EPA-EFE\/SHAHZAIB AKBER<\/p><\/div>\n<p><em>11 Sep 2017 &#8211; <\/em>After two weeks of extreme violence in Myanmar\u2019s Rakhine state, where at least 400 people have been killed and <a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2017\/09\/08\/world\/asia\/myanmar-rohingya-refugees-270000.html\" >270,000 Rohingyas have fled their homes<\/a>, the country\u2019s de facto leader, Nobel laureate Aung San Suu Kyi, finally spoke up to acknowledge the crisis. But to the disappointment of several international human rights agencies, she didn\u2019t oppose the army\u2019s actions \u2013 and even described recent events as \u201ca huge iceberg of misinformation\u201d <a target=\"_blank\" href=\"http:\/\/edition.cnn.com\/2017\/09\/05\/asia\/rohingya-myanmar-bangladesh\/index.html\" >in a phone call<\/a> with Turkish Prime Minister Recep Tayyip Erdo\u011fan.<\/p>\n<p>This puts her at odds with a growing international consensus on what\u2019s happening. Human Rights Watch has <a target=\"_blank\" href=\"https:\/\/www.hrw.org\/report\/2013\/04\/22\/all-you-can-do-pray\/crimes-against-humanity-and-ethnic-cleansing-rohingya-muslims\" >called<\/a> the <a target=\"_blank\" href=\"http:\/\/www.ohchr.org\/Documents\/Countries\/MM\/FlashReport3Feb2017.pdf\" >ongoing violence<\/a> against the Rohingyas \u201cethnic cleansing\u201d and \u201ccrimes against humanity\u201d, while studies from <a target=\"_blank\" href=\"https:\/\/www.law.yale.edu\/yls-today\/news\/clinic-study-finds-evidence-genocide-myanmar\" >Yale Law School<\/a> and <a target=\"_blank\" href=\"http:\/\/www.qmul.ac.uk\/media\/news\/items\/hss\/187983.html\" >Queen Mary University of London<\/a> have defined it as a <a target=\"_blank\" href=\"https:\/\/treaties.un.org\/doc\/publication\/unts\/volume%2078\/volume-78-i-1021-english.pdf\" >genocide<\/a>.<\/p>\n<p>There has been no sustained peace in Rakhine state for decades. The Rohingyas who live there have faced <a target=\"_blank\" href=\"http:\/\/www.mcrg.ac.in\/WC_2015\/Reading\/D_Unresolved_Problem_Rohingya_Refugees.pdf\" >discrimination on the ground of their ethnicity<\/a> since the late 1970s, with regular peaks of violence. So why have these conflicts repeatedly erupted despite the pleas of international human rights bodies? What are the realpolitik issues which thwart the peace process?<\/p>\n<p><strong>No respect for human rights<\/strong><\/p>\n<p>A closer look reveals that even since its transition to democracy, Myanmar has almost zero respect and care for international norms and diplomacy. The government recently told the United Nations <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2017\/jun\/30\/myanmar-refuses-visas-un-abuse-rohingya-muslims\" >it will not issue visas to its inspectors<\/a> seeking to investigate accusations of rights abuses in Rakhine state. It has also <a target=\"_blank\" href=\"http:\/\/www.aljazeera.com\/news\/2017\/09\/suspends-food-aid-refugees-myanmar-170902072235098.html\" >obstructed<\/a> UN-funded World Food Program attempts to provide aid to vulnerable people.<\/p>\n<p>Regarding the slow response of the international community, many Rohingyas and many Bangladeshis believe that the international community is discriminatory towards Muslims and that the response would be much more serious if this level of brutality happened in any Western country.<\/p>\n<p>It is hard to validate such accusations. But, they may well fuel <a target=\"_blank\" href=\"http:\/\/yaleglobal.yale.edu\/content\/tread-caution-highly-sensitive-burma\" >more anti-Western feelings<\/a> among a large number of Muslims in the world. Among Rohingyas <a target=\"_blank\" href=\"https:\/\/www.crisisgroup.org\/asia\/south-east-asia\/myanmar\/myanmar-border-attacks-fuel-tensions-rohingya-muslim-minority\" >small groups of radical are already<\/a> thought to be operating.<\/p>\n<p>A new insurgent group, the <a target=\"_blank\" href=\"https:\/\/au.news.yahoo.com\/world\/a\/36922850\/farmers-turned-fighters-rohingya-militia-bigger-by-the-day\" >Arakan Rohingya Salvation Army (ARSA)<\/a> reportedly attacked Myanmar police and security forces on August 25 and in October 2016.