(via Facebook)<\/p><\/div>\n<p><em>28 May 2016 &#8211; <\/em>In another blow to the Israeli campaign to criminalize Palestine solidarity activism, the Irish government has affirmed that the global boycott, divestment and sanctions (BDS) movement represents a \u201clegitimate\u201d means of protest \u201cintended to pressure Israel into ending the occupation.\u201d<\/p>\n<p>In the Irish parliament on Thursday [26 May], foreign minister Charles Flanagan <a target=\"_blank\" href=\"http:\/\/oireachtasdebates.oireachtas.ie\/debates%20authoring\/debateswebpack.nsf\/takes\/dail2016052600033?opendocument\" >stated<\/a> that \u201cwhile the government does not itself support such a policy,\u201d the BDS movement holds a \u201clegitimate political viewpoint\u201d and that the government does \u201cnot agree with attempts to demonize those who advocate this policy.\u201d<\/p>\n<p><strong>Second Blow in a Week<\/strong><\/p>\n<p>This is the second major setback Israel has suffered this week to its campaign to delegitimize and criminalize the global movement within the <a target=\"_blank\" href=\"https:\/\/electronicintifada.net\/tags\/european-union\" >European Union<\/a> and other Western states.<\/p>\n<p>Ireland is the third EU government to make such a statement in recent months.<\/p>\n<p>Earlier this week, Dutch foreign minister <a target=\"_blank\" href=\"https:\/\/electronicintifada.net\/tags\/bert-koenders\" >Bert Koenders<\/a> <a target=\"_blank\" href=\"https:\/\/electronicintifada.net\/blogs\/michael-deas\/bds-free-speech-says-dutch-government\" >said<\/a> that \u201cstatements or meetings concerning BDS are protected by freedom of expression and freedom of assembly, as enshrined in the Dutch constitution and the European Convention on Human Rights.\u201d<\/p>\n<p>In March, the Swedish foreign ministry <a target=\"_blank\" href=\"https:\/\/electronicintifada.net\/blogs\/ali-abunimah\/sweden-denies-israeli-claim-it-opposes-bds\" >stated<\/a> that BDS \u201cis a civil society movement. Governments should not interfere in civil society organization views.\u201d<\/p>\n<p>At Israel\u2019s <a target=\"_blank\" href=\"https:\/\/electronicintifada.net\/blogs\/ali-abunimah\/israel-quietly-pushed-anti-bds-legislation-us-uk\" >urging<\/a>, governments in the US, UK, France, Canada and elsewhere are attempting to introduce <a target=\"_blank\" href=\"https:\/\/electronicintifada.net\/tags\/anti-bds-laws\" >anti-democratic legislation<\/a>, and taking other repressive measures to undermine the BDS movement.<\/p>\n<p>Israel has also said that it is using its intelligence services to <a target=\"_blank\" href=\"https:\/\/bdsmovement.net\/factsheet-israels-attacks-on-the-bds-movement\" >spy<\/a> on BDS activists around the world.<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/electronicintifada.net\/tags\/gilad-erdan\" >Gilad Erdan<\/a>, the Israeli cabinet minister charged with combating the global movement, described BDS activists as threats, <a target=\"_blank\" href=\"https:\/\/bdsmovement.net\/factsheet-israels-attacks-on-the-bds-movement\" >saying they must<\/a> \u201cpay the price\u201d for their campaign work.<\/p>\n<p>\u201cWith the Netherlands and Ireland joining Sweden in defending the right to advocate and campaign for Palestinian rights under international law through BDS, Israel\u2019s attempt to get BDS outlawed in Europe and to bully its supporters into silence have been dealt a serious blow,\u201d <a target=\"_blank\" href=\"https:\/\/bdsmovement.net\/2016\/irish-dutch-join-sweden-right-to-boycott-14143\" >said<\/a> Riya Hassan, Europe coordinator for the Palestinian BDS National Committee.<\/p>\n<p>\u201cIsrael\u2019s attacks on our movement appear to be backfiring as they have led to European governments and some of the world\u2019s most famous human rights organizations and political organizations across Europe and the world speaking out in defense of our right to advocate BDS,\u201d Hassan added.<\/p>\n<p>\u201cAcross European civil society, there is a fast spreading recognition of the BDS movement as a legitimate form of nonviolent, grassroots human rights advocacy for the UN-stipulated rights of the Palestinian people,\u201d Hassan said.