(Allison Joyce\/Getty Images)<\/p><\/div>\n<p><em>17 Aug 2017 &#8211; <\/em>In February, the United Nations released a <a target=\"_blank\" href=\"http:\/\/www.ohchr.org\/Documents\/Countries\/MM\/FlashReport3Feb2017.pdf\" >report<\/a> detailing the Burmese government\u2019s human rights abuses against the long-suffering Rohingya Muslim minority in Rakhine state \u2014 abuses that likely amounted to crimes against humanity. Burma should have responded by allowing U.N. investigators into the country and creating accountability mechanisms to prevent further violations. Instead, a government inquiry has <a target=\"_blank\" href=\"http:\/\/www.independent.co.uk\/news\/world\/asia\/burma-rohingya-muslim-minority-human-rights-abuses-a7879726.html\" >concluded<\/a> that there is \u201cno evidence of crimes\u201d and that \u201cpeople from abroad have fabricated news claiming genocide had occurred.\u201d<\/p>\n<p>On the contrary, there is considerable evidence to suggest that systematic human rights violations have occurred in Rakhine. The Rohingya have long been denied citizenship and pushed into ghetto-like conditions. This persecution escalated last year, when Burmese security forces conducted a scorched-earth campaign in the state amid <a target=\"_blank\" href=\"https:\/\/www.amnesty.org\/en\/documents\/asa16\/5362\/2016\/en\/\" >widespread reports<\/a> of <a target=\"_blank\" href=\"https:\/\/www.hrw.org\/news\/2017\/01\/12\/burma-government-forces-implicated-killings-and-rape\" >mass rape, torture, arbitrary arrests and extrajudicial killings<\/a>. The government has also restricted the movements of Rohingya people, imposing curfews and contributing to <a target=\"_blank\" href=\"http:\/\/reliefweb.int\/sites\/reliefweb.int\/files\/resources\/WFP-0000019264.pdf\" >extreme food shortages<\/a>. Nearly <a target=\"_blank\" href=\"http:\/\/www.reuters.com\/article\/us-myanmar-rohingya-idUSKBN13B1IO\" >90 people<\/a> have died since the violence erupted last year, while an estimated <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2017\/jan\/10\/65000-rohingya-flee-from-myanmar-to-bangladesh-following-crackdown-un\" >65,000 have fled<\/a> Rakhine.<\/p>\n<p>Burma\u2019s response was to establish an investigative commission that lacked credibility from the outset. The 13-member committee was headed by former military leader and current Vice President Myint Swe and included <a target=\"_blank\" href=\"http:\/\/www.president-office.gov.mm\/en\/?q=briefing-room\/news\/2016\/12\/05\/id-6883\" >no Rohingya representatives<\/a>. According to reports from civil society, its investigators used <a target=\"_blank\" href=\"https:\/\/www.hrw.org\/news\/2017\/08\/07\/burma-national-commission-denies-atrocities\" >sloppy research methods<\/a>, browbeat villagers and <a target=\"_blank\" href=\"http:\/\/www.burmalibrary.org\/docs23\/The_need_for_an_independent_international_investigation_mechanism.pdf\" >ignored complaints<\/a>.<\/p>\n<p>The commission made a few common-sense recommendations. It rightly acknowledged that imposing restrictions on Rohingya and the media in Rakhine could create conditions for violence and extremism, and it suggested relaxing limitations on humanitarian assistance. Yet these proposals are overshadowed by the commission\u2019s denial of any systematic wrongdoing. Along with new calls to <a target=\"_blank\" href=\"http:\/\/www.mmtimes.com\/index.php\/national-news\/27171-rakhine-state-to-intensify-security-in-maungdaw.html\" >expand security measures<\/a> against Muslim insurgents and reports of a <a target=\"_blank\" href=\"https:\/\/www.reuters.com\/article\/us-myanmar-rohingya-military-idUSKBN1AR0ZN\" >troop surge<\/a> in Rakhine, this essentially gives the military the green light to continue using excessive force.<\/p>\n<p>It is becoming increasingly clear that Burma\u2019s partially democratic government bears many similarities to its autocratic predecessor: It is overly sensitive to criticism, repressive toward minorities and willing to go to great lengths to protect the military. The international community should take note and renew calls to allow a <a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2017\/03\/24\/world\/asia\/myanmar-rakhine-rohingya-un-rights-council.html\" >U.N. fact-finding mission<\/a> to <a target=\"_blank\" href=\"https:\/\/www.hrw.org\/news\/2017\/08\/02\/qa-united-nations-fact-finding-mission-myanmar\" >visit the country<\/a>. Congress should rethink the idea of expanding American military ties with Burma or, at the very least, consider imposing a <a target=\"_blank\" href=\"http:\/\/www.gao.gov\/assets\/690\/686272.pdf\" >vetting process<\/a> and <a target=\"_blank\" href=\"https:\/\/static1.squarespace.com\/static\/506c8ea1e4b01d9450dd53f5\/t\/5965498b20099e497f9a66fb\/1499810189285\/Policy+Brief+1.1.pdf\" >human rights benchmarks<\/a> for any further military engagement.
