Activists were particularly incensed that the auction was set to sell ancestral indigenous lands in the state of Minas Gerais to mining interests, as well as open up coastal areas to unorthodox exploration and resource extraction methods by foreign oil and gas companies.<\/p>\n<p>The auction, the 14th of its kind in Brazilian history, was touted as part of the government\u2019s wider efforts aimed at mitigating the consequences of the worst economic recession in its history \u2014 efforts that closely follow <a target=\"_blank\" href=\"https:\/\/www.telesurtv.net\/english\/news\/One-Year-On-Temers-Brazil-Becomes-Neoliberal-Disaster-20170513-0009.html\" >the neoliberal model<\/a> of privatizing public assets by selling or auctioning them to foreign corporations. Previous auctions, the last of which occurred in 2015, were <a target=\"_blank\" href=\"https:\/\/www.yahoo.com\/news\/brazil-oil-field-auction-test-governments-ambitions-210904018.html\" >significantly smaller<\/a> in scope in terms of the funds generated and the resources up for sale, with the focus usually on oil and gas reserves.<\/p>\n<p>However, this year\u2019s auction <a target=\"_blank\" href=\"http:\/\/www.t13.cl\/noticia\/negocios\/brasil-pone-prueba-su-atractivo-subasta-petrolera\" >also included<\/a> critical parts of Brazil\u2019s electrical grid as well as its national mint, up for bid in an effort to attract \u201cforeign investment.\u201d Administration officials had hoped that strong participation from foreign companies and investors would signal renewed faith in Brazil\u2019s neoliberal \u201crecovery.\u201d<\/p>\n<p>Thirty-two corporations took part in Thursday\u2019s auction, which sought to generate up to $80 billion in foreign investment. Many Western energy companies \u2014 <a target=\"_blank\" href=\"http:\/\/www.t13.cl\/noticia\/negocios\/brasil-pone-prueba-su-atractivo-subasta-petrolera\" >including<\/a> Shell, ExxonMobil, BP and Total \u2014 participated. All were ostensibly eager to obtain access to Brazil\u2019s rich oil and gas reserves, many of which are located in <a target=\"_blank\" href=\"http:\/\/www.truth-out.org\/news\/item\/29677-in-brazil-a-struggle-to-protect-indigenous-land-from-an-oil-society\" >indigenous<\/a> or<a target=\"_blank\" href=\"https:\/\/www.mintpressnews.com\/oil-giants-risk-spill-drilling-project-amazon-reef\/229416\/\" > ecologically fragile<\/a> territories. ExxonMobil alone <a target=\"_blank\" href=\"http:\/\/oilprice.com\/Latest-Energy-News\/World-News\/Exxon-Acquires-12B-Worth-Of-Oil-Blocks-In-Brazil-Auction.html?utm_source=dlvr.it&amp;utm_medium=twitter\" >purchased $1.2 billion<\/a> in oil rights during the auction.<\/p>\n<p>Parts of the Brazilian electric grid sold for far less. Even members of Temer\u2019s own party were lamenting the fact that the Temer government had sold four hydroelectric plants \u201c<a target=\"_blank\" href=\"https:\/\/www.telesurtv.net\/english\/news\/Indigenous-Protest-Mining-Auction-of-Ancestral-Land-20170927-0026.html\" >for the price of bananas<\/a>,\u201d as the utilities were sold <a target=\"_blank\" href=\"http:\/\/www.brasil.gov.br\/economia-e-emprego\/2017\/09\/governo-federal-arrecada-r-12-1-bi-com-leilao-de-quatro-hidreletricas\" >well below<\/a> their market value.<\/p>\n<p>In addition, the price to participate in the auction was <a target=\"_blank\" href=\"http:\/\/www.t13.cl\/noticia\/negocios\/brasil-pone-prueba-su-atractivo-subasta-petrolera\" >significantly lower<\/a> than that charged by previous administrations in similar auctions. In 2013, subscription fees for that year\u2019s auction totaled R$ 2.8 million (~ $879,000) per participating business while the latest auction charged only R$ 500,000 (~ $157,000).