Rules say there should be no habitation around nuclear plants but 70,000 people live within 16km of Koodankulam, which lies at the edge of the Gulf of Mannar, one of the world’s richest biodiversity areas. A unit of power from Koodankulam 1 and 2 will cost Rs 3.08. A unit of thermal power costs Rs 1.74 to 1.66.
