A Web Survey of  High Frequency Active Auroral Research Program (HAARP) Weapon Technology in Various Countries

1. 1.    Introduction:

The main purpose of this dossier is to survey HAARP technology in a few major militarily influential countries through an Internet research.

Even when the budget of the Strategic Defense Initiative (SDI) was cut, the HAARP program was allowed to continue.[1] HAARP has been considered as a part of the weapons arsenal of the New World Order under the SDI.[2] HAARP could devastate the entire part of economy of a nation through climate manipulations. Besides, climate manipulations, by using the HAARP weapon, can be implemented without the knowledge of the enemy nation, and without any sacrifice of soldiers and equipment of one’s nation. The use of HAARP could devastate the world climate and economy by causing many kinds of natural disasters, including earthquakes, tsunamis, floods, draughts, landslides, erosions, explosions of volcanos and more.[3]

However, the technology of weapons proliferates. If one State uses a new weapon, other States will acquire the technology of that weapon in due course. That is one of the lessons from history. The first atomic bomb in the world was tested on 16 July 1945, by the United States. In the same year, two atomic bombs were actually used in the war, on 6 and 9 August 1945, at the end of World War II.  Four years later, on 29 August 1949, the first atomic bomb of the Soviet Union was tested.  That indicates that the absolute military superiority of the United States in the world did not last long. It lasted only four years.   That is the essential nature of the armed race.  The same thing can be said of the HAARP weapon. Other world major countries have already acknowledged the effectiveness and the threat of the HAARP weapon, and, therefore, the HAARP armed race has also begun.

In the armed race, if one of the parties develops a new weapon technology, other parties will soon develop the same technology. The time lag is only a few years or so. If the second party will acquire the same new weapon technology, soon the third and more parties will follow. This is how proliferation of the new weapon technology begins. The history of the proliferation of the nuclear weapon technology has proved it so.  It is highly likely that the proliferation of the HAARP weapon technology is treading the same path. It is a matter of time that other countries, especially world major powerful countries, will also reach the same technological standard of the HAARP technology that the United States has developed.

Like the nuclear armed race during the Cold War Era, it is highly likely that the HAARP technology race will also increase the possibility of the destruction of the planet Earth. The chances of the destruction of the Earth by the HAARP armed race will probably be much larger than the nuclear armed race in the Cold War Era.   Any serious damage of the Van Allen belt, for instance, will affect not only one targeted enemy country but also a substantial part of this planet.[4]  A massive earthquake, for instance, might destroy nuclear power plants whose radioactivity might spread all over the world as the case of Fukushima proved. An explosion of a huge volcano might emit a tremendous amount of dust that might seriously affect the temperature of the whole planet Earth. It seems that the HAARP technology has triggered a new armed race. Those who lived in the latter part of the 20^th Century experienced the nuclear armed race. Those who are living in the 21^st Century now are about to experience the HAARP armed race.  While the world was a bi-polar world during the Cold War Era, the contemporary world is a multi-polar world.  Therefore, any attempt for the international control of the HAARP armed race might become more difficult than that of the nuclear armed race in the Cold War Era.

1. 2.    A Survey of Possible HAARP Weapon Technology of Some Major or Militarily Influential Countries in the World Through Web Search:

This section, the main purpose of this article, surveys possible HAARP technology of some major or militarily influential countries. Mainly, five countries have been chosen for the survey in this article; the United States, Russia, China, India and Israel. The period the survey conducted was 18 -23 February 2013. Note that the following information was obtained through the Internet search as mentioned. Therefore, there is no independent confirmation of the information. This subject could relate to military intelligence so that no government might reveal the essential part of the relevant knowledge except some scientific aspects of the issue. Also note that the information on the websites below was available at the time of the author’s search. However, due to the nature of the information, some information on these websites may not be available by the time the reader of this article will visit these sites.

–          United States:

The official website of HAARP of the United States explains about HAARP in the HAARP Fact Sheet as follows[5]:

The High frequency Active Auroral Research Program (HAARP) is a program focused on the study of upper atmospheric and solar-terrestrial physics and Radio Science. The HAARP program operates a major Arctic ionosphere research facility on an Air Force owned site near Gakona, Alaska. Principal instruments installed at the HAARP Research Station include a high power, high-frequency (HF) phased array radio transmitter (known as the Ionosphere Research Instrument (IRI), used to stimulate small, well-defined volumes of ionosphere, and a large and diversified suite of modern geophysical research instruments including an HF ionosonde, ELF and VLF receivers, magnetometers, riometers, a UHF diagnostic radar and optical and infrared spectrometers and cameras which are used to observe the complex natural variations of Alaska’s ionosphere as well as to detect artificial effects produced by the IRI. Future plans include completion of the UHF radar to allow measurement of electron densities, electron and ion temperatures, and Doppler velocities in the stimulated region and in the natural ionosphere using incoherent scatter techniques.

