I Governi si impegnino nella COP26: tagli delle emissioni inquinanti militari

3 Nov 2021 –Iniziativa della società civile internazionale (con l’adesione di Rete Italiana Pace e Disarmo): ci sono segnali che alcuni Paesi avrebbero l’intenzione di impegnarsi a ridurre le emissioni militari di gas serra durante la COP26 che inizia il 1 novembre. Questo appello definisce la portata di ciò che tali impegni dovrebbero includere ed è aperto alla firma delle organizzazioni prima e durante la COP.

L’accordo di Parigi del 2015 ha lasciato il taglio delle emissioni militari di gas serra (GHG) alla discrezione dei singoli Paesi. Le forze armate sono grandi produttori di tali emissioni e non dovrebbero essere escluse dagli obiettivi di riduzione dei gas serra. I Governi devono dimostrare il loro impegno nell’ambito degli accordi di Parigi fissando obiettivi di riduzione dei gas serra militari durante la COP26. Affinché questi impegni siano significativi, dovrebbero soddisfare i criteri esposti di seguito.

Emissioni militari, spese e fornitura di informazioni

Le forze armate sono grandi consumatori di energia e contribuiscono in modo significativo alle emissioni di gas serra, oltre a causare un più ampio impatto ambientale negativo con l’addestramento, le attività e le proprie operazioni militari. Le forze armate sono tipicamente i maggiori consumatori di energia tra le agenzie governative, ma storicamente c’è stata una riluttanza a rivelare i dati sulle loro emissioni.

La spesa militare globale è aumentata del 2,6% nel 2020 fino a quasi 2.000 miliardi di dollari, nonostante un calo del PIL globale del 4,4% a causa della pandemia COVID-19. Tali aumenti della spesa militare rischiano di rispecchiare gli aumenti delle emissioni, oltre a distogliere i finanziamenti dallo sviluppo sostenibile, dalla mitigazione e dall’adattamento al cambiamento climatico.

La Convenzione quadro delle Nazioni Unite sui cambiamenti climatici obbliga i firmatari a pubblicare le emissioni annuali di gas serra, ma il reporting delle emissioni militari è volontario e spesso non è incluso. Quando vengono riportate, sono generalmente incomplete ed escludono le emissioni provenienti da attrezzature e catene di approvvigionamento, e quelle legate all’impatto delle operazioni di conflitto. Questo ultimo ambito può includere le emissioni derivanti dai danni alle infrastrutture, dal cambiamento ambientale legato al conflitto e dalla ricostruzione post-conflitto.

Impegni significativi

Le forze armate e le industrie che le sostengono non possono più essere considerate eccezionali e devono intraprendere azioni urgenti e significative per ridurre le loro emissioni di gas serra e l’impronta ambientale. Riconosciamo come positivo il recente riconoscimento della NATO di questo aspetto, ma il riconoscimento è solo il primo passo.

Aggiornamento: Nel giugno 2021 la NATO ha accettato di “valutare la fattibilità di raggiungere emissioni nette zero entro il 2050?, che si applicherebbe alle sue attività. Nel frattempo gli Stati membri della NATO hanno concordato “…di ridurre significativamente le emissioni di gas serra dalle attività e installazioni militari senza compromettere la sicurezza del personale, l’efficacia operativa e la nostra posizione di deterrenza e difesa”. Ciò è un positivo passo avanti, ma ancora lontano da ciò che il pianeta ha bisogno di vedere. Impegni concreti e passi chiari verso la riduzione delle emissioni militari devono essere sul tavolo della COP26 iniziata il 1 novembre.

I governi devono usare la COP26 per impegnarsi a ridurre le emissioni militari di gas serra. Affinché questi impegni siano credibili e significativi, devono:

  • Fissare chiari obiettivi di riduzione delle emissioni di gas serra per le strutture militari che siano coerenti con l’obiettivo di 1,5 C specificato dall’Accordo di Parigi del 2015
  • Impegnarsi a meccanismi di reporting delle emissioni di gas serra che siano solidi, comparabili e trasparenti, basati sul protocollo GHG, e che siano verificati in modo indipendente
  • Stabilire chiari obiettivi per le Forze Armate per conservare l’energia, ridurre la dipendenza dai combustibili fossili e passare all’energia rinnovabile ecologicamente responsabile
  • Contenere chiari obiettivi di riduzione per l’industria tecnologica militare
  • Dare priorità alle iniziative di riduzione dei gas serra alla fonte e non fare affidamento su schemi per compensare le emissioni di gas serra
  • Pubblicare politiche, strategie e piani d’azione per la riduzione dei gas serra, con rapporti annuali di follow-up sulle prestazioni
  • Affrontare il modo in cui la riduzione delle spese e degli schieramenti militari e la modifica delle posizioni militari possono ridurre le emissioni
  • Impegnarsi a incorporare valutazioni climatiche e ambientali nel processo decisionale per tutti gli acquisti, le attività e le missioni
  • Evidenziare la relazione tra cambiamento climatico e degrado ambientale, e dimostrare un impegno a ridurre l’impatto ambientale complessivo di tutte le attività e missioni militari
  • Impegnarsi a ottimizzare la gestione delle infrastrutture militari per migliorare la cattura del carbonio e la biodiversità
  • Impegnarsi ad aumentare la formazione climatica e ambientale per i responsabili delle decisioni, anche su come le strutture militari possono mitigare il cambiamento climatico e il degrado ambientale
  • Dimostrare leadership, apertura e volontà di collaborare e scambiare informazioni sulle buone pratiche con le parti interessate non militari
  • Impegnarsi a stanziare le risorse appropriate per garantire che tutte le politiche di protezione del clima e dell’ambiente possano essere pienamente attuate