<\/p>\n<p><strong>Ireland \u201cDeeply Concerned\u201d about Omar Barghouti<\/strong><\/p>\n<p>The Irish foreign minister\u2019s comments came in the context of a parliamentary debate concerning Palestinian human rights defender and co-founder of the BDS movement <a target=\"_blank\" href=\"https:\/\/electronicintifada.net\/tags\/omar-barghouti\" >Omar Barghouti<\/a>, who is facing <a target=\"_blank\" href=\"https:\/\/electronicintifada.net\/blogs\/ali-abunimah\/israel-imposes-travel-ban-bds-co-founder-omar-barghouti\" >politically motivated repression<\/a> by Israel.<\/p>\n<p>Israel is refusing to renew the travel document of Barghouti, a Palestinian born in the diaspora married to a Palestinian citizen of Israel, preventing him from pursuing his campaign work internationally. He has been told that his permanent residency status is being reviewed.<\/p>\n<p>The human rights groups <a target=\"_blank\" href=\"https:\/\/electronicintifada.net\/blogs\/ali-abunimah\/amnesty-condemns-israels-threats-against-bds-activists\" >Amnesty International<\/a>, <a target=\"_blank\" href=\"https:\/\/electronicintifada.net\/blogs\/ali-abunimah\/israel-imposes-travel-ban-bds-co-founder-omar-barghouti\" >Human Rights Watch<\/a> and <a target=\"_blank\" href=\"https:\/\/www.frontlinedefenders.org\/en\/case\/case-history-omar-barghouti\" >Front Line Defenders<\/a> have all made statements concerning Barghouti\u2019s liberty and safety, with Amnesty and Front Line Defenders designating him a human rights defender.<\/p>\n<p>Responding to a question from the Anti-Austerity Alliance member of parliament Mick Barry, the foreign minister said that \u201cthe EU delegation in Israel has asked for clarification of [Barghouti\u2019s] position and we will follow all developments in the case.\u201d<\/p>\n<p>Flanagan added that the government was \u201cdeeply concerned about wider [Israeli] attempts to pressure [nongovernmental organizations] and human rights defenders through legislation and other means to hinder their important work. We have raised this both at EU level and directly with the Israeli authorities.\u201d<\/p>\n<p>The minister also promised that the Irish government \u201cwill monitor the ongoing developments in this case in conjunction with the EU delegation and as part of our broader engagement in support of the role of human rights defenders and the protection of civil society space.\u201d<\/p>\n<p><strong>Flagging Friend of Israel<\/strong><\/p>\n<p>The Irish government\u2019s position will perhaps be especially galling for Israeli officials as Flanagan is considered to be very friendly towards Israel, having <a target=\"_blank\" href=\"http:\/\/www.irishtimes.com\/news\/politics\/flanagan-calls-for-ceasefire-in-gaza-linked-to-ending-of-israeli-blockade-1.1884291\" >formerly been a member<\/a> of the small Friends of Israel grouping in the Oireachtas, the Irish parliament.<\/p>\n<p>Before becoming foreign minister in July 2014, as chair of the governing right-wing Fine Gael party, Flanagan was a vocal opponent of the BDS movement.<\/p>\n<p>In 2013 he <a target=\"_blank\" href=\"https:\/\/twitter.com\/charlieflanagan\/status\/364096446444089345\" >publicly criticized<\/a> the Teachers\u2019 Union of Ireland for its adoption of a motion to <a target=\"_blank\" href=\"http:\/\/www.ipsc.ie\/press-releases\/teachers-union-of-ireland-calls-for-academic-boycott-of-israel-in-unanimous-vote-first-academic-union-in-europe-to-do-so\" >support<\/a> the academic boycott of Israel.<\/p>\n<p>In 2012, Flanagan lambasted Trocaire, the overseas development agency of the Catholic Church in Ireland, when it <a target=\"_blank\" href=\"https:\/\/www.trocaire.org\/blogs\/why-ireland-must-ban-trade-illegal-israeli-settlements\" >began a campaign<\/a> asking the Irish government to ban products from Israel\u2019s settlements in the occupied West Bank, which are illegal under international law, <a target=\"_blank\" href=\"http:\/\/www.independent.ie\/irish-news\/trocaires-call-for-israel-ban-is-beyond-its-remit-28894964.html\" >calling the move<\/a> a \u201cvery partisan political campaign that is beyond their remit.