{"id":98300,"date":"2017-09-11T12:00:52","date_gmt":"2017-09-11T11:00:52","guid":{"rendered":"https:\/\/www.transcend.org\/tms\/?p=98300"},"modified":"2017-09-07T15:01:54","modified_gmt":"2017-09-07T14:01:54","slug":"the-brics-strike-back","status":"publish","type":"post","link":"https:\/\/www.transcend.org\/tms\/2017\/09\/the-brics-strike-back\/","title":{"rendered":"The BRICS Strike Back"},"content":{"rendered":"<div id=\"attachment_98301\" style=\"width: 710px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/09\/brics-china-summit.jpg\" ><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-98301\" class=\"wp-image-98301\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/09\/brics-china-summit-1024x453.jpg\" alt=\"\" width=\"700\" height=\"310\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/09\/brics-china-summit-1024x453.jpg 1024w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/09\/brics-china-summit-300x133.jpg 300w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/09\/brics-china-summit-768x340.jpg 768w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/09\/brics-china-summit.jpg 1080w\" sizes=\"auto, (max-width: 700px) 100vw, 700px\" \/><\/a><p id=\"caption-attachment-98301\" class=\"wp-caption-text\">brics2017.org<\/p><\/div>\n<p><em>6 Sep 2017 &#8211; <\/em>The wide-ranging Xiamen Declaration, issued in conjunction with the just wrapped-up annual BRICS summit, shows that Brazil, Russia, India, China and South Africa, although facing internal challenges of their own, may be about to step up their collective game, big time.<\/p>\n<p>And they won\u2019t be intimidated\/derailed by the crumbling unipolar order.<\/p>\n<p>Xiamen <a target=\"_blank\" href=\"http:\/\/news.xinhuanet.com\/english\/2017-09\/04\/c_136583396.htm\" >made it clear<\/a> the BRICS are all-out engaged to <em>\u201credress North-South development imbalances,\u201d<\/em> with Chinese President Xi Jinping\u00a0<a target=\"_blank\" href=\"http:\/\/www.globalresearch.ca\/stronger-brics-partnership-for-a-brighter-future\/5607446\" >emphasizing<\/a> the necessity of a more just international order, echoing President Putin\u2019s calls for a <em>\u201cfair multipolar world,\u201d<\/em> and <em>\u201cagainst protectionism and new barriers to global trade.\u201d<\/em><\/p>\n<p>Xi, the host at Xiamen, where he was once mayor, went out of his way to stress, <em>\u201cwe five countries [should] play a more active part in global governance.\u201d<\/em><\/p>\n<p>One of the key planks of what is a concerted geopolitical\/geoeconomic drive will start to be implemented via an upcoming BRICS-wide customs union. It&#8217;s all about connectivity \u2013 in trade, commerce, and finance. And that also dictates investment and business openings rolling in sync, as well as a sharper role for development funds and the BRICS\u2019s own New Development Bank (NDB).<\/p>\n<p>Enter, thus, multiple South-South <em>\u201cdialogues,\u201d<\/em> like those proposed in Xiamen with Mexico, Egypt, Thailand, Guinea, and Tajikistan.<\/p>\n<p>The dialogues, which will inevitably evolve into business and investment deals, are at the core of &#8216;BRICS Plus&#8217;; the overarching concept, proposed last March by Chinese Foreign Minister Wang Yi, for expanding South-South partnership\/cooperation.<\/p>\n<p>What this will mean, in the immediate future, is an even further, complex interpolation of BRICS Plus with the already converging New Silk Roads, a.k.a. Belt and Road Initiative (BRI); the Eurasia Economic Union (EAEU); and the Shanghai Cooperation Organization (SCO).<\/p>\n<p>All these economic\/political vectors are advancing in sync. The SCO may be essentially focused on security, countering jihadism or even solving border disputes, but it has also been developing the economic cooperation front. India and Pakistan have become SCO full members this year. Iran, Afghanistan and Turkey are observers, and will soon become full members. Egypt and post-war Syria want in. The SCO\u2019s geopolitical reach is fast becoming pan-Eurasian.<br \/>\nAnd that\u2019s reflected, for instance, in the Xiamen Declaration proposing an <em>\u201cAfghan-led and Afghan-owned\u201d<\/em> peace and national reconciliation process, <em>\u201cincluding the Moscow Format of consultations\u201d<\/em> and the <em>\u201cHeart of Asia-Istanbul process.\u201d<\/em><\/p>\n<p>This means, essentially, the BRICS supporting not a surge of Pentagon troops but an all-Asian (and not Western) Afghan peace process brokered by the SCO, of which Afghanistan is an observer and future full member.<\/p>\n<p>And this course of action once again graphically shows how the core of the BRICS is and will continue to be, what I call \u201cRC\u201d: the Russia-China strategic partnership.