The High frequency Active Auroral Research Program has at least three main aspects; (1) the scientific exploration, (2) the civilian use and (3) the military purpose. The above description refers to the scientific aspect of this program.  Therefore, HAARP is still considered as a scientific project, aiming at improving wireless telecommunications and providing convenience for geographical survey. In fact, the website is that of the University of Alaska.  The above mentioned official website of HAARP also states, “[T]he aim of research conducted at HAARP is to explore and understand natural phenomena occurring in the Earth’s ionosphere and near-Earth space environment. This research is of considerable value for communication and navigation system applications. Other research will examine the use of low frequencies for underwater communications. But in the end, the goal of all the research conducted at HAARP is knowledge.”[6] This aspect of scientific and civilian purposes is emphasized “by the US military authorities that manage the HAARP project”. HAAPR can also be used for geographic survey and exploration of natural resources, including petroleum.[7][8]   This aspect of HAARP refers to the above mentioned “(2) the civilian use”.

However, HAARP has the third aspect, the military aspect. In this aspect of the project, it can be said that HAARP is essentially designed to produce a new weapon – a weapon of nature manipulation.  It should be noted that the US military has been involving with HAARP since the commencement of the project and that this project has exclusively been managed and controlled by the military since then.

Regarding the military aspect of the HAARP project regardless of its emphasis of scientific and civilian purposes, the following things, among others, should particularly be pointed out:

First: HAARP is jointly funded by the U.S. Air Force, the U.S. Navy, the University of Alaska, and the Defense Advanced Research Projects Agency (DARPA).[9] The HAARP Program is jointly managed by the US Air Force and the US Navy”.[10]  This means that the University of Alaska does not manage this project. It implies that HAARP is not just for scientific and civilian purposes; it is essentially for the military purpose.

Second:  HAARP is being built on a DoD (US Department of Defense) owned site near Gakona, Alaska.[11]  The photograph on this website shows that the HAARP site in Alaska is controlled by the US Air Force: http://www.wired.com/dangerroom/2009/08/haarp-2/

That implies that this site is not just an ordinary scientific research site.  There are definitive reasons that the military, neither an academic institution nor any civilian authorities, should control this site.

Third:  The above mentioned HAARP Fact Sheet indicates a US Air Force Base (Kirtland Air Force Base, New Mexico) as an inquiry address on additional information on HAARP.[12] That indicates that it is the US military – neither civilian authorities nor academic institutions – that holds the key information on HAARP.[13]  Besides, New Mexico is the place in which Area 51 (officially does not exist; the place for the weapon development and experiment of the US military authorities) is located.[14] That also implies that a department of the US military authorities, which develops and experiments weapons, holds the key information on HAARP.

Fourth: The United States is a State Party, ratified on 17 January 1980[15], to the UN Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques.[16] The United States needs to avoid the possible international accusation in case of (the public awareness of) the violation of that international treaty.  Therefore, relevant authorities of the United States deflect the public suspicions and/or possible accusations about HAARP by emphasizing that HAARP is nothing but a scientific and civilian purpose project. However, if the international criticism will mount, the United States might withdraw from that treaty as it withdrew from the Kyoto Protocol. Nonetheless, the act of the withdrawal from the UN Convention may constitute a tacit declaration to the international community that the United States might use environmental modification techniques for military or other hostile purposes. It is deemed that the United States ratified the above mentioned UN Convention in 1980, because it was before the SDI was proposed by President Ronald Reagan in 1983 and it was before the HAARP project was commenced in Alaska in 1993. However, it cannot be denied that the possibility exists that the United States might withdraw from the above mentioned UN Convention.

Fifth: It is deemed that HAARP facilities are located all over the world today.[17]  This implies that the HAARP attack, if any, to cause natural disasters makes it less difficult and more precise. Although electromagnet signals (= powerful radio wave-beams that heat up a certain portion of the ionosphere above the targeted city/area) can be emitted from any HAARP antennae site in the world, a regional HAARP antennae site can aim at the targeted area/country more precisely in order to bring about a natural disaster exactly to the target. The HAARP antennae facilities can be used for natural resource explorations; at the same time, however, they can also be used to create natural disasters in the targeted area/country.

