REUTERS\/Maxim Zmeyev\" width=\"300\" height=\"207\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2015\/08\/internet-china-russia-governance-putin-300x207.jpg 300w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2015\/08\/internet-china-russia-governance-putin-1024x706.jpg 1024w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><p id=\"caption-attachment-62547\" class=\"wp-caption-text\">Russian President Vladimir Putin.<br \/>REUTERS\/Maxim Zmeyev<\/p><\/div>\n<p>In the strongly-worded statement circulated to member states of the UN last week but not previously reported in the media, Russia says &#8220;with great disappointment&#8221;\u00a0it has concluded that the <a target=\"_blank\" href=\"https:\/\/www.worldhumanitariansummit.org\/\" >World Humanitarian Summit<\/a> has left the views of UN member states &#8220;on the sidewalk&#8221;\u00a0in &#8220;alarming circumstances&#8221;.<\/p>\n<p>Summit spokesman Herve Verhoosel told IRIN in an emailed response that the conference was always designed to be more inclusive than just a meeting of states: &#8220;This is the result of three years of consultations, which have repeatedly stressed inclusiveness.&#8221;<\/p>\n<p>Verhoosel said Russia had been involved in two regional consultations and had had numerous opportunities to put its points across. Member states \u201chave a great opportunity to come together to effect change\u201d, along with other stakeholders, he said, adding that outcomes can be discussed by member states at the UN\u2019s formal processes later this year.<\/p>\n<p>Summit organisers had better news yesterday when they were able to announce that German Chancellor <a target=\"_blank\" href=\"https:\/\/twitter.com\/WHSummit\/status\/729781185455501312\" >Angela Merkel will attend<\/a>. Merkel is the first leader of a G7 country to confirm so far. While the leaders of Central African Republic, Kuwait, Lebanon, Netherlands, and Niger, among others, have been confirmed, dozens more have yet to be publicly announced.<\/p>\n<p>The Russian mission to the UN told IRIN via email that Deputy Minister of Emergency Situations Vladimir Artamonov will lead the summit delegation, which will also include officials from the ministry of foreign affairs. (In diplomatic terms, sending a deputy minister to attend a high-profile summit signals very limited enthusiasm.)<\/p>\n<p>Russia also said it will not feel bound by the so-called \u201ccore commitments\u201d devised by the summit organisers, which it said implied \u201cfar-reaching obligations\u201d. The <a target=\"_blank\" href=\"http:\/\/sgreport.worldhumanitariansummit.org\/\" >five core commitments<\/a> are: reducing and preventing conflict, upholding humanitarian law, making sure fewer people are \u201cleft behind\u201d, reducing risk as well as bigger and better financing. Verhoosel said the core commitments were based \u201con issues raised by thousands of people\u201d and are \u201canchored in existing inter-governmental and legal frameworks\u201d.<\/p>\n<p>The Russian statement says the way the preparations have wrapped up and given \u201cpreference to some stakeholders at the expense of others\u201d are \u201cabsolutely inadmissible\u201d.<\/p>\n<p>The format of events at the summit would diminish the role of the governments \u201cdeemed to play a decisive role in conduct of the humanitarian assistance\u201d, the statement continues.
