{"id":80636,"date":"2016-10-03T12:00:14","date_gmt":"2016-10-03T11:00:14","guid":{"rendered":"https:\/\/www.transcend.org\/tms\/?p=80636"},"modified":"2016-10-02T17:21:40","modified_gmt":"2016-10-02T16:21:40","slug":"how-the-us-armed-up-syrian-jihadists","status":"publish","type":"post","link":"https:\/\/www.transcend.org\/tms\/2016\/10\/how-the-us-armed-up-syrian-jihadists\/","title":{"rendered":"How the US Armed-up Syrian Jihadists"},"content":{"rendered":"<p><em>29 Sep 2016 &#8211; <\/em>The West blames Russia for the bloody mess in Syria, but U.S. Special Forces saw close up how\u00a0the chaotic U.S. policy of aiding\u00a0Syrian jihadists\u00a0enabled Al Qaeda and ISIS to rip Syria apart, explains ex-British diplomat Alastair Crooke.<\/p>\n<p>\u201cNo one on the ground believes in this mission or this effort\u201d, a former Green Beret\u00a0<a target=\"_blank\" href=\"https:\/\/sofrep.com\/63764\/us-special-forces-sabotage-white-house-policy-gone-disastrously-wrong-with-covert-ops-in-syria\/\" >writes<\/a>\u00a0of America\u2019s covert and clandestine programs to train and arm Syrian\u00a0insurgents, \u201cthey\u00a0know we are just training the next generation of jihadis, so they are sabotaging it by saying, \u2018Fuck it, who cares?\u2019\u201d.\u00a0\u201cI don\u2019t want to be responsible for\u00a0Nusra\u00a0guys saying they were trained by Americans,\u201d the Green Beret added.<\/p>\n<p>In a detailed report,\u00a0<em>US Special Forces<\/em>\u00a0<em>Sabotage White House Policy gone Disastrously Wrong with Covert Ops in Syria<\/em>, Jack Murphy, himself a former Green Beret (U.S. Special Forces),\u00a0<a target=\"_blank\" href=\"https:\/\/sofrep.com\/63764\/us-special-forces-sabotage-white-house-policy-gone-disastrously-wrong-with-covert-ops-in-syria\/\" >recounts<\/a>\u00a0a former CIA officer having told him how the \u201cthe Syria covert action program is [CIA Director John] Brennan\u2019s baby \u2026Brennan was the one who breathed life into the Syrian Task Force \u2026 John Brennan loved that regime-change bullshit.\u201d<\/p>\n<div id=\"attachment_80637\" style=\"width: 310px\" class=\"wp-caption alignright\"><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2016\/10\/james-foley-isis-300x200.jpg\" ><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-80637\" class=\"size-medium wp-image-80637\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2016\/10\/james-foley-isis-300x200-300x200.jpg\" alt=\"Journalist James Foley shortly before he was executed by an Islamic State operative.\" width=\"300\" height=\"200\" \/><\/a><p id=\"caption-attachment-80637\" class=\"wp-caption-text\">Journalist James Foley shortly before he was executed by an Islamic State operative.<\/p><\/div>\n<p>In gist, Murphy tells the story of U.S. Special Forces under\u00a0one Presidential authority, arming Syrian\u00a0<em>anti-ISIS<\/em>\u00a0forces, whilst the CIA, obsessed with overthrowing President Bashar al-Assad, and operating under a separate Presidential authority, conducts a separate and parallel program to arm\u00a0anti-Assad\u00a0insurgents.<\/p>\n<p>Murphy\u2019s report makes clear the CIA\u00a0<a target=\"_blank\" href=\"http:\/\/turcopolier.typepad.com\/sic_semper_tyrannis\/2016\/09\/us-special-forces-sabotage-white-house-policy-gone-disastrously-wrong-with-covert-ops-in-syria-ttg.html%20\" >disdain for combatting ISIS\u00a0<\/a>(though this altered somewhat with the beheading of American journalist James Foley in August 2014): \u201cWith the CIA wanting little to do with anti-ISIS operations as they are focused on bringing down the Assad regime, the agency kicked the can over to 5th Special Forces Group. Basing themselves out of Jordan and Turkey\u201d \u2014\u00a0operating under \u201cmilitary activities\u201d authority, rather than under the CIA\u2019s coveted Title 50 covert action authority.<\/p>\n<p>The \u201cuntold story,\u201d Murphy writes, is one\u00a0of abuse, as well as bureaucratic infighting, which has only contributed to perpetuating the Syrian conflict.<\/p>\n<p>But it is not the \u201cturf wars,\u201d nor the \u201cabuse and waste,\u201d which occupies the central part of Murphy\u2019s long report, that truly matters; nor even the contradictory and self-defeating nature of U.S. objectives pursued.\u00a0Rather, the report tells us quite plainly why the attempted ceasefires have failed (although this is not explicitly treated in the analysis), and it helps explain why parts of the U.S. Administration (Defense Secretary Ashton Carter and CIA Director Brenner) have declined to comply with President Obama\u2019s will \u2013 as expressed in the diplomatic accord (the recent ceasefire) reached with the Russian Federation.