<\/p>\n<div id=\"attachment_98302\" style=\"width: 710px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/09\/brics-china-summit2.jpg\" ><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-98302\" class=\"wp-image-98302\" src=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/09\/brics-china-summit2-1024x453.jpg\" alt=\"\" width=\"700\" height=\"310\" srcset=\"https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/09\/brics-china-summit2-1024x453.jpg 1024w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/09\/brics-china-summit2-300x133.jpg 300w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/09\/brics-china-summit2-768x340.jpg 768w, https:\/\/www.transcend.org\/tms\/wp-content\/uploads\/2017\/09\/brics-china-summit2.jpg 1080w\" sizes=\"auto, (max-width: 700px) 100vw, 700px\" \/><\/a><p id=\"caption-attachment-98302\" class=\"wp-caption-text\">brics2017.org<\/p><\/div>\n<p><strong>Triple Win!<\/strong><\/p>\n<p>It was RC, not by accident, that suggested the only possible solution for the Korean Peninsula stand off, that is <em>\u201cdouble freezing,\u201d<\/em> put forward by the Russian and Chinese Foreign Ministry in early July. Pyongyang ceases all missile launches and nuclear tests, Washington\/Seoul cease their monster military exercises. Needless to say, the &#8216;War Party&#8217; in Washington, as well as Trump\u2019s generals, vetoed the idea.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Flagship project under the <a target=\"_blank\" href=\"https:\/\/twitter.com\/hashtag\/BeltandRoad?src=hash&amp;ref_src=twsrc%5Etfw\" >#BeltandRoad<\/a> Initiative! China-built 688-km mega railway begins construction in Malaysia <a target=\"_blank\" href=\"https:\/\/t.co\/eFlnKUID8L\" >pic.twitter.com\/eFlnKUID8L<\/a><\/p>\n<p>&mdash; China Xinhua News (@XHNews) <a target=\"_blank\" href=\"https:\/\/twitter.com\/XHNews\/status\/895534978557243393?ref_src=twsrc%5Etfw\" >August 10, 2017<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>But just as the BRICS wrapped it all up in Xiamen, the action started at the Eastern Economic Forum in Vladivostok; once again, all about economic convergence, focusing on Russia, China, Japan, Vietnam and crucially, both Koreas.<\/p>\n<p>Enter RC, once again, as peace negotiators, able to practice diplomacy with both Pyongyang and Seoul at an international forum. RC \u2013 with Russia in the forefront \u2013 solved the Syrian tragedy. While RC has a plan for both Afghanistan and North Korea, the unipolars only have sanctions and bombs.<\/p>\n<p>I have <a target=\"_blank\" href=\"http:\/\/www.atimes.com\/article\/real-brics-bombshell\/\" >sketched<\/a> elsewhere other aspects of BRICS, such as the current internal politico-economic tragedy in Brazil, as well as outsiders India-Japan pushing to counteract the BRICS\/BRI\/SCO convergence <a target=\"_blank\" href=\"https:\/\/worldview.stratfor.com\/article\/chinas-weight-pulls-india-and-japan-closer-together\" >via<\/a> an Asia-Africa Growth Corridor (AAGC).<\/p>\n<p>But the holy of the holies \u2013 and it\u2019s never enough to stress it &#8211; is what I call the Triple Win triad of the future: oil-yuan-gold. This is one of the prime outcomes of a strategy the BRICS have been discussing, behind closed doors, at their summits since the previous decade \u2013 when Lula was still Brazil\u2019s president: how to bypass the US dollar.<\/p>\n<p>President Putin has hinted at <em>\u201cthe excessive domination of the limited number of reserve currencies\u201d<\/em> \u2013 code for US dollar unipolarity. Beijing now is <a target=\"_blank\" href=\"https:\/\/asia.nikkei.com\/Markets\/Commodities\/China-sees-new-world-order-with-oil-benchmark-backed-by-gold?n_cid=NARAN1507\" >stepping up<\/a> the game via a crude oil futures contract priced in yuan and convertible into gold on both the Shanghai and Hong Kong exchanges.<\/p>\n<p>https:\/\/twitter.com\/RT_com\/status\/863579093815754755?ref_src=twsrc%5Etfw&#038;ref_url=https%3A%2F%2Fwww.rt.com%2Fop-edge%2F402218-brics-strike-back-russia-china%2F<\/p>\n<p>That might as well represent the burial ritual for the US sanctions dementia. It\u2019s a categorical imperative for Eurasia integration to be able to bypass any manifestations of this disease by trading energy in yuan or in their own, local, currencies.<\/p>\n<p>In parallel, something RC, via the Central Bank of Russia and the People\u2019s Bank of China, have been developing all these years &#8211; ruble-yuan swaps &#8211; will spread out to other BRICS\/BRI\/SCO members. The concept of trading in their own currencies will reach, of course, all number of aspiring BRICS Plus members.<\/p>\n<p>The late Zbig &#8216;Grand Chessboard&#8217; Brzezinski Doctrine \u2013 preventing, by all means, the emergence of a peer competitor &#8211; has long ago been pronounced dead.