<\/p>\n<p><strong>Vested interests<\/strong><\/p>\n<p><a target=\"_blank\" href=\"http:\/\/www.theage.com.au\/comment\/the-age-editorial\/world-must-act-to-halt-genocide-of-rohingya-muslims-in-myanmar-20170906-gyc1fb.html\" >Unless the warnings<\/a> by the international community are backed by a credible threat, the Myanmar government and its army, <a target=\"_blank\" href=\"http:\/\/thediplomat.com\/2017\/05\/its-good-to-be-the-tatmadaw\/\" >Tatmadaw<\/a> will just not care.<\/p>\n<p>Following the eruption of the latest round of violence, Britain requested a UN Security Council meeting but <a target=\"_blank\" href=\"http:\/\/www.channelnewsasia.com\/news\/asiapacific\/un-security-council-meets-on-myanmar-violence-9172858\" >China resisted stronger involvement by the UN<\/a>. EPA-EFE\/MONIRUL ALAM<\/p><\/div>\n<p>In March 2017, <a target=\"_blank\" href=\"http:\/\/www.reuters.com\/article\/us-myanmar-rohingya-un\/china-russia-block-u-n-council-concern-about-myanmar-violence-idUSKBN16O2J6\" >a proposed UN Security Council statement on the violence in Myanmar was blocked<\/a> by China and Russia. In 2007, a UN Security Council resolution demanding an end to political repression and human rights violations in Myanmar was <a target=\"_blank\" href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2007\/01\/13\/AR2007011300296.html\" >also vetoed by China and Russia<\/a>. Chinese interests in Myanmar include <a target=\"_blank\" href=\"http:\/\/www.reuters.com\/article\/us-china-silkroad-myanmar-port-exclusive\/exclusive-china-seeks-up-to-85-percent-stake-in-strategic-port-in-myanmar-idUSKBN1811DF\" >a US$7.3 billion deep-sea port project<\/a> as part of its ambitious <a target=\"_blank\" href=\"https:\/\/theconversation.com\/why-chinas-1-trillion-new-silk-road-plan-is-being-greeted-coolly-by-the-west-75722\" >One Belt, One Road<\/a> plan. In July, Min Aung Hlaing, the commander-in-chief of Tatmadaw \u2013 the Burmese armed forces \u2013 <a target=\"_blank\" href=\"http:\/\/timesofindia.indiatimes.com\/india\/red-carpet-for-burma-military-chief\/articleshow\/59497877.cms\" >visited India<\/a> and met with Indian army\u2019s chief, the prime minister, the defence minister, and the national security advisor.<\/p>\n<p>India, separately from its diplomatic ties with Naypyidaw, is <a target=\"_blank\" href=\"http:\/\/thediplomat.com\/2017\/07\/unpacking-the-myanmar-commander-in-chiefs-grand-india-visit\/\" >heavily investing it<\/a> the Tatmadaw via large arms exports. After the eruption of the latest violence, Indian PM Modi visited Myanmar where he clearly supported Myanmar government\u2019s view that it is a \u2018terrorist\u2019 problem <a target=\"_blank\" href=\"http:\/\/edition.cnn.com\/2017\/09\/06\/asia\/modi-india-myanmar-rohingya\/index.html\" >without criticising the mass killings and refugee exodus<\/a>.<\/p>\n<p>ASEAN, the regional economic association, could potentially improve the situation in Myanmar. However, it is limited by <a target=\"_blank\" href=\"https:\/\/www.jstor.org\/stable\/25798479?seq=1#page_scan_tab_contents\" >its principle of non-interference<\/a> in the internal affairs of member states.<\/p>\n<p>At state level, <a target=\"_blank\" href=\"http:\/\/www.thehindu.com\/news\/international\/violence-against-rohingya-muslim-majority-countries-urge-suu-kyi-to-step-in\/article19625995.ece\" >only several Muslim countries<\/a> have provided strong statements against Myanmar, among them Turkey, Malaysia, Indonesia and the Maldives. Bangladesh, as the country most affected by the flow of refugees, does not show enough international engagement on the matter and can\u2019t provide adequate protection to the refugees.<\/p>\n<p>Therefore, the criticisms, warnings, condemnations, and the threats struggle to cut through to the Myanmar government. The Rohingya themselves sense they will have little impact.