<\/p>\n<p>This, not surprisingly, weakened the Temer administration\u2019s arguments that the auction was intended to help the Brazilian economy recover. (AP\/Eraldo Peres)<\/p><\/div>\n<p><strong>Latest sell-out fits Temer\u2019s grossly unpopular neoliberal putsch<\/strong><\/p>\n<p>This is hardly the first time that Temer and his administration have been accused of favoring foreign corporate interests at Brazil\u2019s expense. Temer, a <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2017\/sep\/14\/brazil-president-michel-temer-charged\" >notoriously corrupt<\/a> politician, has strong ties to many corporate sectors, particularly mining and industrial agriculture, as do many of his ministers, and the reforms they have carried out have <a target=\"_blank\" href=\"https:\/\/www.telesurtv.net\/english\/news\/One-Year-On-Temers-Brazil-Becomes-Neoliberal-Disaster-20170513-0009.html\" >largely favored<\/a> corporate interests.<\/p>\n<p>For instance, earlier this year, Temer <a target=\"_blank\" href=\"https:\/\/www.brasildefato.com.br\/2017\/06\/26\/brazil-temer-govt-aims-to-lift-mining-restrictions-in-favor-of-private-corporations\/\" >opened<\/a> more than 400 national and state parks, many of them in the Amazon rainforest, to foreign mining companies. One of these protected areas, the sizable Renca reserve, <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/environment\/2017\/sep\/26\/brazil-backtracks-on-plan-to-open-up-amazon-forest-to-mining\" >was saved<\/a> at the last minute by a Brazilian court, which blocked the exploitation of the area in a humiliating defeat for Temer.<\/p>\n<blockquote><p><strong><em>Related |<\/em><\/strong><em> <a target=\"_blank\" href=\"http:\/\/www.mintpressnews.com\/220783-2\/220783\/\" >Temer: Rousseff Impeached Because She Didn\u2019t Support Neoliberalism<\/a><\/em><\/p><\/blockquote>\n<p>Also this year, Temer <a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2017\/08\/30\/world\/americas\/brazil-amazon-mining-temer-environmentalists-judge.html\" >largely defunded<\/a> the agency responsible for protecting the Amazon \u2014 along with its indigenous inhabitants \u2014 from illegal loggers, miners and farmers operating in the area. This measure was largely blamed for <a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2017\/09\/10\/world\/americas\/brazil-amazon-tribe-killings.html\" >the recent massacre<\/a> of uncontacted tribesmen by illegal gold miners deep within the Brazilian Amazon, as well as for <a target=\"_blank\" href=\"http:\/\/www.mintpressnews.com\/under-temers-brazil-increase-in-killings-of-indigenous-people-environmental-activists\/228517\/\" >the rise in extrajudicial killings<\/a> of environmentalists and indigenous activists.<\/p>\n<p>Temer has further <a target=\"_blank\" href=\"https:\/\/www.telesurtv.net\/english\/news\/Rousseff-Ousted-Over-Her-Opposition-to-Neoliberalism-Temer-20160923-0003.html\" >stated publicly<\/a> that his predecessor, Dilma Rousseff, was removed from power in 2016 \u2014 a move many observers have labeled a coup \u2014 due to her opposition to the neoliberal reforms his administration now champions. Temer\u2019s publicist <a target=\"_blank\" href=\"https:\/\/www.telesurtv.net\/english\/news\/Temers-Publicist-Admits-Coup-Against-Rousseff-Was-Corporate-Funded-20170605-0014.html\" >later revealed<\/a> that the coup against Rousseff was largely corporate-funded. Wikileaks has <a target=\"_blank\" href=\"https:\/\/www.rt.com\/op-edge\/343046-brazil-wikileaks-president-temer\/\" >also revealed<\/a> that Temer has strong connections to the United States, having allegedly served as an informant for U.S. intelligence.<\/p>\n<p>https:\/\/twitter.com\/ggreenwald\/status\/910163782378409985?ref_src=twsrc%5Etfw&#038;ref_url=http%3A%2F%2Fwww.mintpressnews.com%2Fneoliberal-brazil-auctions-indigenous-lands-public-utilities-foreign-interests-latest%2F232682%2F<\/p>\n<p>While Temer\u2019s time as president has been a boon for private business interests, particularly Western corporations, it has largely been a nightmare for Brazilians, who overwhelmingly oppose his regime. Indeed, Temer is one of the world\u2019s most unpopular leaders, with a dismal approval rating of 3.4%.
