47573.html\" >officially instituted<\/a> one year later in Ufa. At the time, \u201cCar Wash\u201d wasn\u2019t big enough to derail any of this, but it also wasn\u2019t meant to be an immediate bombshell. Instead, it can be conceived of as a ticking time bomb that was preplanned to go off at a future date, whether or not Rousseff would have even remained in office by that time. The reader should remember that she <a target=\"_blank\" href=\"http:\/\/www.reuters.com\/article\/us-brazil-election-idUSKCN0IE03L20141026\" >barely won<\/a> reelection that fall, and if she hadn\u2019t, then it would have been the \u201copposition\u201d that could have been implicated or discretely blackmailed with the threat thereof.<\/p>\n<div id=\"attachment_72607\" style=\"width: 410px\" class=\"wp-caption alignleft\"><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2016\/04\/160331-BrazilBrasiliaAntiCoupRally-Vermelho-03-300x200-golpe-democracia-impeachment-brasil.jpg\" ><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-72607\" class=\"wp-image-72607\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2016\/04\/160331-BrazilBrasiliaAntiCoupRally-Vermelho-03-300x200-golpe-democracia-impeachment-brasil.jpg\" alt=\"An anti-coup rally in Brasilia, March 2016\" width=\"400\" height=\"267\" \/><\/a><p id=\"caption-attachment-72607\" class=\"wp-caption-text\">An anti-coup rally in Brasilia, March 2016<\/p><\/div>\n<p>After all, \u201cCar Wash\u201d is a one-sided anti-corruption scandal that purposely neglects targeting any opposition parties and is aimed solely at the ruling class, regardless of whichever one they might have been. In the case of Rousseff and her Worker\u2019s Party, they\u2019re targeted for regime change, whereas the Brazilian Social Democracy Party of her 2014 election rival would have been targeted for blackmail in order to keep it in line with American strategic precepts for the country. One way or another, after having initiated the \u2018Car Wash\u201d inquisition, the US was going to exploit it however it could in order to attain and then maintain its hold on power over the Brazilian political establishment. With Rousseff winning reelection while the investigation was still ongoing and nowhere near \u2018conclusively\u2019 finished, it was inevitable in hindsight that it would be used as a weapon for toppling her government and initiating a \u2018constitutional coup\u2019.<\/p>\n<p><strong>\u2018Constitutional Coups\u2019 And Color Revolutions<\/strong><\/p>\n<p>Once Rousseff was implicated (most \u2018convincingly\u2019 in the court of public opinion) for her alleged involved in \u201cCar Wash\u201d, the embedded pro-American regime change elements in Brazil\u2019s government sprang into action in initiating the \u2018constitutional coup\u2019 proceedings against her. By itself and nakedly presented as a one-sided \u2018anti-corruption\u2019 inquisition, the \u2018constitutional coup\u2019 had no semblance whatsoever of domestic or international \u2018legitimacy\u2019, which necessitated a dramatic move in order to \u2018justify\u2019 it. This was the role that the nascent Color Revolution ended up playing, since without tens of thousands of people in the street, there could be no pretense of \u2018democracy being served\u2019 by her indictment. Instead, the US\u2019 hand in all of this would be even more obvious than during Latin America\u2019s last \u2018constitutional coup\u2019 in <a target=\"_blank\" href=\"http:\/\/articles.latimes.com\/2012\/jul\/08\/opinion\/la-ed-paraguay-20120708\" >2012 Paraguay<\/a>. Additionally, Brazil isn\u2019t Paraguay \u2013 it\u2019s a leading multipolar power and a nation many times larger than its landlocked neighbor, and carrying out a regime change there requires more \u2018finesse\u2019 and \u2018public relations\u2019 manipulation in Brazil than it ever would in Paraguay.<\/p>\n<p>Therefore, the Color Revolution itself is inconsequential in pressuring Rousseff\u2019s government or enacting any leadership concessions from her whatsoever. The entire regime change operation against her is driven by the \u2018constitutional coup\u2019, which itself is being disguised by the Color Revolution that has attracted the \u2018normative\u2019 attention of most of the world\u2019s pro-unipolar media. This can be proven by the copious media coverage given to the thousands of people who are protesting against her and rallying around a <a target=\"_blank\" href=\"http:\/\/www.strategic-culture.org\/news\/2016\/03\/24\/langleys-latest-themed-revolution-the-yellow-duck-revolution-brazil.html\" >giant inflatable yellow duck<\/a> compared to the considerable lack of attention being given to the NSA\u2019s role in catalyzing the entire Petrobras \u2018anti-corruption\u2019 inquisition in the first place. Clearly, the reason for this is that the US is engaging in a concerted effort to shift the international dialogue over the issue from the origins of the political crisis to the \u2018normative legitimacy\u2019 of Rousseff\u2019s rule, strongly implying that the Color Revolution protesters have somehow invalidated her democratic and legitimate reelection and more than \u2018normatively\u2019 compensate for the shady \u2018constitutional coup\u2019 dealings that are being employed against her.<\/p>\n<p><strong>A Heightened Risk of Hybrid War<\/strong><\/p>\n<p>At the moment, it looks like the \u2018constitutional coup\u2019-Color Revolution two-step might succeed in removing Rousseff and replacing her with Vice-President Michel Temer, who had actually been practicing his post-coup address to the nation in a <a target=\"_blank\" href=\"http:\/\/www.bloomberg.com\/news\/articles\/2016-04-11\/brazil-s-vp-practices-national-unity-speech-in-leaked-audio\" >recently leaked speech<\/a>. Remembering the astonishing rate of crime that already exists inside of the country, it\u2019s foreseeable that anti-coup activists\/insurgents could easily procure whatever weapons they might need in order to create a destabilizing stir. This would seek to provoke an international incident that destabilizes the Brazilian government even more than it already is, precisely at the moment when it would need the best media coverage that it can get and when it\u2019s most vulnerable to a flurry of unipolar media condemnation against it. Looked at from another angle, if the plot against Rousseff succeeds by that time, with or without the advent of any anti-regime change rebels, then some countries might choose to boycott the Olympics in order to show solidarity with the legitimate government that was illegally deposed of. This wouldn\u2019t change any facts on the ground, but it would be a strong and symbolic statement of support that might encourage whatever nascent armed resistance movement there might be by that time.<\/p>\n<p><strong>Concluding Thoughts<\/strong><\/p>\n<p>Assessing the US\u2019 regime change strategy against Rousseff, it\u2019s evident that the NSA\u2019s findings were used to spark the \u2018constitutional coup\u2019 proceedings that have been \u2018normatively justified\u2019 by the preplanned Color Revolution (a continuation of the so-called \u201cCashmere Revolution\u201d of 2014). The protests have thus far not led to any degree of substantial pressure on the government despite their massive size, with the only agency of tangible anti-government force coming from the \u2018legal\u2019 inquisition that\u2019s been launched against the Brazilian President. Nothing at this point indicates that the government is threatened by the street activists, although everything points to it being totally destabilized by the \u201cCar Wash\u201d conspiracy against it.<\/p>\n<p>While no discernable Hybrid War traces can be found thus far (as in the author\u2019s <a target=\"_blank\" href=\"http:\/\/orientalreview.org\/press-release\/\" >regime change definition<\/a> of this concept), that doesn\u2019t preclude any from popping up in the near future, whether led by anti-government right-wing terrorists or pro-government post-coup insurgents. There\u2019s no guarantee that either will happen, but the possibility can\u2019t be ruled out in general and must be prepared for by both sides.
