That day, indigenous peoples were simultaneously characterised as fundamental allies in the world\u2019s war on hunger and poverty, while being declared as collective victims of a \u201ctsunami\u201d of imprisonments in Australia. See what happened.<\/p>\n<p>Australia must reduce the \u201castounding\u201d rates of imprisonment for indigenous peoples and step up the fight against racism, on 4 April warned Victoria Tauli-Corpuz, the United Nations <a target=\"_blank\" href=\"http:\/\/www.ohchr.org\/EN\/Issues\/IPeoples\/SRIndigenousPeoples\/Pages\/SRIPeoplesIndex.aspx\" >Special Rapporteur on the rights of indigenous peoples<\/a>.<\/p>\n<p style=\"padding-left: 30px;\"><strong><em>\u201cTraditional indigenous knowledge and the diversity of their food systems can provide solutions for healthy diets, and many areas such as nutrition, climate change or ecosystem management\u201d \u2013 <\/em><\/strong><strong>Graziano da Silva<\/strong><\/p>\n<p>\u201cIt is alarming that, while the country has adopted numerous policies to address the socio-economic disadvantage of Aboriginal peoples and those from the Torres Strait Islands, it has failed to respect their rights to self-determination and to full and effective participation in society,\u201d she added at the end of an official visit to Australia.<\/p>\n<p>Tauli-Corpuz said that the Australian government policies have failed to deliver on targets in the areas of \u201chealth, education and employment and have led to a growing number of people being jailed, and have resulted in an increasing number of children being removed from their homes in <a target=\"_blank\" href=\"https:\/\/www.qld.gov.au\/atsi\/cultural-awareness-heritage-arts\/community-histories\/%20%E3%80%80\" >Aboriginal and Torres Strait Islander communities<\/a>.\u201d<\/p>\n<p><strong>Astounding Figures<\/strong><\/p>\n<p>\u201cHigh rates of incarceration were described to me as a \u201ctsunami\u201d affecting indigenous peoples. It is a major human rights concern. The figures are simply astounding. While Aboriginal and Torres Strait Islanders make up only 3 per cent of the total population, they constitute 27 per cent of the prison population, and much more in some prisons,\u201d she stressed.<\/p>\n<p>\u201cI visited Cleveland Youth Detention Centre in Townsville, Queensland, where Aboriginal and Torres Strait Islander children constitute 95 per cent of the children detained. Many have been going from out-of-home care into detention,\u201d Tauli-Corpuz said, adding that aboriginal children are seven times more likely than non-Indigenous children to be in contact with the child protection system or to be subject to abuse or neglect.<\/p>\n<div id=\"attachment_91314\" style=\"width: 650px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/04\/large_mujeres-indi\u0301genas_1-indigenous.jpeg\" ><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-91314\" class=\"size-full wp-image-91314\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/04\/large_mujeres-indi\u0301genas_1-indigenous.jpeg\" alt=\"\" width=\"640\" height=\"279\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/04\/large_mujeres-indi\u0301genas_1-indigenous.jpeg 640w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/04\/large_mujeres-indi\u0301genas_1-indigenous-300x131.jpeg 300w\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" \/><\/a><p id=\"caption-attachment-91314\" class=\"wp-caption-text\">Indigenous women from Panama design action plans to ensure food security. Credit: FAO<\/p><\/div>\n<p>\u201c\u2026 I urge Australia to increase the age of criminal responsibility. Children should be detained only as a last resort\u2026 These children are essentially being punished for being poor and in most cases, prison will only aggravate the cycle of violence, poverty and crime. I found meeting young children, some only 12 years old, in detention the most disturbing element of my visit.\u201d<\/p>\n<p>The UN expert expressed criticism of the government programme known as the <a target=\"_blank\" href=\"http:\/\/www.indigenous.gov.au\/indigenous-advancement-strategy\" >Indigenous Advancement Strategy<\/a>, which was initiated in 2014 and involved a large budget cut in funding for support programmes. \u201cThe implementation of the strategy has been bureaucratic, rigid and has wasted considerable resources on administration.\u201d<\/p>\n<p>Tauli-Corpuz called on the government to forge a new relationship with the national representative body for indigenous peoples, the <a target=\"_blank\" href=\"http:\/\/nationalcongress.com.au\/\" >National Congress of Australia\u2019s First People<\/a>, and restore their funding.<\/p>\n<p>She also expressed concern that the government would not meet targets to close the gap in areas such as \u201clife expectancy, infant mortality, education and employment,\u201d and called for a comprehensive approach including specific targets for the \u201creduction of detention rates, child removal and violence against women.\u201d<\/p>\n<p><strong>Fundamental Allies<\/strong><\/p>\n<p>That very same day\u20134 April, the head of the United Nations body specialised in the areas of food and agriculture, was welcoming in Rome a group of indigenous youth representatives from the indigenous peoples\u2019 seven socio-cultural regions of the world.<\/p>\n<p>In his <a target=\"_blank\" href=\"http:\/\/www.fao.org\/about\/who-we-are\/director-gen\/faodg-statements\/detail\/en\/c\/878902\/\" >address<\/a> to the <a target=\"_blank\" href=\"https:\/\/www.facebook.com\/GlobalIndigenousYouthCaucus\/?hc_ref=PAGES_TIMELINE&amp;fref=nf\" >Global Indigenous Youth Caucus<\/a> meeting in the Italian capital (5-7 April), Graziano da Silva, director general of the <a target=\"_blank\" href=\"http:\/\/www.fao.org\/\" >UN Food and Agriculture Organization<\/a> (<a target=\"_blank\" href=\"http:\/\/www.fao.org\/\" >FAO<\/a>), said that indigenous peoples are \u201cfundamental allies\u201d in the fight against hunger, food insecurity and poverty \u201cbecause of their wealth of ancestral knowledge and good practices.\u201d<\/p>\n<div id=\"attachment_91315\" style=\"width: 510px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/04\/indigenous.jpeg\" ><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-91315\" class=\"wp-image-91315\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/04\/indigenous.jpeg\" alt=\"\" width=\"500\" height=\"212\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/04\/indigenous.jpeg 640w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/04\/indigenous-300x127.jpeg 300w\" sizes=\"auto, (max-width: 500px) 100vw, 500px\" \/><\/a><p id=\"caption-attachment-91315\" class=\"wp-caption-text\">Credit: FAO<\/p><\/div>\n<p>In a world in which climate change brings new challenges and uncertainties, we cannot eliminate hunger without the participation of youth, said da Silva, noting that \u201cthey must participate in these issues that will affect their children and their children\u2019s children. Let\u2019s work together and do it right now.\u201d<\/p>\n<p>The Sustainable Development Goals provide an opportunity for countries, indigenous organisations and the United Nations to work together to make an impact starting now through to 2030, he added, while reminding that since the creation of its <a target=\"_blank\" href=\"http:\/\/www.fao.org\/indigenous-peoples\/en\/\" >Indigenous Peoples team<\/a> in 2014, FAO is strengthening its work with indigenous organisations based on a double approach:<\/p>\n<p>\u201cOn the one hand, we consider indigenous peoples as fundamental allies in the fight against hunger, food insecurity and poverty because of their wealth of ancestral knowledge and good practices.<\/p>\n<p>\u201cOn the other hand, \u201cwe are aware that the lack of recognition of their rights in the management of natural resources and the marginalization they suffer places them in a vulnerable position.
