6 Feb 2018 – The expansion of the role of nuclear weapons risks triggering another round of the nuclear arms race, dramatically increases the risks of their use, and makes the road to a nuclear weapons free world even more difficult. This latest development will serve only to increase the saliency and attractiveness of nuclear weapons, and will certainly not enhance international security, let alone prospects for progress in bilateral and multilateral disarmament and non-proliferation efforts.

23 Oct 2017 – The 2017 Nobel Peace Prize has been awarded to ICAN. This is the third time that a non-governmental organization dedicated to disarmament receives this prestigious honor. During the past decade ICAN developed intense activity in the preparation and support of the negotiation of the prohibition of nuclear weapons, leading to their elimination. A treaty to that effect was adopted last July 7 at the United Nations.

23 out 2017 – O Prêmio Nobel da Paz 2017 acaba de ser conferido à organização não governamental ICAN. É a terceira vez em que uma ONG dedicada ao desarmamento nuclear recebe essa prestigiosa honraria. Durante a década passada a ICAN desenvolveu intensa atividade na preparação e apoio de um tratado de proibição de armas nucleares, adotado em 7 de julho último pelas Nações Unidas.

The Organisation for the Prohibition of Chemical Weapons confirmed on 27 Sep 2017 that the verified destruction of those chemical weapons possessed by the Russian Federation has been completed. Pugwash welcomes this important achievement and congratulates the Russian Federation and the OPCW for their efforts, as well as the many countries and experts who have assisted in this program.

13 Sep 2017 – A new facility designed to help prevent the proliferation of nuclear weapons – the Low Enriched Uranium Bank – was inaugurated last August 29 at Astana, the capital of Kazakhstan. The inauguration coincided with the International Day Against Nuclear Tests, declared in 2009 by the United Nations.

Mainstream media in the central countries in general has paid little or no attention to the process of negotiation of the Convention, although specialized publications have been examining the implications of the adoption of an instrument of this kind. World public opinion and civil society organizations, particularly in the former States and their allies, have an important role to play in ensuring the success of the Convention and its ability to become a universal, legally binding instrument of codification of the repudiation of nuclear weapons.

A grande imprensa internacional nos países centrais em geral tem dado pouca ou nenhuma atenção ao processo de negociação da Convenção, embora publicações especializadas venham examinando as diversas implicações da eventual adoção de um instrumento dessa natureza. A opinião pública e as organizações da sociedade civil, principalmente naqueles países e em seus aliados, tem papel importante a desempenhar para assegurar o êxito da Convenção e sua capacidade de tornar-se um instrumento universal juridicamente vinculante de codificação do repúdio às armas nucleares.

10 abril 2017 – Os nove países possuidores de armas nucleares e a maioria de seus aliados preferiram ignorar as negociações sobre um instrumento juridicamente vinculante de proibição das armas nucleares. Essa iniciativa pioneira resultou de uma proposta da África do Sul, Áustria, Brasil, Irlanda, México e Nigéria e foi adotada pela Assembleia Geral das Nações Unidas em dezembro último por esmagadora maioria de votos… É chegado o momento em que a humanidade precisa agir decisivamente em defesa de sua própria sobrevivência.

On February 14, 2017 the Treaty for the Prohibition of Nuclear Weapons in Latin America and the Caribbean – Treaty of Tlatelolco – will celebrate its 50th anniversary. The Treaty prohibits the testing, use, manufacture, production or acquisition of nuclear weapons. All 33 countries in the region are party to it.

Durante os doze anos de duração dos ensaios, a população de outras ilhas e atóis do arquipélago experimentaram graves danos. Alguns foram completamente evacuados pela Marinha dos Estados Unidos. Alimentos e água potável foram constantemente contaminados. As pessoas vomitavam e seus cabelos começaram a cair. A incidência de câncer aumentou consideravelmente, assim como a de deformações em recém-nascidos. As taxas de doenças cardíacas, da tireóide, pulmões, ossos e sistema digestivo também aumentaram.

In 2014 the Republic of the Marshall Islands filed two legal suits: one at the International Court of Justice against the nine countries that possess nuclear weapons and another at an American federal court against the government of the United States. The suits did not seek financial compensation but rather requested a declaratory judgment of breach of obligations under Article VI the Nuclear Non-proliferation Treaty.

O atual esforço de “modernização” do armamento atômico em vários Estados possuidores gera crescente preocupação de que novos tipos de armas nucleares estejam sendo desenvolvidos a fim de tornar seu uso justificável e aceitável em uma confrontação nuclear “limitada”. Embora o CTBT permita os chamados testes subcríticos em laboratório, autoridades políticas, militares e de defesa em alguns desses Estados continuam a argumentar que detonações reais se tornarão necessárias a fim de verificar o efeito prático do armamento no teatro de operações.

25 Nov 2016 – Since its adoption by the UN in 1996, the Comprehensive Test Ban Treaty has remained in a singular and unprecedented situation. The negotiation of a ban on nuclear weapons due to start in March 2017 at the United Nations provides a promising and authoritative forum for reaching agreement on realistic measures of nuclear disarmament as well as on a decisive push for a universal, legally binding prohibition of tests.

The JCPOA is undoubtedly a victory for non-proliferation advocates, but the current possessors of nuclear weapons do not seem willing to apply the same logic to their own continuing programs of increase and “modernization” of their arsenals and point to the technological advancement of their rivals in order to justify their own military efforts. The nuclear arms race takes on new forms as bombs become smaller, lighter and smarter.
