    When a new law is prepared, it is very often, if not necessarily always, that the true purpose of the new law is deeply hidden behind the “official purpose.” The Anti-Counterfeiting Trade Agreement (ACTA) is one of such international treaties (international law). Needless to say, when an international treaty is concluded and ratified by the states concerned, relevant domestic laws of these states are also prepared in accordance with that treaty. The “official purpose” of the ACTA is to establish international standards for the intellectual property rights enforcement. It sounds reasonable. But the true purpose (or the hidden purpose) of the ACTA is, as the video above warns, to over-regulate or over-limit the freedom of expression and the right of privacy as well as the activity of the civil society.     If you have a stomachache for instance, they tell you that you should take this medicine. What they do not tell you is that the medicine might cure your stomach somehow but it will surely damage all other organs in your body severely (and, in the end, the stomach as well). Are you happy to take this medicine? The ACTA is to work that way. The Age of “George Orwell’s 1984” has already begun. The blue print of the ACTA is such a piece of evidence.

    More than 60 years have passed since the Universal Declaration of Human Rights (UDHR) was announced. (See http://www.un.org/events/humanrights/udhr60/ ) As years gone by, people tend to forget the spirit of the UDHR. Meanwhile, the contemporary world is moving against the spirit of the UDHR. Human rights are humanity’s lessons learned from their bitter and horrible experiences over the centuries. When people forget the lessons learned, history repeats itself. Allow me to quote again: “When philosopher George Santayana said, “Those who cannot remember the past are condemned to repeat it,” he meant it as an admonition–not as an endorsement of mass amnesia or historical revision.     Historians in the future may point out: “In the latter part of the 20th Century human rights were highly promoted, while in the former part of the 21st Century restrictions and limitations of human rights were highly promoted.”

    Let me give you four important questions on the ACTA: First: Who are proposing the ACTA? Second: Why are they proposing the ACTA? Third: Who are opposing to the ACTA? Fourth: Why are they opposing to it? If you can answer to all these questions clearly, you will understand the essence of the ACTA.
