In El Salvador violence has become a big industry. For 2015 and 2016, The Economist featured the country as the most violent country (not at war), with its capital, San Salvador, holding the dubious title of “most murderous city.” It is not surprising then, that even with a left leaning government in power prosecution of minors for gang related crimes has increased by 50%. The right-wing ARENA party even proposed reforms to the Juvenile Penal Law, seeking to try minors linked to gang activity as adult terrorists.
