<\/em>WikiLeaks has <a target=\"_blank\" href=\"https:\/\/wikileaks.org\/vault7\/document\/ExpressLane-3_1_1-TPP-FINAL\/ExpressLane-3_1_1-TPP-FINAL.pdf\" >published<\/a> a document of a CIA project called <a href=\"https:\/\/www.transcend.org\/tms\/2017\/08\/vault-7-expresslane\/\" >\u2018ExpressLane\u2019 <\/a>that allows the agency to secretly extract biometric data from the NSA, the DHS, and the FBI as well as non-U.S. agencies.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">RELEASE: CIA &#39;Express Lane&#39; WikiLeaks (@wikileaks) <a target=\"_blank\" href=\"https:\/\/twitter.com\/wikileaks\/status\/900746367152398336?ref_src=twsrc%5Etfw\" >August 24, 2017<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>The documents from ExpressLane were released by the international whistleblowing organization as part of its ongoing \u2018Vault 7\u2019 series on the CIA\u2019s hacking capabilities.<\/p>\n<p>The program is operated by a\u00a0<a target=\"_blank\" href=\"https:\/\/www.cia.gov\/news-information\/press-releases-statements\/press-release-2011\/ots-celebrates-60-yrs.html\" >branch<\/a>\u00a0within the CIA called the Office of Technical Services (OTS) and provides a biometric collection system to partner intelligence services around the world \u201cwith the expectation for sharing of the biometric takes collected on the systems,\u201d according to a\u00a0<a target=\"_blank\" href=\"https:\/\/wikileaks.org\/vault7\/document\/ExpressLane-3_1_1-TPP-FINAL\/ExpressLane-3_1_1-TPP-FINAL.pdf\" >file<\/a>\u00a0released by WikiLeaks.<\/p>\n<p>The\u00a0<a target=\"_blank\" href=\"https:\/\/wikileaks.org\/vault7\/document\/ExpressLane-3_1_1-User_Manual-Rev_New_2009-04-06\/ExpressLane-3_1_1-User_Manual-Rev_New_2009-04-06.pdf\" >user guide<\/a>\u00a0for the tool states that the program was developed to support OTS in its efforts to verify that biometric data\u00a0was being given to the CIA.<\/p>\n<p>\u201cExpressLane v3.1.1 provides an ability to disable the biometric software if liaison doesn\u2019t provide the Agency with continued access.\u201d<\/p>\n<p>ExpressLane is installed and run under the guise of upgrading the biometric software by OTS agents who physically visit the target site.<\/p>\n<p><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/08\/ciaexpresslane-wikileaks-spy-surveillance-bigbrother.jpg\" ><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-97586\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/08\/ciaexpresslane-wikileaks-spy-surveillance-bigbrother.jpg\" alt=\"\" width=\"600\" height=\"573\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/08\/ciaexpresslane-wikileaks-spy-surveillance-bigbrother.jpg 900w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/08\/ciaexpresslane-wikileaks-spy-surveillance-bigbrother-300x287.jpg 300w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/08\/ciaexpresslane-wikileaks-spy-surveillance-bigbrother-768x734.jpg 768w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/a><\/p>\n<p>\u201cOTS\/i2c plans to revisit these sites with the cover of upgrading the biometric software to perform a collection against the biometric takes,\u201d\u00a0a CIA document outlining\u00a0the program <a target=\"_blank\" href=\"https:\/\/wikileaks.org\/vault7\/document\/ExpressLane-3_1_1-TPP-FINAL\/ExpressLane-3_1_1-TPP-FINAL.pdf\" >read<\/a>.<\/p>\n<p>The data exfiltration is then disguised behind a Windows installation splash screen so anyone overseeing the OTS officer installing the \u201cupdate\u201d doesn\u2019t become suspicious. Meanwhile, the program is siphoning out the agency\u2019s database of biometric data.<\/p>\n<p>ciaexpresslane2 wikileaks spy surveillance bigbrother<\/p>\n<p>The files originate from 2009 and were intended to remain secret until 2034, according to the\u00a0<a target=\"_blank\" href=\"https:\/\/wikileaks.org\/vault7\/document\/ExpressLane-3_1_1-TDR-2009-05-04\/ExpressLane-3_1_1-TDR-2009-05-04.pdf\" >files<\/a>.<\/p>\n<p>The exploit by the OTS uses the\u00a0<a target=\"_blank\" href=\"https:\/\/www.crossmatch.com\/\" >Cross Match<\/a>\u00a0biometric system \u2013 \u00a0a U.S. company that\u00a0specializes in biometric software for law enforcement and the intelligence offices according to WikiLeaks.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Is your government using the &quot;Cross Match&quot; biometric system?