\u201d<\/p>\n<p>In a 2013 interview with pro-Israel columnist Carol Hunt, Flanagan <a target=\"_blank\" href=\"http:\/\/www.independent.ie\/opinion\/columnists\/carol-hunt\/ill-ask-this-only-once-what-has-israel-ever-done-to-us-29470834.html\" >made clear his belief<\/a> that \u201cIsrael has been demonized by an Irish media slavishly dancing to the Palestinian drumbeat for decades.\u201d<\/p>\n<p>\u201cIsrael has a far better and more progressive record on human rights than any of its neighbors,\u201d Flanagan claimed. \u201cThe truth must be told.\u201d<\/p>\n<p>But now it would appear that even for certain officials and governments with sympathies towards Israel, including Flanagan, the latest attacks on the civil society BDS campaign are proving either too anti-democratic or too embarrassing to defend.<\/p>\n<p>Notably, in the Irish general election earlier this year, Israel lost three of its most vocal parliamentary friends; <a target=\"_blank\" href=\"http:\/\/www.irishtimes.com\/news\/politics\/new-minister-for-justice-to-be-announced-tomorrow-1.1786901\" >disgraced<\/a> former minister for justice and defense Alan Shatter of Fine Gael and Joanna Tuffy of the Labour Party lost their seats, while former education minister Ruairi Quinn, also of Labour, did not contest the election.<\/p>\n<p>Tuffy <a target=\"_blank\" href=\"http:\/\/web.archive.org\/web\/20101220214041\/http:\/labour.ie\/joannatuffy\/blogarchive\/2009\/11\/16\/building-links-with-israel\/\" >was vice-chair<\/a> of the small Oireachtas Friends of Israel group.<\/p>\n<p>Meanwhile, a pre-election campaign initiated by the Ireland-Palestine Solidarity Campaign saw <a target=\"_blank\" href=\"http:\/\/www.ipsc.ie\/press-releases\/ge16\" >around 40 candidates<\/a> who were ultimately elected to Ireland\u2019s 158-seat parliament sign pledges opposing the Irish arms trade with Israel and supporting the suspension of the <a target=\"_blank\" href=\"https:\/\/electronicintifada.net\/tags\/eu-israel-association-agreement\" >EU-Israel Association Agreement<\/a> due to Israel\u2019s human rights violations.<\/p>\n<p><strong>Israeli Funding Booted from Literary Festival<\/strong><\/p>\n<p>This wasn\u2019t the only bad news for Israel\u2019s propaganda, or <a target=\"_blank\" href=\"https:\/\/electronicintifada.net\/tags\/hasbara\" ><em>hasbara<\/em><\/a>, efforts in Ireland this week.<\/p>\n<p>On Tuesday, the Listowel Writers\u2019 Week Festival <a target=\"_blank\" href=\"https:\/\/www.facebook.com\/writersweek\/photos\/a.175921125794268.57024.127012080685173\/1001144053271967\/?type=3&amp;theater\" >announced<\/a> it would be refusing funding from the Israeli embassy in Ireland to bring an Israeli writer to the festival.<\/p>\n<p>The issue came to light on Sunday when members of Ireland\u2019s artistic community began highlighting on social media that the festival\u2019s brochure listed an event in which the Israeli embassy was explicitly <a target=\"_blank\" href=\"http:\/\/www.ipsc.ie\/wp-content\/uploads\/2016\/05\/lwwf1.jpg\" >thanked for its support<\/a>.<\/p>\n<p>After having been contacted by concerned individuals, including many artists, the organizers announced that the fesitval would honor its commitment to host the Israeli writer Savyon Liebrecht, but was rejecting the Israeli embassy funding.<\/p>\n<p>This move is in line with cultural boycott <a target=\"_blank\" href=\"http:\/\/www.pacbi.org\/etemplate.php?id=1047\" >guidelines<\/a> issued by PACBI, the Palestinian Campaign for the Academic and Cultural Boycott of Israel, which call for a boycott of Israeli institutions, not individuals.<\/p>\n<p>\u201cAs a Palestinian woman who is exiled from her homeland, I thank the festival for refusing to take Israeli state funding for this event,\u201d IPSC chair Fatin Al Tamimi <a target=\"_blank\" href=\"http:\/\/www.ipsc.ie\/press-releases\/listowel-writers-week-refusal-to-accept-israeli-state-funding-welcomed-by-human-right-activists\" >said<\/a>, \u201cThis decision is courageous, principled and absolutely the right thing to do.
