However, the gateway will probably remain closed while Valitor appeals the case, an attorney for DataCell, the Icelandic company hosting WikiLeaks’ donations website, said on Friday [13 Jul 2012]. A month ago, when our first report was written, we had no information about the quality of the rector pressure vessel (RPV) installed at KKNPP (Koodankulam Nuclear Power Project) during the month of Aug 2006.Vessels of that vintage would not have been allowed in post-Chernobyl Russia after the 1988 updating of pressure vessel standards. Such sub-standard pressure vessels are not permissible in the major markets. In this case, if the reactor is started, it will be next to impossible to inspect it. Hence the emergency.

According to news reports, UK banks fixed the London interbank borrowing rate (Libor) with the complicity of the Bank of England (UK central bank) at a low rate in order to obtain a cheap borrowing cost. The way this scandal is playing out is that the banks benefitted from borrowing at these low rates. Whereas this is true, it also strikes us as simplistic and as a diversion from the deeper, darker scandal.

But he had confessed and horrible details added little to the worst misdeed in Norwegian history. The open court process could have been limited to one week. And the incapability of both sides of the psychiatric divide to reflect what political conflict polarization does to people is not a court issue. And Norway has to come to grips with what happened.

Regarding the welds on Reactor Pressure Vessel being erected at the Koodankulam Nuclear Power Project, the Bulletin of the Atomic Energy Regulatory Board records that “The original design of RPV did not contemplate welds in the core region. However, the vessel now used has two welds in the core region. The effect of lifetime neutron fluence on these welds was evaluated and found to be acceptable.” Could you please let me know who decided to change the RPV at KKNPP, when it was decided to change it, how was the decision made, and a copy of the evaluation report…