<\/p>\n<p>The story is much worse than that hinted in Murphy\u2019s title: it underlies the present mess which constitutes relations between the U.S. and Russia, and the collapse of the ceasefire.<\/p>\n<p>\u201cThe FSA [the alleged \u201cmoderates\u201d of the Free Syria Army] made for a viable partner force for the CIA\u00a0<em>on the surface<\/em>, as they were anti-regime, ostensibly having the same goal as the seventh floor at Langley\u201d [the floor of the CIA headquarters occupied by the Director and his staff] \u2013 i.e. the ousting of President Assad.<\/p>\n<p>But in practice, as Murphy states bluntly: \u201cdistinguishing between the FSA and al-Nusra is impossible, because they are virtually the same organization. As early as 2013, FSA commanders were defecting with their entire units to join al-Nusra. There,\u00a0they still retain the FSA monicker, but it is merely for show, to give the appearance of secularism so they can maintain access to weaponry provided by the CIA and Saudi intelligence services. The reality is that the FSA is little more than a cover for the al-Qaeda-affiliated al-Nusra. \u2026<\/p>\n<p>\u201cThe fact that the FSA simply passed American-made weaponry off to al-Nusra is also unsurprising considering that the CIA\u2019s vetting process of militias in Syria is lacklustre, consisting of little more than running traces in old databases. These traces rely on knowing the individuals\u2019 real names in the first place, and assume that they were even fighting-age males when the data was collected by CTC [Counterterrorism Centre] years prior.\u201d<\/p>\n<p><strong>Sympathy for Al Qaeda<\/strong><\/p>\n<p>Nor, confirms Murphy, was vetting any better with the 5th Special Forces operating out of Turkey: \u201c[It consisted of] a database check and an interview. The rebels know how to sell themselves to the Americans during such interviews, but they still let things slip occasionally. \u2018I don\u2019t understand why people don\u2019t like al-Nusra,\u2019 one rebel told\u00a0the American soldiers. Many had sympathies with the terrorist groups such as Nusra and ISIS.\u201d<\/p>\n<div id=\"attachment_80638\" style=\"width: 182px\" class=\"wp-caption alignleft\"><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2016\/10\/ayman-al-zawahiri-alqaeda.jpg\" ><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-80638\" class=\"size-full wp-image-80638\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2016\/10\/ayman-al-zawahiri-alqaeda.jpg\" alt=\"Al-Qaeda leader Ayman Al-Zawahiri.\" width=\"172\" height=\"172\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2016\/10\/ayman-al-zawahiri-alqaeda.jpg 172w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2016\/10\/ayman-al-zawahiri-alqaeda-150x150.jpg 150w\" sizes=\"auto, (max-width: 172px) 100vw, 172px\" \/><\/a><p id=\"caption-attachment-80638\" class=\"wp-caption-text\">Al-Qaeda leader Ayman Al-Zawahiri.<\/p><\/div>\n<p>Others simply were not fit to be soldiers. \u201cThey don\u2019t want to be warriors. They are all cowards. That is the moderate rebel,\u201d a Green Beret told Murphy, who adds:<\/p>\n<p>\u201cPallets of weapons and rows of trucks delivered to Turkey for American-sponsored rebel groups simply sit and collect dust because of disputes over title authorities [i.e. Presidential authorities] and funding sources, while authorization to conduct training for the militias is turned on and off at a whim. One day they will be told to train, the next day not to, and the day after only to train senior leaders. Some Green Berets believe that this\u00a0<em>hesitation comes from the White House getting wind that most of the militia members are affiliated with Nusra and other extremist groups.\u201d [emphasis added.]<\/em><\/p>\n<p>Murphy writes: \u201cWhile the games continue on, morale sinks\u00a0for the Special Forces men in Turkey. Often disguised in Turkish military uniform, one of the Green Berets described his job as, \u2018Sitting in the back room, drinking chai while watching the Turks train future terrorists\u2019 \u2026<\/p>\n<p>\u201cAmong the rebels that U.S. Special Forces and Turkish Special Forces were training, \u2018A good 95 percent of them were either working in terrorist organizations or were sympathetic to them,\u2019 a Green Beret associated with the program said, adding, \u2018A good majority of them admitted that they had no issues with ISIS and that their issue was with the Kurds and the Syrian regime.