While the terror watchlist in the U.S. has long been <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2014\/jul\/24\/us-terrorism-watchlist-work-no-fly-list\" >both secretive<\/a> and controversial \u2013 as <a target=\"_blank\" href=\"https:\/\/theintercept.com\/2014\/07\/23\/blacklisted\/\" >\u201creasonable suspicion\u201d is enough<\/a> to label any individual a \u201cterrorist\u201d \u2013 terrorist groups tied to al-Qaeda have found that getting off the watchlist only requires minor rebranding.<\/p>\n<p>The terror group, long known to most as Jabhat al-Nusra or the al-Nusra Front, has continued to function as al-Qaeda\u2019s branch in Syria long after Daesh (ISIS) renounced its allegiance to the group in 2014. It was <a target=\"_blank\" href=\"http:\/\/dailycaller.com\/2017\/05\/14\/al-qaida-affiliate-gets-off-terrorist-list-by-changing-name\/?utm_source=dlvr.it&amp;utm_medium=twitter\" >first placed<\/a> on the U.S. and Canadian terror watchlists in 2012.<\/p>\n<p>But by changing its name to Hay\u2019at Tahrir al-Sham (HTS), the group has <a target=\"_blank\" href=\"http:\/\/www.cbc.ca\/beta\/news\/canada\/terror-list-omission-1.4114621\" >managed to secure its removal<\/a> from terror watchlists in both the U.S. and Canada, allowing citizens of those countries to donate money to the group, travel to fight with them and disseminate the group\u2019s propaganda without incident.<\/p>\n<p>In response, Nicole Thompson of the U.S. State Department <a target=\"_blank\" href=\"http:\/\/www.cbc.ca\/beta\/news\/canada\/terror-list-omission-1.4114621\" >told CBC News<\/a> last Monday that while \u201cwe believe these actions are an al-Qaeda play to bring as much of the Syrian opposition under its operational control as possible, [\u2026] we are still studying the issue carefully.\u201d<\/p>\n<p>But the State Department is likely hesitant to label HTS a terror group, even despite the group\u2019s link to al-Qaeda, as the U.S. government has directly funded and armed the Zenki brigade, a group that joined forces with al-Nusra under the HTS banner, with sophisticated weaponry.<\/p>\n<div id=\"attachment_92838\" style=\"width: 410px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/05\/alqaeda-nusra.jpg\" ><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-92838\" class=\"wp-image-92838\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/05\/alqaeda-nusra-1024x576.jpg\" alt=\"\" width=\"400\" height=\"225\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/05\/alqaeda-nusra-1024x576.jpg 1024w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/05\/alqaeda-nusra-300x169.jpg 300w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/05\/alqaeda-nusra-768x432.jpg 768w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/05\/alqaeda-nusra.jpg 1600w\" sizes=\"auto, (max-width: 400px) 100vw, 400px\" \/><\/a><p id=\"caption-attachment-92838\" class=\"wp-caption-text\">A Jabhat al-Nusra fighter talks on a radio while carrying his weapon in the front line of Khan Sheikhoun, northern Idlib province, May, 2014.<br \/> (Photo: Hamid Khatib\/Reuters)<\/p><\/div>\n<p><a target=\"_blank\" href=\"http:\/\/www.cbc.ca\/beta\/news\/canada\/terror-list-omission-1.4114621\" >As CBC noted<\/a>, \u201cFor the U.S. to designate HTS now would mean acknowledging that it supplied sophisticated weapons, including TOW anti-tank missiles, to \u2018terrorists,\u2019 and draw attention to the fact that the U.S. continues to arm Islamist militias in Syria.\u201d<\/p>\n<p>This is just the latest attempt by al-Nusra to rebrand itself as a \u201cmoderate\u201d group, as it has used its commitment to being \u201canti-ISIS\u201d and \u201canti-Assad\u201d in order to convince the U.S. and its allies to arm them. Al-Nusra has been described by mainstream media as a \u201cmoderate opposition\u201d group fighting against the embattled government of Syrian President Bashar al-Assad.<\/p>\n<p>Their efforts have paid off, as the group is being supported to various degrees by foreign governments seeking to overthrow the Assad government. For example, take the words of Qatari Foreign Minister Khaled al-Attiyah, who<a target=\"_blank\" href=\"https:\/\/www.independent.co.uk\/voices\/comment\/america-siding-with-terrorists-like-al-nusra-its-not-a-conspiracy-theory-10319370.html\" > told the French publication Le Monde<\/a> in 2015:<\/p>\n<p style=\"padding-left: 30px;\"><em>\u201cwe are clearly against all extremism, but, apart from Daesh [ISIS], all [sic] these groups are fighting to overthrow the [Assad] regime. The moderates cannot say to the Nusra Front \u2026 \u2018We won\u2019t work with you.\u2019 You have to look at the situation and be realistic.\u201d<\/em><\/p>\n<p>The U.S. government has also accepted the rebranding of al-Nusra in recent years.
