In 1825, fourteen French gunboats sailed into the harbor of the capital of Haiti, Port-au-Prince, and forced the government to pay an indemnity of 150 million francs. This threw Haiti into a cycle of debts that reduced the majority of the population to an abject poverty that survives to this day. Thomas Piketty has described this as “neocolonialism through debt.”