\u2019\u201d<\/p>\n<p>Buried in the text is this stunning one-line conclusion: \u201cafter ISIS is defeated,\u00a0<em>the real war begins<\/em>. CIA-backed FSA elements will openly become al-Nusra; while Special Forces-backed FSA elements like the New Syrian Army will fight alongside the Assad regime.\u00a0<em>Then the CIA\u2019s militia and the Special Forces\u2019 militia will kill each other.<\/em>\u201d<\/p>\n<p>Well, that says it all: the U.S. has created a \u2018monster\u2019 which it cannot control if it wanted to (and Ashton Carter and John Brennan have no interest to \u201ccontrol it\u201d \u2014 they still seek to use it).<\/p>\n<p><strong>U.S. Objectives in Syria<\/strong><\/p>\n<p>Professor Michael Brenner, having attended a high-level combined U.S. security and intelligence conference in Texas last week,\u00a0<a target=\"_blank\" href=\"http:\/\/turcopolier.typepad.com\/sic_semper_tyrannis\/2016\/09\/how-the-borg-spends-36-hours-in-texas-by-michael-brenner-ph-d.html\" >summed up<\/a>\u00a0their apparent objectives in Syria,\u00a0<em>inter alia<\/em>, as:<\/p>\n<div id=\"attachment_80639\" style=\"width: 310px\" class=\"wp-caption alignright\"><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2016\/10\/RussianPlane_AA_0-300x195-syria.jpg\" ><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-80639\" class=\"size-medium wp-image-80639\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2016\/10\/RussianPlane_AA_0-300x195-syria-300x195.jpg\" alt=\"Video of the Russian SU-24 exploding in flames inside Syrian territory after it was shot down by Turkish air-to-air missiles on Nov. 24, 2015.\" width=\"300\" height=\"195\" \/><\/a><p id=\"caption-attachment-80639\" class=\"wp-caption-text\">Video of the Russian SU-24 exploding in flames inside Syrian territory after it was shot down by Turkish air-to-air missiles on Nov. 24, 2015.<\/p><\/div>\n<ul>\n<li>Thwarting Russia in Syria.<\/li>\n<li>Ousting Assad.<\/li>\n<li>Marginalizing and weakening Iran by breaking the Shi\u2019ite Crescent.<\/li>\n<li>Facilitating some kind of Sunni entity in Anbar and eastern Syria. How can we prevent it falling under the sway of al-Qaeda?\u00a0 Answer: Hope that the Turks can \u201cdomesticate\u201d al-Nusra.<\/li>\n<li>Wear down and slowly fragment ISIS. Success on this score can cover failure on all others in domestic opinion.<\/li>\n<\/ul>\n<p>Jack Murphy explains succinctly why this \u201cmonster\u201d cannot be controlled: \u201cIn December of 2014, al-Nusra used the\u00a0American-made TOW missiles\u00a0to rout another anti-regime CIA proxy force called the Syrian Revolutionary Front from several bases in Idlib province.\u00a0<em>The province is now the de facto caliphate of al-Nusra.<\/em><\/p>\n<p>That\u00a0Nusra captured TOW missiles\u00a0from the now-defunct Syrian Revolutionary Front is unsurprising, but that the same anti-tank weapons supplied to the FSA ended up in Nusra hands is even less surprising when one understands the internal dynamics of the Syrian conflict, i.e. the factional warfare between the disparate American forces, with the result that \u201cMany [U.S. military trainers] are actively sabotaging the programs by stalling and doing nothing, knowing that the supposedly secular rebels they are expected\u00a0to train are actually al-Nusra terrorists.\u201d<\/p>\n<p>How then could there ever be the separation of \u201cmoderates\u201d from Al-Nusra \u2013 as required by the two cessations of hostilities accords (<a target=\"_blank\" href=\"http:\/\/www.huffingtonpost.com\/alastair-crooke\/syria-cease-fire-russia_b_10510126.html?utm_hp_ref=world\" >February<\/a>\u00a0and\u00a0<a target=\"_blank\" href=\"https:\/\/sputniknews.com\/politics\/20160927\/1045756832\/syria-deal-released.html\" >September 2016<\/a>)?\u00a0The entire Murphy narrative shows that the \u201cmoderates\u201d and al-Nusra\u00a0<em>cannot meaningfully be distinguished from each other<\/em>, let alone separated from each other, because \u201cthey are virtually the same organization.\u201d<\/p>\n<p>The Russians are right: the CIA and the Defense Department\u00a0<a target=\"_blank\" href=\"http:\/\/mobile.reuters.com\/article\/idUSKCN11S1PC\" >never had<\/a>\u00a0the intention to comply with the accord \u2013 because they could not.\u00a0The Russians are also right that the U.S. has had no intention to defeat al-Nusra \u2013 as required by U.N. Security Council Resolution 2268 (2016).