–          Russia:

This country has a laboratory for the ionosphere research. “The Sura Ionospheric Heating Facility, located near the small town of Vasilsursk about 100 km eastward from Nizhniy Novgorod in Russia, is a laboratory for ionosphere research. Sura is capable of radiating about 190 MW, effective radiated power (ERP) on short waves. This facility is operated by the radiophysical research institute NIRFI in Nizhny Novgorod. The Sura facility was commissioned in 1981. Using this facility, Russian researchers achieved extremely interesting results regarding the ionosphere behavior and discovered the effect of generation of low-frequency emission at the modulation of ionosphere current[1]. At the beginning, Soviet Defense Department mostly footed the bill. The American HAARP ionospheric heater is similar to the Sura facility. The HAARP project began in 1993.”[18] “The frequency range of the heating facility is from 4.5 to 9.3 MHz. The facility consists of three 250 kW broadcasting transmitters and a 144 crossed dipole antenna-array with dimensions of 300 m x 300 m. At the middle of the operating frequency range (4.5 � 9.3 MHz) a maximum zenith gain of about 260 (~24 dB) is reached, the ERP of the facility is 190 MW (~83 dbW).”[19]

It covers an area approximately one mile long by more than 3,000 feet wide.”[21] According to the same website, “If you zoom in, you can see vehicles destroyed. It’s west of what seems to be a fairly big electrical station or a radio station similar to HAARP, the High Frequency Active Auroral Research Program located near Gakona, Alaska, and funded by the US Air Force, the US Navy, the University of Alaska, and DARPA.”[22]

Furthermore, the headline of this website goes, “China orders HAARP strike against US for catastrophic Earthquake”:  (http://www.godlikeproductions.com/forum1/message556660/pg1 )   (Note that the information of this website was as of 30 May 2008.) This website reports, “Russian Foreign Ministry reports are stating today the Prime Minister Putin’s ‘sudden’ diplomatic trip to France was made at the behest of China’s President Hu in order to ‘warn’ the European Union not to become involved with the US following what is widely expected to be a ‘retaliatory strike’ against the United States, and who the Chinese military has blamed for the catastrophic May 12th earthquake that has killed nearly 90,000 human beings.

“Chinese and Russian Military scientists, these reports say, are concurring with Canadian researcher, and former Asia-Pacific Bureau Chief of Forbes Magazine, Benjamin Fulford, who in a very disturbing video[23] released from his Japanese offices to the American public, details how the United States attacked China by the firing of a 90 Million Volt Shockwave from the Americans High Frequency Active Auroral Research Program (HAARP) facilities in Alaska.”[24]   The same website also states, “Russian scientists are further speculating that the United States strike against China was ‘exactly timed’ to coincide with the dangerous experiments ongoing at Large Hadron Collider for the European Organization for Nuclear Research (CERN), and which we had previously reported on in our May 13th report titled ‘CERN ‘Nailed Heart Of Earth’ With China Quake, Chilean Volcano’”[25] Further, this website informs, “Russian Military Analysts note that though China’s Military has ordered its vast submarine fleet to ‘disperse’ throughout the Pacific Ocean, the Chinese ‘attack’ against the United States would, most likely, take a form of economic warfare instead of an actual clashing of forces.

“More disturbing, however, in these reports is China’s urging of both Syria and Turkey not to allow more water into mighty rivers of the Euphrates and Tigris, which the Iraqis are warning are running dry due to the severe drought in that war-torn Nation. “The importance of this latest move by China is the newly signed Defense Pact signed between Iran and Syria which would allow Chinese Military Forces permission to use Iranian territory to come to the aid of Syria.”[26]

1. 3.    Conclusions:

Needless to say, chemical weapons and nuclear weapons are weapons of mass destruction (WMD). The HAARP weapon is a new WMD. It can be said that HAARP is a new generation of the Manhattan Project. If the Manhattan Project was about the nuclear weapon, “High-frequency Active Auroral Research Program” (HAARP) is essentially about the weapon of the weather control (and possibly mind control as well). The Manhattan Project was said, especially in the early stages, that it was just for development of substitute materials[27]. Then, the outcome of the Project was the atomic bomb. Today, it is HAARP. HAARP is a scientific and civilian purpose project; at the same time, however, far more than that, it is a military project that has produced a new scientific weapon – a nature/weather control weapon. Accordingly, it can also be said that the very core of this project is a military project, one of the most deadly military projects ever in history — Manhattan or HAARP.

The armed race of the auroral warfare has already begun.  Time has been moving from the era of the armed race of nuclear warfare to that of the armed race of electromagnetic warfare. The Preamble of the Charter of the United Nations states, “We peoples of the United Nations determined to save succeeding generations from scourge of war, which twice in our lifetime has brought untold sorrow to mankind…”  As mentioned in the Introduction of this article, we, having been living since the 20^th Century, are about to experience armed races twice in our lifetime. However, one of the main differences between the nuclear armed race and the auroral armed race is that no nuclear attack was launched during the former armed race, while some attacks have possibly been launched already in the latter armed race.[28]  Next attack of this weather modification warfare might be launched any time.  Almost all possible victims-to-be are innocent civilians.  In fact, the HAARP weapon was designed to massacre a mass of people, mostly civilians, in the whole targeted region.