<\/p>\n<p>So how did the U.S. get into this \u201cLeft Hand\/Right Hand\u201d mess \u2013 with the U.S. President authorizing an accord with the Russian Federation, while in parallel, his Defense Secretary was refusing to comply with it?\u00a0Well, one interesting snippet in Murphy\u2019s piece refers to\u00a0\u201chesitations\u201d in the militia training program thought to stem from the White House getting wind that most of the militia members were \u201caffiliated with Nusra and other extremist groups.\u201d<\/p>\n<p><strong>Obama\u2019s Inklings<\/strong><\/p>\n<p>It sounds from this as if the White House somehow only had \u201cinklings\u201d of \u201cthe jihadi monster\u201d emerging in Syria \u2013 despite that understanding being common knowledge to most on-the-ground trainers in Syria.\u00a0Was this so? Did Obama truly believe that there were \u201cmoderates\u201d who could be separated? Or, was he persuaded by someone to go along with it, in order to give a \u201ctime out\u201d in order for the CIA to re-supply its insurgent forces (the CIA inserted 3,000 tons of weapons and munitions to the insurgents during the February 2016 ceasefire, according to\u00a0<em><a target=\"_blank\" href=\"http:\/\/www.janes.com\/article\/59374\/us-arms-shipment-to-syrian-rebels-detailed\" >IHS Janes<\/a><\/em>\u2019).<\/p>\n<p><div id=\"attachment_80640\" style=\"width: 310px\" class=\"wp-caption alignleft\"><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2016\/10\/U.S.-backed-Syrian-\u201cmoderate\u201d-rebels-smile-as-they-prepare-to-behead-a-12-year-old-boy.png\" ><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-80640\" class=\"size-medium wp-image-80640\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2016\/10\/U.S.-backed-Syrian-\u201cmoderate\u201d-rebels-smile-as-they-prepare-to-behead-a-12-year-old-boy-300x241.png\" alt=\"U.S.-backed Syrian \u201cmoderate\u201d rebels smile as they prepare to behead a 12-year-old boy (left), whose severed head is held aloft triumphantly in a later part of the video. [Screenshot from the YouTube video]<\/p><\/div>Support for the hypothesis that Obama may not have been fully aware\u00a0of\u00a0this reality\u00a0comes from Yochi Dreazen and S\u00e9an Naylor (<em>Foreign Policy\u2019s<\/em>\u00a0senior staff writer on counter-terrorism and intelligence), who\u00a0<a target=\"_blank\" href=\"http:\/\/foreignpolicy.com\/2015\/05\/18\/mission-unstoppable-cia-obama-brennan-middle-east-torture-report-drones\/\" >noted<\/a>\u00a0(in May 2015) that Obama himself seemed to take a shot at the CIA and other intelligence agencies in an interview in late 2014, when he said the community had collectively \u201cunderestimated\u201d how much Syria\u2019s chaos would spur the emergence of the Islamic State.<\/p>\n<p>In the same article, Naylor charts the power of the CIA as rooted in its East Coast Ivy League power network, its primacy within the intelligence machinery, its direct access to the Oval Office and its nearly unqualified support in Congress.\u00a0Naylor illustrates the CIA\u2019s privileged position within the Establishment by quoting Hank Crumpton, who had a long CIA career before becoming the State Department\u2019s coordinator for counterterrorism.<\/p>\n<p>Crumpton told\u00a0<em><a target=\"_blank\" href=\"http:\/\/foreignpolicy.com\/2015\/05\/18\/mission-unstoppable-cia-obama-brennan-middle-east-torture-report-drones\/\" >Foreign Policy<\/a><\/em>\u00a0that when \u201cthen-Director Tenet, declared \u2018war\u2019 on Al-Qaeda as far back as 1998, \u201cyou didn\u2019t have the Secretary of Defense [declaring war]; you didn\u2019t have the FBI director or anyone else in the intelligence community taking that kind of leadership role.\u201d<\/p>\n<p>Perhaps it is simply \u2013 in Obama\u2019s\u00a0<a target=\"_blank\" href=\"http:\/\/foreignpolicy.com\/2015\/05\/18\/mission-unstoppable-cia-obama-brennan-middle-east-torture-report-drones\/\" >prescient words<\/a>\u00a0\u2013 the case that \u201cthe CIA usually gets what it wants.\u201d<\/p>\n<p>Perhaps it did: Putin demonized, (and Trump tarred by association); the Sunni Al Qaeda \u201cmonster\u201d \u2013 now too powerful to be easily defeated, but too weak to completely succeed \u2013 intended as the \u201calbatross\u201d hung around Russia and Iran\u2019s neck, and damn the Europeans whose back will be broken by waves of ensuing refugees.\u00a0Pity Syria.<\/p>\n<p>____________________________________<\/p>\n<p><em>Alastair Crooke is a former British diplomat who was a senior figure in British intelligence and in European Union diplomacy.
